Although details of President Barack H. Obama's visit to Israel
remained murky, former Deputy Foreign Minister Danny Ayalon is convinced
that Obama will be meeting with Prime Minister Binyamin Netanyahu and
Palestinian Authority chief Mahmoud Abbas – together. In a post on his Facebook page Thursday, Ayalon said that plans for such a summit meeting were being woven “even as I write this.”Obama is set to arrive in the region on
March 20, and will visit Israel, the PA, and various countries in the
region. White House sources said that Obama would not be bringing a new
peace plan with him, and that the agenda was still open.The last time Obama came to the Middle
East, he skipped Israel altogether; this time, Obama seems to be trying
to “correct his error by visiting Israel first when he comes to the
Middle East,” Ayalon wrote. “The purpose of the visit, it appears to me,
is to restore the United States to its chief role in the Mideast peace
process,” a role the U.S. has let slip over the past several years as it
has been wrapped up in dealing with the financial crisis.“After the polite talk, Obama and Bibi
will get down to cases,”Ayalon wrote; specifically “joint actions to
prevent Iran from getting nuclear weapons, the neutralization of the major threats against
Israel in the wake of the fall of Bashar al-Assad and the unrest in the
Arab world, and restoring the peace process. These are the three topics
the two will speak about, in the order of their importance,” he
wrote.Although the White House claims that it
has nothing “special” planned for this trip, “when the leader of the
most powerful country in the world leaves his country for a visit
abroad, it's logical to expect that some understandings are already in
place. There is no doubt that at this moment there is active and

BRUSSELS - EU leaders are gathering in Brussels on Thursday (7 February) for more horse-trading on the EU's long term budget, with any agreement having to satisfy penny-counting member states while not completely antagonising the European Parliament.
Ahead of the meeting, EU Council president Herman Van Rompuy urged member states to see the "bigger picture" when it comes to money for 2014-2020.The last budget summit, in November, failed to reach agreement despite Van Rompuy chopping €80bn from the European Commission's original proposal to arrive at €971bn in commitments for the seven-year period.This summit is suspected to take up discussions where they last left off.One EU official likened the process to leaders having lunch, taking a "long walk," and now coming back for coffee.This 'coffee' summit is expected to result in further cuts. Van Rompuy on Monday briefed EU ministers that the second round of reductions is likely to clock in at around €15bn. Where these are made felt is key to the success of the summit.Farm and regional subsidies, already down from the current seven-year cycle, are expected to avoid the scalpel.Van Rompuy has also privately indicated he wants to ringfence development aid, the research budget and the EU's student exchange programme. In addition he is touting a new youth employment scheme, supposed to cost billions.
Squaring the circle is expected to come at the expense of the commission's pet infrastructure project ("Connecting Europe"). Other budget lines, such as for pre-accession states or the EU's earth observation programme (GMES), may also be slimmed down. Netanyahu held a second meeting with Yesh Atid leader Yair Lapid on
Thursday, seeking common ground that would bring Lapid’s party into the
coalition.The two party leaders met for over two hours
in what was described as being “a very good atmosphere” at the prime
minister’s official residence in Jerusalem. No details of what the two
discussed were released, but Netanyahu and Lapid agreed to meet again in
the near future.Sources in Yesh Atid said Thursday Lapid was
genuinely prepared to stay out of the coalition if it became clear to
him that Netanyahu was not intent on passing legislation to ensure a
gradual process of conscription and national service for the
ultra-Orthodox community. Lapid had emphatically recommended Netanyahu
as prime minister in the formal consultations with President Shimon
Peres after the elections, the sources said, and crushed the notion of
trying to form an anti-Netanyahu bloc in parliament. But Netanyahu, the
sources said, now had to make a decision about the nature and thus the
direction of his government, and Yesh Atid would determine its role
based on that decision.The sources stressed that the issue of
ultra-Orthodox service was one of the key imperatives for Yesh Atid, and
that there would no point for the party to sit in a government that did
not pursue it. They said Lapid’s proposal — under which anyone in the
ultra-Orthodox community could enter the workforce over the next five
years, during which the framework for the ultra-Orthodox entry into
military or other national service would be finalized and gradually

Netanyahu had held long, informal coalition
talks with Lapid on January 24, just two days after the election in what
was his first meeting with a potential coalition party leader.Since then, however, Lapid, whose party won 19
seats in the elections, muddied the waters when he told a TV
interviewer that he expected to win the prime ministership in the next
elections, and was reported to have said he might go into opposition
this time and emerge in 18 months to unseat Netanyahu.Those comments brought a bitter response on
Tuesday from Netanyahu’s Likud-Beytenu No. 2, Avigdor Liberman, who said
Lapid was obsessed “with being prime minister” before he had even
started work as a politician. But Netanyahu was publicly unfazed,
shaking hands warmly with Lapid at Tuesday’s Knesset swearing-in
ceremony.Likud sources said Wednesday that Netanyahu,
especially after having been rebuffed on Wednesday by Labor’s Shelly
Yachimovich, strongly wanted Lapid in his government, and would remind
him that energizing Israeli-Palestinian peace efforts and legislating
for ultra-Orthodox military service would not be possible without a
strong centrist element in the coalition.Trying to pressure Lapid and Bennett’s Jewish
Home party, Likud sources were quoted by Channel 10 as saying Wednesday
night that Netanyahu might try to build a coalition without either of
them, heavily dependent on the ultra-Orthodox parties, but that scenario
seems arithmetically hard to envision given Yachimovich’s determination

EU leaders gather for budget horse-trading

BRUSSELS - EU leaders are gathering in Brussels on Thursday (7 February) for more horse-trading on the EU's long term budget, with any agreement having to satisfy penny-counting member states while not completely antagonising the European Parliament.
Ahead of the meeting, EU Council president Herman Van Rompuy urged member states to see the "bigger picture" when it comes to money for 2014-2020.The last budget summit, in November, failed to reach agreement despite Van Rompuy chopping €80bn from the European Commission's original proposal to arrive at €971bn in commitments for the seven-year period.This summit is suspected to take up discussions where they last left off.One EU official likened the process to leaders having lunch, taking a "long walk," and now coming back for coffee.This 'coffee' summit is expected to result in further cuts. Van Rompuy on Monday briefed EU ministers that the second round of reductions is likely to clock in at around €15bn. Where these are made felt is key to the success of the summit.Farm and regional subsidies, already down from the current seven-year cycle, are expected to avoid the scalpel.Van Rompuy has also privately indicated he wants to ringfence development aid, the research budget and the EU's student exchange programme. In addition he is touting a new youth employment scheme, supposed to cost billions.
Squaring the circle is expected to come at the expense of the commission's pet infrastructure project ("Connecting Europe"). Other budget lines, such as for pre-accession states or the EU's earth observation programme (GMES), may also be slimmed down. EU officials' wages are set to take a hit too despite their latest strike earlier this week."Politically it's inevitable that there will be some further cuts there," said one EU source, noting that for the UK, the Netherlands and Sweden the EU wage question had become "ideological."Small sweeteners to multiple member states will be part of the overall deal.Britain has been particularly vocal about what it wanted and still wants in terms of spending reductions - but there is sense of "impatience," according to one EU source - among other member states over how much more it can demand.For his part, Van Rompuy is hoping to avoid getting into bilaterals with individual member states.
He wants the overall ceiling figures agreed first and is set to produce a new proposal on Thursday afternoon. EU leaders with individual complaints should then say so in front of their colleagues.The pressure to get a deal this time round is higher, with less time left to agree the myriad of laws needed to be completed to get the financial framework in place by the end of 2013.Part of the member states' negotiations will also have to take into account the European Parliament. MEPs have to approve the deal with an absolute majority, a fact they are at pains to point out to governments.They have been highly critical of member states "short-sightedness" when it comes to EU spending."My sense is that in the parliament there is great opposition - they will be very unhappy with the text - but at the same time I think there are sufficient people in parliament who could be convinced that it is in Europe's interest to move ahead with this," said one official from the Irish EU presidency, which will steer budget negotiations.Potential gestures to the parliament include making the budget more flexible so it is possible to move unspent money from one budget line to another, wording on EU tax-raising powers and a clause to review the budget mid-way through the cycle.
