There is no point to the negotiations currently going on between Israel and the Palestinian Authority, a prominent Islamic scholar has told Arutz Sheva.In an interview, Sheikh Abdel Salaam Manasra, the head of Qadiri Sufism in Israel, said that the PA would never accept Israel as a Jewish state – but that did not mean that Jews and Arabs could not live together in peace and harmony.As leader of a Sufi group – which emphasizes esoteric religious practices not always tolerated by mainstream Sunni Islam – Manasara and his followers have had run-ins with leaders of the Muslim community in Israel and the PA, and have complained of discrimination and racism. Manasra is also known as an advocate of coexistence with Israel. His son, Sheikh Ghassan Manasra is the director of the Islamic Cultural Center in Nazareth, which participates in and sponsors many programs advocating religious tolerance between Jews and Muslims.That does not make him a Zionist – but according to Manasra, politics is not the main issue between Jews and Muslims.Speaking to Arutz Sheva, Manasra said that Muslims, for religious reasons, were unlikely to accept Israel as a Jewish state.“But we have equal rights, and for us it is enough that the State of Israel is the state of all its citizens. You don't need to require us to recognize Israel as a Jewish state.”There is also no reason to oppose establishing a Palestinian state, he continued.“Those who are truly seeking peace will stop building settlements everywhere. There is a major housing shortage for Arabs. I live in Nazareth and there is no room for my children here, they will have to move elsewhere,” he said.According to Manasra, Jews and Arabs could work things out, left to their own devices. The U.S. intervention will do much more hard than good, he claims.“We are cousins, and we need to sit and speak without American intervention. We can make peace between Judaism and Islam. Unfortunately the governments are secular and they rely on the West for guidance. This is why there is no peace,” he said.

Royal slams US, EU for excluding Jordan from talks

Prince Hassan, uncle to Jordan’s King Abdullah II, said the Americans and Europeans were treating the issue as a two-sided problem, according to a Channel 10 report. Jordan should be a full partner in negotiations between the sides, said the prince, since the Israeli-Palestinian conflict is a regional problem, partly because the majority of Palestinians live in Jordan.At the meeting in Amman, Jordan — held as a second round of negotiations between Israelis and Palestinians kicked off at an undisclosed location in Jerusalem — Gal-On expressed cautious optimism regarding renewed peace talks. She also spoke of the left-wing Meretz party’s vision for how a peace agreement would look.“Meretz may be in the opposition,” said Gal-On at the meeting, “but [the party] will not be opposed to peace.” She added that “Netanyahu doesn’t have a majority for a political settlement in his coalition, but he does have a majority in the Knesset.”
Jordan is one of only two Arab nations to have made peace with Israel. According to statistics published by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in 2008, Jordan is home to some two million Palestinians.

Op-Ed: Obama is Moving to an Imposed Solution if Necessary

The US says it is there "as a facilitator" and that it has an "indispensable role". But how does a mere facilitator play an indispensable role?


Barack Obama, when running for President the first time, surrounded himself with a host of vehemently anti-Israel advisors including Lee Hamilton, Zbigniew Brzezinski, Samantha Power, Susan Rice and Gen Jones, many of whom advocated imposing a solution on Israel.In his second administration, Samantha Power is U.S. Ambassador to the UN, Chuck Hagel is Secretary of Defense and Martin Indyk is one of the peace process facilitators and all of them support pre-’67 lines plus swaps and wouldn’t be averse to imposing such a solution on Israel.Obama also made common cause - right from the beginning -  with Jewish leftists, represented by J Street and Israel Policy Forum, who were urging him to increase the pressure on Israel and if that didn’t work, to impose a solution..So it was no surprise that he started his first term of office by attacking Israel, by declaring that all settlements were illegitimate and demanding a complete settlement construction freeze east of the j"Green Line" (1949 Armistice Line, ed.), including in Jerusalem.He went so far as to repudiate the US commitment set out in the Bush letter  of 2004 to then-Prime Minister Ariel Sharon, declaring there was no agreement. Elliot Abrams and others involved in the negotiations which led to the letter, testified otherwise.This letter affirmed, inter alia, that “as part of a final peace settlement, Israel must have secure and recognized borders, which should emerge from negotiations between the parties in accordance with UNSC Resolutions 242 and 338.” Noticeably absent was any reference to the Saudi Plan, which required full withdrawal to the 1949 arbitrary armistice lines. The letter also contained a commitment that ”the United States will do its utmost to prevent any attempt by anyone to impose any other plan”.
By repudiating this letter as a U.S. commitment, Pres Obama opened the way for a settlement to be imposed according to the Saudi Plan, rather than Res 242. He has since come out in support of a solution based on the pre-‘67 lines plus swaps.He had set a goal of achieving an agreement within two years. He failed to do so in four years, but did make progress.He forced PM Netanyahu to agree to a two-state solution, which he did in his Bar Ilan speech - providing the Palestinians recognize Israel as the Jewish state and agree to be demilitarized. Even with these provisos, this was the first time a Likud prime minister agreed to a two-state solution.These terms leave very little wiggle room, so it did not matter that President Obama agreed to Prime Minister Netanyahu’s demand that there be no pre-conditions or that negotiations would not start where former Prime Minister Ehud Olmert left off.He also got Netanyahu to agree to a temporary construction freeze, not nearly what he was demanding, but enough to enable him to get Abbas and the Arab League to agree to the proximity talks.The U.S. managed to accomplish this by sending a document to the Palestinian Authority responding to their enquires which provided, “We expect both parties to act seriously and in good faith. If one side, in our judgment, is not living up to our expectations, we will make our concerns clear and we will act accordingly to overcome that obstacle.”The document also committed the US to “sharing messages between the parties and offering our own ideas and bridging proposals.” and reiterated “Our core remains a viable, independent and sovereign Palestinian State with contiguous territory that ends the occupation that began in 1967,”This commitment by the U.S. was a determining factor in the Palestinian’s and the Arab League’s decision to agree to the U.S. proposal on indirect talks. Nothing came of them.
After a 7 hour meeting between Secretary of State Hillary Clinton and Prime Minister Netanyahu, on November 12, 2010, a joint press release was put out which provided:“"The United States believes that through good-faith negotiations, the parties can mutually agree on an outcome which ends the conflict and reconciles the Palestinian goal of an independent and viable state based on the 1967 lines, with agreed swaps, and the Israeli goal of a Jewish state with secure and recognized borders that reflect subsequent developments and meet Israeli security requirements.”Some pundits have suggested that Netanyahu agreed to this, but it is clearly not the case.The US position was clear. Israel must return all "occupied territories" or their equivalent, rather than some territories as was the original intention of Res 242, the only binding resolution which applies.When the Arab League announced their support, their Secretary General said;
“We intend in four month’s time to bring back the whole of the peace process to the Security Council, thus ending the role of honest broker role played so far by the US and to put an end to the peace process.
“We will put the results of the talks before the Security Council and then ask this important body in charge of maintaining peace and security to decide on the steps forward.”This in effect would abrogate the Res 242, the Oslo Accords and the Roadmap, which heretofore have been considered binding.Pursuant to Article 33, of the United Nations Charter, members, Israel included, who are ”parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice” and the Security Council “shall, when it deems necessary, call upon the parties to settle their dispute by such means.”Israel could well be ordered to submit to arbitration or judicial settlement. Perhaps this is the reason PM Netanyahu kept reaffirming Israel’s desire to negotiate when approached by Secretary Kerry.The Security Council has the “”primary responsibility for the maintenance of international peace and security”. In fact, Article 37 provides, “If the Security Council deems that the continuance of the dispute is in fact likely to endanger the maintenance of international peace and security, it shall decide whether to take action under Article 36 or to recommend such terms of settlement as it may consider appropriate.” Chapter VII gives the Security Council the right to enforce these recommendations.You can be sure that the Arab League is well aware of these provisions. It is highly doubtful that the US will veto any such move. In fact the Obama administration keeps repeating that failure to arrive at a settlement is a danger to world peace.They are laying the groundwork for such action by the Security Council.The EU is already on board. European Union foreign policy chief, Javier Solana, told a British audience, in July 2009,“After a fixed deadline, a UN Security Council resolution should proclaim the adoption of the two-state solution,”“It would accept the Palestinian state as a full member of the UN, and set a calendar for implementation. It would mandate the resolution of other remaining territorial disputes and legitimize the end of claims.”“If the parties are not able to stick to it [referring to the UN-imposed timetable -ed.], then a solution backed by the international community should be put on the table.”Solana added that the UN-imposed “two-state solution” should include resolution of issues such as control over Israel’s capital, the city of Jerusalem, as well as border definitions, security arrangements and the “right of return” by millions of foreign descendants of Arab refugees who abandoned their homes during the 1948 war.Kerry recently made it clear, ”The US can’t afford to stay on the sidelines.”. Furthermore when he met this week  with a small group of American Jewish leaders at the White House, he warned them that Israel “faces the threat of diplomatic isolation” and said he fears for Israel’s future. Obviously this is a veiled warning from the White House that Israel can’t count on American support at the UN and elsewhere if she fails to reach a deal.

What we know for sure is that Abbas has insisted that negotiations must be based on pre-’67 lines plus swaps and he has Obama’s support on this.
Netanyahu is thus faced with the task of making the best deal he can in the current negotiations for fear of a worse deal being imposed. Of course he can reject any attempts by the UN to do so.This could subject Israel to sanctions and to UN military action.This time around there are no terms of reference.  But apparently, private assurances and letters have been given to each side to get them to the table. What we know for sure is that Abbas has insisted that negotiations must be based on pre-’67 lines plus swaps and he has Obama’s support on this. On the other hand, Netanyahu has not agreed to such condition - as far as we know.Most pundits agree that the talks will go nowhere unless Obama forces both sides to make compromises, so far as he is able. Even that might not be enough.On July 31, the White House/State Department held a briefing on the matter and offered very little to advance our understanding of the how these talks are going to go forward except to say:“And I would emphasize that we are there as a facilitator. These are direct negotiations between the Israelis and the Palestinians. But I think everybody understands we have an indispensable role to play in that process as we go forward.”So the question is, “How does a facilitator play an indispensable role?” Perhaps the terms of reference agreed to in Obama’s first term, above set out are an indication.In any event it is clear that if Israel doesn’t reach an agreement, the US will allow the UN to impose one.

Russia not Supplying 'Replacement' Missile System to Iran

Russia will not be supplying Iran with a replacement for the S-300 missile defense system delivery which it cancelled, according to the head of Rosoboronexport. The company is a Russian state-owned arms company, which holds an effective monopoly on all arms exports from the country.Speaking to journalists in Baku, Azebaijan, Anatoly Isaiki said that despite media reports of discussions over a replacement system, no such deals were in the pipeline.“I will only be able to speak about that if there were any deals or when there would be deals, but there are none,” he said, according to the RIA media agency.
The announcement is the latest chapter in a saga over arms exports to the Islamic Republic. In 2007, Russia signed a deal to sell four S-300 SAM (surface-to-air missiles) batteries. The system would have been a game-changer, as it would have posed serious challenges for any potential air strike on Iranian nuclear sites by the US or Israel, which both countries' say is still on the table if diplomatic efforts to halt the program fail. The S-300 system can effectively intercept aircraft, cruise missiles and ballistic missiles.But in 2011 the Russians caved in to US pressure and cancelled the deal, prompting a $4 billion lawsuit by the Iranian government, which is still pending review in the international courts.There had been reports in the Russian media in June that a replacement offer had been floated Russia to provide Iran with the Antei-2500 system, which is similar to the S-300. That proposal was never confirmed, and last week the Iranian ambassador to Russia denied that such talks were taking place.The denial by the head of Russian state-controlled weapons industry seems to have put an end to such speculations, although western intelligence sources will no doubt be watching carefully for the prospect of any backdoor deals to follow.

Statement by Principal Deputy Press Secretary Josh Earnest on Egypt
The United States strongly condemns the use of violence against protesters in Egypt. We extend our condolences to the families of those who have been killed, and to the injured. We have repeatedly called on the Egyptian military and security forces to show restraint, and for the government to respect the universal rights of its citizens, just as we have urged protesters to demonstrate peacefully. Violence will only make it more difficult to move Egypt forward on a path to lasting stability and democracy, and runs directly counter to the pledges by the interim government to pursue reconciliation. We also strongly oppose a return to a State of Emergency law, and call on the government to respect basic human rights such as freedom of peaceful assembly, and due process under the law. The world is watching what is happening in Cairo. We urge the government of Egypt - and all parties in Egypt - to refrain from violence and resolve their differences peacefully.

Death toll over 400 as morning breaks on jittery Egypt

Military crackdown on Muslim Brotherhood brings international condemnation; group vows to continue to fight coup ‘peacefully’

On Thursday morning, Egypt’s Health Ministry upped the death tally to 421, including at least 43 security forces.The end of the night-time curfew brought Cairenes slowly back into the streets that a day before witnessed running street battles between police officers and Muslim Brotherhood supporters.The Islamist Brotherhood, which backed deposed president Mohammed Morsi, vowed to bring down the coup via peaceful means Thursday.“We will always be nonviolent and peaceful. We remain strong, defiant and resolved,” Brotherhood official Gehad El-Haddad wrote on Twitter. “We will push until we bring down this military coup,”A day earlier, Nobel Peace Prize winner Mohamed ElBaradei resigned as Egypt’s interim vice president in protest — a blow to the new leadership’s credibility with the pro-reform movement.Interim Prime Minister Hazem el-Beblawi said in a televised address to the nation that it was a “difficult day” and that he regretted the bloodshed but offered no apologies for moving against the supporters of ousted President Mohammed Morsi, saying they were given ample warnings to leave and he had tried foreign mediation efforts.The leaders of Morsi’s Muslim Brotherhood called it a “massacre,” and reported, over 2,000 people killed.Several Brotherhood leaders were detained as police swept through the two sit-in sites, scores of other Islamists were taken into custody, and the future of the once-banned movement was uncertain.Backed by helicopters, police fired tear gas and used armored bulldozers to plow into the barricades at the two protest camps in different sections of Cairo where the Morsi supporters had been camped since before he was ousted by the military July 3.The smaller camp — near Cairo University in Giza — was cleared of protesters relatively quickly, but it took about 12 hours for police to take control of the main sit-in site near the Rabaah al-Adawiya Mosque in Nasr City that has served as the epicenter of the pro-Morsi campaign and had drawn chanting throngs of men, women and children only days earlier.
After the police moved on the camps, street battles broke out in Cairo and other cities across Egypt. Government buildings and police stations were attacked, roads were blocked, and Christian churches were torched, Interior Minister Mohammed Ibrahim said.At one point, protesters trapped a police Humvee on an overpass near the Nasr City camp and pushed it off, according to images posted on social networking sites that showed an injured policeman on the ground below, near a pool of blood and the overturned vehicle.
Three journalists were among the dead: Mick Deane, 61, a cameraman for British broadcaster Sky News; Habiba Ahmed Abd Elaziz, 26, a reporter for the Gulf News, a state-backed newspaper in the United Arab Emirates; and Ahmed Abdel Gawad, who wrote for Egypt’s state-run newspaper Al Akhbar. Deane and Elaziz were shot to death, their employers said, while the Egyptian Press Syndicate, a journalists’ union, said it had no information on how Gawad was killed.For much of the afternoon, thousands of Morsi supporters chanting “God is great!” tried to join those besieged by the security forces inside the Nasr City camp. They were driven away when police fired tear gas.Smoke clogged the sky above Cairo and fires smoldered on the streets, which were lined with charred poles and tarps after several tents were burned.The Great Pyramids just west of Cairo were closed to visitors for the day together with the Egyptian Museum in the heart of the city. The central bank instructed commercial banks to close branches in areas affected by the chaos.
“Egypt has never witnessed such genocide,” Brotherhood spokesman Ahmed Aref told The Associated Press from the larger of the two protest camps before it was cleared.The pro-Morsi Anti-Coup Alliance alleged security forces used live ammunition, but the Interior Ministry, which is in charge of the police, said its forces only used tear gas and that they came under fire from the camp.Security officials said train services between northern and southern Egypt were suspended to prevent Morsi supporters from traveling to Cairo. Clashes erupted on two roads in the capital’s upscale Mohandiseen district when Morsi supporters opened fire on passing cars and pedestrians. Police used tear gas to chase them away.The security officials spoke on condition of anonymity because they were not authorized to talk to media.The government declared a month-long nationwide state of emergency and imposed a nighttime curfew on Cairo, Alexandria on the Mediterranean and 12 other provinces where violence broke out following the simultaneous raids.It also ordered the armed forces to support the police in restoring law and order and protect state facilities. Egypt was under emergency law for most of Mubarak’s 29 years in power.Despite the curfew, sporadic clashes continued in Cairo through the evening.In the city of Assiut, south of Cairo, a police station was hit by two mortar shells Wednesday night fired by suspected Morsi supporters, according to officers there who spoke on condition of anonymity because they were not authorized to talk to reporters.Anger over Morsi’s ouster already has led to an increase in Islamic militant violence in the northern half of the Sinai Peninsula that borders Israel and Gaza, and many fear growing anger over the crackdown and deaths of civilians could be exploited by extremists.The turmoil was the latest chapter in a bitter standoff between Morsi’s supporters and the interim leadership that took over the Arab world’s most populous country. The military ousted Morsi after millions of Egyptians massed in the streets at the end of June to call for him to step down, accusing him of giving the Brotherhood undue influence and failing to implement vital reforms or bolster the ailing economy.
Several senior leaders of the Brotherhood who were wanted by police were detained after the camps were stormed, according to security officials and state television. Among those seized were Brotherhood leaders Mohammed el-Beltagy and Essam el-Erian, and hard-line cleric Safwat Hegazy — all wanted by prosecutors to answer allegations of inciting violence and conspiring to kill anti-Morsi protesters.
Morsi himself has been held at an undisclosed location. Other Brotherhood leaders have been charged with inciting violence or conspiring in the killing of protesters.A security official said 200 protesters were arrested at both camps. Several men could be seen walking with their hands up as they were led away by black-clad police.The Muslim Brotherhood’s political arm claimed that more than 500 protesters were killed and some 9,000 wounded in the two camps, but those figures could not be confirmed and nothing in the video from AP or local TV networks suggested such a high death toll.The Brotherhood has spent most of the 85 years since its creation as an outlawed group or enduring crackdowns by successive governments. The latest developments could provide authorities with the grounds to once again declare it an illegal group and consign it to the political wilderness.In his televised address, el-Beblawi said the government could not indefinitely tolerate a challenge to authority that the 6-week-old protests represented.“We want to see a civilian state in Egypt, not a military state and not a religious state,” he said.But the resignation of ElBaradei, the former head of the UN nuclear agency and a figure widely respected by Western governments, was the first crack to emerge in the government as a result of the violence.ElBaradei had made it clear in recent weeks that he was against the use of force to end the protests. At least 250 people have died in previous clashes since the coup that ousted Morsi, Egypt’s first freely elected president.On Wednesday, his letter of resignation to interim President Adly Mansour carried an ominous message to a nation already torn by more than two years of turmoil.“It has become difficult for me to continue to take responsibility for decisions I disapprove of, and I fear their consequences,” he said in the letter that was emailed to The Associated Press. “I cannot take responsibility before God, my conscience and country for a single drop of blood, especially because I know it was possible to spare it.The National Salvation front, the main opposition grouping that he headed during Morsi’s year in office, said it regretted his departure and complained that it was not consulted beforehand. Tamarod, the youth group behind the mass anti-Morsi protests that preceded the coup, said ElBaradei was dodging his responsibility at a time when his services were needed.Sheik Ahmed el-Tayeb, the powerful head of Al-Azhar mosque, Sunni Islam’s main seat of learning, also sought to distance himself from the violence. He said in a statement he had no prior knowledge of the action.US Secretary of State John Kerry said the violence had dealt a “serious blow” to Egypt’s political reconciliation efforts, and gave a stern warning to Egypt’s leaders.“This is a pivotal moment for all Egyptians,” said Kerry, who spoke by phone with the foreign minister. “The path toward violence leads only to greater instability, economic disaster and suffering.”UN Secretary-General Ban Ki-moon urged all Egyptians to focus on reconciliation, while European Union foreign policy chief Catherine Ashton said dialogue should be encouraged through “peaceful protest, protecting all citizens and enabling full political participation.”

Egypt: Daughter of Muslim Brotherhood's Beltagi Shot Dead


Senior Muslim Brotherhood leader Mohamed al-Beltagi's daughter was shot dead on Wednesday during the crackdown on the protest camp in Rabaa al-Adwiya Square which started earlier today, the Brotherhood's official website announced.Asmaa al-Beltagi, 17, received a bullet in her chest, which caused her immediate death. Her brother confirmed the news via his Twitter account.
