GENESIS 17:1-27

14  And the uncircumcised man child whose flesh of his foreskin is not circumcised, that soul shall be cut off from his people; he hath broken my covenant.
15  And God said unto Abraham, As for Sarai thy wife, thou shalt not call her name Sarai, but Sarah shall her name be.

25  And Ishmael his son was thirteen years old, when he was circumcised in the flesh of his foreskin.
26  In the selfsame day was Abraham circumcised, and Ishmael his son.
27  And all the men of his house, born in the house, and bought with money of the stranger, were circumcised with him.

Israel says European resolution on circumcision 'racist'

Jerusalem (AFP) - Israel labelled as "racist" and "anti-religious" Friday a resolution of the pan-European human rights body calling for regulation of circumcision practices.The Council of Europe resolution urged its 47 member states to ensure the latest medical and sanitary conditions are met during ritual circumcisions, which are often performed on boys at an early age in Judaism and Islam.It called for "dialogue between... medical doctors and religious representatives, so as to overcome some of the prevailing traditional methods, which do not take into consideration the best interest of the child and the latest state of medical art."
Ritual circumcisions in Judaism, Israel's dominant religion, are usually carried out by a religious official specialised in the practice.The Israeli foreign ministry criticised the resolution, which passed by 77 votes to 19 with 12 abstentions on Tuesday, saying it fostered "racist trends"."After the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution against circumcision, Israel calls on the Council to rescind immediately the resolution," the ministry said."Claims that circumcision harms young boys’ health and body are false, and do not rest on any scientific evidence," it added."This resolution casts a moral stain on the Council of Europe, and fosters hate and racist trends in Europe."Israel took particular exception to PACE's adoption of a single resolution dealing with both female genital mutilation and the circumcision of young boys on religious grounds."Circumcision of male children is an ancient religious tradition.... Any comparison of this tradition to the reprehensible and barbaric practice of female genital mutilation is either appalling ignorance, at best, or defamation and anti-religious hatred, at worst," the ministry said.But the PACE rapporteur who put forward the text, Marlene Rupprecht, rejected the criticisms, saying the resolution "in no way compares the circumcision of boys to female genital mutilation"."We did mention different categories of violation of the physical integrity of children, which we, however, very clearly distinguished and did not mix up in any way," she said in a statement issued on the council's website.The text "does not intend to stigmatise any religious community or its practices", she said."On the contrary, the assembly calls for public debate aimed at reaching a wide consensus on the rights of children to protection against violations of their physical integrity."It is the Council of Europe’s mandate to promote the respect for human rights, including children’s rights, on an equal footing with the fight against racism, anti-Semitism and xenophobia," said Rupprecht, a German social-democrat parliamentarian.The council's Parliamentary Assembly meets for a week four times a year, and brings together 318 parliamentarians from 47 countries.

Abbas, Indyk meet in Ramallah to discuss peace efforts

US special envoy reportedly convinced current negotiations will yield results

Palestinian Authority President Mahmoud Abbas met with US special envoy for Israeli-Palestinian negotiations Martin Indyk in Ramallah on Friday to discuss the ongoing negotiations with Israel and efforts to create an atmosphere conducive to making progress.According to Israel Radio, Indyk said this week that a decision has been reached to increase American involvement in the talks and that he was convinced that negotiations would end differently than previous efforts to reach peace.The two last met in mid-September to discuss a stronger, more direct US involvement in talks.Israel and the Palestinians resumed negotiations in July after a three-year freeze. The latest round was brokered by US Secretary of State John Kerry who visited the region no less than six times before a resumption of negotiations was announced.On Sunday, Maariv reported that Israel and the Palestinian Authority have reached an impasse due to an Israeli refusal to discuss land-swap and border issues.According to an unnamed, senior foreign diplomat with knowledge of the discussions cited in the report., during the latest round of talks, the Israeli team of Justice Minister Tzipi Livni and Netanyahu adviser Yitzhak Molcho made it clear to the Palestinians that Israel intends to retain some of the settlement blocs as part of a final agreement, but refused to name which areas or discuss possible compensation to the Palestinians for the territory to be annexed.Last week, Livni addressed the J Street conference in Washington, affirming Israel’s commitment to a two-state solution and arguing that a peace deal would effect fundamental change throughout the Middle East.At the United Nations General Assembly last month, Kerry said the two sides had agreed to an intensified schedule of talks, with more direct US involvement, in an effort to reach a final agreement.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) voted in favor of no less than six resolutions condemning Israel at its 192nd Session of the 56-member Executive Board in Paris on Friday.In its 6th resolution, the UN body criticized Israel for not fulfilling an agreement reached in April to allow a visit by a UNESCO delegation seeking to inspect Jerusalem’s Old City. In May, Israel canceled the visit at the last minute.The visit had been heralded as a possible sign of a thaw in ties between Israel and UNESCO, after Jerusalem cut off contact with the UN body following its recognition of a Palestinian state in 2011.A government official said the cancellation was due to Palestinian “politicization” of the UN mission contrary to the agreed parameters of the visit.Israel announced in April that it would allow a mission from UNESCO to visit the Old City in May, in exchange for an agreement from the Palestinians to postpone a UN debate on five resolutions condemning Israel’s occupation of the West Bank.UNESCO members voted in favor of these five previously pending resolutions on Friday condemning Israel for a variety of issues including the preservation of archaeological sites in the Old City,the construction of a visitors’ center, plans to build an elevator by the Western Wall, accusations of archeological excavations said to be damaging Muslim sites atop the Temple Mount, the alleged deterioration of educational and cultural institutions in the West Bank and the Gaza Strip, and plans to invest in sites its considers national heritage sites, like the Tomb of the Patriarchs.The UN body’s Arab and Islamic bloc led the drive for the adoption of the resolutions, backed by Russia and France. The UK and Italy abstained while the US was the only country to vote against.
The Israeli envoy to the organization, Nimrod Barkan, blasted the decisions, calling UNESCO’s “preoccupation” with Israel “obsessive.”UNESCO was the first UN organization to accept the Palestinian state as a member following the failed bid by President Mahmoud Abbas that year to achieve upgraded nonmember state status, a victory he achieved a year later at the UN General Assembly.The organization lost an estimated $80 million per year in donations from the US following the admittance of the Palestinians.

Francis: “The spirit of the world” is “the enemy of Jesus” and “kills the Church”

The Pope in Assisi, calls on all Christians “to strip themselves of the spirit of the world” and take on “the spirit of Christ”

nuns, priests, bishops, cardinals and pope – “to strip” themselves of “the spirit of the world” which is “opposite to the spirit of Christ” and “kills the Church.”He was the first Pope ever to come to this room since Francis of Assisi took that dramatic step in the year 1206, before the local bishop, which left an indelible mark on the history of Christianity. There, putting aside his prepared text, Pope Francis, speaking without notes, delivered a powerful denunciation of “the spirit of the world” that is not only “the enemy of Jesus”,  but is also “the leprosy of society” and “the cancer of society”.  It is a spirit that includes the idolatry of power and money, pride, vanity and of lording it over others.  It is a spirit that shows no concern for those most in need, such as the very many families worldwide who are without food, or forced to flee “the prison” of hunger, misery or conflict.“Today is a day for lament” he added, referring to the more than 200 migrants from Eritrea and Somalia who drowned in the sea off the island of Lampedusa the previous day.  They too are ‘the victims” of “the spirit of the world”, which is a spirit that is not concerned about others. Other victims of that same worldly spirit are those who cannot get a job and are thus stripped of their dignity as human beings, he stated..He recalled that before he came to Assisi much of the press was wildly speculating on what he “would strip” from the bishops, cardinals and himself as pope, but – he insisted – the Church is not just the clergy, the bishops and the Pope, “We are all the Church, from the first of the baptized (to the last)” - clergy, religious and laity alike, as well as the bishops and the Pope, and “we cannot serve two masters.” He called on each and every Christian “to strip themselves of the spirit of the world” and like Saint Francis seek to truly follow Jesus, who first set the example by his life and on the Cross.  “If we want to be his disciples, if we want to be Christians, there is no other way”, he said.He contrasted the “spirit of the world” with that true spirit of Jesus, and his faithful follower St Francis, which he had witnessed less than half an hour earlier when he visited the Institute of the Seraphic (St Francis), founded by a Franciscan friar in 1871, where the dedicated staff care day and night for some 300 seriously handicapped children and young people, from all over Italy, many of whom are also deaf and dumb. Pope Francis arrived ahead of schedule so he could give adequate time to them in what was a very heavy program here in Assisi. He actually spent more than 45 minutes caressing, touching, communicating in different ways to these seriously disabled children, both physically and mentally, whom he said, are ‘the wounds of Christ” and bear in their young bodies those very wounds.He moved among the children with such extraordinary tenderness that many people were moved to tears as they watched him.  He held the hands and kissed the heads, and touched these children and young people in a way that made the pages of the Gospel spring to life anew.   Smiling, but obviously deeply moved, he listened attentively to their parents telling him about the sufferings and joys of these children, and he encouraged and comforted them too.He had prepared a text to read at the end of his visit here, but again he put that aside and spoke from the heart after listening to the moving testimony of the Director of the Institute who told him in her greeting that “the wounds of Christ are here”.“Christians know how to recognize those wounds”, Pope Francs stated.  He reminded them of how when the Risen Jesus met the two ‘sad’ disciples on the road to Emmaus and, after listening to them, he opened their eyes by showing them his wounds and sharing bread with them. Christians who truly follow Jesus “know how to recognize the wounds of Jesus”, the Pope repeated. There is a great need today, he said, “For all of us to see these wounds and to listen to them, because Jesus is present in these children, and  in all persons with such wounds”e said the local bishop, Domenico Sorrentino, had told him that they have permanent Eucharistic adoration in this institute, and he reminded them that just as Jesus is hidden in the Eucharistic bread, so too he is hidden “in these children with their wounds”. He recalled how the body of Jesus was ‘beautiful” after his resurrection, but he kept those wounds, and took them with him to heaven. And so, he said, these children bear “his wounds” today , but those “wounds” are with him in heaven too, and from heaven he tells them “I am waiting for you”.As the Pope bade farewell to the children, their parents and the staff of the Institute, he confided to those organizing his visit that he wished to return and spend a little more time with the children before returning to the Vatican this evening.  It remains to be seen whether they can arrange that.After visiting the seriously disabled children, the Pope drove to the basilica of Saint Francis and there, after greetings the friars and sisters, he went down to the crypt and there placed three white roses on the tomb of St Francis, and then prayed in silence, eyes closed in concentration, for some minutes.   Afterwards, he celebrated mass in the square below the basilica, together with his 8 cardinal advisors from all five continents, for the tens of thousands of people who had come from far and wide.

The Constitution is soon to be replaced by a new “Charter”. In today’s briefing with journalists, Vatican spokesman Fr. Federico Lombardi announced that the work of the “C8”, Francis’ eight-member group of cardinal advisors, would not involve “amendments or minor changes” but a “complete overhaul of the organisation of the Curia”. All the necessary amount of time needed for this process will be taken but the outcome has already been decided: the Pastor Bonus will be replaced by a “newly configured Constitution that will be include relevant points” and will be inspired on the principle of subsidiarity. The result will be a Curia that serves local Churches.The aim is to put an end to “Roman centralism”. The “C8” will discuss the following: the pastoral care of families (including the issue of communion for remarried divorcees); the next Synod of Bishops (which bishops have already set the agenda for); turning the Secretariat of State into a papal Secretariat; the introduction of a new “moderator curiae” role to improve coordination between Vatican offices; giving greater weight to the issue of the role lay people play in the Church. These are some of the ideas that emerged from the Council of Cardinals’ meetings. The Council will meet again in January and February. “The Council seemed particularly keen to work towards highlighting the Curia’s role as a body that serves the universal Church and local Churches,” Fr. Lombardi said. Pope Francis’ eight cardinal advisors discussed “subsidiarity”, in other words ensuring the Vatican has less of a “centralist” role so that Rome becomes the place where all necessary work is carried out in order to help the Church’s good actions throughout the rest of the world.The Council of Cardinals is engaged in a series of meetings which started Tuesday and finish today. The main focus of yesterday’s discussions was the reform of the Roman Curia. Our goal is not to simply update the Pastor Bonus, the Apostolic Constitution on the Roman Curia promulgated in 1988, “making cosmetic changes, small adjustments or minor checks,” but to draft a Constitution with consistent changes.” According to Fr. Lombardi, when the work is over – and this may require some time – “we can expect a new Constitution”.

BRUSSELS - A clutch of academics, policy-makers and politicians gathered in Brussels on Wednesday (2 October) for a glum and angst-ridden debate on the state of the European Union.The discussion contained many of the perennial internal and external complaints about the EU - that it lacks charismatic leaders and a single external voice - coupled with more recent doubts about the threat of prolonged economic stagnation and, with EU elections next year, waning popular support.Christopher Pissarides, a nobel prize winner in economics, said the answer both to restoring Europe's external standing in the world and its own self-confidence lies with the economy."We should get the economy back to growth," he said, adding that a "rallying call" was needed to restore the euro’s credibility."Even more importantly we need one that will restore trust between the member countries. Without trust between us, we are not going to influence the rest of the world.”But he questioned whether there are any European leaders with "the guts and the bravery to take this on."Etienne Davignon, president of Friends of Europe think tank, hosting the debate, said the problem Europe faces is inspiring “hope” in people.“Young people in university are convinced that there future will not be as good as that of their parents,” he said.

Long term stagnation?

Minouche Shafik, deputy managing director of the International Monetary Fund, said that Europe has done a “huge amount” to build the architecture for crisis management in the eurozone.But she added: “the biggest risk facing Europe today is a long period of economic stagnation. A long period of very slow growth.”
She said this would occur if businesses in peripheral countries continue to face huge interest rates; if high debt levels mean consumers are reluctant to spend, and if a generation's productive capacity is “permanently damaged” by longterm unemployment.Europe’s stagnant economy and record-high joblessness was seen as affecting its standing abroad too.“Soft power is only good if backed by economic power,” said one speaker, referring to the EU traditional way seeking foreign policy objectives through cooperation and aid.Nick Westcott, managing director for Africa in the EU's diplomatic service, said "you are only as strong as your economy."EU Council President Herman Van Rompuy chose to view the EU glass as half full, rather than half empty.He said that the EU would emerge more "resilient" from the crisis and spoke of the need for an "ever closer eurozone.""We are not living the nationalisation of European politics, no, we see the Europeanisation of national politics. Europe is not a soft idea anymore but a firm reality. Israel denied the accuracy of a New York Times report published Thursday that claimed US President Barack Obama dispatched emissaries to Jerusalem in 2012 to stop Prime Minister Benjamin Netanyahu from launching a strike against Iran.The prime minister’s spokesperson, Mark Regev, told the New York Times Friday that “the story is completely untrue,” and that “no such emissaries were sent” to tell Netanyahu that Washington wouldn’t abide an attack on Iran ahead of last year’s presidential elections.“The American position to us is clear and has always been clear, that Israel has the right to defend itself by itself against threats,” the paper quoted Regev saying.When asked how close Netanyahu came to attacking Iran in 2012, the spokesperson said that he wouldn’t comment “on what the prime minister was doing or not doing, thinking or not thinking.”“I can’t tell you what the Americans were thinking. I can tell you what messages were delivered, and it’s not true,” he said.Thursday’s report about an Israeli plan to strike Iran last year came amid increased diplomatic contact between Washington and Tehran following President Hasan Rouhani’s outreach to the West at the UN. The two leaders spoke on the phone last week before Rouhani departed New York for Tehran.Despite the thaw in relations, however, protesters in Tehran burned American and Israeli flags on Friday and criticized Obama “for following the warmongering rhetoric of Netanyahu,” Iranian news outlet Press TV reported. (res) Giora Eiland said.According to a report on the Israeli conservative website Mida, Eiland discussed the Israeli plan and Washington’s objections during a closed conference in August, saying that Netanyahu had originally intended to order a strike on Iran sometime between September and October of 2012, at the height of the US presidential campaign and around the same time as Netanyahu’s famous speech at the United Nations.
