Hard-line speech from Abbas marks turn from position in talks

Palestinian leader assures crowd right of return and Jerusalem non-negotiable; expert says hawkish address meant to mirror Israeli stance

In a significant break from the stated Palestinian negotiating position on the right of return, Palestinian Authority President Mahmoud Abbas said that he could not negotiate away the absolute right of Palestinian refugees and their descendents to return to sovereign Israel.Speaking to a crowd of Palestinians from East Jerusalem on Saturday, Abbas voiced a hard-line regarding a number of matters on the negotiating table, stating that no peace agreement will be possible without East Jerusalem as the Palestinian capital. He also refused to recognize Israel’s self-definition as the state of the Jewish people, a principle endorsed on Sunday by Arab foreign ministers.The traditional Palestinian position on the “right of return” follows the language of the 2002 Arab Peace Initiative, which stipulates a “just and agreed upon solution based on UN resolution 194.” This formula was used by Abbas in his speech at the UN last September, as well as at his speech at the World Economic Forum in Jordan last June.But in his speech Saturday, Abbas made no reference to the international decisions pertaining to the matter.“Let me put it simply: the right of return is a personal decision. What does this mean? That neither the PA, nor the state, nor the PLO, nor Abu-Mazen [Abbas], nor any Palestinian or Arab leader has the right to deprive someone from his right to return,” he said.A mechanism for compensating refugees choosing to remain in their host countries may be established, he noted, but the final word remains that of the individual refugee.‘Abbas is aware that in the past his vulnerability was refugees,’ Ezbidi said.“The choice is yours. You want to return? You will return. You don’t? You’re free to remain; there is compensation and other details … I just wanted to remark on this point, that the right of return is a personal right. Even a father cannot forgo his children’s right.”A toughening of Palestinian positions was to be expected from a leader who is widely regarded on the Palestinian street as too accommodating on the refugee issue, remarked Palestinian political scientist Basem Ezbidi of Bir Zeit University, near Ramallah.
“At this point Abbas isn’t really interested in showing any flexibility while the Israeli side remains as stubborn as it is,” Ezbidi told The Times of Israel in a telephone interview. “While the Israelis are stating hard lines on various issues, Abbas is doing the very same thing.”The Palestinians have argued that Israel’s demand to leave IDF forces in the Jordan Valley in a final agreement contradicts understandings reached with former Israeli administrations which agreed to an international presence only.“Abbas is aware that in the past his vulnerability was refugees,” Ezbidi added. “He was outspoken when saying that an ‘unconventional’ solution is needed. As someone who didn’t champion the right of return, he now sees an occasion to undue that.”

Himself a refugee from the city of Safed, Abbas was widely criticized by Palestinians following an interview with Israel’s Channel 2 on November 2012, where he said he had no right to return to his home town and had no territorial demands beyond the 1967 lines.During his fiery speech on Saturday, Abbas was interrupted numerous times by the enthusiastic crowd, which repeatedly chanted Palestinian slogans.
Abbas paused once to comment on the slogan “millions of martyrs are marching to Jerusalem,” a slogan closely associated with his predecessor Yasser Arafat, who would often chant it in public rallies.“‘Millions of heroes, or millions of free men are marching to Jerusalem’,” Abbas corrected his audience. “We want to go alive. We do not seek death, but we welcome martyrdom if it happens.”Earlier in his speech, Abbas praised the behavior of the Palestinian villagers in Qusra, who captured and beat a group of settlers allegedly en route to carry out a “price tag” attack.“The villagers circled them [the settlers] with their bare hands … they circled them and did not attack them because we are civilized, and have a just cause. Not like them, who attack trees and mosques. They were handed over to the [Israeli] coordination forces safe and sound. This should be a lesson in manners for these neighbors. They want to be our neighbors and we want to be [their] neighbors, but not this way, not with these manners.”

JERUSALEM (AP) — US Vice President Joe Biden on Monday tried to give a boost to the flagging Mideast peace process, saying he believes Israel and a future Palestine could become an “island of stability” in a turbulent region and expressing hope that leaders would make the “difficult decisions” needed for compromise.Biden made his comments at a sensitive time. With few signs of progress after five months of US-brokered talks, Secretary of State John Kerry is expected back in the region in the coming weeks to deliver a “framework” for a future peace deal.Biden was in Israel on a one-day visit to attend the funeral of former Prime Minister Ariel Sharon. Before leaving, he met Israeli President Shimon Peres and Prime Minister Benjamin Netanyahu.Sitting alongside Peres, Biden said that even as unrest shakes the wider Middle East, “the one place where there is a possibility for an island of stability … is between the Palestinian people and the Israeli people in two secure states, respecting one another’s sovereignty and security.”
The sides have set an April target date for agreeing upon a framework for peace. But in recent weeks, they appear to have hardened their positions.The Palestinians seek the West Bank, East Jerusalem and Gaza Strip, territories captured by Israel in 1967, for an independent state.Netanyahu wants to keep parts of the West Bank and says he will not share control of east Jerusalem, home to sensitive religious sites. He has also insisted that the Palestinians recognize Israel as the Jewish homeland, a condition they say would undermine the rights of Palestinian refugees and Israel’s own Arab minority.“There are going to be very difficult decisions,” Biden told Peres. “I, like you, believe the prime minister is up to it. Arab ministers back Abbas in rejecting ‘Jewish’ Israel

Kerry will not hesitate to name ‘non-cooperative’ side if negotiations fail, Palestinian foreign minister Malki says

Arab foreign ministers notified US Secretary of State John Kerry on Sunday that they will not accept Israel as a Jewish state nor compromise on Palestinian sovereignty in Jerusalem, backing positions voiced by Palestinian Authority President Mahmoud Abbas.Palestinian Authority Foreign Minister Riyad Al-Malki told the official daily Al-Ayyam on Monday that nine Arab foreign ministers, comprising the followup committee for the Arab Peace Initiative, had agreed during a meeting in Paris Saturday to present to Kerry a unified Arab position on core Palestinian demands.The meeting between Kerry and the foreign ministers took place on Sunday evening at the residence of the American ambassador in Paris, and is the fifth meeting between Kerry and the Arab follow-up committee, Al-Ayyam reported.“A clear and unified Arab and Palestinian position was presented [to Kerry] rejecting the recognition of Israel as a Jewish state,” Malki told the daily. “The American secretary heard this position from me and from other Arab foreign ministers, who also consider East Jerusalem to be the capital of the Palestinian state.”The Arab positions on Jerusalem and Israel’s “Jewishness” are a direct challenge to a demand voiced by Israeli Prime Minister Benjamin Netanyahu for signing a peace deal with the Palestinians. In recent days, Netanyahu was quoted by Israeli media as saying that he will push for the exclusion of the Jerusalem issue from negotiations.Netanyahu faces heavy pressure to hold his ground from coalition partners as well as hardliner members of his Likud party. IDF denies it arrested three activists during demonstration at Elazar against alleged confiscation of land

A group of Palestinian protesters blocked the entrance to the settlement of Elazar south of Jerusalem Monday.Thirty-five Palestinians and foreign activists blocked the entrance to Elazar, in the Etzion bloc, causing a traffic jam until security forces arrived and arrested three protesters, the coordinator of the Popular Committee to Resist Wall and Settlement in Bethlehem Mohammed Brejiyeh told the Palestinian News Network.He added that the protest demonstrated the Palestinians’ rejection of the settlers’ presence in the West Bank and that they will continue to rally in opposition to Israelis’ presence there and the confiscation of Palestinian lands for settlement construction.Brejiyah also alleged that the security forces assaulted the protesters.The IDF spokesperson’s office told The Times of Israel that there was a demonstration at Elazar, but the protesters agreed to leave when ordered to do so by security forces. It was not aware of any arrests in the incident.The activists claim that the settlement was built on land that belongs to the West Bank district of Bethlehem and is controlled by the Palestinian Authority. They began to plant olive trees as a sign of protest.The fate of Jewish settlements is one of the issues at the core of the current impasse in Mideast peace efforts. The Palestinians want a state in the West Bank, Gaza and East Jerusalem, lands Israel captured in 1967, and are willing to accept only minor land swaps in drawing the final border to accommodate some of the settlements Israel has built on war-won land. Israel’s Prime Minister Benjamin Netanyahu is understood to be seeking a wider ongoing Israeli presence in the West Bank, although he has not specified his position.
The Housing and Construction Ministry announced last Friday that it had approved tenders for 1,400 new housing units in the West Bank and East Jerusalem. The move drew condemnation from the Palestinian Authority, UN Secretary-General Ban Ki-moon and the Israeli left.
