European Parliament President Martin Schulz said Thursday it was “a shame” that a group of MKs from the right-wing Jewish Home party walked out during his speech the
previous day at the Knesset, saying that the backlash he was subjected
to was similar to that meted out to US Secretary of State John Kerry.Schulz, who concluded a visit to the region on Wednesday night, caused a minor diplomatic commotion during
his address in the Knesset plenum, which, while largely
pro-Israel, included a passage asking why Israel allows far more water
use per capita for Israelis than for Palestinians in the West Bank. He
also called on Israel to consider easing its blockade of the Gaza Strip.Schulz told the German daily Die Welt He
that he was “surprised and concerned by the harsh reaction” because “I
gave a pro-Israel speech.” The lawmakers who disrupted the speech belong
to “a party of hard-liners” who respond to “every critical word that
bothers them in this way,” he said, and noted that US Secretary of State
John Kerry has been treated in “the same way.”MK Moti Yogev of the party suggested last
month that Kerry’s peace mission was driven by anti-Semitic and
anti-Israel feelings. His statement was condemned by Jewish groups,
including the ADL and AJC, and he later withdrew the anti-Semitic
allegation.Reacting to Schulz’s speech, Yogev said that
Palestinians received the same amount of water as Israelis and that
Israel was “taking care” of Gazans, providing them with food and cement
“that is being used against” Israel.“His support for Palestinians who incite for

Holocaust, is a chutzpah without parallel,” Yogev said.Economy Minister Naftali Bennett also evoked

“not just say the things that please everyone.” Several MKs and
government officials present gave him a standing ovation at the end of

began when, during his speech, Schulz related that he had held a
meeting held two days earlier with young Palestinians in Ramallah. “One
of the questions from these young men that moved me the most was: How
can it be that Israelis are allowed to use 70 liters [of water] per day
and Palestinians only 17?” he related.At that point, several right-wing MKs yelled
out in protest, calling the figures Palestinian lies, and a number of
Jewish Home party lawmakers walked out. Later, Prime Minister Benjamin
Netanyahu took Schulz to task, accusing him of of having “selective hearing.”An Israeli environmentalist who spoke to The Times of Israel
said that Schulz’s figures regarding Palestinian consumption of water

water was true,” Machmer said. “It is a pity that in the public

a staunch backer of Israel who personally does not even support the
labeling of settlement products.While he insisted that Jewish settlements in
the West Bank are illegal and an obstacle to the peace process, he said

Israeli-Palestinian conflict than to debate the settlements’ legal
status.Based on the Fourth Geneva Convention, the EU
considers settlements illegal, he said. “But I don’t want to constantly
debate questions of legality. I’m interested in pragmatic solutions. How
can settlement construction be stopped? How can we reach sensible

boycott against Israeli or even settlement products. He also briefly
addressed the issue of the labeling of West Bank goods, which the EU is
expected to introduce at some point in the future.Schulz, who hails from Aachen, Germany, became

Martin Schulz’s allegation regarding Israeli and Palestinian water usage
was wrong quantitatively, closer to the truth in terms of ratio, but
left out central factors that go to the heart of the difference, a
leading Israeli environmentalist said Wednesday.The
average Israeli uses up to 260 liters of water per day, per person;
Palestinians on average use 70, said Gidon Bromberg, the Israeli
Director of Friends of the Earth Middle East, an environmental
organization that promotes cooperation between Israel, Jordan and the
Palestinians, particularly on water usage. (Mekorot, Israel’s National
Water Company, puts the Israeli per capita average at between 100 and
230.)Much of the Israeli-Palestinian gulf stems
from the fact that while the Palestinians rely overwhelmingly on water
from natural rainfall and underground aquifers — pumped at levels
governed by agreements with Israel — Israel has massively supplemented
those resources over the years with major investment in recycling and
desalination, Bromberg noted. The calculations for average Palestinian
water use also rely on West Bank population figures that most Israeli
estimates consider to be too high; if there are fewer Palestinians, then
average water use is higher.Schulz, who spoke before Knesset in his mother
tongue of German, was reassuring about the European Union’s friendship
toward Israel, but critical of Israel’s settlement policy, its blockade
of Gaza, and its allegedly unjust distribution of water.“One of the questions from these young men
that moved me the most,” he said of a recent conversation with
Palestinians, “was: How can it be that Israelis are allowed to use 70
liters [of water] per day and Palestinians only 17?”Members of Economy Minister Naftali Bennett’s Jewish Home party left the plenum in protest at that passage of the speech, after shouting out that Schulz was parroting Palestinian lies, and Prime Minister Benjamin Netanyahu panned Schulz for failing to check his facts.“The words that were heard in the Knesset are
very grave,” Bennett stated. “Silence in the face of false propaganda
legitimizes actions against Israelis. I will not accept false moralizing
against the people of Israel, in Israel’s Knesset. Certainly not in
German.” Later he wrote on Facebook that, “Israel’s mistake is that it
has always been silent in the face of lies. No longer.”Bennett cited a 2006 Israel National Water
Company report that put the average Palestinian use of water per day at
165 liters. The Israeli human rights group B’tselem said usage among
Palestinians in the West Bank ranged, among those connected to the water
system, from 169 liters per day in Jericho to 38 liters per day in
Jenin. The average, the organization said, was 73 liters, which is well
below the WHO’s recommended 100 liters per day per person. (A 2012 Bar
Ilan University report, looking exclusively at natural water source
allocation — excluding treated and desalinated water — put Israeli per
capita use, in 2006, at 170 cubic meters a year and Palestinian use at
129.)Bromberg focused not so much on the
quantitative disparity but on the fact that the Israeli-Palestinian
water agreement, signed as part of the Oslo Accords, was meant to be
temporary and has not been altered since. “Water,” he said, “has been
held hostage to the failure to progress on the peace process.”West Bank
water use is governed by Article 40 of the Oslo Accords. Since September
1995, though, Israel has reduced its reliance on ground and rain water,
drastically cutting down on the amount it draws from the West Bank
mountain aquifer and the Sea of Galilee.Today, Israel
uses three billion cubic meters of water per year total, including
agriculture and industry, Bromberg said. Of the 700 million cubic meters
used in a domestic setting, a full 600 million is met by desalination. Palestinians in the West Bank, though, live under a water regime drafted before Israel began its mass desalination efforts.According to
the Oslo Accords, the Palestinians were given permission to drill for an
additional 28 million cubic meters of water per year, on top of the 118
million cubic meters they already drilled for at the time of the
signing. Naama Baumgarten-Sharon, a researcher at B’tselem, said that in
actuality Palestinians in the West Bank are able to drill for only 100
million cubic meters per year today, for a variety of reasons, and buy
an additional 53 MCM from Israel’s National Water Company. Of the total
153 million cubic meters of water, 90 million are slated for personal
use. If one puts the Palestinian population in the West Bank at 2.3
million, which, it should be noted, is considerably higher than most
Israeli estimates, then each person would receive 100 liters a day.
Baumgarten-Sharon said that some 30 percent of the water, though, is
lost to leakage in the old transport pipes, bringing the per-capita
allocation down to 73.
Palestinians connected to the water grid (some
100,000 are not) keep their water in black tanks on the roofs of their
homes. The tanks are filled once a week in some parts of the West Bank
and, in the less accessible areas, once every two to three weeks. “This
means you have to use your water very wisely in order to meet your
needs,” Bromberg said, adding that few Palestinians can afford to shower
daily in the summer.Once a Palestinian has run out of the water

$2-billion arms deal with Russia meant to replace subsiding assistance

Netanyahu has reportedly delayed approving the outline of a
reconciliation agreement with Turkey for over a week because he is
concerned that acceding to a $20 million compensation package will
provoke the ire of right-wing political rivals.According
to reports in Hebrew media Thursday, 10 days ago a Turkish-Israeli
negotiation team presented Netanyahu with a draft agreement aimed at
resolving the diplomatic tensions between the countries. The agreement
came with the positive recommendation of National Security Adviser Yossi
Cohen, but the prime minister balked because of the sum that Turkey
demanded in compensation for the deaths of nine of its citizens during
the May 2010 ill-fated raid on the Mavi Marmara ferry.In particular Netanyahu was concerned about
criticism of the $20 million claim because he refused to pay out half
that amount three years ago as part of an initial Turkish compensation
plan, Army Radio reported.Meanwhile, as Netanyahu mulled over the draft
agreement, Turkish Prime Minister Recep Tayyip Erdogan upped the stakes
on Tuesday by stipulating that Israel also lift the blockade on the Gaza
Strip before he would agree to a détente.On Wednesday Israeli officials rejected the new Turkish demand.The Mavi Marmara incident triggered an
