Erekat: Netanyahu kept Peres from meeting Abbas-Chief Palestinian negotiator says ‘Israeli apartheid’ worse than in South Africa, calls on Jerusalem to return to talks-By Elhanan Miller May 8, 2014, 1:26 pm 11-The Times of Israel

Prime Minister Benjamin Netanyahu prevented President Shimon Peres from traveling to Jordan in 2011 to finalize a peace deal reached secretly with the Palestinians, chief Palestinian negotiator Saeb Erekat said on Thursday. The statement by Erekat follows claims by Peres and others that he had come close to reaching a historic agreement with Abbas three years ago before being stymied by Netanyahu.“I don’t want to go into the details [of the agreement], but [Peres's] version is true. [Peres] was supposed to travel to Amman and Netanyahu prevented him from even coming to meet President [Abbas],” the Palestinian negotiator told Nazareth radio station A-Shams.Abbas and Peres had previously met several times in London and elsewhere, Erekat added, but when Netanyahu realized that the Amman meeting — held under the auspices of King Abdullah — “had to do with politics,” he canceled it.“I don’t think Peres had a problem with 1967 [borders],” Erekat said, in his only reference to the details of the draft agreement. “The one who had a problem with it was Israeli Prime Minister Netanyahu. There was a meeting scheduled in Amman, I was there, and they [the president's team] called us at the last minute and said: ‘Netanyahu prevented us from attending.’“This is a testimony by the President of Israel, for the entire world, about the nature of his prime minister,” Erekat said.In August 2011, Abbas told a meeting of his ruling Fatah movement that he had held four rounds of talks with the Israeli president, who was one of the architects of the Oslo Accords of 1993 that established the Palestinian Authority.“After the first four meetings, a fifth meeting was planned in Amman but Shimon Peres made his excuses and told me: ‘I’m sorry but the government doesn’t accept what we have negotiated and there’s nothing more I can do’,” he said then. The Prime Minister’s Office has declined to respond to reports that Netanyahu put the kibosh on a deal, but denied that Abbas and Peres were close to coming to terms.“[Abbas] did not agree to anything. This time around as well, all he wanted was to receive and give nothing in return,” a source at the PMO told The Times of Israel on Tuesday. “This is a known tactic of his, to take an ambiguous stance until he’s pushed into a corner and then flees.”‘I don’t think Peres had a problem with 1967 [borders],’ Erekat said. ‘The one who had a problem with it was Israeli Prime Minister Netanyahu’Talks with the Palestinians broke down at the end of April as the nine-month time frame originally defined by the Americans lapsed, with each side accusing the other of undermining the negotiations through unilateral actions. But Erekat said that talks could resume only if Israel agreed to recognize a Palestinian state on the 1967 borders, defining its own frontiers by doing so.“Israel is the only state in the world, after 66 years, which does not have recognized borders,” Erekat said. “It implements an apartheid regime in the West Bank worse than the one of South Africa.”Netanyahu’s national security adviser, Yossi Cohen, revealed in a letter to Western ambassadors on April 22 that Erekat wrote a policy paper in March in preparation for a Palestinian rejection of American mediation efforts and Israeli overtures.Implicitly countering that report and the claim of an Israeli official close to negotiations who accused Palestinians of torpedoing the talks, Erekat said that the Palestinians were prepared to continue negotiating beyond April 29. But Israel decided to stop all contact with them following the Palestinian bid to join 15 international conventions and treaties.“There is no side which benefits from [US Secretary of State John] Kerry’s efforts more than us, and which suffers from their failure more than us,” Erekat said, repeating a phrase he has used numerous times in the past.
“Every time we met, [Israeli negotiator Yitzhak] Molcho would tell me: ‘What about Gaza, what about Gaza?’ He would use Gaza and the coup [against Fatah] as a sword on my neck every hour.”Erekat defended the reconciliation deal with Hamas reached April 23, saying that the Islamic movement is “a Palestinian political party, not a terrorist movement.”“When we disagree, let us return to the ballot box rather than to bullets,” he said.Fatah official Mohammed Al-Madani told The Times of Israel on Wednesday that Peres “spoke the truth” when reporting on Netanyahu’s intransigence in 2011.Raphael Ahren and Times of Israel staff contributed to this report.

Peres: Netanyahu torpedoed peace deal 3 years ago-In Channel 2 interview, president says he reached a comprehensive agreement in 2011 with Abbas which PM rejected-By Times of Israel staff and AFP May 6, 2014, 9:50 pm-The Times of Israel

President Shimon Peres said Tuesday that Prime Minister Benjamin Netanyahu torpedoed a peace deal reached covertly in 2011 with Palestinian Authority President Mahmoud Abbas.Speaking to Channel 2 news Tuesday, Peres said that he and Abbas had essentially reached a draft agreement on “almost all issues” and that an accord was being readied, after a series of secret meetings in Jordan.Peres said that the prime minister asked him to wait three or four days, in the hopes that Quartet Representative and former British prime minister Tony Blair could negotiate a better deal.“The days went by and there was no better deal,” said Peres. ”Netanyahu stopped it [the potential agreement].”The president told the TV channel that during these talks, which were held in Amman, Abbas agreed to recognize Israel as a Jewish state, a core demand of the Israeli government and a crutch in the most recent round of negotiations.“He was supposed to agree [to recognize] a Jewish state and we were supposed to agree to recognize [a future] Palestinian state,” said Peres.US-brokered Israeli-Palestinian peace talks which began last summer ended abruptly in April without an agreement. After nine months of negotiations, Israel last month suspended further negotiations over the unity agreement between rival Palestinian factions Fatah and Hamas reached two weeks ago.Netanyahu said in US television interviews that the Israeli government “will be there, I’ll be there,” if there was a genuine partner for peace. But the unity pact showed that Israel had no such partner at present.Contrary to statements made by other Israel officials, including Foreign Minister Avigdor Liberman’s most recent remark that Abbas had no real desire for peace, Peres said that the Palestinian Authority president was indeed a partner.“I’ve known Abu Mazen [as Abbas is known] for 30 years…and the truth is he has fought terror with the resources that he has,” Peres said during the interview.“He talks about peace and makes courageous remarks” he added. The Prime Minister’s Office, in response, denied that a Peres-Abbas agreement had been imminent.“Abu Mazen did not agree to anything. This time around as well, all he wanted was to receive and give nothing in return,” a source at the PMO told the Times of Israel. “This is a known tactic of his, to take an ambiguous stance until he’s pushed into a corner and then flees. This is what happened when he said no at Camp David [in 2000] with [then Palestinian Authority Chairman Yasser] Arafat, it’s what happened at Annapolis [in 2008]. He’s done the same thing now with [US Secretary of State John] Kerry when he said no.”“The only agreement [Abbas reached] was with Hamas. He who hugs a mass murderer [Hamas political chief Khaled Mashaal] on our Memorial Day is not looking for peace with Israel,” the source added. It was not the first time that the secret talks between Peres and the Palestinian leader had been discussed. In August 2011, Abbas told a meeting of his ruling Fatah movement that he had held four rounds of talks with the Israeli president, who was one of the architects of the Oslo accords of 1993 that established the Palestinian Authority.“After the first four meetings, a fifth meeting was planned in Amman but Shimon Peres made his excuses and told me: ‘I’m sorry but the government doesn’t accept what we have negotiated and there’s nothing more I can do’,” he said.Peres is to retire in July at the age of 90 at the end of his seven-year presidential term and after a political career spanning nearly seven decades. He told The Times of Israel in an interview for Independence Day that he intended to continue to be active, including by galvanizing international support to press Hamas to accept Israel and renounce terrorism.

Armed with bats, Kiev Jews look to combat anti-Semitism-Members of eight-man unit set up in recent weeks in Ukrainian capital have IDF experience or martial arts skills-By JTA May 8, 2014, 3:08 pm 18-The Times of Israel

Ukrainian Jews with combat skills formed a rapid intervention force to stop anti-Semitic attacks. The force, which was set up in recent weeks, currently is made up of eight men who served in the Ukrainian or Israeli armies or have martial arts skills, the team’s founder, Tzvi Arieli, told JTA Thursday. The defenders are armed with baseball bats that an American donor whose family hails from Kiev sent the team, he added. “We are trying to raise funds for bullet-proof vests which would greatly increase safety if the situation escalates,” said Arieli, a Latvia-born former soldier of a special forces unit in the Israel Defense Forces who lives in Ukraine.Arieli said he set up the task force — which now has its own Facebook page – at the request of Rabbi Yaakov Dov Bleich, a chief rabbi of Ukraine, following a series of anti-Semitic attacks that occurred in Kiev and beyond in the wake of a bloody revolution that erupted in November over former Ukrainian President Viktor Yanukovych’s alleged corruption and perceived allegiance to Russia.Yanukovych was ousted from power in February. The following month, Russian-backed troops seized control of the Crimean Peninsula – an area which used to belong to Ukraine and which Russia promptly annexed, claiming residents had sought Russian protection for fear of Ukrainian nationalism in the post-revolution period. Hundreds have died in clashes between different interest groups and militias.“In talks with officials, it became clear the authorities could offer limited protection to the Jewish community so we needed to take security into our own hands,” said Arieli, who in March helped organize the medical evacuation of Ukrainians who had been wounded in fighting to Israel. He said the self-defense team was acting with Ukrainian authorities’ knowledge and consent.Arieli also noted that Ukraine, where anti-Semitic assaults used to be rare occurrences, has seen four serious physical assaults against Orthodox Jews and two attempts to torch synagogues.“These attacks were well-planned,” said Arieli, who blamed pro-Russian militants whom he said were trying to justify Russian aggression. The Kremlin and some pro-Russian Ukrainians have blamed far-right Ukrainians for the attacks.“The current reality means that even tomorrow we could find 20 people with firebombs outside the synagogue. We need to be prepared,” said Arieli. The team is scheduled to deploy on Friday in Kiev to fend off any violence against Jewish targets during events that commemorate the May 9 surrender 69 years ago of Nazi Germany to the Russian army.

After meeting Rice, PM says Iran can’t be allowed nukes-Day after US national security advisor stresses focus on diplomacy, Netanyahu says any deal must strip Tehran of weapons capability
By Times of Israel staff May 8, 2014, 3:00 pm 2-The Times of Israel

World powers holding talks with Iran over its enrichment program cannot leave it with the ability to produce a nuclear weapon, Prime Minister Benjamin Netanyahu said Thursday, a day after meeting with US National Security Adviser Susan Rice on the issue.Speaking at a ceremony marking Victory in Europe day, Netanyahu reiterated his belief that Iran only wanted enrichment capability to produce nuclear weapons.“ Why do they need thousands of centrifuges? Why do they need tons of enriched uranium? Only for the production of nuclear weapons,” he said during a ceremony to mark the anniversary of Nazi Germany’s official surrender to allied forces in 1945.“The most important thing is for Iran not to have the ability to produce nuclear weapons,” Netanyahu said.“[I]t should be and must be the top and most important priority for the current round of talks with Iran — to prevent Iran from producing nuclear weapons.”On Wednesday, Netanyahu met with Rice, who said the US was “pursuing a comprehensive solution that assures the international community that Iran’s nuclear program is exclusively peaceful,” according to a White House statement.“The United States will not allow Iran to acquire a nuclear weapon, and … diplomacy is the best way to resolve the international community’s concerns peacefully,” she told Netanyahu. However, the prime minister asserted Thursday that the Iranian regime is still striving to attain nuclear arms despite its leaders’ attempts to convince the international community otherwise.“This capability must be deprived from Iran… that should be the objective for all those who really want to remove the threat of mass destruction at the hands of a radical regime.”On Wednesday, technical experts representing Tehran and six world powers wrapped up a round of negotiations in New York described as “useful.”Official Jerusalem has railed against the diplomatic efforts and an interim deal signed in November. On Wednesday, Netanyahu told a group from the Friends of the Israel Defense Forces organization that despite the deal, Israel feared Tehran could still pursue a weapon.“Iran today has thousands of centrifuges, thousands of kilograms of enriched uranium to make a bomb. A bad deal would let them keep those capacities. It’s better to have no deal than a bad deal,” he said, according to an FIDF statement. On Thursday, former top Israeli nuclear expert Uzi Eilam contended that Iran is a decade away from producing a nuclear weapon. Eilam claimed Netanyahu was making a fuss over Tehran’s program for his own political gain.“The Iranian nuclear project will be active only in another 10 years,” Eilam told the Yedioth Ahronoth daily in excerpts from an interview published on Thursday. “I am not sure that Iran wants a bomb. It could be that they would be satisfied to be a threshold nuclear state to be a regional power and scare the neighbors.”“Netanyahu is using the Iranian threat in order to achieve all kinds of political purposes,” he said but declined to speculate on what might be the goals of the prime minister’s strategy.Eilam, however, said there was cause for “optimism” in the interim deal, under which Iran agreed to reduce by half its stockpiles of 20% enriched uranium fuel.A third round of talks between Iran and world powers is scheduled to begin on May 13.

Israel: Assad has killed with poison gas 30 times since August-Regime, which signed convention against use last summer, developing range of ‘non-classic’ chemical weapons, senior IDF officer says-By Mitch Ginsburg and Adiv Sterman May 8, 2014, 4:21 pm 3-The Times of Israel

Chemical Weapons Convention

Syrian forces loyal to President Bashar Assad have used chemical weapons in over 30 cases since Syria joined the Chemical Weapons Convention last year and agreed to the destruction of its entire arsenal, a senior IDF officer said Thursday.“From the day that he signed the deal, [Assad] has used chemical weapons over thirty times, and in every case citizens were killed,” the officer said, adding that the weapons were “tactically deployed” with mortars and short-range rockets.According to the officer, who spoke on condition of anonymity, Assad’s regime was now focused on developing “non-classic” unconventional weapons based on weaker gas such as chlorine.“We cannot say which type of chemical weapons, but factually, we can say he has used what we call ‘non-classic’ substances, which, in the end, have killed citizens,” he said. The officer asserted that although Syria’s joining of the Chemical Weapons Convention had significantly reduced the threat of a chemical attack on Israel, Assad still aimed to produce weapons that could be deployed despite Syria’s membership in the CWC.“Our assessment is that [Assad] will attempt to retain a small stockpile, but he is constrained by the convention,” the officer said.“That is why he is developing chemicals that, as I said before, are ‘non-classic’ — chlorine, for example, which can be found all over Israel or in any other country.”Israeli intelligence exposed the Assad regime’s use of chemical weapons early last year. The Israeli army’s military intelligence analyst Itai Brun, in April 2013, delivered a bombshell lecture in which he declared publicly that Assad was using nerve gas against rebel forces: “To the best of our professional understanding, the regime has used lethal chemical weapons,” he said at the time, and specified that the IDF believed the toxic element was sarin. He noted then that it had been used on more than one occasion, including in an attack on March 19, 2013.His assertion was initially queried, but subsequently accepted, by US and other officials. The Israeli conclusion was “based on very special work,” by a team that “saw very clearly,” Brun later said.Last week, the head of the Organization for the Prohibition of Chemical Weapons, Ahmet Uzumcu, announced the creation of a mission to “establish facts surrounding allegations of use of chlorine in Syria.”He told a meeting of the body’s executive council at headquarters in The Hague that the mission would soon leave for Syria.“The Syrian government, which has agreed to accept this mission, has undertaken to provide security in areas under its control,” the statement said. The OPCW and the United Nations are already in the process of destroying Syria’s chemical weapons as part of a disarmament deal agreed to last August in the wake of deadly sarin nerve agent attacks outside Damascus. The new probe comes after France and the United States alleged that Assad’s forces may have made tactical use of industrial chemicals on a rebel-held village in central Hama province last month.France made the first claim last week, with President Francois Hollande saying his country had “information” — but no proof — that Assad’s regime was still using chemical weapons despite the deal. The United States has said it was investigating the allegations.“We have indications of the use of a toxic industrial chemical, probably chlorine, in Syria this month, in the opposition-dominated village of Kafr Zita,” White House spokesman Jay Carney said on April 21.There have been conflicting accounts of the alleged chlorine attack on Kafr Zita, with the government and the opposition trading blame.Activists have also reported other chlorine gas attacks, most recently in Idlib province, in the northwest, two weeks ago.Syria has surrendered all but eight percent of its chemical weapons under the terms of the US- and Russia-brokered deal, which headed off the threat of US military action last year.AFP contributed to this report.

World powers join effort for kidnapped Nigerian girls-US, Britain and France to send specialists to African country in hopes of rescuing over 200 abducted teenagers-By AFP May 8, 2014, 1:49 pm 0-The Times of Israel

World powers, including the United States and China, have joined in the search for the more than 200 schoolgirls abducted by Boko Haram Islamists who have also killed hundreds in the country’s northeast this week.Amid global outrage over the kidnapping of the teenagers, the United States, Britain and France are sending specialist teams to Nigeria.China promised to supply “any useful information acquired by its satellites and intelligence services” to Nigeria. The police on Wednesday offered $300,000 (215,000 euros) for information leading to the rescue of the girls. The latest insurgent attack targeted the town of Gamboru Ngala on the border with Cameroon, where gunmen this week razed scores of buildings and fired on civilians as they tried to flee.Area Senator Ahmed Zanna put the death toll at 300, citing information provided by locals, in an account supported by numerous residents.Zanna said the town had been left unguarded because soldiers based there had been redeployed north towards Lake Chad in an effort to rescue the kidnapped girls.Nigeria’s response to the kidnappings has been widely criticized, including by activists and parents of the hostages who say the military’s search operation has been inept so far.President Goodluck Jonathan’s administration has sought to appear more engaged with the plight of the hostages in recent days, especially after Boko Haram chief Abubakar Shekau released a video threatening to sell the girls as “slaves”.In a second kidnapping, 11 more girls aged 12 to 15 were seized Sunday from Gwoza, an area not far from Chibok and also in Boko Haram’s Borno base. The group’s five-year uprising has killed thousands across Africa’s most populous country and top economy, with many questioning whether Nigeria has the capacity to contain the violence. On Monday, Islamist fighters riding in armored trucks and on motorcycles stormed Gamboru Ngala after midday. The extremists overran the town, making it too dangerous for locals to immediately return, survivors said. When the militants left, residents discovered their town “littered” with dead bodies, Musa Abba, a witness, told AFP. ”All economic and business centers have been burnt. The market in the town which attracts traders from all over the area… has been completely burnt,” the senator said.Gamboru Ngala has been attacked repeatedly in the past but Abba said “this (was) the worst Boko Haram attack [the town] has seen.”The Cameroonian military has reinforced security in the town of Fotokol on the Nigerian border, a medical official told AFP by phone, requesting anonymity.“The toll is very heavy. We believe there are more than 200 dead,” the source said, adding that 2,000 Nigerians, including soldiers had fled to Cameroon.“Some of the bodies were charred. It was horrific. People had their throats slit, others were shot,” the source added. In a fresh attack, suspected Boko Haram militants Wednesday killed seven people in Buji-Buji, also in Borno state, the village head, Mohammed Garba told journalists.“Gunmen numbering about 20 invaded our village around 3:00 am while most people were sleeping… The gunmen opened fire on people as they attempted to escape from the ravaging fire.“Seven persons died on the spot, while so many others were injured,” he said.US President Barack Obama has described the Chibok abductions as “heartbreaking” and “outrageous”, and announced that a team of military experts had been sent to help Nigeria’s rescue mission.Michelle Obama expressed sympathy for the schoolgirls, in a personal message on Twitter.“Our prayers are with the missing Nigerian girls and their families. It’s time to #BringBackOurGirls,” said the US First Lady on her @FLOTUS account, with a picture of her solemnly holding a sign saying #BringBack OurGirls” scribbled in black on white paper. The tweet was signed “mo,” meaning she wrote it herself, and it was retweeted more than 8,500 times in just a few hours.Pakistani schoolgirl Malala Yousafzai, who survived being shot in the head by the Taliban, also offered her support saying she sees kidnapped girls as her sisters.“ When I heard about the girls in Nigeria being abducted I felt very sad and I thought that my sisters are in prison and I thought that I should speak up for them,” she said on CNN.British Prime Minister David Cameron condemned the kidnappers as “pure evil” and said a small team of planning and coordinating specialists would head to Nigeria as soon as possible.Britain is expected to send Abuja-based liaison officers from the SAS special forces to help the rescue mission, the Times reported Thursday.France and China also pledged assistance. As well as mounting pressure over the kidnappings, Nigeria has been hit by a spate of bombings.Just a few hours before the mass abduction in Chibok, a car bombing at a bus station on the outskirts of Abuja killed 75 people.A copycat bombing at the same station killed 19 people on May 1.Jonathan had hoped that a World Economic Forum summit which opened in Abuja Wednesday would highlight Nigeria’s economic progress.Meeting Jonathan in Abuja ahead of what has been dubbed “Africa’s Davos,” Chinese Premier Li Keqiang pledged stronger cooperation with Nigeria, Africa’s top oil producer, but public focus has remained fixed on Boko Haram.
