A report by the Kikar Hashabbat web site purports to show the coalition agreement between the Likud and Shas. According to the report, the government has promised to increase the number of new public housing apartments to be marketed annually to 700, while government planning councils will authorize 5,000 new homes for haredi families each year.According to the report, a number of the points that appear in Shas's coalition agreement also appear in United Torah Judaism's.Among Shas's biggest “victories” in the coalition negotiations was extracting a promise from Prime Minister Binyamin Netanyahu to support a zero-VAT sales tax bill for basic grocery items, including milk, bread, margarine, etc. While some economists support the idea, others say that the price cut will be temporary – with the 18% initial reduction of prices resulting from the lopping off of VAT costs eventually creeping back up to “normal” levels, but without the government collecting its share.Shas will be in control of the Religious Affairs Ministry, after Jewish Home desisted from its original demand to appoint a deputy minister. Among the features of this ministry will be control of the rabbinical courts, which in recent governments were under the control of the Justice Ministry. In “exchange,” Shas conceded a deputy minister in the Education Ministry, and will not have a representative there, despite party chairman Aryeh Deri's misgivings that Jewish Home's Naftali Bennett, who will be Education Minister, may not give Shas institutions a “fair shake.”Among the major budgetary changes will be a NIS 70 million ($18 million) allocation for the construction of synagogues and mikva'ot, or ritual baths. In the previous government, there was no allocation at all for such construction. The Supreme Court has given the Israeli government and Attorney General Yehuda Weinstein only 12 hours to respond to Yesh Atid’s appeal against the expansion of the cabinet.Justice Daphne Barak-Erez on Sunday evening instructed the government and Weinstein to present their response to the appeal by Monday morning at 8:00.The motion, filed earlier by MK Ofer Shelah and Yesh Atid’s attorneys, claims that the current transition government is not empowered to change or update basic laws, even if it can muster the 61 votes needed to temporarily suspend the limit on 18 ministers, as the law prescribes.In addition, the motion contends that the coalition agreement provides for an unlawful distribution of funds by parties and specific MKs, distributions that the Attorney General has declared illegal. Canada, one of Israel's staunchest allies, appears primed to use its new hate crime laws against groups advocating for the virulently anti-Israel Boycott, Divestment and Sanctions (BDS) movement.According to a Canadian Broadcasting Company report on Monday, Prime Minister Stephen Harper's government made its intentions clear by sending a list of the country's hate crime laws in response to CBC's inquiry on its stance on BDS. Washington (AFP) - North Korea did not test fire a ballistic missile from a submarine as Pyongyang claimed over the weekend and the country is still a long way from achieving such a capability, US officials said Monday.The North's state media said on Saturday that a new submarine-launched ballistic missile (SLBM) had been tested but US officials rejected the regime's account."That was not a ballistic missile," a defense official told AFP.The official played down the test, saying it did not represent a technical breakthrough for the North."They are trying to develop that capability," but there was no "imminent" threat of a submarine-launched missile arsenal coming on line in North Korea, said the official, who spoke on condition of anonymity.Pyongyang's state media said North Korean leader Kim Jong-Un touted the test as an "eye-opening success" that gives his military a "world-level strategic weapon."The precise nature of the launch remained unclear. The Supreme Court has given the Israeli government and Attorney General Yehuda Weinstein only 12 hours to respond to Yesh Atid’s appeal against the expansion of the cabinet.Justice Daphne Barak-Erez on Sunday evening instructed the government and Weinstein to present their response to the appeal by Monday morning at 8:00.The motion, filed earlier by MK Ofer Shelah and Yesh Atid’s attorneys, claims that the current transition government is not empowered to change or update basic laws, even if it can muster the 61 votes needed to temporarily suspend the limit on 18 ministers, as the law prescribes.In addition, the motion contends that the coalition agreement provides for an unlawful distribution of funds by parties and specific MKs, distributions that the Attorney General has declared illegal. Canada, one of Israel's staunchest allies, appears primed to use its new hate crime laws against groups advocating for the virulently anti-Israel Boycott, Divestment and Sanctions (BDS) movement.According to a Canadian Broadcasting Company report on Monday, Prime Minister Stephen Harper's government made its intentions clear by sending a list of the country's hate crime laws in response to CBC's inquiry on its stance on BDS. Over the past few months, several cabinet ministers have made statements pledging vigilance against the country's many BDS groups, which are primarily associated with universities, labor unions and churches.In January, then foreign minister John Baird swore to fight the movement, which calls for boycotts of the Jewish state, and which Baird named "the new face of anti-Semitism."Shortly thereafter, in a United Nations address, Public Security Minister Steven Blaney argued that boycotts of Israel constitute anti- Semitic hate speech and violence, and vowed a "zero tolerance" policy toward the BDS movement. Washington (AFP) - North Korea did not test fire a ballistic missile from a submarine as Pyongyang claimed over the weekend and the country is still a long way from achieving such a capability, US officials said Monday.The North's state media said on Saturday that a new submarine-launched ballistic missile (SLBM) had been tested but US officials rejected the regime's account."That was not a ballistic missile," a defense official told AFP.The official played down the test, saying it did not represent a technical breakthrough for the North."They are trying to develop that capability," but there was no "imminent" threat of a submarine-launched missile arsenal coming on line in North Korea, said the official, who spoke on condition of anonymity.Pyongyang's state media said North Korean leader Kim Jong-Un touted the test as an "eye-opening success" that gives his military a "world-level strategic weapon."The precise nature of the launch remained unclear. Some analysts suggested the missile might have travelled only a few hundred meters, and that the event did not qualify as a full flight test.South Korea called on North Korea to halt the program and assessed Pyongyang was still in the "early phase" of developing submarine-launched missiles.But a defense official in Seoul, speaking on condition of anonymity, said the North could have a fully operational submarine armed with ballistic missiles within four or five years.Experts say North Korea bought submarine missile technology from Russia shortly after the end of the Cold War, and has tried to reverse-engineer old Russian subs to build a launch system."We don't expect them to develop a highly capable system anywhere remotely similar to our ballistic missiles on submarines, but if they can put a missile on a submarine, even a short to medium-range missile, then that would obviously complicate our effort to track their missiles," John Schilling, an aerospace technology expert, said at a conference in Washington last week.North Korea is still years away from building long-range missiles that could be fired from subs, according to a recent report by Schilling, who used to advise the US Air Force and now works for the Aerospace Corporation.The Pentagon declined to comment on the test, saying the US government could not discuss "intelligence matters.""Any type of launch of this nature would violate at least four UN Security Council resolutions.
