The Greek parliament is set to recognize the state of Palestine in a parliamentary vote to be attended by Palestinian Authority President Mahmoud Abbas, a government source said Sunday.A ceremony will accompany the vote on the resolution Monday, as Greece joins dozens of other countries that accord recognition to Palestine, the source said.The resolution is nonbinding, and does not constitute a full government recognition of Palestine as a state. However, officials in Athens were playing up the move as if it were a full recognition.In Athens, Abbas will meet President Prokopis Pavlopoulos and Prime Minister Alexis Tsipras. As has been the case following previous alleged Israeli airstrikes, Hezbollah and its chief Hassan Nasrallah are now faced with a thorny dilemma: to retaliate or not to retaliate, or perhaps more accurately, how to retaliate, since the response is sure to come.The assassination of Samir Kuntar, who became a member of Hezbollah after his release from Israeli prison in 2008, is another in a series of blows to the Shiite Lebanese militia, on both an operational and a symbolic level.On the operational level, the assassination is further evidence — after the assassination of Jihad Mughniyeh in January and the killing of Hassan al-Laqis in December 2013 — of the ease with which intelligence services can infiltrate the organization.Symbolically, the raid was a blow to the terror organization’s morale, as it underlines its weakness and compromises its image amid its ongoing involvement in the war in Syria.Kuntar, who was Druze, is credited with having salvaged Hezbollah’s terror network on the Syrian Golan Heights, and at one time was working separately for the Iranian Revolutionary Guards.He was a marked man from the moment he was released from Israeli prison in 2008, and during the past seven years, was continually preoccupied with planning attacks against the Jewish state.In recent months, Kuntar was working under the guidance of Iran’s Revolutionary Guards, and had slightly distanced himself from Hezbollah. In this sense, one could say that Kuntar died as a mercenary for Iran rather than a model Hezbollah fighter. Farhan al-Shaalan, a second commander listed among the dead in the strike, was also enlisted by the Iranians rather than Hezbollah.Still, because Kuntar was significant to Hezbollah, which had won his release from prison, a retaliation against Israel for the strike is likely to come. He’s identified with the Shiite group despite being Druze, and had been spotted at various events organized by Hezbollah.In January, after the assassination of Mughniyeh, considered the foremost symbol of the organization, Hezbollah was satisfied with a retaliation that included a volley of rockets toward an IDF convoy that killed Staff Sgt. Dor Chaim Nini and the company commander, Maj. Yohai Kalangel. The strike included some seven rockets and could have ended with far more tragic results. In the end, Hezbollah, like Israel, stopped at that point and did not allow a wider security escalation.While it can be assumed that Hezbollah will attempt to retaliate now as well, in light of its situation on the Syrian front — where one-third of its fighters have been killed or injured — it is not expected to seek a broader escalation. The Times of Israel reported last week that between 1,300 and 1,500 of its fighters have been killed in combat in Syria, and some 5,000 injured.In the past few months, Hezbollah has launched a massive draft of youths 17 and older to make up for its losses. However, the recruits are not at the same level as the trained and sophisticated fighters that filled its ranks just a few years ago. The thousands of young recruits still require months of training, and Hezbollah is thus unlikely for now to seek out war with Israel.Hezbollah has also found itself in a complex political position in Lebanon with its attempts to push a Maronite Christian presidential candidate. Thus far these attempts have failed, and the political paralysis in Lebanon surrounding the president is ongoing.Meanwhile, Israel has been careful not to claim the strike, although Hezbollah has already directly accused the IDF of responsibility.If Israel operated in the Damascus suburbs, at risk of Iranian or Hezbollah retaliation, then one may venture a guess that the operation was designed to thwart an imminent attack by Kuntar.As Israeli officials used to say with regard to Palestinian terrorists targeted in order to prevent impending attacks, Kuntar was a “ticking bomb.”

Iran has withdrawn most of the Revolutionary Guards fighters it deployed to Syria three months ago, Israeli security officials told The Times of Israel. The decision to withdraw the forces was likely made due to the rising number of casualties among Iranian soldiers fighting in Syria and the subsequent growing public outcry back home.The officials confirmed the withdrawal to The Times of Israel days after a report in Bloomberg quoted American sources saying such a withdrawal was in its early stages, and after Iran issued a denial. The Israeli sources stressed, however, that most of the troops have actually now been withdrawn.Iran sent some 2,000 Revolutionary Guards fighters to Syria in September. There are just 700-800 remaining, the Israeli sources said.The pullout has sparked concern for Hezbollah, the Lebanese Shi’ite terror group that is also fighting alongside ally Bashar Assad, the embattled Syrian president.The high number of Revolutionary Guards casualties in Syria came as a shock to Iranian commanders, notably including IRGC Al-Quds Force leader Qassem Soleimani, who has been closely following developments in the war-torn country.While Israel does not know the precise number of Iranian fatalities, the figure is thought to have reached several dozen since September, with hundreds more wounded.The Iranian press now publishes obituaries of IRGC fighters killed in Syria on an almost daily basis. Iran is preparing to export the majority of its stockpile of enriched uranium to Russia in the coming days as part of its efforts to meet the terms of the July 14 agreement with world powers, Reuters reported Saturday, citing the head of the Islamic republic’s Atomic Energy Organization.“In the next few days around nine tonnes of Iran’s enriched uranium will be exported to Russia,” Ali Akbar Salehi said, according to Reuters. The deal involving the United States, Iran and five other world powers would curb Iran’s nuclear activities in exchange for an end to strict sanctions on Tehran, giving it access to billions in frozen assets and oil revenue. Iranian President Hassan Rouhani said Wednesday that the country would carry out its remaining obligations in the next two weeks to pave the way for the lifting of sanctions in January. He said Iran would now dismantle some nuclear centrifuges and ship out a major portion of its stockpile of enriched uranium. Stephen Mull, the US State Department’s lead coordinator for implementation of the deal, said Wednesday that Iran has begun dismantling its uranium enrichment system by removing thousands of centrifuges and transferring them into a storage facility that will be monitored by international nuclear inspectors.“It has already removed more than 5,000 of its machines and is likely to move quickly to remove the rest in the coming days,” Mull said.He said Iran is reducing its stockpile of various forms of enriched uranium to no more than 300 kilograms of material enriched up to 3.67 percent.“It will accomplish this primarily by shipping a significant amount of such material outside Iran, while also diluting the remaining excess to the level of natural uranium or below,” Mull said. “Commercial contracts are in place for Iran to ship its enriched uranium stockpiles to Russia. VIENNA, Austria — The UN atomic watchdog’s board Tuesday closed a long-running probe into Iran’s past efforts to develop nuclear weapons, removing an important obstacle to implementing July’s landmark deal with big powers, diplomats said.A resolution approved by the International Atomic Energy Agency’s 35-nation board of governors said the investigation was “implemented in accordance with the agreed schedule” and that this “closes the board’s consideration of the matter.”Iran had warned that unless this happened, it would not implement key parts of July’s accord with six major powers to scale down its nuclear program in exchange for sanctions relief.Iranian Foreign Minister Mohammad Javad Zarif on Tuesday welcomed the decision by the UN atomic watchdog’s board to end a long-running probe into Tehran’s past efforts to develop nuclear weapons.“This resolution goes far beyond closing the issue of so-called PMD (possible military dimensions) and cancels the 12 previous resolutions of the Council of Governors of the IAEA which seriously restricted our country’s nuclear program,” Iranian media quoted Zarif as saying.But Israeli Energy Minister Yuval Steinitz criticized the decision to close the investigation, saying it was politically motivated.“The IAEA decision does not correspond to the report by IAEA chief Yukiya Amano, who said Tehran continued partial development of a bomb until 2009. At least three rockets landed early Sunday evening in open areas near the northern city of Nahariya in the Western Galilee, only hours after an alleged IDF airstrike killed Lebanese terrorist Samir Kuntar, who had been previously jailed in Israel for his part in the 1979 murders of a family.There were no immediate reports of injuries or damage.Air raid sirens warning of incoming projectiles sounded in towns and cities throughout the Western Galilee ahead of the rockets’ fall. Local residents later reported hearing several explosions. Security forces were searching the area adjacent to Nahariya and along the border with Lebanon for other rockets that may have landed within Israeli territory. The IDF launched an investigation into the incident, and was attempting to determine who fired the rockets.Lebanon’s Naharnet news site reported that two rockets were fired at Israel from the al-Hinniyeh area, and two more were fired from Tal al-Maaliyeh. Some reports by Lebanese media suggested that a fourth rocket may have landed in the sea.Jacky Sabag, the mayor of Nahariya, and Shlomi Regional Council head Gabi Naaman ordered the opening of bomb shelters in their respective jurisdiction areas following the rocket landings.Northern Israel has been bracing for a possible Hezbollah response since the killing of Kuntar overnight Saturday.“We were expecting this after the assassination of Samir Kuntar,” said Rotem Azati, a resident of Nahariya. “But even so we were surprised,” she added.Arab media reported that several Israeli Air Force missiles struck the Damascus suburb of Jaramana overnight, killing Kuntar and eight other operatives.Hezbollah on Sunday morning said that Kuntar was killed in an Israeli airstrike, and alleged that Israel may have coordinated the hit with Syrian rebel “terrorists” operating in the area. The Assad regime also blamed “terrorist groups” for the strike. Reports said that Kuntar was assassinated not as revenge for his past actions, but rather because he was planning fresh attacks against Israel.There was no official Israeli confirmation of the attack, although officials expressed satisfaction over his death. Kuntar was with a group of commanders from various terrorist groups that were planning attacks on Israel, reports said.A Lebanese Druze, Kuntar became infamous for a brutal 1979 raid from Lebanon in which he helped kidnap an Israeli family from Nahariya, then smashed the head of a four-year-old Israeli girl, Einat Haran, with his rifle butt, killing her. Three other Israelis, including her father, Danny Haran, were killed in the attack. He was 16 at the time, a member of the Palestine Liberation Front.He spent 29 years in an Israeli prison before being traded to Hezbollah in 2008 in exchange for the bodies of IDF soldiers Eldad Regev and Ehud Goldwasser. As has been the case following previous alleged Israeli airstrikes, Hezbollah and its chief Hassan Nasrallah are now faced with a thorny dilemma: to retaliate or not to retaliate, or perhaps more accurately, how to retaliate, since the response is sure to come.The assassination of Samir Kuntar, who became a member of Hezbollah after his release from Israeli prison in 2008, is another in a series of blows to the Shiite Lebanese militia, on both an operational and a symbolic level.On the operational level, the assassination is further evidence — after the assassination of Jihad Mughniyeh in January and the killing of Hassan al-Laqis in December 2013 — of the ease with which intelligence services can infiltrate the organization.Symbolically, the raid was a blow to the terror organization’s morale, as it underlines its weakness and compromises its image amid its ongoing involvement in the war in Syria.Kuntar, who was Druze, is credited with having salvaged Hezbollah’s terror network on the Syrian Golan Heights, and at one time was working separately for the Iranian Revolutionary Guards.He was a marked man from the moment he was released from Israeli prison in 2008, and during the past seven years, was continually preoccupied with planning attacks against the Jewish state.In recent months, Kuntar was working under the guidance of Iran’s Revolutionary Guards, and had slightly distanced himself from Hezbollah. In this sense, one could say that Kuntar died as a mercenary for Iran rather than a model Hezbollah fighter. Farhan al-Shaalan, a second commander listed among the dead in the strike, was also enlisted by the Iranians rather than Hezbollah.Still, because Kuntar was significant to Hezbollah, which had won his release from prison, a retaliation against Israel for the strike is likely to come. He’s identified with the Shiite group despite being Druze, and had been spotted at various events organized by Hezbollah.In January, after the assassination of Mughniyeh, considered the foremost symbol of the organization, Hezbollah was satisfied with a retaliation that included a volley of rockets toward an IDF convoy that killed Staff Sgt. Dor Chaim Nini and the company commander, Maj. Yohai Kalangel. The strike included some seven rockets and could have ended with far more tragic results. In the end, Hezbollah, like Israel, stopped at that point and did not allow a wider security escalation.While it can be assumed that Hezbollah will attempt to retaliate now as well, in light of its situation on the Syrian front — where one-third of its fighters have been killed or injured — it is not expected to seek a broader escalation. The Times of Israel reported last week that between 1,300 and 1,500 of its fighters have been killed in combat in Syria, and some 5,000 injured.In the past few months, Hezbollah has launched a massive draft of youths 17 and older to make up for its losses. However, the recruits are not at the same level as the trained and sophisticated fighters that filled its ranks just a few years ago. The thousands of young recruits still require months of training, and Hezbollah is thus unlikely for now to seek out war with Israel.Hezbollah has also found itself in a complex political position in Lebanon with its attempts to push a Maronite Christian presidential candidate. Thus far these attempts have failed, and the political paralysis in Lebanon surrounding the president is ongoing.Meanwhile, Israel has been careful not to claim the strike, although Hezbollah has already directly accused the IDF of responsibility.If Israel operated in the Damascus suburbs, at risk of Iranian or Hezbollah retaliation, then one may venture a guess that the operation was designed to thwart an imminent attack by Kuntar.As Israeli officials used to say with regard to Palestinian terrorists targeted in order to prevent impending attacks, Kuntar was a “ticking bomb.”

Hezbollah is planning a response to the assassination late Saturday night of Lebanese terrorist Samir Kuntar in a suburb of Damascus, a Lebanese MP from the terror group’s faction told local media Sunday. Iran has withdrawn most of the Revolutionary Guards fighters it deployed to Syria three months ago, Israeli security officials told The Times of Israel. The decision to withdraw the forces was likely made due to the rising number of casualties among Iranian soldiers fighting in Syria and the subsequent growing public outcry back home.The officials confirmed the withdrawal to The Times of Israel days after a report in Bloomberg quoted American sources saying such a withdrawal was in its early stages, and after Iran issued a denial. The Israeli sources stressed, however, that most of the troops have actually now been withdrawn.Iran sent some 2,000 Revolutionary Guards fighters to Syria in September. There are just 700-800 remaining, the Israeli sources said.The pullout has sparked concern for Hezbollah, the Lebanese Shi’ite terror group that is also fighting alongside ally Bashar Assad, the embattled Syrian president.The high number of Revolutionary Guards casualties in Syria came as a shock to Iranian commanders, notably including IRGC Al-Quds Force leader Qassem Soleimani, who has been closely following developments in the war-torn country.While Israel does not know the precise number of Iranian fatalities, the figure is thought to have reached several dozen since September, with hundreds more wounded.The Iranian press now publishes obituaries of IRGC fighters killed in Syria on an almost daily basis. Earlier this month, senior IRGC officer Abdul Rashid Rashwand and 14 other fighters of lower rank were buried in a single day.Rashwand was the fifth senior IRGC officer to be killed in Syria since September, but not the last. This week also saw the death of General Hossein Faradi, a Revolutionary Guards officer who had previously commanded Afghan forces in Syria.The reports of fatalities are creating widespread dismay in Iranian public opinion, and especially among the families of the dead and wounded. There is anguished debate over how necessary it is for Iran to deploy its fighters to Syria. This at a time when the country is preparing for parliamentary (Majlis) elections. It is also holding elections for the council to select the Islamic Republic’s next supreme leader.Many of Iranian President Hassan Rouhani’s allies apparently have a good chance of being elected to the council, but the military intervention in Syria and the ensuing casualties may harm their prospects, analysts say.Iranian forces have over the last few weeks focused their activities in the north-western area of Syria, trying to repel the advance of the “Fateh Army” — a conglomeration of several opposition groups. The Iranians are coordinating their activities there closely with what is left of Assad’s Syrian army as well as with fighters from Hezbollah.The extraction of Iranian troops from Syria is a source of discomfort and genuine concern for Hezbollah. The Shi’ite terror group’s men are worried about their prospects as the war in Syria continues, since the support they are receiving from Russian warplanes has so far failed to effect a significant change in the country’s years-long civil war. Hezbollah has seen between 1,300 and 1,500 of its fighters killed, and 5,000 injured, in battles in the Syrian civil war — which means it has lost as much as a third of its fighting force, according to Israeli estimates cited by The Times of Israel earlier this week.

Iran is preparing to export the majority of its stockpile of enriched uranium to Russia in the coming days as part of its efforts to meet the terms of the July 14 agreement with world powers, Reuters reported Saturday, citing the head of the Islamic republic’s Atomic Energy Organization.“In the next few days around nine tonnes of Iran’s enriched uranium will be exported to Russia,” Ali Akbar Salehi said, according to Reuters. The deal involving the United States, Iran and five other world powers would curb Iran’s nuclear activities in exchange for an end to strict sanctions on Tehran, giving it access to billions in frozen assets and oil revenue. Iranian President Hassan Rouhani said Wednesday that the country would carry out its remaining obligations in the next two weeks to pave the way for the lifting of sanctions in January. He said Iran would now dismantle some nuclear centrifuges and ship out a major portion of its stockpile of enriched uranium. Stephen Mull, the US State Department’s lead coordinator for implementation of the deal, said Wednesday that Iran has begun dismantling its uranium enrichment system by removing thousands of centrifuges and transferring them into a storage facility that will be monitored by international nuclear inspectors.“It has already removed more than 5,000 of its machines and is likely to move quickly to remove the rest in the coming days,” Mull said.He said Iran is reducing its stockpile of various forms of enriched uranium to no more than 300 kilograms of material enriched up to 3.67 percent.“It will accomplish this primarily by shipping a significant amount of such material outside Iran, while also diluting the remaining excess to the level of natural uranium or below,” Mull said. “Commercial contracts are in place for Iran to ship its enriched uranium stockpiles to Russia. We expect that this material — approximately 25,000 pounds of material enriched up to 20 percent low-enriched uranium — could leave Iran in the coming weeks.”

Iranian Defense Minister Hossein Dehghan said Wednesday that Iran would continue its research, development and production of missiles and other military equipment, irrespective of UN resolutions.“Since day one of the endorsement of the JCPOA (the Joint Comprehensive Plan of Action, signed between Iran and five world powers), our different tests have not [been] postponed even for a single day, hour or moment; rather we have not even felt any doubt about declaring them,” Dehghan told the Fars News Agency. Dehghan’s statement came a day after UN sanctions monitors said that Iran had violated a Security Council resolution in its October test of a nuclear-capable ballistic missile.The Security Council’s Panel of Experts on Iran said that the launch of the Emad long-range missile was in violation of Security Council resolution 1929, which prohibits the Islamic Republic from carrying out any military activity related to the use of ballistic missiles. The Iran nuclear deal, signed in July, also bars the country from developing missiles “designed to carry nuclear warheads.”The missile test, carried out on October 11, was hailed by Iran as a great advance in the country’s growing arsenal.“This is Iran’s first long-range missile that can be guided and controlled until hitting the target,” Dehghan was quoted as saying at the time.Dehghan said mass production of missiles would be followed by supplies of the weapon to the Iranian military, the semi-official Press TV reported.Iran has said its missiles would never carry a nuclear warhead as it has no plans to develop atomic weapons, but military officials have insisted on expanding the country’s missile program.The deal reached with Britain, China, France, Germany, Russia and the United States aims to limit Iran’s nuclear program in return for lifting international sanctions.Since 1992, Iran has emphasized a self-sufficient and indigenous military production industry, producing missiles, tanks and light submarines. VIENNA, Austria — The UN atomic watchdog’s board Tuesday closed a long-running probe into Iran’s past efforts to develop nuclear weapons, removing an important obstacle to implementing July’s landmark deal with big powers, diplomats said.A resolution approved by the International Atomic Energy Agency’s 35-nation board of governors said the investigation was “implemented in accordance with the agreed schedule” and that this “closes the board’s consideration of the matter.”Iran had warned that unless this happened, it would not implement key parts of July’s accord with six major powers to scale down its nuclear program in exchange for sanctions relief.Iranian Foreign Minister Mohammad Javad Zarif on Tuesday welcomed the decision by the UN atomic watchdog’s board to end a long-running probe into Tehran’s past efforts to develop nuclear weapons.“This resolution goes far beyond closing the issue of so-called PMD (possible military dimensions) and cancels the 12 previous resolutions of the Council of Governors of the IAEA which seriously restricted our country’s nuclear program,” Iranian media quoted Zarif as saying.But Israeli Energy Minister Yuval Steinitz criticized the decision to close the investigation, saying it was politically motivated.“The IAEA decision does not correspond to the report by IAEA chief Yukiya Amano, who said Tehran continued partial development of a bomb until 2009. It seems, therefore, that the decision made today was political and not practical, and for this reason it sends a wrong message to the Iranians, that the international community is willing to look the other way,” he said, according to the Ynet news website.The IAEA keeps close tabs on Iran’s nuclear program, and its inspections role is set to grow under July’s hard-fought deal, which defused a standoff dating back to 2002.But the Vienna-based watchdog has also long sought to clear up allegations that until 2003, and possibly since, Iran also secretly sought to develop an actual nuclear weapon.After stalling for many years, Iran agreed in July to cooperate with the IAEA to address the claims, which it has always rejected, allowing inspectors to visit sites and providing additional information.As a result the IAEA on December 2 released a “final assessment” — even though it did not receive all the information it sought — concluding that some of the allegations were indeed accurate.It said Iran conducted “a range of activities relevant to the development” of a nuclear bomb before the end of 2003 in a “coordinated effort,” and that some activities continued until 2009.It stressed though that these “did not advance beyond feasibility and scientific studies” and that there was no evidence that Iran diverted nuclear material such as uranium or plutonium to these efforts.However, a statement issued by the Prime Minister’s Office in Jerusalem earlier this month said that the International Atomic Energy Agency’s report “exposed the techniques of deception and obfuscation that Iran employed regarding its nuclear program.”The most blatant example of Iranian mendacity is “its conduct around the Parchin facility, where the Iranians tried to cover up evidence of their illegal activity,” the statement said.“Israel expects the international community to continue its investigation through the IAEA on these issues and to use all means at its disposal to ensure that Iran cannot secretly build a nuclear weapon,” the statement added. “Without completing this investigation, the world will not know how far Iran went in its secret program, and what its current status is.”-Continued scrutiny-But despite the findings, the six major powers — the United States, Russia, China, Britain, France and Germany, who co-authored the IAEA resolution — have decided to move on.Despite Iran’s “long history of concealment, denial and deception,” the July deal is “forward-looking,” the US ambassador to the IAEA, Henry Ensher, said Tuesday.The powers stress that Iran will remain under close IAEA scrutiny to ensure that it does not contravene the July deal or again secretly engage in more research on getting the bomb.Nor is Iran completely out of the woods with the IAEA, with the agency’s “broader conclusion” that all Iran’s activities are exclusively peaceful still to come.This could take several more years, and Tuesday’s resolution stated that the board will “remain seized” on the matter for another 10 years, or until the “broader conclusion,” whichever is sooner.-Implementation Day-The IAEA will also have to confirm that Iran has enacted all its commitments under the July deal on a day to be dubbed “Implementation Day,” which is expected to happen in early 2016.Under the deal Iran has pledged to slash the number of centrifuges — which “enrich” uranium for peaceful uses but also for a bomb — from around 19,000 to 6,104, of which 5,060 will still enrich.Iran also has to change the design of a new nuclear reactor being built at Arak so that it produces substantially less plutonium, the alternative to uranium in a nuclear weapon.By “Implementation Day” the Arak reactor core has to have been made inoperable by filling the openings with concrete.Plus, Iran must reduce its stock of low-enriched uranium from several tonnes to just 300 kilos. Iran is expected to ship this material to Russia.The last IAEA update on November 18 said that Iran had removed some 4,500 centrifuges. However, there was no progress at Arak or on the uranium stock.
