VIENNA (AP) — Iran has rejected an assessment by the U.N. nuclear agency that it did past work on nuclear arms but is praising some aspects of the agency’s investigation of the issue, reflecting satisfaction that the more than decade-long probe has ended.Closure of the file means that some questions about the alleged weapons work may never be resolved. Before the 35-nation board of the U.N’s International Atomic Energy Agency adopted a resolution last month ending the investigation, IAEA chief Yukiya Amano told the meeting that his investigation couldn’t “reconstruct all the details of activities conducted by Iran in the past.”But both Iran and the international community are eager to put the issue behind them in order to be able to implement a landmark nuclear deal that commits Tehran to significant limits on its nuclear activities for over a decade in exchange for relief from crippling economic sanctions.Implementation day will come once the U.N.’s International Atomic Energy Agency certifies that Iran has fulfilled its commitments, and diplomats on Monday told The Associated Press that could happen within a week. The officials spoke on condition of anonymity because they weren’t authorized to comment on the process.Iran’s Fars news agency reported a key step toward that goal, saying that technicians have dismantled the core of the Arak heavy water reactor on Monday and filled it with concrete.The probe had to be formally ended as part of the July 14 nuclear agreement. Iran is on the verge of finishing work to dismantle its Arak heavy water nuclear reactor, paving the way for a complete lifting of international sanctions, officials said on Monday.Iran Atomic Energy Organization spokesman Behrouz Kamalvandi told the Iranian daily Etemad that the work will be completed in about a week, the semi-official Fars news agency reported.Iran agreed to take apart the controversial reactor in exchange for sanctions relief as part of the landmark nuclear agreement hammered out with world powers last year.“We have almost completed all undertakings based on the Joint Comprehensive Plan of Action and no job has remained,” Kamalvandi said.He added that remaining work “can be carried out in less than 7 days.”A source told Fars that the central component of the reactor was removed.“The heart of Arak Heavy Water Reactor was taken out today,” the source said. “The operation was accomplished today and the core has been filled with cement.”The dismantling of the reactor, which can produce plutonium, thus giving Iran a second pathway to a nuclear weapon, was seen as a major sticking point during years of talks between Iran and world powers.Under the deal, the plant was to be redesigned so as to not be able to produce weapons- grade material.US State Department spokesperson John Kirby said he could not confirm the report that the reactor’s core had been sealed off.Tehran is also required to curb the number of centrifuges it runs and send abroad its existing stockpiles of enriched uranium. Inflation is approximately 12.7 per cent."But the Russian president tried to find a positive side: "If you earn so many petrodollars, as we once did, that you can buy anything abroad, this slows down developments in your own country," he said."For the first time in many years, we are exporting significantly more goods with a high added value, and we have more than 300 billion dollars in gold reserves. MK Stav Shaffir (Zionist Union) on Monday alleged that state-funded right-wing NGOs created the concept of anti-Arab and anti-IDF “price tag” hate crime attacks.Security officials said there was no evidence to support the allegations. One settler organization, the Shomron Residents Committee, said in response that it “acts in accordance with the law.”In a Knesset Transparency Committee meeting titled “Who funds price tag attacks?” Shaffir accused the government of indirectly supporting terror by funneling state funds to the Samaria Regional Council and the Binyamin Regional Council, which, in turn, support the Shomron Residents Committee and the Binyamin Residents Committee nonprofits.The two state-funded right-wing organizations, which have received NIS 6.5 million ($1.7 million) and NIS 3.5 million ($900,000) respectively from the state, “invented” the idea of the anti-Arab violence, she contended. The state “is watering the fields from which these ‘bad apples’ grow,” she said, and the “money is hidden.”A statement from Shaffir’s spokesperson similarly accused the organizations of “developing the policy of ‘price tags,'” echoing a 2012 report in the Hebrew daily Yedioth Ahronoth that was subject to a libel lawsuit by one of the groups, later withdrawn.“Those that developed the ‘price tag’ mechanism are the settler committees in the West Bank which enjoy generous public funding, starting with the Shomron Residents’ Committee,” a statement from her office said.But Israel Police and Defense Ministry representatives at the meeting said the two groups — which have in the past endorsed violent protests against IDF demolitions of illegal outposts in the West Bank — may be responsible for inciting Jewish youths but do not offer any financial assistance to the perpetrators. Police representative Aharon Binyamin said police were taking hate crime attacks very seriously, with an internal directive given to term the attacks “nationalistic” rather than the euphemism “price tag.” However, he maintained repeatedly under Shaffir’s questioning that there was no evidence linking the groups to the Jewish assailants who have carried out attacks since 2008.“We deal with facts and evidence…I will say it for the third and fourth time, we cannot pinpoint a source that is sponsoring terror,” he said. Binyamin said the attacks, mostly acts of arson and vandalism by Jewish extremists, “don’t require resources,” and said the allegations are “very serious” but would seem to relate more to incitement than financial support. Representatives of the Shomron Residents Committee and the Binyamin Residents Committee did not appear at the committee meeting, in what Shaffir said was “a borderline admission of guilt” that “spits in the face of the Knesset.”In response, the Shomron Residents Committee said it “operates in accordance with the law, and if the Knesset member has suspicions, let her go to the police and file a complaint.”The organization said it chose to skip the “circus initiated by left-wingers.”“When MK Shaffir carries out a full investigation against Ezra Nawi and the other ‘human rights’ organizations in the news these days, we will deliberate against whether to come to this meeting or any other,” it said, referring to the left-wing activist who is accused of turning in Palestinians to the authorities for selling land to Jews, thus reportedly sending them, in some cases, to their deaths.‘Dangerous funding must be stopped’-Outlining her allegations, Shaffir said: “On the one hand, the government ministers condemn [price tag attacks] — and then those same ministers transfer money to the organizations that founded the infrastructure for Jewish terrorism and harm soldiers. IDF soldiers are harmed as a result of the actions of the Shomron and Binyamin Residents Committees — and the government is still funding them?”“This dangerous funding must be stopped immediately,” she said.Shaffir was referring to a series of remarks attributed to the leaders of these groups, which have urged protesters to obstruct demolitions of illegal outposts, even to the point of violent clashes with the IDF.According to a report by the Molad NGO, the head of the Binyamin Residents’ Committee has in the past said he would give protesters helmets and clubs to prevent the evacuation of the Migron outpost. It said the Shomron Residents Committee published an article online in 2008, and later erased it, called: “Solidarity. Yes, some call it price tag.” In the document it said “What has this got to do with hurting Arabs?” and provided a reply: ‘We believe that the boundaries of the struggle are broad.” The Molad report concluded that the price tag policy “was developed by nonprofits funded directly by branches of the state in the West Bank.”This view, also espoused by Shaffir and denied by the groups, was the subject of a 2012 Yedioth Ahronoth report, which prompted a libel lawsuit by the Shomron Residents’ Committee and which was later dropped. The organization, headed by veteran settler leader and Gush Emunim founder Benny Katzover, also made headlines in February 2015 for a video likening left-wing NGOs to Nazi collaborators. The Israel Police representative at Monday’s meeting said the price tag attacks are “sporadic,” and “if you take these crimes and analyze them, you cannot pinpoint a person or organization that sponsors” them.During the session, Shaffir also asked representatives of the Interior Ministry, Education Ministry, and Justice Ministry about state funding for illegal outposts. “We know that terror activities emerge out of illegal outposts, and we know the illegal outposts” get funding from the state, she said.In response, the Interior Ministry said it does not follow the money trail once funds are released to the regional councils, which then distribute their funding at their discretion. The Education Ministry said it does not sponsor institutions situated in illegal outposts for elementary or high schools, but there are several post-high school yeshivas — which are associated with other institutions, such as the Merkaz Harav yeshiva — that do receive funding. The ministry stressed that it does not support schools that incite against the State of Israel, such as the Od Yosef Chai yeshiva in the West Bank settlement of Yitzhar, but said it does not evaluate the content of studies for post-high school curricula.During the meeting, the representatives from the Justice Ministry and state prosecutor’s office criticized Shaffir for expanding the discussion to funding for illegal outposts rather than just funding for “price tag” attacks, saying they were only asked to prepare the information for the latter.A Defense Ministry official at the meeting made a similar point. “The moment there is information on funding of violent acts.. then the IDF acts,” said Yotam Har-Tzion. But “you need to distinguish between violence and illegal activities,” he said. The funding for illegal outposts “need to be dealt with,” he continued, but the two issues are not the same.

Justice Minister Ayelet Shaked on Monday said the US “doesn’t have to worry” about the NGO bill she is advancing through the Knesset that would require non-governmental organizations to declare funding from foreign countries.The proposed legislation came under fire earlier in the day from US Ambassador to Israel Dan Shapiro, who expressed “the US government’s concerns on the matter” following a meeting with Shaked on Sunday.“I find it very strange that foreign governments are sending their long arms into an internal legislative process,” Shaked said in response to reports that the EU was funding lobbying efforts against the bill.“I was happy to meet with the American ambassador, and I came away believing that their concern is genuine. But they don’t have to be concerned. Israel is a strong and lively democracy, one that doesn’t need the intervention of other states in internal legislation,” the justice minister said.“The US does not have to worry,” Shaked said. “Our door is always open to dialog with friends.”Earlier in the day Shapiro highlighted Washington’s concern over the controversial bill she’s pushing in parliament. A recent statement from the US Embassy in Tel Aviv noted “the chilling effect on NGO activities” that the proposed legislation would have.Ambassador Shapiro “sought more information” about the draft legislation from the justice minister, and “noted the US government’s concerns on the matter,” according to the embassy. He reiterated that “a free and functioning civil society is an essential element of a healthy democracy, and that governments must protect free expression and peaceful dissent and create an atmosphere where all voices can be heard.” Almost all of the groups that will be affected by the bill identify with the political left, as those NGOs receive funding from foreign governments, whereas those on the political right are mainly funded by private donors, who would not be subject to scrutiny by the bill.On Thursday, State Department spokesman John Kirby confirmed that the United States had expressed concerns to the Netanyahu government about the measure, rejecting Shaked’s move to liken her bill to the US Foreign Agents Registration Act, which deals with registering foreign interest lobbyists. On Monday, the US Embassy sought to explain how the two pieces of legislation differ.“As a general matter, US law imposes no limits, restrictions, or transparency requirements on the receipt of foreign funding by NGOs operating in the United States, other than those generally applicable to all Americans,” the statement said.“In contrast, the draft Israeli law would target NGOs simply because they are funded principally by foreign government entities. That is not how the Foreign Agents Registration Act (FARA) works. FARA requires individuals or organizations to register as foreign agents only if they engage in certain specified activities at the order, request, or under the direction or control, of a foreign principal – not simply by receiving contributions from such an entity,” the statement added.“As a result, it does not create the chilling effect on NGO activities that we are concerned about in reviewing the draft Israeli NGO law.”The bill has riled politicians and political activists in Israel and abroad.“ The cabinet decision to approve the twisted NGO bill is a bullet between the eyes for Israel’s standing in the world,” Israeli opposition leader Isaac Herzog (Zionist Union) said last month. “Our enemies are giving a big thank you to the Israeli government, which has put us on the same level with the darkest countries in the world.”American and Israeli left-wing groups have reportedly been planning an “ad hoc coalition” to attempt to block the bill from becoming law.

Before the 35-nation board of the U.N’s International Atomic Energy Agency adopted a resolution last month ending the investigation, IAEA chief Yukiya Amano told the meeting that his investigation couldn’t “reconstruct all the details of activities conducted by Iran in the past.”But both Iran and the international community are eager to put the issue behind them in order to be able to implement a landmark nuclear deal that commits Tehran to significant limits on its nuclear activities for over a decade in exchange for relief from crippling economic sanctions.Implementation day will come once the U.N.’s International Atomic Energy Agency certifies that Iran has fulfilled its commitments, and diplomats on Monday told The Associated Press that could happen within a week. The officials spoke on condition of anonymity because they weren’t authorized to comment on the process.Iran’s Fars news agency reported a key step toward that goal, saying that technicians have dismantled the core of the Arak heavy water reactor on Monday and filled it with concrete.The probe had to be formally ended as part of the July 14 nuclear agreement. Iran is on the verge of finishing work to dismantle its Arak heavy water nuclear reactor, paving the way for a complete lifting of international sanctions, officials said on Monday.Iran Atomic Energy Organization spokesman Behrouz Kamalvandi told the Iranian daily Etemad that the work will be completed in about a week, the semi-official Fars news agency reported.Iran agreed to take apart the controversial reactor in exchange for sanctions relief as part of the landmark nuclear agreement hammered out with world powers last year.“We have almost completed all undertakings based on the Joint Comprehensive Plan of Action and no job has remained,” Kamalvandi said.He added that remaining work “can be carried out in less than 7 days.”A source told Fars that the central component of the reactor was removed.“The heart of Arak Heavy Water Reactor was taken out today,” the source said. “The operation was accomplished today and the core has been filled with cement.”The dismantling of the reactor, which can produce plutonium, thus giving Iran a second pathway to a nuclear weapon, was seen as a major sticking point during years of talks between Iran and world powers.Under the deal, the plant was to be redesigned so as to not be able to produce weapons- grade material.US State Department spokesperson John Kirby said he could not confirm the report that the reactor’s core had been sealed off.Tehran is also required to curb the number of centrifuges it runs and send abroad its existing stockpiles of enriched uranium. MK Stav Shaffir (Zionist Union) on Monday alleged that state-funded right-wing NGOs created the concept of anti-Arab and anti-IDF “price tag” hate crime attacks.Security officials said there was no evidence to support the allegations. One settler organization, the Shomron Residents Committee, said in response that it “acts in accordance with the law.”In a Knesset Transparency Committee meeting titled “Who funds price tag attacks?” Shaffir accused the government of indirectly supporting terror by funneling state funds to the Samaria Regional Council and the Binyamin Regional Council, which, in turn, support the Shomron Residents Committee and the Binyamin Residents Committee nonprofits.The two state-funded right-wing organizations, which have received NIS 6.5 million ($1.7 million) and NIS 3.5 million ($900,000) respectively from the state, “invented” the idea of the anti-Arab violence, she contended. The state “is watering the fields from which these ‘bad apples’ grow,” she said, and the “money is hidden.”A statement from Shaffir’s spokesperson similarly accused the organizations of “developing the policy of ‘price tags,'” echoing a 2012 report in the Hebrew daily Yedioth Ahronoth that was subject to a libel lawsuit by one of the groups, later withdrawn.“Those that developed the ‘price tag’ mechanism are the settler committees in the West Bank which enjoy generous public funding, starting with the Shomron Residents’ Committee,” a statement from her office said.But Israel Police and Defense Ministry representatives at the meeting said the two groups — which have in the past endorsed violent protests against IDF demolitions of illegal outposts in the West Bank — may be responsible for inciting Jewish youths but do not offer any financial assistance to the perpetrators. Police representative Aharon Binyamin said police were taking hate crime attacks very seriously, with an internal directive given to term the attacks “nationalistic” rather than the euphemism “price tag.” However, he maintained repeatedly under Shaffir’s questioning that there was no evidence linking the groups to the Jewish assailants who have carried out attacks since 2008.“We deal with facts and evidence…I will say it for the third and fourth time, we cannot pinpoint a source that is sponsoring terror,” he said. Binyamin said the attacks, mostly acts of arson and vandalism by Jewish extremists, “don’t require resources,” and said the allegations are “very serious” but would seem to relate more to incitement than financial support. Representatives of the Shomron Residents Committee and the Binyamin Residents Committee did not appear at the committee meeting, in what Shaffir said was “a borderline admission of guilt” that “spits in the face of the Knesset.”In response, the Shomron Residents Committee said it “operates in accordance with the law, and if the Knesset member has suspicions, let her go to the police and file a complaint.”The organization said it chose to skip the “circus initiated by left-wingers.”“When MK Shaffir carries out a full investigation against Ezra Nawi and the other ‘human rights’ organizations in the news these days, we will deliberate against whether to come to this meeting or any other,” it said, referring to the left-wing activist who is accused of turning in Palestinians to the authorities for selling land to Jews, thus reportedly sending them, in some cases, to their deaths.‘Dangerous funding must be stopped’-Outlining her allegations, Shaffir said: “On the one hand, the government ministers condemn [price tag attacks] — and then those same ministers transfer money to the organizations that founded the infrastructure for Jewish terrorism and harm soldiers. IDF soldiers are harmed as a result of the actions of the Shomron and Binyamin Residents Committees — and the government is still funding them?”“This dangerous funding must be stopped immediately,” she said.Shaffir was referring to a series of remarks attributed to the leaders of these groups, which have urged protesters to obstruct demolitions of illegal outposts, even to the point of violent clashes with the IDF.According to a report by the Molad NGO, the head of the Binyamin Residents’ Committee has in the past said he would give protesters helmets and clubs to prevent the evacuation of the Migron outpost. It said the Shomron Residents Committee published an article online in 2008, and later erased it, called: “Solidarity. Yes, some call it price tag.” In the document it said “What has this got to do with hurting Arabs?” and provided a reply: ‘We believe that the boundaries of the struggle are broad.” The Molad report concluded that the price tag policy “was developed by nonprofits funded directly by branches of the state in the West Bank.”This view, also espoused by Shaffir and denied by the groups, was the subject of a 2012 Yedioth Ahronoth report, which prompted a libel lawsuit by the Shomron Residents’ Committee and which was later dropped. The organization, headed by veteran settler leader and Gush Emunim founder Benny Katzover, also made headlines in February 2015 for a video likening left-wing NGOs to Nazi collaborators. The Israel Police representative at Monday’s meeting said the price tag attacks are “sporadic,” and “if you take these crimes and analyze them, you cannot pinpoint a person or organization that sponsors” them.During the session, Shaffir also asked representatives of the Interior Ministry, Education Ministry, and Justice Ministry about state funding for illegal outposts. “We know that terror activities emerge out of illegal outposts, and we know the illegal outposts” get funding from the state, she said.In response, the Interior Ministry said it does not follow the money trail once funds are released to the regional councils, which then distribute their funding at their discretion. The Education Ministry said it does not sponsor institutions situated in illegal outposts for elementary or high schools, but there are several post-high school yeshivas — which are associated with other institutions, such as the Merkaz Harav yeshiva — that do receive funding. The ministry stressed that it does not support schools that incite against the State of Israel, such as the Od Yosef Chai yeshiva in the West Bank settlement of Yitzhar, but said it does not evaluate the content of studies for post-high school curricula.During the meeting, the representatives from the Justice Ministry and state prosecutor’s office criticized Shaffir for expanding the discussion to funding for illegal outposts rather than just funding for “price tag” attacks, saying they were only asked to prepare the information for the latter.A Defense Ministry official at the meeting made a similar point. “The moment there is information on funding of violent acts.. then the IDF acts,” said Yotam Har-Tzion. But “you need to distinguish between violence and illegal activities,” he said. The funding for illegal outposts “need to be dealt with,” he continued, but the two issues are not the same.

Justice Minister Ayelet Shaked on Monday said the US “doesn’t have to worry” about the NGO bill she is advancing through the Knesset that would require non-governmental organizations to declare funding from foreign countries.The proposed legislation came under fire earlier in the day from US Ambassador to Israel Dan Shapiro, who expressed “the US government’s concerns on the matter” following a meeting with Shaked on Sunday.“I find it very strange that foreign governments are sending their long arms into an internal legislative process,” Shaked said in response to reports that the EU was funding lobbying efforts against the bill.“I was happy to meet with the American ambassador, and I came away believing that their concern is genuine. But they don’t have to be concerned. Israel is a strong and lively democracy, one that doesn’t need the intervention of other states in internal legislation,” the justice minister said.“The US does not have to worry,” Shaked said. “Our door is always open to dialog with friends.”Earlier in the day Shapiro highlighted Washington’s concern over the controversial bill she’s pushing in parliament. A recent statement from the US Embassy in Tel Aviv noted “the chilling effect on NGO activities” that the proposed legislation would have.Ambassador Shapiro “sought more information” about the draft legislation from the justice minister, and “noted the US government’s concerns on the matter,” according to the embassy. He reiterated that “a free and functioning civil society is an essential element of a healthy democracy, and that governments must protect free expression and peaceful dissent and create an atmosphere where all voices can be heard.” Almost all of the groups that will be affected by the bill identify with the political left, as those NGOs receive funding from foreign governments, whereas those on the political right are mainly funded by private donors, who would not be subject to scrutiny by the bill.On Thursday, State Department spokesman John Kirby confirmed that the United States had expressed concerns to the Netanyahu government about the measure, rejecting Shaked’s move to liken her bill to the US Foreign Agents Registration Act, which deals with registering foreign interest lobbyists. On Monday, the US Embassy sought to explain how the two pieces of legislation differ.“As a general matter, US law imposes no limits, restrictions, or transparency requirements on the receipt of foreign funding by NGOs operating in the United States, other than those generally applicable to all Americans,” the statement said.“In contrast, the draft Israeli law would target NGOs simply because they are funded principally by foreign government entities. That is not how the Foreign Agents Registration Act (FARA) works. FARA requires individuals or organizations to register as foreign agents only if they engage in certain specified activities at the order, request, or under the direction or control, of a foreign principal – not simply by receiving contributions from such an entity,” the statement added.“As a result, it does not create the chilling effect on NGO activities that we are concerned about in reviewing the draft Israeli NGO law.”The bill has riled politicians and political activists in Israel and abroad.“ The cabinet decision to approve the twisted NGO bill is a bullet between the eyes for Israel’s standing in the world,” Israeli opposition leader Isaac Herzog (Zionist Union) said last month. “Our enemies are giving a big thank you to the Israeli government, which has put us on the same level with the darkest countries in the world.”American and Israeli left-wing groups have reportedly been planning an “ad hoc coalition” to attempt to block the bill from becoming law.
