IDF intel chief warns despair in Gaza could explode toward Israel-Herzl Halevi says economy must be strengthened to avoid new conflict, agrees with UN report that Strip could be uninhabitable by 2020-By Times of Israel staff February 24, 2016, 6:18 am

The Gaza Strip’s worsening humanitarian situation could lead to a conflagration with Israel, the Israeli military’s intelligence chief warned Tuesday.IDF Military Intelligence chief Herzl Halevi told the Knesset’s Foreign Affairs and Defense Committee: “The humanitarian condition in Gaza is progressively deteriorating, and if it blows up, it’ll be in Israel’s direction.”Halevi said the reconstruction of Gaza following 2014’s war between Hamas and Israel was moving very slowly. The Strip’s rehabilitation, he said, was a key factor in preventing further conflict. He agreed with a 2015 UN report that said Gaza could be uninhabitable by 2020 if its economy is not quickly strengthened. That report placed much of the blame for the situation on Israel’s blockade on the enclave. He noted that despite the difficult situation in Gaza, Hamas continues to be uninterested in war with Israel at this time, and is making efforts to control other factions in the territory to prevent them from heating up the border.Halevi told lawmakers that economic improvement in Gaza would also help stabilize tensions in the West Bank. The intel chief also commented on the status of the Palestinian Authority. He expressed doubt in Palestinian threats to dismantle the PA in light of stalled peace talks with Israel. But he said such a scenario could unfold if Palestinian Authority President Mahmoud Abbas leaves power without there being a viable replacement. On Sunday it was reported that Finance Minister Moshe Kahlon has met several times with his Palestinian counterpart Shukri Bishara in recent weeks to hammer out a plan for boosting economic assistance to the Palestinians..Kahlon is now slated to bring a raft of new initiatives to Prime Minister Benjamin Netanyahu for approval in the coming days, Channel 10 reported. The proposal focuses on both knowledge-intensive industries such as healthcare and high-tech, as well as expanding Israeli-Palestinian economic integration in the construction sector. It is seen in Israel as key to lowering tensions in recent months amid the collapse of peace talks and a wave of Palestinian terror attacks since October.AFP contributed to this report.

2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I (GOD) will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:

7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)

Iran pledges thousands of dollars for Palestinian terrorists-Tehran, newly flush with cash from sanctions relief, will give slain attackers’ families $7,000, envoy says, and $30,000 to terrorists’ families whose homes Israel demolishes-By Raoul Wootliff February 24, 2016, 8:55 pm-THE TIMES OF ISRAEL

Iran will pay thousands of dollars to families of Palestinian terrorists killed while carrying out attacks against Israelis, Tehran’s ambassador to Lebanon said Wednesday.Mohammad Fateh Ali said Tehran will give $7,000 to families of “martyrs of the intifada in occupied Jerusalem” and a further “$30,000 to every family whose home the occupation has demolished for the participation of one of its sons,” according to local news reports.Twenty-nine Israelis and three non-Israelis have been killed in a wave of Palestinian terrorist attacks and violence since October, during which over 170 Palestinians have also been killed, some two-thirds of them while attacking Israelis, and the rest during clashes with troops, according to the Israeli army.Jerusalem slammed the announcement of Iranian financial aid to terrorists, saying it was another example of Iran’s continued aggression towards Israel.“This is further proof of Iran’s deep involvement in support for anti-Israeli terrorism,” read a Foreign Ministry statement. “After the [nuclear] agreement with world powers, Iran has allowed itself to continue as a major player in international terrorism.”Israeli officials frequently warned that the lifting of sanctions on Iran would free up billions of dollars that Tehran could funnel into funding terror activities.Israel’s Channel 2 reported Wednesday that Hamas officials met recently in Tehran with Qassem Suleimani, the head of the Al-Quds Force of Iran’s Revolutionary Guards Corps, and discussed Iranian funding for the terror group. He said he “kissed the foreheads” of all those thousands engaged in anti-Israel activities, the TV report said.Tehran reportedly upped financial support to Hamas, the Gaza-based terror group, after signing of the nuclear deal with Western powers last July. The historic agreement gave Tehran access to an estimated $100 billion dollars in frozen money and opened up the country’s economy, long hampered by sanctions, to international business.Ali’s statements were made at a press conference attended by Hamas officials, who reportedly praised the initiative and thanked Iran for its support. However, Ali seemed to open up the terror incentives to all Palestinians, not just Hamas members.Earlier in the day, Israeli Defense Minister Moshe Ya’alon warned that Iran was paying for and readying sleeper cells to attack targets in Israel, the US and Europe.Earlier in the year, a Hamas official was quoted saying that Iran had stopped funding the group, a claim Tehran denied, saying it always supported Palestinian resistance.Iran’s backing of the Gaza-based terror group has been a point of contention for the rival Palestinian Authority. In January the Palestinian Authority ambassador to Riyadh said the PA would back Saudi Arabia over Iran in an ongoing political row, due to Tehran’s support of Hamas.“The Iranian government doesn’t support the Palestinian Authority, which is at the forefront of confronting the Israeli enemy,” Basem al-Agha told the London-based newspaper Asharq al-Awsat. Al-Agha went on to say that “the Palestinians have suffered from Iran’s actions and strange behaviors, which aim to undermine the legitimate Palestinian powers and to create ‘conglomerates’ against these legitimate powers.”In November, near the beginning of the current wave of terror attacks, Khameini accused Israel of perpetrating “the worst kind of terrorism for the last 60 years,” noting that it was far more “barbaric” than the Paris terror attacks two weeks ago by Islamic State militants that killed 129.In a letter addressed to Western youth in the wake of terror attacks in Paris, the supreme leader said there was no violence as “atrocious” as Israeli settlement construction.“The oppressed people of Palestine have experienced the worst kind of terrorism for the last sixty years,” he wrote. “If the people of Europe have now taken refuge in their homes for a few days and refrain from being present in busy places it is decades that a Palestinian family is not secure even in its own home from the Zionist regime’s death and destruction machinery. The supreme leader also accused the Jewish state of “state terrorism,” and charged that Jerusalem “every day” demolishes Palestinian homes.Israel demolishes the homes of Palestinians who allegedly carry out attacks, which it claims as a deterrent measure.Times of Israel staff contributed to this report.

Ya’alon: Iran readying sleeper cells to attack US, Europe-Defense minister in Cyprus accuses Tehran of being anchor of axis that includes Baghdad, Damascus, Beirut, Saana and elsewhere-By AP and Times of Israel staff February 24, 2016, 6:30 pm

Defense Minister Moshe Ya’alon accused Iran Wednesday of building an international terror network that includes “sleeper cells” that are stockpiling arms, intelligence and operatives to be ready to strike on command in places including Europe and the US.Ya’alon, speaking in Cyprus, said Iran is aiming to destabilize the Middle East and other parts of the world and is training, funding and arming “emissaries” to spread a revolution. He called Tehran the anchor of a “dangerous axis” that includes Baghdad, Damascus, Beirut, Saana and other cities in the region. In 2012, a Lebanese man was arrested in Cyprus and accused of plotting a Hezbollah attack against Israelis.Israel considers Iran the biggest threat to the region, citing its support for anti-Israel groups like Hezbollah and Hamas, as well as efforts to use the power vacuum in Syria to set up cells to attack Israel from the Golan Heights.Ya’alon’s comments came during a one-day visit to the island to meet with counterpart Christoforos Fokaides. The visit was touted by local media as the first to Cyprus by an Israeli defense minister.Ya’alon, who earlier this week expressed doubt a US and Russian brokered ceasefire in Syria would hold, said that the war there has resulted in “widespread infiltration by murderous, merciless terror organizations.”Israel has recently grown closer to Cyprus and last month held tripartite talks with Cyprus and Greece over energy exploration in the Mediterranean, following large offshore finds of natural gas.During his visit, Ya’alon also met the President of the House of Representatives and Acting President of the Republic, Yiannakis Omirou and was taken to lay a wreath at the Imprisoned Graves in Nicosia. An official press release said that Ya’alon visited the military Camp of Lieutenant General Vasiliou Kapota in Nicosia, where a monument dedicated to Cyprus-Israel friendship was unveiled.

Defeated by Iran, the Saudis wash their hands of Lebanon-Riyadh’s decision to halt aid and bar its citizens from Beirut marks a victory for the Shiite axis over the Sunnis in an ever-deepening regional war-By Avi Issacharoff February 24, 2016, 2:07 pm-THE TIMES OF ISRAEL

The Lebanese should be losing sleep over the dramatic developments in the last 48 hours in Saudi Arabia and the United Arab Emirates with regard to Lebanon. The decision by Riyadh and Abu Dhabi to bar their citizens from visiting Lebanon is expected to cause considerable economic damage to Beirut. If you add to that the Saudi decision to halt its $4 billion annual aid to the Lebanese government and the Lebanese army, this makes for a devastating economic blow imposed by Riyadh on Beirut.Unfortunately for the people of Lebanon, there’s not a great deal they can do about what looks like another battle in the wider Middle East war that Saudi Arabia and its Sunni allies are waging against Iran and the rest of the “Shiite axis.”The bottom line seems to be that Saudi Arabia — one of the most important allies of the former Lebanon, the moderate, modern, advanced Lebanon that for decades was controlled by a Christian Maronite-Sunni alliance — has decided to pull away, to wash its hands. It is giving up on its allies and leaving Lebanon in the control of Iran, Hezbollah and the new alliance that has taken shape there between various Christian Maronites (Michel Aoun and his men) and the Shiites, who today constitute the country’s largest community. In many respects, the Saudi decision represents a recognition of defeat: Lebanon is now controlled by Iran and Hezbollah, and therefore every dollar transferred there as military or government aid simply strengthens Hezbollah at the expense of the remaining moderate Sunnis and anti-Syrian Christians.Underlining the point, Iran has moved quickly to fill the vacuum left by Riyadh. A Foreign Ministry spokesman in Tehran announced Tuesday that Iran is ready to discuss providing military help to the Lebanese Army “if an official request for such assistance is made.”It’s unlikely that the Saudis and the UAE will be the only Sunni states to reach the conclusion that Lebanon is lost. Riyadh tends to takes steps like this only when it has the full backing of the other Gulf states. Why have the Saudis acted now rather than earlier? Apparently they’ve finally concluded that Lebanon’s political circus is beyond repair and that any further effort to preserve Lebanon’s old political framework, and to pretend that the democratic show goes on, only serves Hezbollah and the Shiites. More than this, from the Saudi perspective Lebanon is inseparable from the war with Iran unfolding in Syria, Iraq, Yemen and beyond. Preserving the appearance of a functioning government in Lebanon does nothing to help the Sunni axis; it merely strengthens Hezbollah’s position as the group that runs Lebanon.Where is all this heading? Certainly to a deepening of interreligious tensions inside Lebanon. The armed confrontation there between Sunnis and Shiites, which has played out in wars between terror organizations until now, is likely to escalate sooner rather than later. It may also see the Saudis take the major gamble of entering the Syrian conflict.Washington and Moscow may be seeking support everywhere in the Middle East for their call for a ceasefire in Syria from Saturday, February 27, almost five years after the start of the civil war. But both Russia and the US know full well that this will be a very limited ceasefire at best (Islamic State and the Al-Nusra Front are not part of it). At worst, it will collapse in the deafening crash of still deeper conflict.

Yemen government says Hezbollah backing Houthi rebels-Embattled Sunni government accuses Shiite group of training separatists, orchestrating attacks-By AFP February 24, 2016, 10:01 pm-THE TIMES OF ISRAEL

ADEN, Yemen — Yemen’s embattled government accused Lebanon’s Hezbollah Shiite militia on Wednesday of sending fighters to support Iran-backed Houthi rebels controlling parts of the war-ravaged country including the capital. The government has evidence of “Hezbollah’s involvement in the Houthi war against the Yemeni people,” its spokesman Rajih Badi said in a statement published by the official Saba Net website.Hezbollah militants are present in “the battlefields along the border with Saudi Arabia,” where attacks from Yemen have killed about 90 civilians and soldiers in the kingdom since March last year, said Badi.Hezbollah is taking part in the Yemeni war on the ground by training the Shiite Houthis and orchestrating attacks against Saudi Arabia, said Badi, urging “international legal measures” against the movement.“This evidence is documented and Hezbollah cannot deny its role in the destruction it is contributing to through the clear moral and logistic support” for the rebels, said Badi.Sunni-dominated Saudi Arabia is leading an Arab coalition battling the Houthis and their allies since last March in support of the government. The United Nations says the war has left more than 6,000 people dead. The government moved to the southern city of Aden after the Houthis captured the capital Sanaa in 2014.However, most of its senior officials, including President Abedrabbo Mansour Hadi, spend most of their time in Riyadh against a backdrop of worsening security.Riyadh said last week it had halted a $3 billion military funding program for Beirut in response to “hostile” positions linked to Hezbollah, which is also fighting opponents of the Syrian regime. In a statement, Iran-backed Hezbollah said Saudi Arabia stopped the military aid because of economic pressures from the war in Yemen and lower oil revenues.Riyadh cut diplomatic ties with its regional rival Tehran last month after demonstrators stormed its embassy and a consulate following the Saudi execution of a prominent Shiite cleric.

Anti-mosque’ law thrown out by Italy’s highest court-Legislation gave permission for places of worship only to ‘recognized religions,’ which Islam is not-By AFP February 24, 2016, 8:23 pm-THE TIMES OF ISRAEL

Italy’s highest court on Wednesday nullified a regional law in Lombardy dubbed “anti-mosque” by critics, easing regulations on the construction of places of worship in the country’s north. The law, drawn up by the anti-immigrant party Northern League and voted in at the start of 2015, tightened rules regarding all religious buildings, but was widely believed to target the wealthy region’s Muslim community. It required new places of worship fit into the “architecture of the Lombard landscape” and be voted in by local referendum. It also stipulated the religion in question be officially recognized by the state — which Islam is not, because it lacks a signed agreement with the government.According to the interior ministry, at the start of 2015 there were 1.6 million Muslims in Italy, 26.5 percent of whom lived in Lombardy, which boasts the country’s oldest and second largest mosque. While there are over 700 places of Islamic worship in the country, there are only six official mosques, with many Muslims instead praying together in make-shift areas in a growing phenomenon the ministry dubs “garage mosques”.The high court has yet to publish the motives of its ruling, but the government had previously denounced the law as going against “the exercise of fundamental rights of religious freedom” and the principle of equality among citizens.“The left cheers Allah Akbar,” Northern League hardliner and the region’s president Roberto Maroni said on Twitter, while Matteo Salvini, the League’s president, posted his “congratulations to the Islamic court” on its ruling.

Ultra-Orthodox MK compares Reform movement to mentally ill person-US Reform leaders slam Yisrael Eichler’s extreme intolerance and ignorance, wonder what ‘twisted Torah’ he studies-By JTA and Times of Israel staff February 24, 2016, 10:38 pm-THE TIMES OF ISRAEL

An ultra-Orthodox MK reportedly compared the Reform movement to a mentally ill person.Yisrael Eichler of the United Torah Judaism party made his remarks Tuesday in the lead-up to a Knesset debate the next day on the Supreme Court’s decision that non-Orthodox converts can immerse in a public mikvah, according to the Israeli daily Haaretz.“Not every mentally ill person can come to the operating room and decide the rules of medicine and force the hospital to have an operation by whatever way works,” Eichler was quoted as saying. “The High Court can’t force a hospital to allow the court’s surgeons and the court’s medicines into the operating room. And so it is intolerable that the directors of ritual baths will have to allow organizers of Reform religion-changing ceremonies into a Jewish ritual bath.”Eichler also reportedly said the Supreme Court has “no authority to enforce Jewish law, whose source of authority is the Torah, which the High Court does not recognize as a source of its legal authority.”He also said: “The High Court decision to force the members of the Jewish religion to carry out ritual bath rules and conversions according to the Reform religion, which does not believe in the purity of the ritual bath … is a serious infraction of freedom of religion for the members of the Jewish religion, which has clear laws. Religious freedom is promised in the Declaration of Independence to the members of all religions in the State of Israel, including the believers in the Jewish religion.”Earlier this month, the Supreme Court ruled that mikvahs in Israel must open to non-Orthodox conversion rites. Previously, Israeli mikvahs have denied access for conversion immersions to Reform and Conservative converts. Israel’s mikvahs are run by Israel’s Religious Services Ministry, which operates in lock-step with the Orthodox-dominated Chief Rabbinate.Rabbi Rick Jacobs, president of the Union for Reform Judaism, in a statement Wednesday called Eichler’s remarks “another example of the extreme intolerance of the ultra-Orthodox religious establishment. Clearly they feel a seismic shift in their decades-old monopoly on Judaism in Israel. Their stranglehold on Judaism is being loosened, and their response is desperate and pathetic.“It is hard to imagine what twisted Torah MK Eichler studies when he characterizes the largest movement in Jewish life as ‘mentally ill.’ Our Torah teaches us the values of pluralism and of tolerance — and it teaches us not to use phrases like ‘mentally ill’ as an epithet.”Rabbis Denise Eger and Steven Fox, president and chief executive, respectively, of the Central Conference of American Rabbis, the Reform movement’s rabbinical organization, called Eichler’s comments “disturbing and ignorant,” adding that they are “insensitive and backwards.”“At the very moment that hundreds of Reform rabbis from North America are in Jerusalem celebrating the vibrancy of Reform Judaism in Israel and calling for tolerance, the MK’s comments are an unfortunate reminder of how far we still have to go to achieve equality for all Jews in Israel and around the world,” they said in a statement. “We condemn these comments and the worldview they represent.”In an Op-Ed posted Wednesday on the website of the Jewish Press, an Orthodox Jewish weekly newspaper, Eichler asserted that “the prime minister, the supreme court and the secular establishment are subservient to the Reform millionaires.”He added that Reform clergy are “investing millions in bribing Israeli public opinion shapers, something the Christian missionaries and certainly the Muslim preachers would dare to do.”In comments on Wednesday, meanwhile, Deputy Education Minister Meir Porush, also from the United Torah Judaism, reportedly termed Prime Minister Benjamin Netanyahu’s Monday meeting with the leaders of the Reform and Conservative movements as being “like a stab in the heart of true Judaism.”

Kerry: French peace confab plan reflects world’s ‘frustration’-Secretary affirms US not yet committed to divisive Paris effort, but says not moving forward not an option; Obama: Both sides must be given hope-By Raphael Ahren February 24, 2016, 9:38 pm-THE TIMES OF ISRAEL

US Secretary of State John Kerry said efforts to revive the stalled Israeli Palestinian peace process need to take a “slightly different” course than they have in the past, but stopped short Wednesday of endorsing a French proposal for a regional peace conference.Kerry also said he saw the justification behind the multilateral confab, backing comments reportedly made by an Israeli general weeks ago that rampant violence over the past month would only get worse without a diplomatic effort on the horizon.Paris’s proposal — to convene two regional peace conferences aimed at advancing the implementation of the two-state solution, and unilateral recognition of Palestinian statehood should the effort fail — is “a reflection of the frustration the international community feels” about the turmoil in the region, the US top diplomat told a hearing on foreign policy at the US House of Representatives. “That why we remain committed to Israel, to Israel’s stability, committed also, however, to move the process forward and bring the parties to the table.”But Kerry said the US was still not ready to support the plan, which Israel opposes, saying Washington was “evaluating it.”“We don’t have all the details,” Kerry said about the French plan. “We’re trying to get some details of what exactly is it trying to achieve and how and what are the rules of the road would be.”Kerry asserted at the hearing that the US government opposed any unilateral steps toward Palestinian statehood.“But what’s happening now is that there’s a multilateral movement that is growing that is concerned about any number of things,” he said. Also in the hearing, Kerry quoted Israel media reports about statements made by IDF military intelligence chief Herzl Halevi, who told a Knesset committee that lack of progress with the Palestinians could lead to more violence.“So my hope is everybody will take note of that, not as a threat but as a sense of reality about the downward spiral that comes if there isn’t an active process that is genuine, and I think that requires a slightly different formula than has existed previously,” Halevi said.Twenty-nine Israelis and three foreign nationals have been killed in a wave of Palestinian terrorism and violence since October, during which nearly 170 Palestinians have also been killed, some two-thirds of them while attacking Israelis, and the rest during clashes with troops, according to the Israeli army.Meeting with Jordan’s King Abdullah at the same time as Kerry spoke, US President Barack Obama said both had discussed ways to reduce the violence via a diplomatic solution.“We continue to agree that it’s important for us to provide both sides a sense of possibility and hope, and not simply despair,” Obama said.Last week, Prime Minister Benjamin Netanyahu rejected the French proposal during a press conference in Berlin.“The French initiative, as it has been published, is questionable,” Netanyahu said in response to a question by The Times of Israel. “There is one way to advance peace – direct negotiations without preconditions between the sides. This is the true way and I think that anyone who tries to deviate from it will not advance successful negotiations.”Speaking on Capitol Hill on Wednesday, Kerry called on both sides to take measures to signal “readiness and willingness to reduce the violence.” Netanyahu, he said, is currently preparing “some major initiatives with respect to economics” and “security relations” in the West Bank.Kerry, who met with Palestinian Authority President Mahmoud Abbas on Sunday in Amman, said he has asked him to combat anti-Israel incitement. “We are working very directly with him with respect to any aspects of incitement. I called him on occasion him to encourage him to condemn acts of violence. He has on occasion, but not with consistency, regrettably.”But Kerry also said Israel was at least partially responsible for the moribund peace efforts.“I don’t think the situation is helped by additional settlement construction and building,” he said. “I think that we know we need to see measures taken on both sides to indicate a readiness and willingness to try to proceed forward and reduce the violence.”Joshua Davidovich and AP contributed to this report.
