MOSCOW, Russia (AP) — It’s been a mixed year for Russian President Vladimir Putin.Putin may look like a winner after an abrupt US decision to pull out of Syria. But Russia’s leader faces massive challenges in Syria and elsewhere, and he hasn’t moved an inch closer toward throwing off the Western sanctions that have emaciated Russia’s economy.The Russian military campaign in Syria has achieved the Kremlin objective of shoring up Syrian President Bashar Assad’s rule at a relatively modest cost and made Moscow an essential player in the Middle East. However, Syria lies in ruins after nearly eight years of fighting and Moscow has failed to persuade the West to help foot Syria’s multi-billion reconstruction bill.Even though the hasty pullout ordered by US President Donald Trump could further bolster Moscow’s clout in Syria, it leaves Russia pitted against Turkey, which is eager to expand its zone of influence. Moscow will also be saddled with the delicate task of trying to balance the conflicting interests of Israel and Iran in the region.“It could be seen by some as Putin’s success, but in fact it means trouble for Putin,” Alexei Malashenko, a leading Moscow-based Middle East expert, said about the planned US withdrawal. “The situation may change drastically, and Russia will be responsible for that. The survey also reflected growing public worries about Western sanctions, with 43 percent of those polled expressing concern about them compared to 28 percent a year ago.The nationwide poll of 1,600 conducted in late November had a margin of error of no more than 3.4 percentage points.Yet while the Western restrictions have stymied Russia’s growth, they also gave Putin a convenient explanation for his domestic problems.“The American and European sanctions have in fact helped bolster Putin’s power, allowing him to point to foreign pressure,” Malashenko said.Russia saw 1.5 percent growth in 2017 following a two-year recession and its economy is set to grow 1.8 percent this year. But the Russian government’s hopes for faster growth haven’t materialized and the nation has remained heavily dependent on exports of oil, gas and other raw materials.As revenues drained, the government raised the retirement age this year — an unpopular move that fueled broad discontent and significantly dented Putin’s popularity.The Kremlin’s hopes for striking a deal with Trump that would see an end to sanctions have faded amid the US investigation into possible collusion between the Trump campaign and Russia.Putin has denied interference in the US 2016 election or meddling elsewhere in the West. Hamas politburo chief Ismail Haniyeh is scheduled to meet Russian Foreign Minister Sergey Lavrov in Moscow on January 15, Deputy Foreign Minister Mikhail Bogdanov told reporters over the weekend, according to Russia’s state-run Tass news agency.Since he became the Hamas terror group’s political chief in May 2017, Haniyeh has not traveled abroad with the exception of several trips to Cairo.“The meeting with Haniyeh is scheduled for January 15,” Bogdanov said, adding that the Hamas chief and Lavrov will discuss “the situation in the Middle East, the Palestinian-Israeli settlement, the situation in the occupied Palestinian territories, particularly in the Gaza Strip, and the task of restoring the Palestinian unity.”On November 28, Haidar Rashid, Russia’s representative in Ramallah, delivered an invitation to visit Moscow to Haniyeh, according to Hamas’s official website.Russia’s intention to advance reconciliation efforts between Hamas and Fatah was a “major reason” for its recent decision to invite Haniyeh to the Russian capital, sources told Al-Sharq Al-Awsat, a London-based Arabic newspaper, in mid-December.The two rival parties have been at loggerheads since 2007 when Hamas forcibly ousted the Fatah-dominated Palestinian Authority from the Gaza Strip.Over the past several years, Hamas and Fatah have agreed to a number of reconciliation deals, but have failed to implement them.Israeli government officials have lodged furious protests with Russia over its invitation to the Hamas leader, Channel 10 reported on December 18, citing Israeli officials.But Russian officials rejected Israel’s objections, noting that the Jewish state was itself talking to the terror group, the Channel 10 report added.For the past several months, Israel has engaged in indirect talks with Hamas, mediated by Egypt and other international parties, about Gaza.Russia informed “all parties” including Israel that reconciliation between Fatah and Hamas would help to maintain calm and support the future establishment of a Palestinian state, the sources told to Al-Sharq Al-Awsat.Russia has previously made efforts to advance reconciliation between Fatah and Hamas.In January 2018, Moscow hosted a number representatives from the two rival parties and several other Palestinian factions to discuss mending the internal Palestinian rift.In May 2011, Russia also hosted Fatah and Hamas officials to bolster reconciliation efforts.
