The government should bring back the Green Pass and consider reintroducing some other recently scrapped virus restrictions to fight the new rise in COVID cases, according to an influential expert panel.“Israel should seriously consider reintroducing the Green Pass and perhaps also the Purple Badge,” said Prof. Nadav Katz, coronavirus statistician in a Hebrew University research panel that advises the government.The Green Pass was a certificate issued to vaccinated and recovered individuals giving them access to certain venues that others could not enter. The Purple Badge was a list of requirements businesses needed to meet in order to be allowed to operate. Both were scrapped at the start of June as virus infections petered out.The contagion is now once again on the rise amid the spread of the Delta variant. Still, the government decided on Sunday against new restrictions on the public.Katz’s modeling suggests that the highly-transmissible Delta variant that originated in India currently accounts for close to half of Israeli COVID cases and will be dominant in the country by the end of the week. But he urged people “not to panic,” especially as research suggests that vaccines are highly effective against the Delta variant.With the number of new daily cases at around 100, Israelis are once again wearing masks inside, and on Monday there will be a major tightening of rules governing entry to Israel. But aside from these two changes, leaders are desperately trying to keep life in Israel restriction-free. They are aiming at strengthening immunity without expanding rules, by urging 12- to 15-year-olds, newly eligible for vaccines, to take shots.Prime Minister Naftali Bennett appealed to young teens on Sunday, saying they should vaccinate in order to avert restrictions, and declared: “We do not want to impose any limits — not on parties, or trips or on anything.”But Katz’s research group, composed of experts in health and statistics, released a report on Sunday stating that “in many cities significant infection is evident,” and arguing in favor of restrictions.On Saturday, 97 cases were identified in 37 different locales, and another 18 cases were identified among travelers who had arrived from abroad. Katz said that by the end of this week, it will be clear whether the new cases are causing an uptick in morbidity, and if they are, authorities should restrict gatherings.“We’ll know in the next few days whether the rise in numbers is more a reflection of increased testing, or whether we’re seeing an actual outbreak,” he told The Times of Israel, saying this will be evident from how many cases filter to hospitals.“There is always a week or 10 days before an increase in cases prompts an increase in hospitalized patients, so what we want to see is whether the gradient of the numbers becoming hospitalized gets steeper by the end of this week,” said Katz.There are currently 1,186 COVID-positive Israelis, five times the number in mid-June. But the number of hospitalized patients has stayed low, and is currently 44, with, 23 in serious condition.Katz said: “The situation is much better than in the past, as a large part of the susceptible population has been vaccinated. We’re not in the same situation as we’re seeing in other countries where hospitals could be at risk of being overwhelmed.”The fact that significant numbers of those testing COVID-positive are vaccinated should not unsettle people or lead them to conclude that the Delta variant defies vaccines, Katz argued.While one is highly unlikely to catch COVID-19 if inoculated, it still happens, and with so many Israelis vaccinated, it’s inevitable that a large proportion of those infected will be vaccinated, he said.Israel is using the Pfizer vaccine which has been found to be over 95% effective. And those who were infected after vaccination largely had none or mild symptoms.“If theoretically 100% of Israelis were vaccinated then 100% of cases would be among the vaccinated, but this doesn’t highlight a problem with the vaccine,” said Katz.

But after almost four full days of search-and-rescue efforts, more than 150 additional people were still missing in Surfside. No one has been pulled alive from the pile since Thursday, hours after the collapse.Some families had hoped their visit would allow them to shout messages to loved ones possibly buried deep inside the pile.Buses brought several groups of relatives to a place where they could view the pile and the rescuers at work. As relatives returned to a nearby hotel, several paused to embrace as they got off the bus. Others walked slowly with arms around each other back to the hotel entrance.“We are just waiting for answers. That’s what we want,” said Dianne Ohayon, whose parents, Myriam and Arnie Notkin, were in the building. “It’s hard to go through these long days and we haven’t gotten any answers yet.”“You can’t imagine. Many of them are desperate” as days drag on with no more survivors found, said Israeli Diaspora Affairs Minister Nachman Shai, who visited briefly with family members of those missing.Shai led a humanitarian delegation to Surfside that included several Israeli experts in search-and-rescue operations. One asked why they could not surgically remove the largest pieces of cement with cranes, to try to uncover bigger voids where survivors might be found.“There’s not giant pieces that we can easily surgically remove,” replied Maggie Castro, of the fire rescue agency.“They’re not big pieces. Pieces are crumbled, and they’re being held together by the rebar that’s part of the construction. So if we try to lift that piece, even as carefully, those pieces that are crumbling can fall off the sides and disturb the pile,” Castro said.She said they try to cut rebar in strategic places and remove large pieces, but that they have to remove them in a way that nothing will fall onto the pile.“We are doing layer by layer,” Castro said. “It doesn’t stop. Israel allowed 17 trucks carrying Qatar-funded gasoline to enter the Gaza Strip on Monday to fuel the enclave’s only power station, for the first time since May’s fighting.The Kan public broadcaster reported on Monday that Palestinian sources told the Lebanese Al-Akbar newspaper that Egypt sent a message to the Gaza Strip’s Hamas rulers that if all remains quiet in the area Israel will fully open the border crossings into the enclave.However, the sources said that Hamas responded by telling Cairo that it intends to keep up pressure on Israel, without clarifying what that entails.The border crossings were shut after a soldier was lightly wounded in a mortar attack while assisting in the transfer of humanitarian aid shipments into the Gaza Strip through the Erez Crossing during the 11-day conflict in May. Researchers are confident that the apocalypse will occur in 1,000 002 021.It is after a billion years that the planet may become uninhabitable. And it will be the Sun’s fault, whose activity will change dramatically by then. This will increase temperature and radiation, resulting in the burning of all oxygen on Earth.At the same time, according to researchers, man today can do absolutely nothing to enable descendants to continue living on their native planet. And at current rates we will overshoot a 2C rise - possibly higher.Yet China and India continue to build new coal-fired power stations. The heat wave baking the U.S. Pacific Northwest and British Columbia, Canada, is of an intensity never recorded by modern humans. By one measure it is more rare than a once in a 1,000 year event — which means that if you could live in this particular spot for 1,000 years, you'd likely only experience a heat dome like this once, if ever.
Portland, Oregon, has already broken its all-time record hottest temperature at 108 degrees on Saturday and the peak of the heat wave has not even been reached yet. Canada is expected to register the nation's all-time highest temperature before the event is done. These are extremely dangerous numbers, especially in a region not used to heat like this, where many people do not have air conditioning.By Monday, some — if not all — of the all-time record highs seen below are forecast to break, with many more cities not listed here expected to achieve the same feat.he heat is being caused by a combination of a significant atmospheric blocking pattern on top of a human-caused climate changed world where baseline temperatures are already a couple to a few degrees higher than nature intended.This heat wave comes on the heels of another historic heat wave less than two weeks ago that baked the U.S. Intermountain West, Desert Southwest and California with hundreds of record highs.Meanwhile, the eastern U.S. is also seeing the heat ratchet up, with "feels-like" temperatures pushing 100 degrees by Monday and Tuesday in the major cities of the I-95 corridor. On Sunday the thermometer reached a staggering 112 degrees Fahrenheit — that's 5 degrees higher than what had been the all-time record of 107 degrees, prior to Saturday's 108.In Seattle, after a record high of 102 on Saturday, the thermometer is likely to shatter its all-time record high of 103 degrees on Monday, with a forecast high of 108. In its history, Seattle has only reached 100 degrees three times before. Remarkably, in this one heat wave, highs in the city will easily top 100 degrees 3 days in a row.Some of the inland cities in eastern Washington and Oregon will likely max out in the 115-120 degree range. And while the heat will break along the coast of Washington and Oregon by midweek, the record heat will continue over inland Washington, Oregon, Idaho and Montana late in the week.For the past week, as computer models have consistently forecast seemingly unbelievable numbers, meteorologists struggled to grasp how a heat wave of this magnitude could even be possible, given this region has never experienced anything of this magnitude before. "There is no context really, in the sense that there is no analog in our past for what we are likely to see this week," says Dr. Michael Mann, distinguished professor of atmospheric science at Pennsylvania State University and author of the new book "The New Climate War."But calling it a new normal does not suffice says Mann, "Some people called this a 'new normal. But it is worse than that," explained Mann. How do we know? It's actually quite simple to explain.The intensity of a heat dome is measured by how "thick" the atmosphere is at a given spot. The hotter the air in that column, the larger the thickness of air in that column, because heat expands. In our historical record of North America's Pacific Northwest this heat dome registers a statistical standard deviation from the average of greater than 4.In layman terms, that means it falls more than 4 deviations to the right of the center of a typical bell curve (shown below) and that equates to values with less than a 99.99% chance of happening.In other words, statistically speaking, there is a 1 in 10,000 chance of experiencing this value. So, if you could possibly live in that spot for 10,000 years, you'd likely only experience that kind of heat dome once, if ever.To put climate extremes into perspective we measure against the average. The sigma is the standard deviation of a normal distribution of expected values. But if it seems like an overstatement to say there is a 1 in 10,000 chance of having a heat dome like this, it is certainly not an overstatement to say this is the kind of event you would expect to experience once in 1000 years.But we will know the exact value soon, as some of the best extreme weather attribution scientists are likely to be hard at work doing rapid attribution — a new type of cutting edge science — this week to determine the actual values and to what degree climate change has contributed.What it means for the Pacific NW is that there will be a very high attribution to climate change for the upcoming event and the exact numbers will depend on how hot it really gets. Like any heat wave, it is being caused by a highly amplified jet stream pattern. These extreme jet stream perturbations are a natural, normal part of the atmosphere. But the climate science community is split as to whether these extreme jet stream perturbations are becoming even more likely because of climate change — a phenomena known as the wavy jet stream.Along with a more wavy, buckling and slow-moving jet stream, comes a phenomena called "blocking". This is when waves in the jet stream become so elongated that they break off, sit and spin. In this case there is a textbook type of block called an Omega block over the Pacific Northwest because it looks like the Greek letter Omega. Inside this Omega, the heat pools and intensifies.There is a faction of climate scientists who believe that a warming climate — specifically the Arctic — results in a more wandering jet stream at certain times of the year. But it is hotly debated; there is an equal amount of research that does not arrive at this conclusion.Mann and his colleagues have been involved in some of this research, in which he finds that a specific type of Northern Hemisphere blocking — what he calls Quasi Resonant Amplification — will increase by 50% this century under business as usual human-forced climate warming. "I do indeed believe that the phenomenon we describe in our work played a very important role in the record heat wave," Mann said.As for the lack of consensus in the climate research on the wavy jet stream and blocking, Mann thinks it has more to do with the current state of climate modeling "This is an area where current generation models are NOT capturing a real-world climate connection," Mann explained.Whatever the cause, the result of an extreme jet stream pattern is extreme weather across many parts of the nation and globe. Over the past few days, the central U.S. has seen over a foot of rain with flash flooding along a stalled front. And, starting on Sunday and continuing through most of the upcoming week, the major East Coast cities will also sweat through a heat wave — although not nearly as intense as the one in the West — with feels-like temperatures near 100 degrees from Washington D.C. to Philadelphia and New York City.While natural swings between hot and cold patterns will continue, the trend is clear — extreme heat waves are bound to become more common, more extreme and more deadly in the coming years. SALT LAKE CITY (AP) — Many Americans aching for normalcy as pandemic restrictions end are looking forward to traditional Fourth of July fireworks. But with a historic drought in the U.S. West and fears of another devastating wildfire season, officials are canceling displays, passing bans on setting off fireworks or begging for caution.Fireworks already have caused a few small wildfires, including one started by a child in northern Utah and another in central California. Last year, a pyrotechnic device designed for a baby's gender reveal celebration sparked a California blaze that killed a firefighter during a U.S. wildfire season that scorched the second-highest amount of land in nearly 40 years.Some regions of the American West are experiencing their worst drought conditions in more than a century this year, said Jennifer Balch, director of Earth Lab at the University of Colorado. People setting off fireworks at home is a concern because of both the tinder-box conditions ripe for starting wildfires and the threat of injuries. Last year, injuries spiked to their highest level in 15 years after the pandemic canceled large gatherings, federal data shows.“As a fire scientist, I’m bracing myself for this fire season because of how dry and hot it is already,” Balch said. “I think fireworks right now are a terrible idea.”Fireworks industry professionals, who also stressed caution in drought-prone areas, expect strong sales despite a shortage caused by pandemic-related manufacturing slowdowns and trade disruptions.“We think we're going to have a tremendous year,” said James Fuller, a fireworks safety expert with Alabama-based TNT Fireworks.While fireworks are integral to the country's Independence Day celebrations, they ignite thousands of fires a year — including one that burned Bobbie Uno’s home in Clearfield, Utah, on the holiday last year. The blaze caused $60,000 in damage and forced her family out of their home for weeks.“I want everyone to be aware of the danger, because it’s scary even in a small cul-de-sac,” Uno said.Several Utah cities are banning people from setting off their own fireworks this year during the record drought, but many Republicans are against a statewide prohibition. GOP Salt Lake County Councilwoman Aimee Winder Newton supports restrictions but thinks this year is a bad time for a blanket ban.“We’re just coming out of this pandemic where people already felt like government was restricting them in so many ways,” she said. “When you issue bans arbitrarily, we could have a situation where people who weren’t going to light fireworks purposely go and buy fireworks to just send a message to government.”State fireworks laws vary considerably across the U.S., but local bans on personal fireworks are popping up from Montana to Oregon, which was stricken by massive wildfires last year.In Arizona, which already is being scorched by more than a dozen wildfires, many cities have canceled their public fireworks shows. The Yavapai-Apache Nation typically hosts a display outside its casino near the central Arizona city of Camp Verde.“This year, with conditions being worse than last year, we decided in May that we would not have fireworks,” said James Perry, a spokesman for the tribe’s Cliff Castle Casino Hotel. “Based on the large fires currently burning in and around our community, we’re happy with our decision.”It's a similar story in Colorado, where dozens of shows have been scuttled, including in Steamboat Springs, a ski town where firefighters are already spread thin.“The grass always catches on fire ... why are we doing something that causes fire when fire’s our biggest issue?” said Winnie DelliQuadri, town special projects manager.But in neighboring Wyoming, business is booming at fireworks stores, including sales of products prohibited elsewhere. NAIROBI, Kenya (AP) — The United States estimates that up to 900,000 people in Ethiopia’s Tigray region now face famine conditions amid a deadly conflict, even as the prime minister says there is “no hunger” there.The hunger crisis in Tigray is the world’s worst in a decade, and the new famine findings are “terrifying,” the head of the U.S. Agency for International Development, Samantha Power, said Friday, adding that millions more people are at risk.The new estimate more than doubles the warning issued earlier this month by the United Nations and aid groups that more than 350,000 people face famine conditions in Tigray.Even as scattered reports emerge of people starving to death, the real number of people facing famine conditions is unknown because active fighting and access restrictions keep aid workers from reaching all parts of the region of 6 million people.“Conditions will worsen in the coming months, particularly as Tigray enters the July-to-September lean season, unless humanitarian assistance reaches the populations most in need,” the new USAID analysis says.This is forced starvation, Tigray residents and some observers have said.
