Banking-industry
jitters could mean more pain for stocks as the Fed’s battle with
inflation is dragged out- March 14, 2023 at 7:29 a.m. ET-By Joseph
Adinolfi
Aftershocks from the collapse of three American banks
in less than a week could spell more pain for stocks in the weeks ahead
by creating new obstacles for the Federal Reserve in its battle against
inflation, market strategists said.U.S. authorities, including the Fed,
the Treasury and the Federal Deposit Insurance Corp., jointly announced
Sunday night that Signature Bank had collapsed over the weekend,
following the failure two days before of Silicon Valley Bank and the
closure of Silvergate Bank last Wednesday. The plan allowed depositors
at SVB and Signature to access all of their money on Monday. The
regulatory response also included a new Fed program, called the Bank
Term Funding Program, or BTFP, to lend money to banks in a manner that
values their collateral at par. While many economists expect stability to
return to the banking system, some market strategists worry the Fed
might be forced to ease up on its interest rate hikes, dragging out its
battle against inflation and potentially doing even more damage to the
stock market in the process. If the Fed halts or slows its program of
rate hikes, “it will ultimately need to do more to slow things down
later,” potentially creating more “instability” for markets and the
economy, said Neil Dutta, head of economics at Renaissance Macro
Research.Other strategists said the trend already appeared to be
manifesting in markets as investors on Monday flocked to the safety of
government bonds, while the Dow Jones Industrial Average DJIA, -0.28%
finished lower for the fifth straight session, its longest losing streak
since September.Simon Ree, a former Wall Street trader and author of
the book “the Tao of Trading,” noted that stocks weren’t responding
positively to the latest drop in bond yields, a sign that investors may
be growing increasingly concerned about a recession, even as investors
see odds that the Fed could ease up on its rate hikes.Treasury yields
declines sharply in the past three days, with the 2-year yield
TMUBMUSD02Y, 4.288% falling more than 100 basis points from its peak on
Thursday, according to FactSet data. It stood at 4.030% on Monday
afternoon in New York. down from 5% on Thursday. Bond yields and prices
move in opposite directions.Since the market opened on Thursday, the
S&P 500 has fallen by more than 3%, according to FactSet data. Also,
the Cboe Volatility Index VIX, -7.62%, otherwise known as the Vix VIX,
-7.62% or Wall Street’s “fear gauge,” hit its highest level since
October on Monday, according to FactSet data, climbing north of 25.Lower
bond yields that have yet to boost stocks may be a sign that “inflation
concerns are taking a back seat here, and the market is more focused on
a genuine risk-off sort of move,” Ree told MarketWatch.Stocks generally
have rallied in recent months on any indication that the Fed might take
a less aggressive stance on interest rates. Should the Fed change its
policy course due to jitters about potential contagion risks in the
banking sector, it could harm stocks instead of helping them, according
to Mohannad Aama, a portfolio manager at Beam Capital.“Pausing because
you think there’s systemic risk in the banking sector, or some other
reason, is different than saying ‘our job is done here’,” Aama told
MarketWatch by phone.Still, should the Fed deliver another 25 basis
point hike next week, as widely expected, the outlook for markets may
continue to remain murky, strategists said. Investors still need to see
how inflation data develops in the coming months, although they’ll
receive another update on Tuesday when the February consumer-price index
is released.Economists polled by The Wall Street Journal expect to see
inflation slow to a 6% pace year-over-year compared with 6.4% in
January. That’s far from the Fed’s 2% annual target. The Fed also need to
monitor how quickly concerns about the stability of the banking system
subside, said Steven Kelly, senior research associate at Yale’s program
on financial stability, in a phone interview with MarketWatch.Kelly
expects federal authorities to succeed in restoring confidence, but “if
they start announcing facility after facility, then you might need to
see more dovish monetary policy,” he said. Also, should contagion fears
subside relatively quickly, markets still appear to be bracing for
greater economic blowback if banks cut back on lending, according to
George Saravelos, global co-head of currency research at Deutsche
Bank.“The market is sending a consistent message today: it fears that a
US recession is about to start,” he said in a note to clients.U.S.
stocks finished mostly lower on Monday, with the S&P 500 index SPX,
-0.15% falling 0.2%, according to FactSet data, while the Dow COMP,
+0.45% fell for a fifth straight day, its longest losing streak since
September. The SPDR S&P Regional Banking ETF KRE, -12.31% fell more
than 12%. The Nasdaq Composite COMP, +0.45% rose 0.5%, making it the
only index to finish higher.
Biometric Schengen Information System goes live, UK readies ETAs-Mar 13, 2023, 1:25 pm EDT-| Frank Hersey
The
European Union’s upgraded Schengen Information System (SIS) for
security and border management is now in operation, incorporating
biometrics of those registered. Cyprus is preparing to finally join the
system while post-Brexit UK is introducing its own Electronic Travel
Authorisation (ETA) scheme. The system is operational in 30 countries
made up of 26 EU Member States and four Schengen countries. SIS links
national systems to a central system and works as a network between the
systems on counter-terrorism, irregular migration, vulnerable persons as
well as boat, aircraft and firearm registration.“The renewed SIS is the
foundation of the most advanced border management system in the world
that we are building. Together with the Entry/Exit System (EES) and the
European Travel Information and Authorisation System (ETIAS), SIS will
be part of the interoperability architecture,” states the European
Commission.Along with new types of alerts and more data flowing through
the new SIS, biometrics have been added to confirm and verify the
identities of those in the system. These include fingerprints, palm
prints, “fingermarks and palmmarks” that can be searched through the
automated fingerprint identification system in SIS. DNA records will
also be included but only for missing persons. The system does not yet
use facial image recognition. The European Commission has to provide a
report on the readiness and reliability of facial recognition on which
the European Parliament will be consulted.Only then will it be
incorporated into SIS for use at border crossings. “After that, the
Commission may adopt delegated acts determining other circumstances in
which photographs and facial images may be used to identify persons,”
states a Commission summary.Cyprus to join SIS, looks to joining
Schengen-The Mediterranean island nation of Cyprus is expected to join
the renewed biometric SIS in the summer, according to the Commission or
more specifically from the end of July according to Cypriot media outlet
KNews.“We particularly focused on ways we can improve visa policy for
third country citizens or even citizens of specific countries without
exempting them from criteria – based visa requirements, and without this
creating either immigration risks or risks to the security of Cypriot
citizens,” the Cypriot Justice Minister Anna Koukkides-Prokopiou is
quoted as saying, further describing the security challenges of the
Russian invasion of Ukraine and impact on the region.Croatia joined
Schengen on 1 January and both Bulgaria and Romania are well into the
process. Cyprus is undergoing the Schengen evaluation process to assess
its readiness to join. Once the SIS is operational there, the process
will be verified and subject to a dedicated evaluation expected this
year.UK launches biometric ETA, initially for Gulf states-From October
2023, Qatari visitors to the UK will be able to apply – with their
biometrics – for the new Electronic Travel Authorisation (ETA), followed
by visitors from other Gulf Cooperation Council states and Jordan
before a worldwide rollout by the end of 2024.From then on it will be a
requirement for worldwide visitors who do not need a visa for short
stays. Visitors from America, Australia and Europe, for example, will
all need to complete the process, except Irish nationals or those
legally resident in Ireland who are covered by the Common Travel
Area.“ETAs will enhance our border security by increasing our knowledge
about those seeking to come to the UK and preventing the arrival of
those who pose a threat,” comments Immigration Minister Robert
Jenrick.“It will also improve travel for legitimate visitors, with those
visiting from Gulf Cooperation Council states being among the first to
benefit.”Biometrics will be captured and suitability questions posed in
the online registration described as “quick, light touch and entirely
digital with most visitors applying via a mobile app and receiving a
swift decision on their application.”No fees are given although it is
described as costing roughly the same as other international schemes.
The ETA is valid for two years and can be used multiple times unlike the
single-visit and more expensive Electronic Visa Waiver (EVW) Scheme it
replaces.

Contracts for national biometric travel IDs won by HID in Bahrain, Veridos in Guyana-Mar 13, 2023, 3:38 pm EDT-| Chris Burt
A
pair of major contracts for national biometric travel ID documents have
been won by HID Global and Veridos.HID Global has won a contract to
deliver end-to-end biometric passport technology for enrollment,
personalization and issuance to the Kingdom of Bahrain. The contract
includes HID’s SOMA chip operating system, and its modular HID Integrale
software. Biometric data from Bahraini citizens will be stored in an
electronic chip to enable the country to join the International Civil
Aviation Organization’s (ICAO) Public Key Directory (PKD) group, which
allows the exchange of data between 180 nations.Bahrain’s new passport
will meet the highest level of security, HID says, with a color portrait
of the passport holder and the company’s Mirage security feature. The
new passport will make airport processes easier for its holders, as well
as ease visa issuance and exemptions, government officials say.The
value of the contract was not revealed.Barbados selected HID to design
its new biometric passports a year ago.Veridos wins Guyana
contract-Guyana’s government has chosen Veridos to deliver an
ICAO-compliant ID card intended for international travel, as well as
access to public services and verification for private sector
transactions, the Guyana Chronicle reports.Veridos submitted one of two
bids for the project, and was assessed as the better option by the
National Data Management Authority (NDMA) and the Office of the National
Information and Communications Technology (ICT) Advisor.“Through this
card, the banking sector now can have fingerprint verification and
validation of the person who’s before them,” says Guyana President Dr.
Irfaan Ali, as quoted by the Chronicle. “So, the need for proof of
address and all the audit documentation is eliminated. The cost of doing
business, the effectiveness, the competitiveness, the efficiency will
all improve as a result of this technology.”The capabilities of the
digital ID card are meant to align with Guyana’s plan to digitize
health, education, security and agricultural services, as well as permit
and license processing. The project is expected to be implemented over
the next 12 months, and the contract stipulates five years of support
and maintenance.Guyana is supported in its national ID card project by
the United Arab Emirates.Veridos updates smartcard software for

like Guyana’s.The Applet Suite 4.0 enables customers to build modular
applications based on its Sm@rtCafé Expert software.Possible
applications include electronic signatures or authentication for access
control, registration to insurance or driver’s licenses. The software
complies with the Java Card 3.1 standard and Common Criteria Certificate
6+.“With the upgrades, as well as the move to a Java-based system, we
enable our partners to use a software solution that they can customize
and further expand as they see fit,” says Marc-Julian Siewert, CEO at
Veridos. “They can make changes and innovations much more easily with
the new standardization and are thus ideally positioned for the future.”
ROC highlights facial recognition accuracy, efficiency scores as school expansion planned-Mar 13, 2023, 1:47 pm EDT-| Chris Burt
A
series of updates from Rank One Computing highlight the accuracy of the
company’s facial recognition software, and its commercial prospects in
the school safety market.A pilot of ROC’s facial recognition at West
Fairmont Middle School in West Virginia is continuing, with officials
from the Department of Homeland Security, local and state lawmakers, and
superintendents from other school districts visiting to see the
technology in action, The Dominion Post reports (via Yahoo). The district
is building up its database of parents, vendors, and other visitors to
the school.Officials are now working towards the implementation of ROC’s
facial recognition in the county’s 19 other schools, according to the
report.NIST FRVT success-The latest version of the ROC SDK showed major
improvements across the board in the 1:N benchmark test by the National
Institute of Standards and Technology dated February 2, 2023.The company
says it scored the best combination of accuracy and efficiency of any
global technology provider, and the lowest error rate among Western
developers. The ROC algorithms error rate was cut in half in just five
months, according to a company announcement.“We are pleased but not
surprised to see that our latest edition of ROC SDK leads the pack on
facial recognition,” says CEO Scott Swann. “Through continuous
innovation, ROC.ai will only continue to shape the future of the global
biometrics landscape with objectively superior computer-vision
capabilities.”A company blog post announcement compares the performance
of the ROC SDK v2.4 favorably to other leading competitors in the visa
border category.ROC says that while Chinese companies are leading seven
out of eight categories, its own accuracy is often within 0.1 percent of
the global leader. In efficiency, as expressed by template size,
comparison time, template generation time and amount of memory needed to
run the algorithm, ROC ranks well ahead of its closest market
competitors by error rate. The post also delves into ROC’s normalized
error rates across different demographics, and the improvement of its
accuracy over time.New COO appointed-Tony Brown has been named Chief
Operating Officer of ROC AI following several years of working with the
company as a contractor and consultant.Brown is the co-founder and
former COO of consultancy Acute Insight. He brings experience in
biometrics, identity management, and science and technology portfolio
management, according to the announcement.
Switzerland advances
with plan to access asylum seekers’ digital data for ID verification-Mar
13, 2023, 12:19 pm EDT-| Ayang Macdonald
Authorities in
Switzerland are advancing a plan that will update the country’s
immigration laws to grant border officials the power to verify digital
data on the smartphones or other mobile devices of asylum seeker who
cannot prove their identity, nationality or itinerary, according to the
Swiss State Secretariat for Migration website. The move comes at a time
when the Swiss State Secretariat for Migration says that the country is
facing numerous challenges following the growing number of asylum
seekers arriving from different countries facing socio-political
crises.Switzerland is said to have received 24,511 asylum applications
in 2022, a number which does not include refugees from Ukraine who are
granted the S protection status, currently around 69,000 according to a
recent tweet.Consultations for the new digital data access policy are
ongoing as the government seeks to revise the law, which will be vital
in helping immigration officials, as well as border officials, to
establish the nationality and identity of people seeking asylum in the
country. The proposed amendments would allow immigration controls to
check the smartphones, computers or devices of asylum seekers under
specific conditions, notably in circumstances where the identity or
nationality of the asylum seekers in question cannot be established by
other means.Applicants will be informed of the searches. The proposal has
been put out for relevant stakeholders including civil society
organizations and digital rights advocacy groups to make their inputs
before a 19 June deadline, per a report by Swiss Info. The plan will also
specify which category of immigration officers will be allowed access
to such data, and the asylum seekers will also be notified in advance if
any data checks must be conducted on their devices. In a related
development, the foreign affairs committee of Switzerland’s House of
Representatives, last month, wrote to immigration officials asking for
all barriers impeding the rapid issuance of visas to victims of the
devastating earthquake in Turkey and Syria to be removed. The call came
as authorities insisted that all refugees seeking to enter Switzerland
as a result of the disaster must hold identification documents such as
their passports, writes Swiss Info. The Secretariat website states a
valid travel document is still required.Despite the call from the
parliamentary committee, immigration authorities said for security
reasons, they would not let in people who have no passports or any other
form of identification.Foreign Minister Ignazio Cassis said at the time
that the country was willing to accept Turkish quake victims without
any ID.Switzerland launched the latest version of its biometric passport
at the close of last year.
