in three new policy briefs from the UN titled, “A Global Digital
Compact, Reforms to the International Financial Architecture, and The
Future of Outer Space Governance.”The goal of the briefs is to advance
UN Secretary-General Antonio Guterres’s “vision for the
future.”Officially titled “Our Common Agenda,” Guterres’ “vision” should
be given the green light in September 2024 during an event dubbed, “The

mobile money accounts can improve the delivery of social protection
coverage and serve to better reach eligible beneficiaries.Digital
technologies may help to reduce leakage, errors and costs in the design
of social protection programmes.Not unlike their unofficial counterparts

global digital future.The unelected organization uses phrases such as
“international cooperation” and “many stakeholders” who will “advance
principles, objectives, and actions” to describe this globalist

groups is going to be quite the opposite of open, free, or

with a leading biometrics company to advance its own agenda to digitize

big step into the WEF’s New Champions Community, an assembly of
mid-sized enterprises.The WEF is keen to promote biometric forms of
digital ID and claims the technology would serve as a steward of “social
inclusion.”The New Champions Community’s schedule includes a meeting in
Tianjin, China from June 27 to 29 during the WEF Summer Davos

Fingerprint Cards, imparted what he thought was a nugget of wisdom: “As a

recognized as a purpose-driven company that contributes positively to

this Community, we look forward to brainstorming and exchanging ideas
with peers, and bring our expertise of the biometrics
industry.”Fingerprint Cards faced choppy waters in Q1 of 2023, posting a

European Union and others would create an ambitious rail and shipping
corridor that will link the subcontinent with the Middle East and

“a cooperation project that is the greatest in our history.”Not
surprisingly, he portrayed Israel as the hub of the ambitious system:
“Our country Israel will be a central junction in this economic
corridor, our railways and our ports will open a new gateway from India
through the Middle East to Europe, and back.”Netanyahu’s National
Security Adviser Tzachi Hanegbi called the plan “the most meaningful
evidence” that Saudi-Israel normalization was advancing from “a shot in
the dark” to a realistic opportunity with tangible goals.But the
initiative, which would rival China’s Belt and Road scheme, if it
happens at all, is much less about normalization — or about Israel —

route.Missing links-In 2021, the Transportation Ministry announced that
it had given the green light for a rail line connecting Haifa to Beit
She’an to be extended east by several kilometers to the Jordanian
border, where a new goods depot would also be built.However, that link
has yet to move forward, and 300 kilometers (186 miles) of rail remain
to be built in Jordan and Saudi Arabia.Plans for the regional rail link,
an idea dating back to the Ottoman era, have been bandied about for
years, and were highlighted again by Netanyahu in July, but there is no
guarantee that the political will and the funding will materialize.
Despite a recent thaw, Jordan is still extremely wary of cooperating too
closely with Israel on public projects, and the Saudis still do not
officially recognize Israel.Jordan’s existing Ottoman-era rail network
is woefully underdeveloped, and is of a different gauge than tracks in
Saudi Arabia and Israel.“The railroads that are being built between the
Gulf states have so many problems, and it’s still not there yet after so
many years,” Guzansky explained. “And there’s political and personal
and tribal and all kinds of obstacles in its way. And you have so many
countries, Israel, Arab countries. It won’t be easy. ”Inbar pointed at
Indian bureaucracy as the biggest obstacle.“It’s good for everyone,”
said Inbar. “The question is the implementation.”In May, the US-based
Moody’s Investors Service released a report contending that India’s
“higher bureaucracy in decision-making” would reduce its attractiveness
to investors.“I think it will be a long time until we’ll see something,”
said Guzansky. “I’m not sure who will finance it, who will give the

and 2,201 were approved, according to the Jewish Federations of North
America.The $305 million available fell short of the $679 million that
was requested in the applications, the federations said.“It has become
more critical than ever for our safety. We need that funding,” said
House Representative Kathy Manning, a Democrat from North Carolina. “It
simply is not enough.”Manning, a former board chair for the Jewish
Federations, called on her colleagues in Congress to support more
security measures, and for an increase in the grant program to $360
million.Applicants for the funding are evaluated through a scoring
process, and those that are seen as the most vulnerable and most in need

president at the Jewish Federations who deals with the grant procedures.
The funding is distributed fairly but there isn’t enough to go around,
she said, pointing to the amount of resources needed to secure Jewish
holiday events, when many more people attend services than usual.“There
isn’t a security camera or security door that isn’t in some way costly
and needing the help and support of these resources,” said Jewish
Federations head Eric Fingerhut. In addition to the Nonprofit Security
Grant Program, the federations operates a $130 million security campaign
called LiveSecure.The briefing was also attended by Senator Chris
Murphy, a Connecticut Democrat; Republican Senator James Lankford of
Oklahoma; New Jersey Representative Chris Smith, a Republican; leaders
of the Anti-Defamation League, the Orthodox Union, and the Secure

tracked down and shot by police shortly after.“I was on the phone when I
heard the first gunshots,” Brandy Flack, the school’s executive
director, said at the briefing. “I looked out the window and I saw a man
pointing a gun at me.”The school had upgraded its doors weeks before
the incident with funding from the Nonprofit Security Grant Program, a
measure that kept the shooter out of the building. The school used its
security cameras to determine that there were no other shooters at the
scene and catch the suspect’s license plate, helping police locate him.
The staff’s relationship with law enforcement and security groups helped
alert others about the threat, and within five minutes of the shooting,

academic study on migrants from five central and west African countries
seeking refuge in Nigeria has found that biometric identification is
among four aspects fueling migrant instrumentalization especially for
election purposes in that part of Africa.Migrant instrumentalization is a
phenomenon whereby a country uses migrants to exert pressure on another
for reasons which could be political or economic, a concept often
hinged on geopolitical analysis. Such instrumentalization could also
manifest through political mobilization where actors within a state such
as politicians use it for various political ends.According to the
study, whose results are published by an academic journal Taylor &
Francis Online, the migrants used as primary sources of data are from
Cameroon, Chad, Benin, Niger and Togo.Other factors responsible for such
instrumentalization and manipulation of migrants, per the study,
include regional migration regimes, state identity policies and
politics, as well as monetary inducement.Growing biometric adoption and
migrant mobilization for electionsThe authors note that while there is
an increasing adoption of biometric ID systems in Africa, its deployment
especially among migrants and undocumented groups is happening in a
somewhat distorted or irregular manner and that is raising considerable
political consequences which are not sufficiently discussed.To
demonstrate the growth of biometrics technology adoption on the
continent, the study notes that the biometrics and digital identity
document market is estimated at €1.4 billion (US$1.5 billion) by
specialist firm Acuity Market Intelligence, with some of the biggest
players in the industry running huge contracts.The researchers argue
that “the political mobilisation of migrants for election purposes in
West Africa, especially in the context of Nigeria and her neighbours,
presents a form of migrant instrumentalization which has been
perpetrated by both state and non-state actors, and sometimes through
mid-level intermediaries.”They cite instances where some refugees from
Niger in Nigeria were found in the past with either biometric national
ID cards or permanent voter’s cards (PVC), documents which are supposed
to be held only by bona fide Nigerian citizens.This, according to the
authors, has largely been blamed on the lack of migrant integration into
diverse programs in their host countries, coupled with the poor
management of migrant data which has led to poor migrant
governance.Recall that the West Africa economic and political bloc
(ECOWAS) is running a World-Bank sponsored West Africa Unique
Identification for Regional Integration and Inclusion (WURI) project
which is intended to streamline regional movements and access to
services for regional citizens including labor mobility, social
registries, health and pensions, as well as financial inclusion.“The
growing use of digital biometric systems in Nigeria is clearly reshaping
how people vote and who can vote in elections,” the study observes, but
indicates that about 22.6 percent of voters for Nigeria’s general
election in 2023 were identified by the ABIS system as ineligible.The
report asserts that the biometric voter system “is most at risk of being
retooled for electoral purposes by state actors who mobilize
non-Nigerians to enroll as eligible voters. This eroded electoral
integrity and the credibility of elections.”The study calls biometric
registration for migrants in Nigeria who have not had full citizenship
status of their host country as “biometric nationality,” obtained
through registration for the digital ID, the bank verification number
(BVN), the voter ID (PVC) and a SIM card. Nigeria’s ID law allows
migrants to enroll for IDs, which is what the authors say has made it
possible for them to register for elections, albeit illegitimately.Some
of the migrants are quoted by the researchers as saying that their
travel to Nigeria was coordinated by powerful people, possibly
politicians, who ensured their safe passage and stay in the country.
Some admitted they had registered for the electoral roll and were ready
to cast their ballot during election time.“A predominant political
network built on migrants’ patronage is always reinforced in each
election cycle. Some Nigerian politicians traditionally engage in
pre-election purchase of PVCs. It is at this rallying point that the
confluent interests of the politicians and the migrants coincide and
intricately weave into a coherent bias towards election manipulation,” a
portion of the report states.As a result of the many issues arising
from migrant instrumentalization and mobilization for election purposes,
the researchers raise critical questions, first on whether state actors
should allow open borders in line with the ECOWAS 1979 free movement
protocol even if some migrants do not have formal travel documentary
requirements.In conclusion, the research paper notes that mobilizing
migrants with “biometric nationality” for purposes of election
manipulation not only undermines the credibility of the electoral
process, but also delegitimizes the state, subverts the ECOWAS protocol
on free movement, and violates the Constitution of Nigeria.

their national IDs, the regional government agency in charge of the
country’s digital identity project has warned that they may face

region reminded this week that the Philippine Identification System
(PhilSys) Identification Card (PhilID) is a valid proof of identity,
Panay News reports.For some citizens of the island nation, the PhilID or
PhilSys Number is their only valid proof of identity. Those that refuse
to accept it face sanctions under Section 19 of RA 1105 with fines
reaching 500,000 Philippine pesos (US$8,820), the agency noted.The
Philippine Statistics Authority also said that the region, known for its
famous tourist destination Boracay, still has around one million
backlogs in national IDs. The office also plans to enroll 1 million
indigents or extremely poor residents from Western Visayas in the
PhilSys this year, according to the Philippine News Agency.Registration
for the national digital ID includes biometrics enrollment.“We target 50
percent of the 2 million,” says Nelida Amolar, PSA’s chief statistical
specialist. “We will be registering more or less 1 million. We still
have a backlog when it comes to our target.”As of the end of July this
year, the PSA had registered 79.12 percent of the region’s population of
7.9 million. Around 2.2 million have received an electronic copy of

digital ID for travel on busses and trains by 13- to 16-year-old
students to have an easier way to provide proof of age. The free app
allows young passengers to purchase child fares at 50 percent off the
standard bus and rail fares.Users can download the Translink Travel U16
Youth ID credential from the Yoti app, available on Google Play or the
Apple App Store. Users create an account with a phone number, five-digit
PIN, and a school email address.They add a selfie to verify identity
and prove they are a real person. The selfie is then used to make a
biometric key. When a user takes certain actions in the app, they will
be prompted to submit a selfie or face scan to ensure they are not being
impersonated.The digital travelcard is more secure than its physical
counterpart as it cannot be lost or stolen. It also minimizes paper
waste. The digital ID itself is stored in the app and the users’ data
will be protected from being accessed or sold to third parties. A user’s
personal data cannot be forwarded to any business or individual unless
they decide to do so.“It is well recognised that using the bus or train
to school provides children with independence, develops social skills
and provides a safe, cost-effective mode of transport,” said Translink
brand representative Maeve Nethercott, noting that young people may also
favor public transport to reduce emissions and fight climate
change.“The Translink Travel U16 Youth ID card will make it even easier
for young people to provide proof of age and benefit from cheaper
travel, so we would encourage all 13-16 year olds to sign up and stay
better connected to school and leisure activities.”Amolar assured the

contributions to New Zealand’s digital transformation efforts, has
underlined the need to prioritize an intense awareness and education
program related to the intricacies of biometrics deployment in the
country.This call is contained in a submission by the group and it comes
as the Office of the Privacy Commissioner (OPC) is considering a code
of practice that will regulate the use of the technology that has become
a common feature in the daily lives of New Zealanders, according to a
DINZ news release.From online ID verification to border control, to law
enforcement, retail security, access control and attendance monitoring
in offices and schools, the deployment of biometrics in growing by the
day in New Zealand and users are also getting worried about the
potential risks of the technology if it is deployed improperly.“Our
response focuses on striking a balance between protecting individuals’
privacy and allowing responsible government and business use of
biometric data. We emphasize the importance of a thoughtful and
well-informed approach to considering the potential for regulation of
the use of biometrics, tailored to the unique challenges of this
technology,” says Colin Wallis, DINZ executive director.He adds that
because biometrics are increasingly taking a preponderant place in the
lives of citizens, the need for “demonstrable privacy and technical
expertise, alongside practical experience combined with good design and
implementation, are keys to great outcomes.”In the submission, DINZ
advises the OPC on five key things to consider as it figures out a
biometrics code of practice.On privacy protection, the organization
believes that users can have assurance about adequate privacy protection
if privacy impact assessment as sated in the Privacy Act 2020 is made
mandatory. This, it says, will help “avoid unintended consequences,
elevate industry standards and prevent subpar practices.”Among other
things, DINZ calls for clarification on which definition of biometrics
should apply to New Zealand before a code of practice is considered,
suggests that regulatory changes should primarily safeguard individuals’
privacy in identification and verification processes, advises OPC to
exercise caution and avoid rushing into implementing a code of practice
which could trigger a change towards “compliance behaviour” that will
stifle innovation.“The proposals for a code could suspend, reduce, or
delay use of biometric information, to the detriment of information
security and customer service,” DINZ writes in response to the OPC’s
question about potential unintended consequences of its regulation. “The
proposals could also stunt development and innovation that would in
time improve the accuracy and acceptability of less well known/trusted
use cases.”A similar point about the risk of stifling biometrics
innovation with overly restrictive regulation has also been made by,
biometrics developers like FaceFirst, government officials, and even the
International Association of Privacy Professionals.The group also
recommends that OPC collaborate with industry experts to co-create
guidance on biometric information’s use in identification and
verification.

chief executive officer of biometric identity verification company
Prembly, in an opinion piece published by Harvard Business
Review.Building interoperable digital public infrastructure, expanding
useful partnerships with the private sector and investing in energy and
internet infrastructure can be a veritable recipe for Africa’s digital
and economic integration and shared prosperity, he argues.According to
Ogungbe, digital integration which he refers to as “creating shared
systems and standard rules for digitalization across Africa,” will not
only trigger economic growth in Africa, but will also lead to regional
integration and even stronger global influence.He notes that digital
integration in practice would include the harmonization of “digital
financial systems, consistent continent-wide laws for digital
activities, and shared regulatory technology like identity verification,
digital taxation, and business registration systems.”As the Prembly CEO
notes, a digitally integrated Africa will improve trade efficiency and
market access, benefiting small businesses in particular.Another point
highlighted by Ogungbe is the important role which private sector
companies that have established strong presence across national borders
can play in driving the digital integration agenda.“Fostering digital
integration requires collaborations between these private players,
governments, and regional bodies,” he writes, citing the Pan-African
Payment and Settlement System (PAPSS) as a good example of how such
partnership can work. PAPSS is a payments system launched early last
year and powered by some of the biggest commercial banks on the
continent.In the case of digital Identity, Ogungbe argues that
“interoperable ID systems across the continent would allow for
continent-wide know-your-customer systems, enabling access to financial
services anywhere in Africa and thus making intra-African commerce
easier.”He concludes that the inherent difficulties notwithstanding,
governments that recognize the important of digital integration can work

biometrics-Getting access to foreign currency is another challenge to
Africa’s economic integration.Nigerian fintech giant Flutterwave has
launched a digital solution Swap in a bid to clear some of the
challenges facing access to foreign exchange and liquidity in
Nigeria.The platform, launched recently with the endorsement of the
Central Bank of Nigeria (CBN), will be operated in collaboration with a
bureau de change (BDC) and a commercial bank. It will allow access to
the U.S. dollar, Euro and the British pound for now, reports Tech
Cabal.The Swap product requires identity verification via the user’s
biometric bank verification number, a selfie for face biometrics
matching, and other documentation.“We understand the FX access
challenges individuals and businesses face. Swap is our answer to those
pain points, providing a seamless and efficient platform for currency

policy guide on how the development and deployment of digital public
infrastructure (DPI) can advance financial inclusion and productivity
gains in the Global South.The 78-page document, produced by the World
Bank and the G20 Global Partnership for Financial Inclusion (GPFI),
examines DPIs and their role in the financial sector. It examines how
they can be an effective driver of financial inclusion and productivity,
the potential areas for further exploration, as well as some case
studies and use cases involving countries in Africa, Asia, Europe and
Latin America.With an interoperable and open system, DPIs can foster
inclusive economies and enable vulnerable groups to have access to
critical services easily and securely through expedient payment
platforms, the document notes, adding that such infrastructure also have
the potential to lead nations towards meeting the United Nations’
Sustainable Development Goals (SDGs). India recently signed an agreement
with the UNDP to promote DPIs as a way of meeting the SDGs.Citing the
India Stack which comprises the Aadhaar digital ID and the interoperable

Health Canada has approved Moderna's updated COVID-19
vaccine for all Canadians who are six months of age and older — while
two other options for fall shots remain in the regulatory
pipeline.Federal officials announced the approval on Tuesday morning,

mRNA-based shot is monovalent, targeting just the Omicron XBB.1.5

forthcoming biometric scanners from Idemia will support such digital
credentials, attendees heard during a recent Future Travel Experience
webinar.FTE’s “The Seamless Trusted Traveler Experience: What’s Next?”
webinar brought together stakeholders from the U.S. government, airlines
and Idemia to review the changes reducing ID document checks in the
airport.Neal Latta of the U.S. Transportation Security Administration
reviewed the TSA PreCheck program, noting that 99 percent of travelers
going through Precheck are processed in 10 minutes or less. TSA PreCheck
has added about 4 million applicants this year, and between TSA’s
program, Customs and Border Protection’s Trusted Travelers and other
low-risk populations like DoD employees, 34 million people can use the
service.Greg Forbes of Delta Air Lines discussed consumer sentiment,
pointing out that three-quarters of travelers prefer to use face
biometrics over travel documents, and users of digital ID give airport
processes a 30 point higher Net Promotor Score. Delta’s biometric
Touchless PreCheck experience is about to expand to major airports in
New York (JFK and La Guardia) and LA (LAX).“We’ll go as fast as TSA
wants to go,” he says of the airline’s biometrics expansion plans. He
also noted during the question and answer portion of the webinar that
passengers appear to be more comfortable at this point with biometrics
as a replacement for checks of ID documents than boarding pass
checks.Getting higher volumes of passengers through checkpoints quickly
without adding the space for more lines remains a primary concern.
Biometrics can slash bag drop times from 4 minutes to 30 seconds,
according to Forbes.Next steps for DTC pilot, CAT II scanners.Nick van
Straten of KLM described the Digital Travel Credential Type 1 pilot,
which Idemia is a technology supplier for. Passengers create a DTC by
scanning their passport with a smartphone app, provided by Idemia, to
enroll their biometrics.The pilot is being carried out on flights
between Canada and the Netherlands, and represents the resumption of a
pilot that was called off due to the pandemic.Lisa Sullivan of Idemia
noted that the rough equivalent of the DTC in the U.S. is the mobile
driver’s license being launched by some states. The next iteration of
the CAT II devices supplied to TSA by Idemia will be able to accept
digital travel credentials, she says. At other touchpoints, 1:N facial
recognition can be used to make passenger experiences consistent.One of
Idemia’s main goal for biometric enrollment to TSA PreCheck is to ensure
a variety of ways for consumers to join, Sullivan says.

the limit is surprising to some residents who travel internationally.On
the same day that the CBP announced a significant upgrade in convenience
for its Global Entry program in a Midwest airport, news site Newsweek
was pointing out the extent of monitoring that comes with membership.The
government’s Global Entry program provides pre-approved members
expedited security clearance on return travel to the United States.
Applicants pay $100 to be vetted and biometrically scanned. Those deemed
low risk can become members.Some members, perhaps most, assume that the
investigation into their lives ends after approval, but Newsweek has
found that it does not.In fact, some level of scrutiny of Global Entry
members continues every 24 hours, according to Newsweek’s reporting,
regardless if they are flying or even booked on a flight.It makes sense
to do it because people’s behaviors and associations can change daily.
But as with other public and private biometric products and programs,
CBP officials don’t emphasize this point with people. Newsweek says
details are in the program’s fine print.Subsequent monitoring includes
database searches on a member’s name. The government is looking for
ongoing investigations by any level of government law enforcement.A
report by the Department of Homeland Security states that about 12,000
memberships (out of 7.4 million) were revoked “through” fiscal 2022. It
is not clear if that was a cumulative number for the program or just for
that period.The CBP is more demonstrative with expansions and upgrades
of biometric ID programs for travelers.Last week, the agency said
upgraded Global Entry capabilities were part of the opening of Kansas
City International Airport’s new terminal.Members using that terminal do
not need paper ticket receipts. Biometrics and “mobile solutions” make

As COVID cases rise again and new
variants emerge, Magen David Adom’s national blood bank service is
calling on generally healthy people who have been ill with COVID in the
last three to four months to donate plasma. The blood component is
needed for antibody treatment for patients who contract the virus and
become seriously ill or are in danger of deteriorating because of a
suppressed immune system.Only people who confirmed they had COVID by
doing a home test may donate. Donation is also restricted to men and
women who have never been pregnant, as certain antibodies that often
develop in pregnancy can be detrimental to the recipient of a plasma
transfusion.In addition, MDA is asking only for plasma donors who have
fully recovered from COVID at least two weeks before their donation.“We
need to ramp up our supply of plasma so that we have enough for every
COVID patient who needs it,” said Prof. Eilat Shinar, head of MDA Blood
Services.MDA has an inventory of antibodies from plasma donations that
are effective against earlier manifestations of the virus, including the
original SARS-CoV-2, and the Delta and the original Omicron variants.
It now needs a supply of antibodies for the newer variants that emerged
and became predominant over the summer, such as XBB, EG.5 (Eris), and
BA.2.86 (Pirola).Plasma is the largest component of blood, making up
around 55 percent of its content. When separated from the rest of the
blood, plasma is a light yellow liquid. It carries water, salts, and
enzymes to where they are needed around the body. It also contains
antibodies, coagulation factors, and albumin proteins.MDA collects and
processes 40,000-50,000 units of plasma per year for use in patients
with severe bleeding. This plasma is separated out of whole blood
donations and can be frozen for up to one year.Blood plasma is processed

the plasma required for COVID patients is extracted from patients hooked
up to a machine that performs plasmapheresis, a process in which blood
is removed from the body, the plasma is separated out and the blood
cells are returned to the donor — all in one sitting.“Once the donor is
hooked up to the machine, the process takes about half an hour to
extract three units (about 600 milliliters) of plasma,” Shinar said.The
COVID antibodies in the plasma are then separated out, concentrated,
and stored in small bottles to be administered to patients who need
them.“This is a proven treatment in other diseases, as well.
Ready-to-use natural antibodies extracted from plasma donation have been
used in treating Ebola, for example,” Shinar said.She further explained
that early in the COVID pandemic in April 2020, Israeli health
authorities devised a protocol whereby two treatments of COVID
antibodies from plasma donations were administered to patients on two
consecutive days.“The idea was to give this to [hospitalized] patients
were were showing a deterioration in their condition but were not yet
intubated and on artificial ventilators — in other words, before it was
too late,” Shinar said.She cited a study of 3,000 such Israelis that
showed that 49% of those given the antibodies did better than those who
did not.“Another study on 33,000 people with COVID done at the Mayo
Clinic showed a similar result,” Shinar added.With hospitals calling MDA
asking for updated COVID antibody supplies, it became clear that the
blood services needed somewhere between 60 to 100 units of plasma total
from eligible donors with various blood types to be in a good position
as the expected “flurona” (combined flu and COVID) season begins.At this
point, the Health Ministry has not resumed tracking the extent of COVID
in the community or mandating testing or isolating. Hospitals are also
not performing PCR testing on all hospitalized patients, and plasma is
not being tested by health authorities for exactly which antibodies it
contains.When asked whether the plasma donations will be effective if
currently there is no matching of patients to donor antibodies in terms
of virus variant, Shinar said that donating is still very important
because there is at least a 50% chance that the antibodies will help in
curing the patient.“It’s better than not trying,” she said.The plasma,
which is processed in MDA’s newly minted Marcus National Blood Services
Center in Ramle, can be donated at MDA locations in Jerusalem, Haifa,
Beersheba, and elsewhere.Prospective donors should contact MDA blood
services by phone to make an appointment.

inspector finding two live cockroaches and at least 20 dead ones on
sticky pads.An inspection of the food facility took place one day after
an E. coli outbreak at 11 daycares in Calgary was declared on Sept.
4.Dr. Mark Joffe, Alberta's chief medical officer of health, has called
the outbreak extraordinary both in terms of the numbers and severity,
with 264 lab-confirmed cases of the bacterial infection and 25 patients
in hospital.Previous inspections of the central kitchen had also found
violations, information Joffe says is part of the ongoing
investigation.Opposition NDP Leader Rachel Notley says the outbreak was
avoidable and is calling for an inquiry to determine whether systemic

CAIRO (AP) — Emergency workers uncovered
more than 2,000 bodies in the wreckage of Libya’s eastern city of Derna
as of Wednesday, and it was feared the toll could surpass 5,000 after
floodwaters smashed through dams and washed away entire neighborhoods of
the city.The startling death and devastation wreaked by Mediterranean
storm Daniel pointed to the storm’s intensity, but also the
vulnerability of a nation torn apart by chaos for more than a decade.
The country is divided by rival governments, one in the east, the other
in the west, and the result has been neglect of infrastructure in many
areas.Outside help was only just starting to reach Derna on Tuesday,
more than 36 hours after the disaster struck. The floods damaged or
destroyed many access roads to the coastal city of some 89,000.More than
2,000 corpses were collected as of Wednesday morning and over half of
them had been buried in mass graves in Derna, said eastern Libya’s
health minister, Othman Abduljaleel. Rescue teams were working day and
night to recover many other bodies scattered in the streets and under
the rubble in the city. Some bodies were retrieved from the sea.At least
one official put the death toll at more than 5,000. The state-run news
agency quoted Mohammed Abu-Lamousha, a spokesman for the east Libya
interior ministry, as saying that more than 5,300 people had died in
Derna alone. Derna’s ambulance authority said earlier Tuesday that 2,300
had died.But the toll is likely to be higher, said Tamer Ramadan, Libya
envoy for the International Federation of Red Cross and Red Crescent
Societies. He told a UN briefing in Geneva via videoconference from
Tunisia that at least 10,000 people were still missing. He said later
Tuesday that more than 40,000 people have been displaced.The situation
in Libya is “as devastating as the situation in Morocco,” Ramadan said,
referring to the deadly earthquake that hit near the city of Marrakesh

solidarity with the Libyan people and said the United Nations “is
working with local, national and international partners to get urgently

Sunday to Monday.On Tuesday, local emergency responders, including
troops, government workers, volunteers and residents dug through rubble

from the water.Many bodies were believed trapped under rubble or had
been washed out into the Mediterranean Sea, said eastern Libya’s health

Haustein, a climate scientist and meteorologist at Leipzig University,
said in a statement that Daniel dumped 440 millimeters (15.7 inches) of
rain on eastern Libya in a short time.“The infrastructure could probably
not cope, leading to the collapse of the dam,” he said, adding that
human-induced rises in water surface temperatures likely added to the
storm’s intensity.
Local authorities have neglected Derna for years.
“Even the maintenance aspect was simply absent. Everything kept being
delayed,” said Jalel Harchaoui, an associate fellow specializing in
Libya at the London-based Royal United Services Institute for Defense
and Security Studies.Factionalism also comes into play. Derna was for
several years controlled by Islamic militant groups. Military commander
Khalifa Hifter, the strongman of the east Libya government, captured the
city in 2019 only after months of tough urban fighting.The eastern
government has been suspicious of the city ever since and has sought to
sideline its residents from any decision-making, said Harchaoui. “This
mistrust might prove calamitous during the upcoming post-disaster
period,” he said.Hifter’s eastern government based in the city of
Benghazi is locked in a bitter rivalry with the western government in
the capital of Tripoli. Each is backed by powerful militias and by
foreign powers. Hifter is also backed by Egypt, Russia, Jordan and the
United Arab Emirates, while the west Libya administration is backed by
Turkey, Qatar and Italy.Still, the initial reaction to the disaster
brought some crossing of the divide.The Tripoli-based government of
western Libya sent a plane with 14 tons of medical supplies and health
workers to Benghazi. It also said it had allocated the equivalent of
$412 million for reconstruction in Derna and other eastern towns.
Airplanes arrived Tuesday in Benghazi carrying humanitarian aid and
rescue teams from Egypt, Turkey and the United Arab Emirates. Egypt’s
military chief of staff met with Hifter to coordinate aid. Germany,
France and Italy said they also were sending rescue personnel and aid.It
was not clear how quickly the aid could be moved to Derna, 250
kilometers (150 miles) east of Benghazi, given conditions on the ground.
Ahmed Amdourd, a Derna municipal official, called for a sea corridor to
deliver aid and equipment.US President Joe Biden said in a statement
Tuesday that the United States is sending emergency funds to relief
organizations and coordinating with the Libyan authorities and the UN to
provide additional support.“Jill and I send our deepest condolences to
all the families who have lost loved ones in the devastating floods in
Libya,” he said.The storm hit other areas in eastern Libya, including
the town of Bayda, where about 50 people were reported dead. The Medical
Center of Bayda, the main hospital, was flooded and patients had to be
evacuated, according to footage shared by the center on Facebook.Other
towns that suffered included Susa, Marj and Shahatt, according to the
government. Hundreds of families were displaced and took shelter in
schools and other government buildings in Benghazi and elsewhere in
eastern Libya.Northeast Libya is one of the country’s most fertile and
green regions. The Jabal al-Akhdar area — where Bayda, Marj and Shahatt
are located — has one of the country’s highest average annual rainfalls,

of a number of sinkholes in the center of the country, but no immediate

The NASA space agency on Monday announced the
potential discovery of a water ocean surface on a planet outside the
solar system, as well as a certain molecule that may hint at the
existence of life.Data collected by the agency’s James Webb Telescope on
K2-18 b, a planet orbiting a dwarf star 120 light years from Earth in
the Leo constellation, suggested evidence of methane, carbon, and a
shortage of ammonia, indicating it is a Hycean exoplanet — a planet with
a hydrogen atmosphere and covered in water.Furthermore, the
observations detected the possibility of dimethyl sulfide (DMS) on the
planet, a chemical that is only produced by living organisms on Earth —
mainly phytoplankton.“Our findings underscore the importance of
considering diverse habitable environments in the search for life
elsewhere,” said astronomer Nikku Madhusudhan of Cambridge University,
who was a lead author on the research paper publishing the
findings.“Traditionally, the search for life on exoplanets has focused
primarily on smaller rocky planets, but the larger Hycean worlds are
significantly more conducive to atmospheric observations,” he
added.Madhusudhan said the findings are not conclusive and further
research will be conducted to determine if DMS indeed exists on the
distant planet, which is eight-and-a-half times larger than Earth.“Our
ultimate goal is the identification of life on a habitable exoplanet,
which would transform our understanding of our place in the universe,”
he said. “Our findings are a promising step towards a deeper
understanding of Hycean worlds in this quest.”The planet was originally
discovered and studied in 2015 with data from the Hubble Space
Telescope.NASA said that although K2-18 b exists in the so-called
habitable zone — the appropriate distance from a sun that would allow
life on a planet to bloom — they presume the world is similar to Neptune
due to its size, with “a large mantle of high-pressure ice,” and “a
thinner hydrogen-rich atmosphere and an ocean surface.”The Astrophysical
Journal Letters accepted the Cambridge researchers’ paper.James Webb’s
MIRI (Mid-Infrared Instrument) spectrograph camera will be used to
further probe the world’s environment and potentially discover new
findings, NASA said.The statement noted that the study of planets such
as K2-18 b is challenging since they are blocked by the glare of nearby
stars.“The team sidestepped this challenge by analyzing light from K2-18
b’s parent star as it passed through the exoplanet’s atmosphere. K2-18 b
is a transiting exoplanet, meaning that we can detect a drop in
brightness as it passes across the face of its host star,” NASA
said.“This is how the exoplanet was first discovered in 2015 with NASA’s
K2 mission. This means that during transits a tiny fraction of
starlight will pass through the exoplanet’s atmosphere before reaching
telescopes like Webb. The starlight’s passage through the exoplanet
atmosphere leaves traces that astronomers can piece together to
determine the gases of the exoplanet’s atmosphere,” the space agency
added.NASA has hailed the potential discovery of water on exoplanets in
the past. In 2022, the agency said it detected water vapor on HAT-P-11b,
another Neptune-like planet 120 light years away, in the Cygnus
constellation.
