announced on Monday that it has budgeted an additional NIS 200 million
($51.8 million) for the fortification of hospitals against missile and
other attacks. This sum will augment the NIS 75 million ($19.5 million)
already transferred for this purpose since the outbreak of the war on
October 7.The announcement of the additional funds comes following an
agreement made between Health Minister Uriel Busso and Finance Minister
Bezalel Smotrich.It became sharply clear during fighting in the last 38
days against Hamas in Gaza and Hezbollah along the northern border that
not enough of Israel’s health facilities are properly protected.More
than half the operating rooms in Israeli hospitals are not fortified
against missile attacks, according to a report by the Kan public
broadcaster.As a result, nearly all medical staff must exit such
operating rooms and go to safe areas when rocket sirens sound — except
during critical lifesaving surgeries.In addition, only 30-40 percent of
hospital beds in Israel are in protected spaces.“During the visits I
have made to hospitals all around the country, I saw that there is an
immediate need for increasing the fortification of all of them,” said
Busso in an official statement.“In this time of escalated warfare, we
must provide maximum security to patients, staff, and hospital visitors.
I thank the finance minister for understanding how critical this is and
for applying himself to this national undertaking,” he said.The Health
Ministry reportedly plans to ultimately provide fortified spaces for 70%
of all hospital beds and all beds in dialysis and blood bank centers at
a cost of NIS 4.5 billion ($1.2 billion). The goal is for all hospitals
and medical facilities to be able to function as “isolated islands” for
up to 72 hours without outside help during a war or another
emergency.This is already the case with Israel’s most advanced fortified
hospital, Rambam Medical Center in Haifa. Its underground parking lot
can be changed over to a fully functioning 2,000-bed hospital in just 36
hours. It has 24 operating rooms and all other services and equipment
to care for patients, and can operate without outside assistance for
three days during conventional or unconventional warfare.Rambam set its
underground hospital up soon after the war began so it would be ready to
move the patients and staff when given the command by the Health
Ministry.“We would have to move everyone underground in eight to ten

surrounding streets, a number of current and former Israeli defense and
intelligence officials described, in a report published Sunday, the
Hamas command center they believe the soldiers will find underneath the
medical center.Israel has long said the terror group’s main base of
operations is under Shifa Hospital, and last month the IDF provided
visuals and intercepted audio as evidence of the terror organization’s
activities.The eight officials, speaking anonymously, told The New York
Times that while Hamas originally appropriated basement areas in the
hospital — which was built by Israel when it still ruled Gaza — the
terror group has since then dug several further floors and added tunnels
to make the site a hub in its vast underground labyrinth.A former Shin
Bet official and two other Israeli officials told the newspaper that
there were several floors dug underneath Shifa that held meeting areas,
living spaces and storage facilities.The officials said the subterranean
area, built over the past 16 years, can hold at least several hundred
people.Israel says the site is powered by electricity that is diverted
from the hospital, and that there are a number of entrances to it within
the medical center and in the area around it.The Times said it reviewed
images provided by senior Israeli intelligence officials that they said
showed secret entrances from within the hospital.The report said that
while there were signs in the images that identified the location as
Shifa, the photos could not be independently verified.The report also
cited officials from the United States who said they believe that the
Hamas terror group has used its network of tunnels under hospitals,
chief among them Shifa, to store weapons and for use as command
centers.The US officials said that Israel and the US had reached the
same conclusions about Hamas using the tunnels under Shifa through
independent intelligence.The Times cited its own earlier reporting of
Hamas gunmen walking around Shifa Hospital while wearing civilian
clothes during a previous round of fighting between Israel and the
terror group in 2008. The report said that while the gunmen claimed to
be security guards, they were seen killing individuals accused of
collaborating with Israel.It said that in 2014, Hamas often held news
conferences on the hospital grounds and used them as a place to meet
with journalists.The newspaper also cited an Amnesty International
report that Hamas used parts of Shifa, “including the outpatients’
clinic area, to detain, interrogate, torture and otherwise ill-treat
suspects, even as other parts of the hospital continued to function as a
medical center.”Hamas has continuously denied the accusations.On
Sunday, US National Security Adviser Jake Sullivan said the Biden
administration has shared concerns with Israel about potential civilian
casualties in the IDF operation at Shifa Hospital.“The United States
does not want to see firefights in hospitals where innocent people,
patients receiving medical care, are caught in the crossfire. And we’ve
had active consultations with the Israel Defense Forces on this,”
Sullivan told the CBS News program “Face the Nation.”Sullivan noted the
IDF has said it’s working to ensure the safety of patients “while they
also try to figure out a way to try to deal with the fact that Hamas is
operating in a way that is outside the bounds of any civilized concept
of how you would think about using a hospital, using human
shields.”“It’s an active conversation, but the bottom line is that we do
not want to see firefights in hospitals,” he added.Gaza health
officials allege thousands of medics, patients and displaced people are
trapped in the area surrounding Shifa Hospital, with no electricity and
dwindling supplies. The IDF has denied they are trapped, saying the east
side of the hospital is open for the safe passage of Gazans who wish to
leave. The IDF said it was in contact with staff at hospitals in
northern Gaza to aid them in safely evacuating, and denied that it had
besieged Shifa, labeling such claims misinformation.Sullivan also
appeared to back Israeli allegations about Hamas’s use of Shifa.“Without
getting into intelligence information, we can just look at the open
source reporting that Hamas is using hospitals as it uses many
facilities for command-and-control, for weapons storage, to house its
fighters, and this is a violation of the laws of war,” he said.Last
month, IDF Spokesman Rear Adm. Daniel Hagari said Israel has
intelligence that there are several tunnels leading to the underground
base from outside the hospital so that Hamas officials do not need to
enter the hospital to reach it. But Hagari added that there is also an
entrance to the underground complex from within one of the
wards.According to the IDF, Hamas’s internal security also has a command
center inside Shifa Hospital, from which it directs rocket fire on
Israel and stores weapons.The hospital’s energy infrastructure is also
exploited by Hamas’s underground base, Hagari said, accusing the terror
group of using the hospital and its occupants — with 1,500 beds and some
4,000 staff — as human shields.The information on Hamas’s use of the
hospital is based on a wide range of intelligence sources collected by

agency.The military spokesperson said Israel has “concrete evidence”
that “hundreds of terrorists flooded into the hospital to hide”

WASHINGTON — The United States carried out strikes against
two Iran-linked sites in Syria on Sunday in response to attacks on
American forces, Defense Secretary Lloyd Austin said.It is the third
time in less than three weeks that the US military has targeted
locations in Syria it said were tied to Iran, which supports various
armed groups that Washington blames for a spike in attacks on its forces
in the Middle East.“US military forces conducted precision strikes
today on facilities in eastern Syria used by Iran’s Islamic
Revolutionary Guard Corps (IRGC) and Iran-affiliated groups in response
to continued attacks against US personnel in Iraq and Syria,” Austin
said in a statement.“The strikes were conducted against a training
facility and a safe house near the cities of Albu Kamal and Mayadeen,

weapons storage site in Syria on Wednesday, and also hit two facilities
in the country on October 26 that it said were used by Iran and
affiliated organizations.It is Washington’s assessment that none of the
previous strikes resulted in casualties.The United States says the
strikes are aimed at deterring attacks on American forces in Iraq and
Syria — more than 45 since October 17 — that have wounded dozens of US
personnel.The surge in attacks on US troops in recent weeks is linked to
the war between Israel and Hamas, which began when the Palestinian
terror group carried out a shock cross-border attack from Gaza on
October 7 that Israeli officials say killed about 1,200 people.
Hamas-led terrorists also took at least 240 people as captives into
Gaza.Israel’s military responded with a relentless air, land and naval
assault on Gaza that the territory’s Hamas-controlled health ministry
said has killed more than 11,100 people — deaths that have sparked
widespread anger in the Middle East, and criticism against Washington
from Iran-backed groups. The figures cannot be verified independently
and are believed to include terrorists and civilians killed by misfired
rockets.There are roughly 2,500 American troops in Iraq and some 900 in
Syria as part of efforts to prevent a resurgence of the Islamic State
group.The jihadists once held significant territory in both countries
but were pushed back by local ground forces supported by international
air strikes in a bloody, multi-year conflict.The Gaza wart has had
repercussions for the United States outside of Iraq and Syria, with the
Iran-backed Houthi rebels in Yemen saying Wednesday that they shot down a

Legault, the premier of French-speaking Quebec province, have condemned

are rising in the banking sector: While a New Zealand bank is
introducing behavioral biometrics to stop fraud, Indian authorities are
mulling introducing facial recognition to ATMs to prevent thieves.
Australia’s banks are building transaction infrastructure for digital
IDs, while an Entrust survey shows customers globally are embracing
biometric authentication.A new survey by digital identity company
Entrust showed that 72 percent of respondents were comfortable with
their bank’s use of facial recognition, selfies or fingerprints. Given
the option to choose between biometrics and passwords, 58 percent survey
respondents said that they would choose biometrics more than half the
time.Physical cards, however, are not going away anytime soon: Nearly 90
percent of respondents said they still prefer using them. This means
that banks are looking at a hybrid future in which both physical and
digital payment options should be available, says Jenn Markey, Entrust’s
Vice President of Payments and Identity.The survey, conducted by
Entrust Cybersecurity Institute, drew insights from 1,000 consumers in
the United States, France, Chile, and Singapore. Nearly two-thirds (63
percent) of respondents also said they are comfortable with banks using
AI to detect fraud, while almost half of the survey takers said they
abandoned a new bank account application because it didn’t feel secure
or was too cumbersome.Biocatch lands first NZ bank customer-Behavioral
biometrics firm Biocatch will provide its software to one of New
Zealand’s largest banks, Westpac. The product will help the bank’s fraud
monitoring systems protect customers from falling victim to scams.The
Israel-based anti-fraud software analyzes customers’ online behavior to
help detect unusual activities that may indicate an account has been
compromised.“We turned on Biocatch in early September and it’s currently
collecting behavioral data to help it learn how each individual
customer behaves online. We hope to have it fully operational by the end
of the month,” says Westpac New Zealand Chief Executive Catherine
McGrath. The data is fully anonymized, she added.In September, BioCatch
introduced a new product to battle money mules, people who launder money
around for criminals, claiming it can identify 98 percent of active
mule accounts.Odisha mulls facial recognition ATMs-An eastern Indian
state is considering introducing facial recognition on ATMs to prevent
illegal activities.The High Court of the state of Odisha (formerly
Orissa) has directed state authorities to discuss the proposition with
banks, particularly the Reserve Bank.The court issued the direction
after hearing an alleged kidnapping case involving a minor girl. The
girl’s mother had her ATM card used by an unknown man but police were
unable to identify the person from CCTV footage as he was covering his
face, Indian law news website LiveLaw reports.A more common use of
facial recognition-enabled ATMs, however, is skimming, an illegal
practice used by identity thieves to capture bank card information. The
Odisha court noted that introducing biometric surveillance would help
prevent such crimes.Indian banks have been introducing biometric
surveillance in other areas. In October, police in financial and
technology hub Gurgaon advised banks and ATM operators to install facial
recognition surveillance to catch criminals, especially during busy
holiday seasons, The Times of India reported.Australian warns banks
against overcharging-As Australia inches closer to launching a national
digital identity, banks are working on building up the infrastructure
for digital ID-based transactions. According to Government Services
Minister Bill Shorten, however, banks may not be allowed to profit from
these transactions, The Mandarin reports.“I think generally banks are
overcharging. Let’s be honest. Good on Westpac if you’re a shareholder —
they made a $7.6 billion profit. But this is the time of inflation and
mortgage rises,” Shorten said.The minister also indicated that

instance, could be presented to real estate agents, insurance companies,

European Parliament and the Council of the EU have reached an agreement
on a new framework for European digital identity, including regulation
on digital ID wallets.A news release from the European Commission says
this concludes the two legislative bodies’ work to implement results of
the provisional political agreement reached in June around a legal
framework for a trusted and secure digital identity for all
Europeans.Under the new eIDAS 2.0 regulations, the EU Digital Identity
Wallet will have extensive applications across public and private
enterprise, supporting the EU in meeting its 2030 targets for the
digitization of public services. With the full guarantee of EU law,
wallet holders throughout Europe can use their linked digital ID to open
bank accounts and make payments, store digital ID and biometric
documents such as mobile driver’s licenses or professional
certifications, and expedite services in travel, healthcare and other
areas of life. Significantly, the regulation makes it mandatory for
so-called Very Large Online Platforms (Facebook, Google, et al) to
accept the EU Digital ID Wallet for login. The Commission’s release
implies that this is a potential model for smaller companies, for which
the features and specs of the wallet could boost both competitiveness
and compliance.Crucial to the wallet system is the user’s ability to
choose whether or not to share personal data, and what data is shared in
specific cases. In terms of UX, the wallet’s dashboard promises the
ability to monitor transactions and report privacy violations, and to
allow interaction between wallets with consent. E-signature capability
will be free for personal use.Several of these features mark an expanded
scope for the regulation as a result of the trilogue discussions. Other
newly finalized points include the wallet’s business model (free of
charge to all Europeans), validation and authentication mechanisms for
member states, and the status of the wallet’s code, components of which
will be available open-source to try and prevent misuse.Idemia primer
outlines goals and misconceptions-The implementation of a massive new
digital ID system comes with a lot of unknowns. Biometric authentication
and digital ID firm Idemia has published a comprehensive quick guide to
some of the most common questions and concerns surrounding the EU
Digital Identity Wallet. For instance, Idemia clarifies in detail
whether the EU wallet will replace physical and other forms of ID (in
short, no) and covers issues such as security and
interoperability.Although the agreement between the European
co-legislators is set, it still requires endorsement from member states
and formal approval, after which it will be formally published in the
EU’s Official Journal. Twenty days after that, the new EU Digital
Identity framework will become law.

Computer & Communications Industry Association (CCIA) has released
its 2023 State Privacy Landscape Report, reviewing the most recent
legislative session for U.S. states along with predictions for next
year’s advancements in privacy law.Biometrics providers take note: In
2023, over 140 bills pertaining to consumer data privacy have been
introduced across 37 states, while 80 bills were introduced across 33
states last year. The 2023 legislative year also saw a shift from
privacy legislation being enacted in predominantly blue states to the
addition of red states like Indiana, Montana, and Texas.Types of data
privacy legislation-Because the U.S. lacks a comprehensive federal data
privacy framework, states have had to enact their own laws in its
absence. Currently, twelve states have implemented comprehensive
consumer data privacy laws.There is, however, a federal standard for
handling the data of minors. The Children’s Online Privacy Protection
Act set a standard on how children’s data can be used in marketing.
However, tech companies would benefit from having more guidance on how
to comply with these laws. At a minimum, they should include cure
provisions to give companies the opportunity to course correct.States
like Massachusetts, New York, Nevada and Washington have all passed
legislation preventing private entities from collecting biometric
information without informed consent.The report notes that drawing a
hard line on the use of biometric information except in situations where
it is “strictly necessary” could result in consumers being denied
access to products and services that incorporate biometrics.Key states
moving toward privacy legislation-Maryland considered a comprehensive
consumer data privacy bill that would include biometric data protections
but it was not passed. It is expected that conversations will follow
into the 2024 legislative session.Massachusetts has considered multiple
bills to give privacy protections for consumer health data and
geolocation data. These bills received a hearing in June in the Consumer
Protection Committee but have not moved forward in legislation since
then. The state’s legislation tends to be more active in the second
session year, so it is expected that more progress will be made in
2024.Maine considered multiple privacy bills in 2023, including two
related to health data and one focused on biometric data. The Judiciary
Committee has been conducting sessions to decide how to move forward for
2024.

inspector general report evaluating U.S. Defense Department control of
biometric data found room for improvement. Defense officials agreed to
update the department’s biometrics policy.The evaluation, which predates
an October presidential executive order that includes better federal
protection of biometric data, examined accountability practices required
for biometric devices.The devices included biometric automated
toolsets, secure electronic enrollment kits, the Javelin and the
Biosled.Two military commands – Services and combatant — obey DoD and
their own accountability policies procedures for the devices, according
to the report.But some devices didn’t have the ability to encrypt the
data they held. That’s because the Defense Department doesn’t apply
information security standards to them or doesn’t require encryption on
the devices.“Additionally, the DoD did not consistently provide
certification of destruction or sanitization of biometric data when
biometric devices were turned in for disposal,” the report states.The
inspector general recommended updating the relevant device policies.
That includes requiring device owners and custodians to do the
sanitizing and complete sanitization records. Those practices are
inconsistently performed right now.

Entra will be automatically enrolled into Microsoft Entra Conditional
Access so-called “intelligent policy engine.” The engine gives

eruption of Fagradalsfjall and Eyjafjallajokull, an Iceland met office
official said an eruption could see lava spew over the town, but was
less likely to cause the same ash blast.Matthew James Roberts, managing
director of the service and research division, told BBC R4's Today
programme: 'First of all there isn't an ice cap on top and it's not a
stratovolcano so wouldn't be an explosive blast of volcanic ash into the
atmosphere.'This would be a lava-producing volcanic eruption along a
series of fissures and that would be the main hazard.' He added that an
eruption 'that persists for weeks' is possible, meaning roads and other
infrastructure could be 'in harm's way'.Ragga Ágústdóttir, who lives
close to Grindavik, warned the 'town could be destroyed'.'The scenario
on the table now is that it will happen in or just north of the town of
Grindavik. There's no good option here,' she said.Pictures have shown
chasms opening up around the town, with roads wrecked, pavements ripped
apart, and land slipping at a golf course. All roads leading to the town
are reportedly closed, while the roads to Iceland's international
airports in the north of the peninsula remain open.Iceland's former
president, Ólafur Ragnar Grímsson, drew attention to a series of
earthquakes close to the island of Eldey off the Reykjanes peninsula.

X this morning, he said the activity could see an eruption 'on the
seabed, adding a powerful dimension to the uncertainty.'Thorvaldur
Thordarson, professor of volcanology at the University of Iceland, told
state broadcaster RUV at the weekend: 'I don't think it's long before an
eruption, hours or a few days. The chance of an eruption has increased
significantly,' Police evacuated Grindavik after seismic activity in the
area moved south towards the town, with a corridor of magma, or
semi-molten rock, thought to be extending under the community, Iceland's
Meteorological Office said.Locals in the area were given just 15
minutes to return and gather their pets and essentials after they
evacuated their homes.Mr Gunnarsson, a music composer, said: 'At around
four on Friday, (the earthquakes) just started being non-stop. Just
constant big quakes for hours.'First and foremost, the thought that you
might never see your hometown ever again, that's tough.'We all rushed
out of (Grindavik) so quickly, in a matter of hours, so we didn't really
think at the time that might possibly be the last time we see our home,
so that's been difficult.'It's a pretty grim situation at the
moment.'Residents who fled their homes were allowed back 'quickly' to
collect the bare essentials.Civil Defence were awaiting a risk
assessment but were able to let a small number of Grindavík locals back
into their homes.The people were allowed to collect their things for
between fifteen to 30 minutes, accompanied by responders, one street at a
time.Many pets were left behind in the evacuation, so this plan allowed
owners to bring their beloved animals to safety. Ms McLean, an artist,
added that the situation has been 'difficult' for people to
understand.She said: 'I think it's difficult for the residents to really
process that.'I think everyone's still a wee bit shocked and it's not
really sinking in there is a possibility they're not going to be able to
go home.'Ms McLean has urged volcano enthusiasts to avoid the area and
'be respectful' to people whose homes have been affected.She said: 'I
would definitely say there's been quite a lot of people wanting to fly
over (to Iceland), like people that are interested in volcanoes and
lava.'They're trying to keep tourists away because there's been people
already trying to fly drones over the town.'I understand for a lot of
people this is a big spectacle, but these people are losing their homes
potentially, so just to be respectful.' Mr Gunnarsson said the
earthquakes on Friday were the worst he has experienced.He said: 'Not
even the search and rescue are really going (to the town) at the
moment.'The uncertainty is too high and it's ready to pop at any moment,
the eruption.'The Blue Lagoon geothermal spa, one of Iceland's biggest
tourist attractions, said on Thursday it would close until November 16
due to the risk of an eruption.Iceland declared a state of emergency on
Friday after a series of earthquakes rocked the country's southwestern
Reykjanes peninsula, where the capital of Reykjavik is located.The mayor
of Grindavik Fannar Jónasson was giving a live interview to Icelandic
TV when he was interrupted by a tremor.Mr Jónasson was speaking to news
outlet Fréttastofa RÚV on Friday, November 10 when suddenly the camera
began to shake.He stopped mid-sentence and the building in the
background could also be seen shaking.Nearly 800 quakes were recorded
between midnight and 2pm on Friday with the shallowest depth at between
1.86 to 2.18miles, the Icelandic Meteorological Office said.Magma is a
mixture of molten and semi-molten rock found beneath the surface of the
Earth that can cause an eruption when it comes to the surface, becoming
lava.The Civil Protection Agency said: 'Earthquakes may become bigger
than those that have already occurred, and this sequence of events could
lead to an eruption.'However, there are still no signs that the magma
is nearing the surface. Its progress is being closely monitored.'We want
to reiterate that residents MUST evacuate their homes and leave the
town. 'But we also want to reiterate that this is not an emergency
evacuation, there is plenty of time to prepare, secure things and drive
out of town calmly.'It is clear that we are dealing with events that we
Icelanders have not experienced before, at least not since the eruption
in Vestmannaeyjar. We faced that together, we will face this together
and we will not lose heart.'The UK Foreign Office has warned the public
that a volcanic eruption is increasingly likely.The official statement
read: 'Earthquakes and indications of volcanic activity have increased
above normal levels on the Reykjanes peninsula, southwest of
Reykjavik.'The Icelandic authorities continue to monitor the area
closely, particularly the area northwest of Mt Thorbjörn near the
Svartsengi power plant and the Blue Lagoon.'On 10 November, a Civil
Protection Alert was declared after an intense swarm of earthquakes.'The
town of Grindavik was evacuated as a precaution. Some roads have been
closed and visitors are advised to stay away from the area.'Keflavik
International Airport is operating as normal. While there is no current
eruption, it is increasingly possible that one could occur.'Since
airlines and holiday companies will continue as normal, travellers
should not expect to change their plans.But the UK foreign office has
warned travellers that 'no travel can be guaranteed safe'.
