a red pickup truck found in the water near the middle span of
Baltimore's Francis Scott Key Bridge, Maryland State Police said during a
press briefing.The two men were located by divers shortly before 10
a.m. Wednesday, according to Roland Butler Jr., superintendent for
Maryland State Police. The truck was submerged in approximately 25 feet
of water, he said.Since the collapse, crews have been searching the
water for six people who are now presumed dead.The two victims found
Wednesday were identified by police as Alejandro Hernandez Fuentes, 35, a
native of Mexico who lived in Baltimore, and Dorlian Ronial Castillo
Cabrera, 26, a native of Guatemala who lived in Dundalk. They were both
construction workers, authorities said.One was identified by a driver's
license in his pocket and the other by fingerprint, authorities
said.Just hours before the Tuesday morning commute was to get underway,
the crew of a massive cargo ship leaving Baltimore harbor lost
propulsion and control of the vessel, causing it to crash into a support

Maersk spokesperson said.The Dali cargo ship had two deficiencies since
it was built in 2015, according to records from the Electronic Quality
Shipping Information System (Equasis).The most recent deficiency was
given on June 27, 2023, during an inspection in the port of San Antonio,
Chile. The deficiency was for "propulsion and auxiliary machinery"
concerning gauges and thermometers, according to Equasis. The other
deficiency was given in 2016 for "structural conditions" concerning a
damaged hull "impairing seaworthiness."The records show that the last
inspection of the container ship was on Sept. 13, 2023, in New
York.Dramatic security video captured the vessel striking one of the
main support columns holding up the center cantilevered section of the
bridge, causing the span to break apart in several sections and sending
twisted metal into the water onto the bow of the Dali as black smoke
began to pour from the vessel.Multiple vehicles plunged from the bridge
at the time of the collapse, the Baltimore City Fire Department
said.Just minutes before the crash, the video showed traffic flowing on
the bridge, but the traffic almost disappeared before impact.After
reviewing traffic cameras, Maryland transportation officials confirmed
"no vehicles [were] transiting the bridge at the time of the incident,"
according to the latest internal Department of Homeland Security

the document.Had the crash occurred a few hours later at the height of
the morning commute the bridge would have likely been packed with
commuters. The bridge is part of the heavily traveled Interstate 695
linking Baltimore to Washington, D.C. An estimated 11.5 million vehicles
cross the bridge annually, or about 30,000 per day, according to the
Maryland Department of Transportation.The bridge, which opened on March
23, 1977, had just celebrated its 47th anniversary.The crash shut down
the seaport, which serves more than 50 ocean carrier companies whose
vessels make about 1,800 annual visits to the port, according to state

show just how close the Key Bridge collapse came to being an even worse
disaster.The transcripts of the audio from early Tuesday morning show
the police only had a few minutes to shut down the highway as the bridge
was on a collision course.A call goes out just before 1:28
a.m.:Dispatch: "I need one you guys on the south side, one of you guys
on the north side to hold all traffic on the Key Bridge. There's a ship
approaching, it just lost their steering, so until you get that under
control, we got to stop all traffic."An officer reports that he stops
all the outer-loop traffic from entering the bridge shortly after 1:28
a.m.:Officer: "I'm holding traffic now. I was driving but we stopped
prior to the bridge so I'll have all outer-loop traffic stopped."Shortly
after that call, an officer asks about the construction crew on the
bridge.Dispatch: "Is there a crew work on the bridge? ... There's a crew
up there. You might want to notify whoever the foreman is, see if we
can get them off the bridge temporarily."Just before 1:29 a.m., an
officer declares the inner-loop of the beltway closed and says he will
check on the crew.Officer: "All inter-loop traffic is stopped at this
time ... Once you get here, I'll go grab the workers on the Key
Bridge."Less than 20 seconds later, the initial call of the collapse
comes in.Officer: "C-13 dispatch. THE WHOLE BRIDGE JUST FELL DOWN, start
whoever, everybody, THE WHOLE BRIDGE JUST COLLAPSED!"Another officer
would confirm the collapse, and dispatch attempts to confirm if traffic
was stopped. Officer: "That is correct."Dispatch: "Do we know if all
traffic was stopped?"Officer: "I can't get to the other side; the bridge
is down. We're going to have to get somebody on the other side, Anne
Arundel County, MSP, to get up here and stop traffic coming north down
on the Key Bridge."

ELLIOTT, HOST:The collapse of Baltimore's Francis Scott Key Bridge is
raising a variety of issues, from the safety of critical infrastructure
and the impact on supply chains to the challenge of reconstruction.
Joining us to discuss these issues is the U.S. Secretary of
Transportation, Pete Buttigieg. Secretary, thank you for joining us.PETE
BUTTIGIEG: Good morning. Thank you for having me.ELLIOTT: So by now,
many of us have seen the dramatic images of the Key Bridge collapsing
into the river below. What can you tell us about the investigation into
what happened? BUTTIGIEG: Well, as you said, the country has seen the
images. I can't describe to you what it was like to be at the water's
edge, looking at the proportions of that wreckage. And first and
foremost, our thoughts are with the families of those who lost their
lives. The Coast Guard and NTSB are independently investigating, and I
can't speak to any details of the investigation.What I can say is that
going forward, we need to do everything to help Maryland rebuild that
bridge and reopen that port. And that's what the president has
committed. And it's what I emphasized as I spent time yesterday with
Governor Wes Moore, who is providing outstanding leadership with
compassion as well as clarity here. This port is the top vehicle
handling port in the United States. There are other ports on the East
Coast, but nothing like it in terms of its capacity. So this presents an
immediate supply chain challenge until we can get that channel back up
and running. And of course, the bridge is something about 30,000
vehicles depend on every day. So we're marshaling all of the federal
resources that we can bring together to help Maryland get that bridge
back up.ELLIOTT: You know, President Biden has said the federal
government will pay for the entire cost of reconstructing the bridge and
that he expects Congress to support that. Given how sharply divided
Congress is, particularly in this election year, is that a realistic
promise? BUTTIGIEG: I think, look, the president's hope and expectation
is that this will be a bipartisan issue, and there are some things that
just can't get caught up in left and right, Democrat and Republican.
This deserves to be one of them. And if that sounds optimistic or naive,
I would point out that the infrastructure package itself is something
that passed with bipartisan support. And there's a reason why the single
biggest category in that whole package was roads and bridges. If that
was possible in 2021, then I believe it's possible in 2024. We're
already mobilizing all of the resources we can put together short of
what requires an act of Congress. But for anything that does require an
act of Congress, we're going to be appealing to members of both parties
to make sure the funding is in place. Again, this isn't just for
Baltimore. The whole country counts on the shipping that goes through
that port. And that 695 bridge connection is important to the entire
region as well.ELLIOTT: Do you have a timeline for how long
reconstruction might take? We spoke with a civil engineering professor,
Ben Schafer, earlier today, and he said it could take years.BUTTIGIEG:
Well, the original bridge took about five years to build, but we want to
do everything possible to make sure this takes place as quickly as
possible. There is no exact precedent for this. There was the Minnesota
bridge collapse. That was not because it was struck by anything. It
collapsed because of design issues in 2007. That one took about 14
months to reconstruct. But again, it's too soon to know how similar or
how different the engineering challenges are going to be. What we do
know is that in addition to the project of getting that bridge back up
and running, we can't wait for the bridge work to be complete to see
that channel reopen. There are vessels that are stuck inside right now,
and there's an enormous amount of traffic that goes through there that's
really important to the entire economy.ELLIOTT: We only have about 30
seconds left. Does this accident have the administration looking at new
ways to secure America's critical infrastructure? BUTTIGIEG: Well, one
thing we're paying a lot of attention to right now is resilience. That's
another feature of President Biden's infrastructure package - the first
time ever that we've had a dedicated program to make our infrastructure
more resilient, whether we're talking about issues like this, seismic
issues - we're retrofitting bridges around the country to be better
withstanding earthquakes or climate issues. And that will continue to be
a focus going forward.ELLIOTT: Secretary of Transportation Pete
