Peru declares state of emergency in capital over extortion killings.

Lima, March 17 (AFP) Mar 17, 2025-Peru announced a state of emergency late Sunday in the capital Lima over a wave of killings linked to extortion.The move came after singer Paul Flores was shot dead by hitmen who attacked a bus he was riding with bandmates as they left a concert outside Lima.The musicians had been threatened by a criminal gang who attempted to extort money from them, their representatives said."It has been ordered that in the coming hours, a state of emergency be decreed throughout the province of Lima and the Constitutional province of Callao," Gustavo Adrianzen, head of the ministerial cabinet, posted on X.While extortion is a problem across Latin America, it has taken on alarming proportions in Peru -- a phenomenon blamed partly on criminal gangs such as Venezuela's Tren de Aragua which operates in several Latin American countries.Since January, more than 400 murders have been reported, according to local media.Peru declared a state of emergency in parts of the capital last year and deployed the military in response to a spate of murders of bus drivers blamed on the racketeering pandemic.

Israel police and Shin Bet agents foiled a plot by an Arab Israeli to carry out a shooting terror attack in the Old City of Jerusalem during the Muslim holy month of Ramadan, it was announced Sunday.The suspect, identified as 24-year-old Uday Mobarsham, a resident of the village of Makr in the north, was detained in February after he purchased a homemade rifle and began training with it.During his interrogation, he said he planned to open fire on police officers or Jewish Israelis near the Old City’s Damascus Gate.The Haifa District Attorney’s Office filed an indictment against Mobarsham, charging him with security offenses. He is currently in detention.Per the indictment, the would-be attacker underwent a religious revival in 2022, in which he became engrossed with Salafist ideology and started consuming Hamas and ISIS-related content online.Mobarsham began seriously considering carrying out a terror attack after the Hamas-led onslaught on October 7, 2023, expressing his desire to do so in writing. “Ramadan is coming, brother. The war is at the door,” he apparently wrote to his friend in February 2024, a year prior to his arrest.Before police arrested him on February 11, Mobarsham passed his gun along to his brother, Adham, telling him to hide it somewhere far from their family home.Police found the gun in Adham’s possession and arrested him also. The main suspect apparently tried to recruit several others in his terror plot, whom police also detained for questioning.Prosecutors charged Mobarsham’s brother with possessing an illegal weapon, a criminal offense, on Friday.“Foiling this attack was significant, given that we assess that if his plan had been carried out during Ramadan it could have undermined the quiet and led to a dangerous escalation in the Jerusalem area during a period of high security tensions,” a Shin Bet source said.Police have kept Jerusalem’s Old City under tight watch during Ramadan, especially in light of tensions surrounding the Gaza war.The site is the holiest place in Judaism, where two biblical Temples once stood, and the Al-Aqsa Mosque is the third-holiest shrine in Islam, making the site a perennial flashpoint of the Israeli-Palestinian conflict.Ahead of Ramadan in February, the Hamas terror group called on Palestinian Muslims in the West Bank and East Jerusalem, as well as Arab Israelis, to travel to the Temple Mount in large numbers and oppose what it said were attempts by Israel to “desecrate and control” the site using “any means.”

A man said to be a retired colonel in the Iranian air force urged Prime Minister Benjamin Netanyahu to facilitate a coup by striking the home of Iran’s Supreme Leader Ali Khamenei, in an interview with Israel’s Channel 12 broadcast on Saturday.“Netanyahu needs to order an attack on Khamenei’s home,” the man said.“And we, the military can take over sensitive political centers and officially announce Iran’s freedom and friendship with Israel,” he added.The man — whose face was blurred and who used the pseudonym Arash — also claimed 95 percent of Iranians were pleased with the IDF’s retaliatory strikes on military sites in the Islamic Republic, which he said has “taken us, the people, hostage.”The man said Iranians “have this kind of wish that Israel will go further” than it had in the April and October retaliatory strikes “so that the nation will be emboldened and take to the streets.”“They themselves will cut [the regime’s] roots from the country,” he added, noting the weakening of Iran’s air defenses and its regional proxies.Also speaking to Channel 12, a man said to have been a cleric in the Islamic Revolutionary Guard Corps — which is separate from the military and answers directly to Khamenei — urged Israel to attack Iran.“I don’t see Israel as criminal. Now we expect something in return — that you lend us a hand of friendship, that the power of the Israeli army come to help the Iranian nation.”Arash and Javad were both said to be speaking to Israel’s Channel 12 from inside Iran — an exceptional feat, given the country’s tight censorship and its leaders’ open commitment to destroy Israel.As part of that cause, Iran supports an “Axis of Resistance” network of regional proxies, which includes Lebanon’s Hezbollah, Gaza’s Hamas and Yemen’s Houthi rebels.Arash said he had been forced to resign from the military after he refused to help train Hamas in guerrilla tactics and urban warfare. I can even say that 60% of soldiers in the IRGC hate it.”Javad, a former IRGC mullah, said, “The military generally comprises the lower classes, so they have negative thoughts about the regime, compared with the IRGC.”Javad also reported that the IRGC was “shocked” by Israel’s assassination of Hamas chief Ismail Haniyeh at a Guard guesthouse in Tehran in July.“You can see the IRGC didn’t put out a statement,” he said.He also noted that the IRGC “has lost a very strong front in Syria” when Iran-backed President Bashar al-Assad was deposed in December. “That front has fallen to Israel’s hands. Now, the Syrian regime is attacking Lebanon on behalf of Israel’s interests. And that was a very fatal blow.”According to Channel 12, Javad had become recently disillusioned with the Islamic Republic after the regime harassed him over a personal matter. The falling-out was said to have cost Javad his religious privileges and hurt his social status.“I’m a Shiite, and until this incident, there have been many videos of me taking part in rallies and such,” he said. “But I’m happy my mind has opened up. I consider them enemies, those who say Israel… is corrupt, when they themselves are corrupt.”“The corruption at the top has doubled,” he said. “The corruption and prostitution in Iran have doubled.”He proceeded to illustrate his compatriots’ discontent with their government’s generous support for Palestinian terror groups even as Iranians suffer from international sanctions on their economy.“I was in Tehran on a mission,” he said. “One of the IRGC kids said, jokingly, ‘death to Palestine,’ and we all laughed.”“Even so,” Javad added, “he knew that if he really wanted to say something tomorrow… [the regime] will easily assassinate him.”The interviews were broadcast as the US struck Houthi targets in Yemen and warned Iran to stop supporting the rebels, who have threatened to resume attacks on Red Sea shipping and Israel. The explosion Saturday came as Syrians commemorated the 14th anniversary of the protests that led to the ouster in December of Syria’s Iran-backed President Bashar Al-Assad, who crushed the uprising, sparking the civil war.

Residents and the White Helmets said the explosion occurred in a metal scrap storage space on the ground floor of the four-story building. Hundreds of mostly Venezuelan alleged gang members were deported from the United States to a prison in El Salvador on Sunday, with the Trump administration invoking wartime powers to speed up removals despite a court ruling halting the move.In the latest dramatic showdown between the White House and the judiciary, a federal judge temporarily blocked the administration’s ability to use the centuries-old Alien Enemies Act on Saturday evening, and verbally ordered any planes in the air carrying some of those migrants to turn back to the US.US District Judge James Boasberg said the temporary restraining order will remain in effect for 14 days “or until further order of the court.” One person familiar with the matter said the planes were already in the air at the time of the judge’s ruling.“Particularly given the plaintiffs’ information, unrebutted by the government, that flights are actively departing and planning to depart, I do not believe that I’m able to wait any longer,” said US District Judge James Boasberg during the hearing. “Any plane containing these folks that is going to take off or is in the air needs to be returned to the United States.”But on Sunday night, President Donald Trump defended his use of the Act, telling reporters on board Air Force One: “I can tell you this, these were bad people. Paris (AFP) Mar 16, 2025-Frightened by the prospect of US security disengagement and three years of Moscow's war against Ukraine, European countries are debating reinstating compulsory military service to boost their defences in the face of Russian aggression.Russian leader Vladimir Putin's invasion of Ukraine in 2022 caught Europe off guard, and fears about the strength of NATO surged further after US President Donald Trump upended the transatlantic alliance, saying Europe must take care of its own security.Both military analysts and European governments acknowledge that the threat of Russian aggression is real, today even more so than three years ago."The Russian military today is larger and better than on February 24, 2022. The Russians have hostile intent against the Baltic states and the EU's eastern flank," said Alexandr Burilkov, a researcher at the Institute of Political Science (IPW) at Heidelberg University.According to a study Burilkov co-authored for think tank Bruegel and the Kiel Institute, Europe could need 300,000 more troops to deter Russian aggression, in addition to 1.47 million active-duty military personnel."Conscription would have to play a role in any such large numbers of new troops," he said.From Paris to Warsaw, leaders have been looking to boost defence spending in the face of US threats to withdraw its European security guarantees.But many countries, including France and Britain, have struggled with recruiting and retaining troops.
