In the 1987 classic film "RoboCop," the deceased Detroit cop Alex Murphy is reborn as a cyborg. He has a robotic body and a full brain-computer interface that allows him to control his movements with his mind. He can access online information such as suspects' faces, use artificial intelligence (AI) to help detect threats, and his human memories have been integrated with those from a machine.It is remarkable to think that the movie's key mechanical robotic technologies have almost now been accomplished by the likes of Boston Dynamics' running, jumping Atlas and Kawasaki's new four-legged Corleo. Similarly, we are seeing robotic exoskeletons that enable paralyzed patients to do things like walking and climbing stairs by responding to their gestures.Developers have lagged behind when it comes to building an interface in which the brain's electrical pulses can communicate with an external device. This too is changing, however.In the latest breakthrough, a research team based at the University of California has unveiled a brain implant that enabled a woman with paralysis to livestream her thoughts via AI into a synthetic voice with just a three-second delay.The concept of an interface between neurons and machines goes back much further than RoboCop. In the 18th century, an Italian physician named Luigi Galvani discovered that when electricity is passed through certain nerves in a frog's leg, it would twitch. This paved the way for the whole study of electrophysiology, which looks at how electrical signals affect organisms.The initial modern research on brain-computer interfaces started in the late 1960s, with the American neuroscientist Eberhard Fetz hooking up monkeys' brains to electrodes and showing that they could move a meter needle. Yet if this demonstrated some exciting potential, the human brain proved too complex for this field to advance quickly.The brain is continually thinking, learning, memorizing, recognizing patterns and decoding sensory signals—not to mention coordinating and moving our bodies. It runs on about 86 billion neurons with trillions of connections which process, adapt and evolve continuously in what is called neuroplasticity. In other words, there's a great deal to figure out.Much of the recent progress has been based on advances in our ability to map the brain, identifying the various regions and their activities. A range of technologies can produce insightful images of the brain (including functional magnetic resonance imaging (fMRI) and positron emission tomography (PET)), while others monitor certain kinds of activity (including electroencephalography (EEG) and the more invasive electrocortigraphy (ECoG)).These techniques have helped researchers to build some incredible devices, including wheelchairs and prosthetics that can be controlled by the mind.But whereas these are typically controlled with an external interface like an EEG headset, chip implants are very much the new frontier. They have been enabled by advances in AI chips and micro electrodes, as well as the deep learning neural networks that power today's AI technology. This allows for faster data analysis and pattern recognition, which together with the more precise brain signals that can be acquired using implants, have made it possible to create applications that run virtually in real time.For instance, the new University of California implant relies on ECoG, a technique developed in the early 2000s that captures patterns directly from a thin sheet of electrodes placed directly on the cortical surface of someone's brain.In their case, the complex patterns picked up by the implant of 253 high-density electrodes are processed using deep learning to produce a matrix of data from which it's possible to decode whatever words the user is thinking. This improves on previous models that could only create synthetic speech after the user had finished a sentence.Elon Musk's Neuralink has been able to get patients to control a computer cursor using similar techniques. However, it's also worth emphasizing that deep learning neural networks are enabling more sophisticated devices that rely on other forms of brain monitoring.Our research team at Nottingham Trent University has developed an affordable brainwave reader using off-the-shelf parts that enables patients who are suffering from conditions like completely locked-in syndrome (CLIS) or motor neuron disease (MND) to be able to answer "yes" or "no" to questions. There's also the potential to control a computer mouse using the same technology.The future-The progress in AI, chip fabrication and biomedical tech that enabled these developments is expected to continue in the coming years, which should mean that brain-computer interfaces keep improving.In the next ten years, we can expect more technologies that provide disabled people with independence by helping them to move and communicate more easily. This entails improved versions of the technologies that are already emerging, including exoskeletons, mind-controlled prosthetics and implants that move from controlling cursors to fully controlling computers or other machines. In all cases, it will be a question of balancing our increasing ability to interpret high-quality brain data with invasiveness, safety and costs.It is still more in the medium to long term that I would expect to see many of the capabilities of a RoboCop, including planted memories and built-in trained skills supported with internet connectivity. We can also expect to see high-speed communication between people via "brain Bluetooth."It should be similarly possible to create a Six Million Dollar Man, with enhanced vision, hearing and strength, by implanting the right sensors and linking the right components to convert neuron signals into action (actuators). No doubt applications will also emerge as our understanding of brain functionality increases that haven't been thought of yet.Clearly, it will soon become impossible to keep deferring ethical considerations. Could our brains be hacked, and memories be planted or deleted? Could our emotions be controlled? Will the day come when we need to update our brain software and press restart? With every step forward, questions like these become ever more pressing. The major technological obstacles have essentially been cleared out of the way. It's time to start thinking about to what extent we want to integrate these technologies into society. The sooner the better.

STANDARDBRED CANADA HAS BEEN PUTTING MICRCHIP IMPLANTS INSIDE EVERY RACE HORSE SINCE 2021.(GET READY SUCKER LIBERALS YOUR NEXT)

Microchipping Guideline, Policy and Regulation-Standardbred Canada (“SC”) is the breed registry for all standardbred horses in Canada and is incorporated under the Animal Pedigree Act.

MANDATE-Promoting and protecting the Standardbred breed and the persons who breed, own or race Standardbred horses through: a) the registration and identification of Standardbred horses and the keeping of pedigrees; b) the maintenance, preservation and dissemination of records regarding the breeding and racing of Standardbred horses; c) the promotion of harness racing and Standardbred horses.

BACKGROUND INFORMATION • In order to be registered, standardbred horses must be properly identified by a SC identification technician. Currently this includes physical identification, including notation of colour and markings, parentage verification by DNA testing, and freeze branding;• The present practise is for SC technicians to simultaneously collect a DNA sample, note colour and markings, and apply a freeze brand; • Canadian equine organizations, as well as the international standardbred industry, are moving to a system of identifying horses by microchip rather than freeze branding. SC’s board of directors has now approved the use of microchipping in place of freeze-branding for horses that are to be registered.

BASIC PRINCIPLES-• To maintain the integrity of the SC breed registry by improving the identification and traceability of standardbred horses with new technology. • Tracking of animal disease for the welfare of the animal- • Easy identification for importing and exporting overseas • Maximum verification and recovery in the event of the animal being lost or going across the border • Procedure is quick, easy and non dramatic for the animal.

PROCESS • SC identification technicians are fully trained to microchip horses; • SC will provide to its trained technicians the Home Again Universal World Scan Reader Plus by Merck Animal Health, with Bluetooth availability; • The Home Again TempScan microchip will be purchased and distributed to its technicians by SC; • The microchip will be implanted in the nuchal ligament, at the middle of the left side of the neck just below the mane; • Steps for microchipping and identification:- Scan the nose and neck of the horse to ensure that a microchip was not previously implanted - clip the horse's hair, clean the area with alcohol, and then insert the microchip into the ligament; - Scan the neck of the horse to ensure that the microchip was implanted; - Pull hair sample out of the tale or mane of the horse and apply to DNA kit- Complete the identification report with colour, sex and markings of the horse.

POLICY-Standardbred Canada By-Laws are approved by the Ministry of Agriculture and Agri-Food Canada pursuant to the Animal Pedigree Act. By-Law # 2 and Regulation # 2 refer to the Canadian Standardbred Stud Book.

REGISTRATION-The following must be received by the Association before a horse will be granted registration:(a) An application on the prescribed form completed by the owner or authorized agent with the registration fee (b) The Confirmation of Service provided by the stallion owner/lessee(c) An identification report from an identification technician approved by the Association (d) Confirmation of parentage verification from the testing facility approved by the Association-The Standardbred Canada technician who identifies the horse shall, at that time, draw the sample required for DNA testing and shall submit that sample to the approved testing facility for parentage verification.

IDENTIFICATION-The Breeders Committee shall establish regulations for the proper identification of a horse by physical identification and genetic identification.(a) In the case of physical identification, the Committee shall have regard to lip tattooing, freeze branding, microchipping, and distinguishing marks, as well as such other physical characteristics that are consistent with positive identification.(b) In the case of genetic identification, the Committee shall have regard to blood typing, DNA segregation and other proven genetic tests that are consistent with positive identification. No person, other than a technician authorized by the Association, shall place or attempt to place a permanent identification on a horse to be registered by the Association.If it is determined that a horse is not properly identified, the horse shall not be permitted to race at a meet sanctioned by the Association and its progeny shall not be registered by the Association.

REGULATION # 2-2. Identification of Horses-(a) All horses shall be identified by a permanent mark in the form of a lip tattoo or freeze brand with registration numbers that have been assigned by the Association or the United States Trotting Association; provided that, effective in 2019 and thereafter, all horses shall be identified with a microchip applied by a Standardbred Canada identification technician.(b) By 2022, all horses racing in Canada will require to be microchipped.(c) The identity of a horse to be freeze branded or microchipped shall be certified by the owner or his authorized agent on the Association’s prescribed form. At the time that a horse is freeze branded or microchipped, the technician shall take a sample of the horse’s hair or other material for DNA testing.The technician may refuse to freeze-brand or microchip a horse if he/she is not able to positively identify it.(d) When an appointment has been made with the Standardbred Canada technician, the owner or the person caring for a horse to be identified shall assist the technician by providing a well lit working area, and the assistance of such attendants as may be required. An administration fee will be assessed for appointments cancelled without good cause with less than 48 hours notice.(e) An administration fee maybe assessed when an appointment to have the technician identify a foal is cancelled at the last minute without good cause.(f) The Registrar may rescind the registration of a horse if DNA testing of the sample taken by the technician does not result in DNA positive identification.

Europe wants to take back control over its microchip supply. But as EU Commissioner Thierry Breton cobbles together a multibillion-euro plan for the industry, he's coming up against a wall of skepticism from local tech players.Their main gripe? He's thinking too big.Breton's push comes as the EU faces a critical supply crunch on microchips needed to fuel the bloc's automotive, cloud computing and telecom industries. At present, carmakers Ford, Jaguar Land Rover, Daimler, BMW, Peugeot and Volkswagen are all reporting stoppages due to a lack of semiconductors crucial for modern connected cars.Squeezed between Asian producers of chips and American suppliers of chip technology, the bloc is determined to retool its own supply chains to feed local industry and move toward a larger goal of "technological sovereignty" — or independence from foreign tech giants.For Breton, who got discussions rolling with industrial players last year, reshoring microchip manufacturing is crucial at a time of growing tension between China and the United States. "We are entering a turbulent era," he told POLITICO in an interview. "We cannot be taken hostage in any kind of way."Automakers back his effort to boost production of chips, arguing it will help avoid such crippling problems in future.The trouble is with the scale of the Frenchman's ambitions, and the need to act quickly.Breton, a former tech CEO, insists that Europe should give itself the means to make ultra-sophisticated chips for smartphones, cloud computing and artificial intelligence. "Europe must have this ambition," he said, referring to plans to produce 2-nanometer chips — the industry's most advanced target — by 2030.Europe's semiconductor players beg to differ. Interviews with half a dozen sector executives and correspondence between Europe's leading chip companies and the European Commission reveal a dearth of appetite for such 2-nanometer chips.Pouring billions of euros into cutting-edge chip-making would take away funding for less-advanced chips of 10-22 nanometers and higher, which is in fact Europe's bottleneck today, they say. Many also cast doubts over Europe's ability to reach the 2-nanometer target, pointing out that few places in the world have managed to achieve this feat — and Europe is decades behind."Wanting to build a factory for 2-nanometer chips in Europe is the same as saying you want to build a rocket to send people the moon," the Chief Executive Officer of Dutch chip printing giant ASML Peter Wennink said in an interview. Like many of his peers, Wennink instead called for Europe's governments to support a factory that would produce older generations of chips that would directly serve their automobile and health care industries.The matter is now coming to a head.Breton wants to gather the chief executives of Europe's top chip companies in May to launch an industrial alliance of leading players. Members would have to sign a pledge on how they want to invest research money. In exchange, they can count on support from the EU and member countries, which are preparing funding as part of pandemic recovery programs and industrial plans.Yet before any of that can happen, there needs to be agreement on ambitions.Less is more-Ratcheting up the tension further is the geopolitical situation in Asia.Much of the world is dependent on Taiwan and its dominant chip manufacturer, TSMC, to supply chips. But the island nation faces supply chain shocks and growing concerns about possible Chinese intervention — concerns that have accelerated U.S. plans to get TSMC and competitors to set up shop on U.S. soil too.Like the U.S., Europe wants to reshore part of the manufacturing, including in a cutting-edge factory, or "fab," on the Continent.To do that, Breton would need to get one of the world's top three manufacturers — TSMC, the U.S.'s Intel or South Korea's Samsung — to invest roughly €20 billion in a new foundry.The French commissioner is meeting with Intel’s new Chief Executive Officer Pat Gelsinger on Friday to discuss the idea. He has a videoconference with Taiwan’s industry giant TSMC's chief representative in Europe planned for the same day. Separately, the Commission is lining up new funds for the sector, some of it drawn from the bloc's €672-billion-euro recovery chest. One option is to funnel money via a new so-called Important Project of Common European Interest (IPCEI), a project by a group of capitals to invest public money in a specific, strategic technology.But, Breton said, "We cannot finance a factory if it is without innovation." A lower-end factory would not be eligible for IPCEI funding, he added.Europe's pole position-Industry leaders aren't convinced. Correspondence obtained by POLITICO via an access-to-documents request showed Europe's microchip companies want Breton to focus instead on supporting other parts of the chips supply chain — chip designers, production equipment makers and others — and building capacity for production of mid-range chips.This would play to Europe's strengths, they said, instead of funding firms from outside the bloc."We have to strengthen our strengths and grow new competencies evolutionary around these," Infineon's chief executive officer wrote to Breton in January.Companies involved in the Commission's "industry alliance" planning include NXP (based in the Netherlands), ST (French-Italian), Infineon (German), Bosch (German), research institutes Fraunhofer (Germany), Imec (Belgium) and CEA-Leti (France) and Dutch chip printing giant ASML.Throughout their conversations with the Commission, industry officials stressed the need to invest where Europe can win the global race for technology."Microelectronics has been identified as a strategic sector for the EU. This does not mean, however, that Europe needs to cover the entire microelectronics value chain. It should rather focus on those areas where a "pole position" has already been obtained," the CEOs of ASML and research institute Imec wrote to the commissioner in January.The companies are working with EU officials to finalize a "technology roadmap" that will define where Europe would invest public money. In total, the EU wants to drum up joint public-private funding for industry that matches the €20 billion-30 billion investments plans that have been launched in the U.S. and China.Part of the money would likely go to scaling up companies that do chip design, an area still heavily dominated by U.S. players. Other funds will support Europe's share in manufacturing lower-end chips without the intervention of foreign leaders like TSMC, Intel and Samsung — something Europe's car sector is craving.But Breton is adament to push ahead with his plan for a cutting-edge factory, too."The whole discussion that Breton has put forward is a necessary one," one European industry executive said, requesting not to be named because of the ongoing EU discussions. "But we shouldn't get distracted by the goal of the next decade, to fix the current decade."In the meantime, automakers are left hanging amid a worsening global shortage.
