Israel was expected Thursday to approve a phased plan to conquer vast new areas of the Gaza Strip, potentially over five months, newly displacing around a million Palestinians and despite warnings from top military officials that this would endanger the lives of hostages being held in those areas, according to various Hebrew media reports Wednesday.The plan is reportedly aimed at destroying what remains of the Hamas terror group and pressuring it to free the 50 hostages it is still holding, around 20 of them alive, after recent talks for a deal broke down. It would begin with taking over Gaza City and camps in the central Strip, driving around half of the enclave’s population southward toward the Mawasi humanitarian zone.Despite a few ministers potentially opposing the plan, multiple reports said Prime Minister Benjamin Netanyahu would likely secure a majority within the high-level security cabinet to support the plan when it convenes at 6 p.m. Thursday.During a three-hour security discussion among a smaller group on Tuesday, Netanyahu was presented with several options for continued military operations in the Gaza Strip by IDF Chief of Staff Lt. Gen. Eyal Zamir.The plan’s reported content-The plan reportedly focuses initially on seizing Gaza City and expanding aid distribution centers in coordination with the United States.According to Channel 12 news, in the plan’s first phase, Israel would issue an evacuation notice to the residents of Gaza City — estimated to number around 1 million people, roughly half the Strip’s population — to allow time for the establishment of civilian infrastructure in central Gaza, including hospitals and camps for evacuees. This phase is expected to last several weeks.Israel would then launch a military offensive in the second phase, during which US President Donald Trump is expected to deliver a speech announcing the acceleration of humanitarian aid in coordination with Israel, the report continued.US Ambassador to Israel Mike Huckabee told Bloomberg News Wednesday that there was a push to quickly add 12 aid sites to the four currently operated by the Israel- and US-backed Gaza Humanitarian Foundation.“A quadrupling over two months, if possible. Prime Minister Benjamin Netanyahu met with senior security officials on Tuesday to hammer out Gaza war plans, and reportedly came out in favor of the military taking control of the entire enclave, even if it meant that the remaining hostages could be harmed or executed by Hamas.The meeting came amid multiple reports of rising tensions between the prime minister and IDF Chief of Staff Lt. Gen. Eyal Zamir over the prospect of Israeli forces fully occupying the enclave.The Prime Minister’s Office said in a brief statement that Netanyahu “held a limited security discussion today that lasted about 3 hours, in which the chief of staff presented the options for continuing the campaign in Gaza.”“The IDF is prepared to implement any decision made by the security cabinet,” the statement added, an apparent reference to reported opposition from the IDF chief to plans to reoccupy Gaza, following the apparent breakdown of hostage-ceasefire talks with Hamas in recent weeks.The meeting aimed to finalize a plan to present to a broader cabinet session later this week, according to reports in multiple Hebrew outlets.Others attending Tuesday’s meeting included Defense Minister Israel Katz, Strategic Affairs Minister Ron Dermer and IDF Operations Directorate head Maj. Police have banned Jerusalem’s top Muslim cleric from entering the Temple Mount compound for six months over a recent sermon, according to his attorney.Muhammad Ahmad Hussein, the grand mufti of Jerusalem, will be prevented from entering the holy site, known to Muslims as the Al-Aqsa Mosque compound, until January 2026, lawyer Khaldoun Najem told AFP.He was barred over a Friday sermon he gave at Al-Aqsa in late July, which Najem contended “contained nothing inappropriate.”The Palestinian Authority’s official news agency WAFA said the sermon had focused on deteriorating conditions in Gaza and featured claims that Israel is pursuing a policy of starvation in the war-torn territory amid the ongoing war, sparked by Hamas’s October 7, 2023, massacre.Police had already issued an eight-day ban against Hussein following that sermon, according to the outlet.Najem said police “did not interrogate” or hold a hearing for the mufti prior to the decision.Police did not respond to a request for comment by The Times of Israel.The Temple Mount is Judaism’s holiest site, and its Al-Aqsa Mosque is Islam’s third-holiest site and a frequent rallying point for Palestinian nationalists, making it a frequent flashpoint for tensions between Israelis and Palestinians.Earlier this month, National Security Minister Itamar Ben Gvir led morning prayers on the Temple Mount during the Jewish fast day of Tisha B’Av—a contentious move that violated a long-standing, vague status quo governing the site, which is administered by a Jordanian religious trust, with the Israel Police in charge of security.A growing number of right-wing Israeli Jews have been protesting the ban on Jewish prayer, viewing it as religious discrimination and urging the government to permit it and allow Jews greater access. Slovenia on Wednesday announced a ban on imports of goods from settlements in the West Bank, in a “symbolic measure” designed to ratchet up diplomatic pressure over the war in Gaza.Slovenia’s government has frequently criticized Israel over the conflict, and last year moved to recognize a Palestinian state as part of efforts to end the war against Hamas in Gaza as soon as possible.“The actions of the Israeli government… constitute serious and repeated violations of international humanitarian law,” the Slovenian government said in a statement on Wednesday.Slovenia “cannot and must not be part of a chain that enables or overlooks” such violations, which it said includes the “construction of illegal settlements, expropriations, the forced evictions of the Palestinian population.”The Slovenian government thus decided to “ban imports of goods originating from Israeli illegal settlements.”Its latest move represents a “clear reaction to the Israeli government’s policy, which… undermines the possibilities for lasting peace and a two-state solution.”“While symbolic,” the ban “is a necessary response to the ongoing humanitarian and security situation in Gaza,” Slovenia’s Foreign Minister Tanja Fajon said of the measure.The government said it was also examining a ban on exports of goods from Slovenia “destined for (the) illegal settlements,” saying that it would then “decide on further measures.”According to the STA news agency, citing a government statement from January, Slovenia did not import any goods from Israeli settlements in 2022 and 2024, respectively.In 2023, imports amounted to some 2,000 euros.Slovenia announced it would ban all weapons trade with Israel over the war in Gaza, in what it said is a first by a European Union nation.Early in July, Slovenia was the first EU country to ban two far-right Israeli ministers, Itamar Ben Gvir and Bezalel Smotrich, from entering the country.It declared both Israelis “persona non grata,” accusing them of inciting “extreme violence and serious violations of the human rights of Palestinians” with “their genocidal statements.”In June 2024, Slovenia’s parliament passed a decree recognizing Palestinian statehood, following in the steps of Ireland, Norway, and Spain, in moves partly fueled by condemnation of Israel’s bombing of Gaza after the October 7, 2023, Hamas massacre on southern Israel that sparked the war.Norway fund’s ethic watchdog scrutinizes Israel investmentsAlso Wednesday, the ethics watchdog for Norway’s $1.9 trillion sovereign wealth fund, the world’s largest, said it should have considered whether a company that services Israel’s fighter jets ought to be assessed for possible divestment.The influential fund’s holdings in Israel — nearly $2 billion of shares in 65 companies at the end of 2024 — have been under greater scrutiny since the war began, with pro-Palestinian, anti-Israel activists globally calling for Israel to be shunned.The Norwegian fund has sold stakes in an Israeli energy company and a telecoms group in the last year, and its ethics council has said it is reviewing whether to recommend divesting holdings in five Israeli banks.On Monday, Aftenposten daily said the fund had built a stake in 2023-24 in Israeli jet engine group Bet Shemesh Engines that provides services to the armed forces, including the maintenance of fighter jets.Norway’s government ordered a review of the fund’s portfolio on Tuesday to ensure that Israeli companies contributing to activities in the West Bank or the war in Gaza were excluded.It gave 15 days to the watchdog, called the Council on Ethics, and the fund’s operator, Norges Bank Investment Management (NBIM), to report back.The Council on Ethics said it had assessed sellers of aero engines, including Bet Shemesh, some time ago, in relation to a guideline about companies selling weapons to states that use them in violation of conflict norms.The firm’s activities were assessed not to be within that scope, Aslak Skancke, chief adviser to the council, told Reuters. Almost nine out of every 10 UN trucks that entered Gaza with humanitarian aid over the last several months were looted — either by hungry Gazans or by armed groups — before reaching their destination, according to United Nations statistics.The figures were released amid a push by Israel and allies to surge humanitarian aid into the enclave, including through ten-hour daily pauses in combat operations in parts of the Strip, airdropping operations, and new corridors on the ground for aid’s distribution.Israel denies any policy to deprive Gazans of food and blames the UN and other groups on the ground for failing to effectively distribute the aid that’s entered the Strip; still, Jerusalem acknowledges that many Gazan civilians face hunger, some twenty-two months into Israel’s ongoing war to defeat the Hamas terror group and free the hostages it took captive on October 7, 2023.Since the May resumption of humanitarian aid deliveries to Gaza after a two-month Israeli blockade, a total of 2,604 aid trucks have been collected by the UN. Of those, 2,309 — 88% — did not reach their intended destinations inside the Strip, according to the United Nations Office for Project Services.According to the organization, this was due to the trucks being “intercepted either peacefully by hungry people or forcefully by armed actors during transit in Gaza.”According to UNOPS, in June, 1,155 trucks were collected by the UN and its partner organizations after crossing into Gaza, and 1,048 of them — 90.7% — were intercepted before reaching their destinations. In July, the figure rose to 94%, with 1,161 trucks collected and 1,093 intercepted.Olga Cherevko from the UN Office for the Coordination of Humanitarian Affairs clarified to The Times of Israel that the vast majority of looting is being carried out by hungry Gazans, not by armed gangs.“The long-standing restrictions on the entry of aid have created an unpredictable environment where there is a lack of confidence by the communities that aid will reach them,” she said.“This has resulted in many of our convoys offloaded directly by starving, desperate people as they continue to face deep levels of hunger and are struggling to feed their families,” the UN staffer continued.“As we have said before, the only way to reach a level of confidence is by having a sustained flow of aid over a period of time. This was clearly evident during the weeks of the last ceasefire when such incidents did not occur,” she added.Israel says that Hamas steals supplies from deliveries by the UN and international aid groups. The US- and Israel-backed Gaza Humanitarian Foundation (GHF), established to provide aid via an alternative that would keep goods out of Hamas’s hands, has been plagued by near-daily shooting incidents that have seen hundreds killed as they try to reach the GHF distribution centers.Israel, in response to a rising international uproar over the humanitarian situation in the Strip, announced last week steps to let more aid reach Gaza, including pausing fighting for part of the day in some areas, approving air drops by foreign nations, and announcing protected routes for aid convoys.Israel also announced Tuesday it will gradually permit the entry of goods into Gaza through the private sector for the first time in almost a year, adding another channel for supplies to arrive alongside the aid organizations already operating.Gaza’s Hamas-run health ministry said Monday evening that five people died of starvation or malnutrition over the previous 24 hours. The new deaths raised the alleged toll of those dying from hunger to 180, including 93 children, since the war began. Hamas figures cannot be verified, and the group does not distinguish between civilians and fighters.The war in Gaza began on October 7, 2023, when thousands of Hamas-led terrorists invaded Israel, killing some 1,200 people and taking 251 hostages, of whom 50 — 20 of whom are believed to be alive — are still held in the Strip.
