At least 17 people have been killed in an area of Taiwan popular with tourists after super typhoon Ragasa lashed the island nation, with Hong Kong and mainland China also impacted.The powerful storm - the strongest in years - has forced almost 1.9 million people in China to flee their homes, with flights cancelled and schools and businesses shut while about 70cm (28 inches) of rain fell on eastern Taiwan.At least 10 deaths have been reported in the Philippines, where nearly 700,000 people were affected by the super typhoon in the main northern region of Luzon.The deaths in Taiwan were reported in the eastern Taiwanese county of Hualien, a beauty spot which is popular with tourists.The country's fire department initially said at least 152 people were missing after a town, Guangfu, was flooded by a deluge from a barrier lake, which burst its banks on Tuesday afternoon.That total was revised down to 17 on Wednesday.Around 60 million tonnes of water was released, the Taiwanese government said, the equivalent of 36,000 Olympic-sized swimming pools or a major reservoir in southern Taiwan.One resident, a postman who gave his family name as Hsieh, told Reuters news agency the water hit like a "tsunami" which swept his car into his living room.Elsewhere, Dama, a village of around 1,000 people, has been completely flooded.Its chieftain, Wang Tse-an, told Reuters many locals are still stranded there, adding: "It's chaotic now. There are mud and rocks everywhere."Regions across Taiwan have sent at least 340 soldiers to Hualien to boost rescue efforts.In Guangfu, troops operating from an armoured personnel carrier to avoid the thick mud on the streets went door-to-door handing out water and instant noodles.Taiwan's Premier Cho Jung-tai has called for an inquiry into what went wrong with evacuation orders.Ragasa made landfall in the southern Chinese city of Yangjiang in the province of Guangdong on the South China Sea coastline at just before 5.30pm, local time, on Wednesday, the national meteorological centre said.Nearly 1.9 million people were relocated from Guangdong before it arrived.Gusts of up to 150mph (241kmh) were recorded at noon by a weather station in Chuandao, while huge waves battered the city of Zhuhai's coastline and strong winds buffeted trees under intense rain.Hong Kong may have escaped the worst, as its observatory said the storm, which had maximum sustained winds near the centre of about 120mph (195 kph), skirted around 62 miles (100km) to the south of the area.The city's storm level had been at its highest level of 10 as winds whipped waves taller than lampposts and people reported being woken by fierce gales in the early hours.Parts of a pedestrian bridge's roof were blown away, hundreds of trees were knocked down across the city and more than 60 injured people were treated at hospitals.A video that showed waves of water crashing through the doors of a hotel and flooding its interiors went viral in the financial hub, where warnings of hurricane-force winds of well over 120mph have been issued.Ragasa is the strongest tropical cyclone in the northwestern Pacific and South China Sea region so far this year and the second-strongest since records began in 1950, the observatory said.

Residents in an eastern Taiwan town where flooding from a strong typhoon killed 15 people took to shelters fearing further disaster, as Premier Cho Jung-tai called for an inquiry into what went wrong with evacuation orders.Sub-tropical Taiwan, frequently hit by typhoons, normally has a well-oiled disaster mechanism that averts mass casualties by moving people out of potential danger zones quickly.But many residents in Guangfu, an inundated town in the beauty spot of Hualien thronged by tourists, said there was insufficient warning when the lake overflowed during Tuesday's torrential rains brought by Super Typhoon Ragasa.Cho said the immediate priority was to find the 129 still missing - a number that climbed to 152 after he spoke - but questions remained."For the 14 who have tragically passed away, we must investigate why evacuation orders were not carried out in the designated areas," he told reporters in Guangfu."This is not about assigning blame, but about uncovering the truth."The barrier lake, formed by landslides triggered by earlier heavy rain in the island's sparsely populated east, burst its banks to send a wall of water into Guangfu.As heavy rain continued on and off in Hualien, police cars sounded sirens for a new flood warning in Guangfu on Wednesday, sending people scrambling for safer areas as residents and rescuers shouted, "the flood waters are coming, run fast.""We will not return until the overflow is finished or the risk of it bursting is reduced. It's too dangerous," said a woman who gave her family name as Tsai from a packed emergency shelter in an elementary school.Deputy disaster command centre chief Huang Chao-chin said with rainfall easing and much of the water from the lake already released, he did not expect a repeat of Tuesday's mass flooding.Lamen Panay, a Hualien councillor, said government evacuation requests before the flood had not been mandatory.Referring to guidance for people to head to higher floors, she said, "What we were facing wasn't something 'vertical evacuation' could resolve."Taiwan has been lashed since Monday by the outer rim of Typhoon Ragasa, which was downgraded from a super typhoon and is now hitting China's southern coast and the Asian financial hub of Hong Kong.LIKE A 'TSUNAMI' The water hit like a "tsunami", said Guangfu postman Hsieh Chien-tung, who was able to flee to the second floor of the post office just in time. Wrecked cars and scooters were littered around.About 5200 people, or 60% of the population, sought shelter on the higher floors of their own homes while most of the rest left to stay with families, government data showed.The government said the overflow of the barrier lake released about 60 million tonnes of an estimated 91 million tonnes of water, enough to fill about 36,000 Olympic-sized swimming pools.China's Taiwan Affairs Office offered condolences, in a rare sign of goodwill from Beijing, which has a deep dislike of Taipei's government.China views Taiwan as its own territory, despite the strong objections of the island's democratically-elected government.Besides the wilderness beauty that makes it one of Taiwan's top tourist draws, Hualien is also home to many members of the island's indigenous groups, including the Amis.The typhoon brought about 70cm of rain to Taiwan's east, though the populous west coast, home to the crucial semiconductor industry, was not affected.In 2009, Typhoon Morakot brought destruction to Taiwan's south, killing about 700 and causing damage of up to $US3 billion ($NZ5.1 billion).

Thai authorities rushed to contain a massive sinkhole near a hospital in central Bangkok that disrupted utilities and traffic, officials said today.The 50m deep sinkhole extended about 900sq m in front of the Vajira Hospital, halting traffic.Footage on social media showed the road slowly sinking as water poured out from a drainage pipe, dragging down electricity poles. The hospital announced that it would not take on patients during the incident."Dirt from an underground train construction was sliding in," Prime Minister Anutin Charnvirakul said. "Luckily there are no deaths or injuries."Bangkok Governor Chadchart Sittipunt said a pipe had burst so water and power lines have also been cut."The hospital has no problems, but we are worried about the police station: that's still dangerous and the public has been evacuated," he said.By noon, authorities said they had halted further ground movement and were monitoring the site closely.Reuters.
