Fears of disaster as Russian nuclear submarine reports major malfunction in Mediterranean-Story by Shaun Wilson-• 11h-SEP 27,25

A Russian submarine with nuclear capability has reportedly suffered a “serious accident” in the Mediterranean Sea.The Novorossiysk, a 242ft Kilo-class submarine, is said to have surfaced above the Strait of Gibraltar yesterday (Friday).According to Russian Telegram channel VChk-OGPU, fuel is now building up in the hold, creating a risk of explosion. The channel, which is known to have contacts within Russian intelligence, told its 330,000 subscribers that crew members may be forced to pump the fuel directly into the sea.VChk-OGPU reported: “Novorossiysk, currently on combat duty in the Mediterranean Sea, is experiencing serious technical problems.“Due to damage in the fuel system, fuel is leaking directly into the hold. There are no spare parts for repairs or qualified specialists on the submarine, and the crew is unable to fix the malfunctions.“The serious accident has caused other problems as well. The accumulated fuel in the hold is an explosive hazard. The source believes the crew has no choice but to start ‘pumping out the hold’ directly into the sea.”The situation has drawn comparisons to the Kursk submarine disaster on August 12, 2000, when the Russian Oscar II submarine exploded in the Barents Sea during its first major naval exercise in a decade.That explosion was linked to leaked hydrogen peroxide colliding with a catalyst, which caused the failure of a Type 65-76A torpedo in the forward torpedo room. Russian FM warns of 'decisive response' to any 'aggression'

United Nations, United States, Sept 27 (AFP) Sep 27, 2025-Russia's top diplomat on Saturday warned of a "decisive response" to any "aggression" after US President Donald Trump backed calls to shoot down Russian planes that violate NATO airspace."Russia is being accused of almost planning to attack the North Atlantic alliance and the European Union countries," Foreign Minister Sergei Lavrov told the UN General Assembly."Russia has never had and does not have any such intentions. However, any aggression against my country will be met with a decisive response," he said.Several NATO countries say Russian fighter jets and drones have violated their airspace in Europe over recent weeks, accusing Moscow of testing the alliance.Asked on Tuesday whether he thought NATO states should shoot down any Russian planes that violate its airspace, Trump said: "Yes, I do."Trump had once boasted of his warm ties with Russian President Vladimir Putin and invited him last month for talks in Alaska, ending the veteran Russian leader's ostracization by the West since he ordered the 2022 invasion of Ukraine.But Trump has subsequently voiced frustration with Putin and said that Ukraine should seize back all the territory Russia has taken or even cross the border.Lavrov went out of his way still to praise Trump, who despite his public musings on Putin has yet to impose long-threatened new economic sanctions on Russia."In the approaches of the current US administration, we see a desire not only to contribute to ways to realistically resolve the Ukrainian crisis, but also a desire to develop pragmatic cooperation without adopting an ideological stance," Lavrov said.

Zaporizhzhia nuclear plant off grid; Russia, Ukraine trade blame.

Kyiv, Ukraine, Sept 27 (AFP) Sep 27, 2025-The Russian-occupied Zaporizhzhia nuclear plant has been off the grid for four straight days, Ukraine and Russia said Saturday, blaming each other for attacks on power lines.Though blackouts at Europe's biggest nuclear power plant are frequent, due to its proximity to the front line, this one is the longest so far, which experts warn raises the risk of incidents."As a result of Russian actions, the Zaporizhzhia NPP (Nuclear Power Plant) has been without power for the fourth day," Foreign Minister Andriy Sybiga said on X.Russia said the power plant -- which it took control of in the first weeks of the war in 2022 -- has been receiving backup power supply since Tuesday, when it said Ukraine attacked the grid."From September 23, 2025, the power supply for the needs of the Zaporizhzhia nuclear power plant is provided by backup diesel generators," the Moscow-backed operator of the station said on Telegram.There were "sufficient" reserves of diesel to operate "for an extended period", it added, without elaborating."Emergency diesel generators are considered a last line of defence to be used only in extreme circumstances," NGO Greenpeace Ukraine said.The group claimed Moscow could use the crisis "to try and reconnect to the temporary Russian-occupied grid of Ukraine," to restart one of the reactors later.Yuri Chernichuk, the Moscow-appointed director of the power station, said in January that Zaporizhzhia could potentially provide electricity to Russian-annexed Crimea, and the southern and eastern parts of Ukraine under Russia's control, the TASS news agency reported at the time.Earlier this month, he told TASS that the process of integrating the power station to the Russian network was at its final stage.- Safety concerns -The head of the UN nuclear agency IAEA, Rafael Grossi, had been in Moscow this week for talks with President Vladimir Putin and Russia's nuclear agency Rosatom regarding safety at Zaporizhzhia.The plant's six reactors, which before the war produced around a fifth of Ukraine's electricity, have been shut down since Moscow took over.But the plant needs power to maintain cooling and safety systems, which prevent reactors from melting -- a danger that could set off a nuclear incident.Since the start of the war, Zaporizhzhia has seen multiple safety threats, including frequent nearby shelling, repeated power cuts and staff shortages.Located near the city of Enerhodar along the Dnieper river, the ZNPP is close to the front line.Both Moscow and Kyiv have repeatedly accused the other of risking a potentially devastating nuclear disaster by attacking the site.

China at UN warns of return to 'Cold War mentality'

United Nations, United States, Sept 26 (AFP) Sep 26, 2025-Chinese Premier Li Qiang warned Friday against a return to a "Cold War mentality" and defended multilateralism and free trade, in a veiled criticism of the United States from the United Nations.The Chinese premier made no explicit reference to US President Donald Trump as he addressed the UN General Assembly. But he cast the Asian power as a defender of the global order, of which Washington until recently was the chief custodian."The world has entered a new period of turbulence and transformation," Li said."Unilateralism and (the) Cold War mentality are resurfacing. The international rules and order built over the past 80 years are under serious challenge and the once effective international system is constantly disrupted," he said, adding that humanity had "once again come to a crossroads."Li criticized the imposition of tariffs, which Trump has seized on as a key tool to pressure countries, even though he has reached a truce with China."A major cause of the current global economic doldrums is the rise in unilateral and protectionist measures such as tariff hikes and the erection of walls and barriers," Li said."China has consistently opened its door wider to the world."Li said that China "hopes to work with the rest of the world to uphold the ideals of the UN."The United States and its Pacific allies have long demanded that China accept the status quo and allow freedom of navigation in the strategic South China Sea, where Beijing has myriad disputes.The Trump administration, while still critical of China, has shifted away from defending international conventions and instead has emphasized raw US power.

New York (AFP) Sept 26, 2025-Pyongyang is at the "final stage" of developing an intercontinental ballistic missile which could hit the United States with nuclear weapons, South Korea's president said Thursday.Seoul and its Western allies have failed to stop North Korea's weapons programme and Pyongyang says it will never give up its nuclear arsenal."Whether to gain leverage in talks with the United States or to secure its own regime, North Korea has kept developing intercontinental ballistic missiles (ICBM) capable of carrying nuclear bombs to the US," President Lee Jae Myung said during a visit to the New York Stock Exchange."It does not seem to have succeeded yet, but it is said to be at the final stage, with only the re-entry technology left and that too looks likely to be solved," he said.Since taking office in June, Lee has reversed the stance of his hawkish predecessor and vowed to improve ties with North Korea.Speaking in New York, he said that "the goal should be to freeze nuclear development, ICBM development and exports".Halting further production and development of nuclear weapons would bring "major security gains", he said.The South Korean president estimated his northern neighbour was producing enough material for "about 15 to 20 additional nuclear bombs each year"."If left unchecked, the number of nuclear bombs would keep growing each year and its ICBMs would become more advanced," he said.North Korean leader Kim Jong Un has ruled out denuclearisation and has strengthened military ties with Russia in recent years.Kim said this week that he was open to talks with Washington, but only if he can keep his nuclear weapons, according to the official Korean Central News Agency.

Seoul (AFP) Sept 26, 2025 - South Korea's military fired warning shots after a North Korean vessel entered its waters, prompting the ship to retreat, Seoul said Friday.The North Korean merchant ship crossed the maritime boundary, known as the Northern Limit Line (NLL), northwest of Baengnyeong Island at around 5am (2000 GMT) on Friday, South Korea's Joint Chiefs of Staff said."Our forces issued warning broadcasts and fired warning shots, after which the vessel retreated beyond our waters," the JCS said in a statement.The military added that they responded in "accordance" with procedures while "closely monitoring North Korea's movements".North Korea does not formally recognise the NLL.The incident comes two days after South Korea conducted live firing drills at the NLL.The two Koreas technically remain at war because the 1950-53 Korean War ended in an armistice, not a peace treaty.South Korea's President Lee Jae Myung, who took office in June, has vowed a more dovish approach towards Pyongyang compared with his hawkish predecessor Yoon Suk Yeol.Lee vowed Tuesday at the United Nations to work to end the "vicious cycle" of tensions with the North as he promised not to seek regime change.

Seoul (AFP) Sept 25, 2025-North Korea is believed to possess up to two tonnes of highly enriched uranium, South Korea's unification minister said Thursday.The North has long been known to hold a "significant" amount of highly enriched uranium, the key material used to produce nuclear warheads, according to South Korea's defence ministry.But in a rare public confirmation, South Korea's unification minister said that "according to estimates by experts including the Federation of American Scientists (FAS) they (North Korea) currently hold around 2,000 kilogrammes of highly enriched uranium at a purity of 90 percent or higher.""Even at this very hour, North Korea's uranium centrifuges are operating at four sites," Chung Dong-young told reporters."Only five to six kg of plutonium is enough to build a single nuclear bomb," said Chung, adding that 2,000 kg of highly enriched uranium, which could be reserved solely for plutonium production, would be "enough to make an enormous number of nuclear weapons".Enriched uranium is the key ingredient for making nuclear bombs, as it can be turned into plutonium through combustion in a nuclear reactor.Enrichment must be pushed to more than 90 percent, the concentration termed weapons-grade, that is needed for the critical mass to set off the chain reaction leading to a nuclear explosion.According to the International Atomic Energy Agency (IAEA), 42 kilogrammes of highly enriched uranium is needed for one nuclear weapon; 2,000 kilogrammes would be enough for roughly 47 nuclear bombs."Urgent matter"Chung said that "stopping North Korea's nuclear development is an urgent matter", but argued that sanctions will not be effective and that the only solution lies in a summit between Pyongyang and Washington.North Korean leader Kim Jong Un said this week that he was open to US talks provided he can keep his nuclear arsenal, according to a report by the official Korean Central News Agency.North Korea, which conducted its first nuclear test in 2006 and is under rafts of UN sanctions for its banned weapons programmes, has never publicly disclosed details of its uranium enrichment facility until last September.The country is believed to operate multiple uranium enrichment facilities, Seoul's spy agency has said, including one at its Yongbyon nuclear site, which Pyongyang purportedly decommissioned after talks -- although it later reactivated the facility in 2021.The minister also blamed the previous administration, saying that by designating the North as the "main enemy" and insisting on denuclearisation first, it had effectively allowed North Korea's nuclear capabilities "to expand without limit."South Korea's President Lee Jae Myung, who took office in June, has vowed a more dovish approach towards Pyongyang compared with his hawkish predecessor Yoon Suk Yeol.Lee vowed Tuesday at the United Nations to work to end the "vicious cycle" of tensions with the North as he promised not to seek regime change.

Berlin (AFP) Sept 25, 2025-Germany will spend 35 billion euros ($41 billion) on outer space defence by 2030, Defence Minister Boris Pistorius said Thursday, citing the threat posed by Russia and China."Russia and China have in recent years rapidly expanded their capabilities for conducting warfare in space," he said."They can disrupt, jam, manipulate or even physically destroy satellites. In space, there are no borders or continents. Russia and China are our immediate neighbours there."Germany has strongly backed Ukraine in its war against Russia and, under Chancellor Friedrich Merz, vowed to massively step up military spending to help boost NATO's European capabilities.Pistorius said Germany would also build military structures "to enable us to effectively defend ourselves and deter potential adversaries in space".Germany's outer space security architecture would comprise "a resilient system of satellite constellations, ground stations, secure launch capabilities and related services" as well "cybersecurity for all space systems", he said.Berlin was also "improving our situational awareness in orbit through the use of radar, telescopes and the future deployment of space surveillance satellites".Pistorius, speaking at the Space Congress of the Federation of German Industries, said that "by 2030 alone, we plan to allocate 35 billion euros in budget funds to relevant projects".- 'Cripple entire nations' -The minister said that, broadly speaking, "outer space offers us many opportunities: from global communication to Earth observation, from weather forecasting to navigation".But he added that increasingly, nations are using space "to expand their geopolitical influence without restraint. Durham scientists validate superconducting wires for ITER fusion project-by Sophie Jenkins.

London, UK (SPX) Sep 25, 2025-Durham University researchers have completed one of the largest verification campaigns on superconducting materials ever undertaken, supporting the success of ITER, the world's largest fusion experiment under construction in southern France.The study, published in Superconductor Science and Technology, provides key insights into the quality of superconducting wires and the best methods to test them, ensuring ITER's powerful magnets can operate reliably at extreme conditions.Fusion, the same process that powers the Sun, promises near-limitless low-carbon energy with minimal radioactive waste. ITER aims to demonstrate fusion on an unprecedented scale, using massive superconducting magnets to confine plasma hotter than the Sun's core.Since 2011, the Durham team, led by Professor Damian Hampshire and Dr Mark Raine, has served as one of Europe's reference laboratories for ITER. They developed specialised testing procedures for superconducting wires made of Nb3Sn and Nb - Ti, both vital to the reactor's magnet system.Over the course of the programme, more than 5,500 samples were received and around 13,000 tests conducted. Nb3Sn wires required furnace heat treatment at over 650 C before measurement, adding complexity to the testing process.The team also carried out a statistical analysis of the large dataset. They showed that when Nb3Sn strands cannot be tested repeatedly due to heat treatment, results from adjacent strands tested at different laboratories can serve as reliable substitutes. This method reduces costs while maintaining accuracy and consistency."The UK leads the world in the manufacture of MRI body scanners using superconducting magnets," said Professor Hampshire. "The question is can we help lead the world with the commercialisation of Fusion Power generation using Superconducting magnets?"The findings come as investment in fusion accelerates globally. ITER targets its first plasma in 2035, while private companies push toward earlier commercialisation. Microsoft has signed a deal with Helion for fusion power by 2028, and Google has pre-ordered 200 megawatts from Commonwealth Fusion Systems for the 2030s.The UK government has pledged GBP 2.5 billion to fusion research and is developing its own prototype STEP plant in Nottinghamshire. ITER's magnets, among the strongest steady magnetic fields ever created, will depend on the superconducting strands now verified at Durham.Beyond ITER, Durham is also a lead partner in the UK's Centre for Doctoral Training in Fusion Power, preparing the next generation of experts in the field.

EU states to hold talks on 'drone wall' to protect bloc by AFP Staff Writers.

Brussels, Belgium (AFP) Sept 25, 2025-EU countries on Friday will hold their first talks on proposals to build a "wall" of anti-drone defences, after air incursions from Russia rattled eastern members.The threat to Europe's airspace has been heightened by unidentified drone flights in recent days that have shut airports in Denmark.EU chief Ursula von der Leyen made a first call for a "drone wall" in a keynote speech earlier this month, hours after NATO shot down Russian drones in Poland.She said it should be "a European capability developed together, deployed together, and sustained together, that can respond in real time.""This is not an abstract ambition," von der Leyen said.European defence commissioner Andrius Kubilius will seek to put flesh on the hastily-drawn up proposals when he holds video talks Friday with officials from some 10 EU countries.Those involved are mostly along the EU's eastern border with Russia and Ukraine, although Denmark was added to the list after the drone incidents there.Ukraine -- which has developed a raft of capabilities to detect and shoot down Russian drone swarms more cheaply -- will also take part.EU officials concede that for now details remain vague on what the initiative could look like.The first steps will likely focus on trying to deploy more sensors along the EU's long eastern frontier, officials said.It would likely take much longer to develop an integrated system to take down the drones, they said.NATO's response to the Russian drone incursion in Poland showed up the gaps in the alliance's arsenal for tackling that threat.NATO had to use top-of-the-range fighters firing costly missiles to shoot down a handful of cheap Russian drones.The alliance has rushed more hardware to its eastern flank in the wake of the incident, but still lacks the sort of low-cost capabilities Ukraine uses.The "drone wall" proposal is part of Europe's broader push to bolster its defences in the face of the threat from Russia.Kubilius has said the programme should be one of the new flagship defence projects that the bloc is working on.EU leaders are set to debate the defence push -- and potential new initiatives -- at a summit in Copenhagen next week. 

400,000 evacuated, 3 dead as fresh storm batters Philippines.

Manila, Sept 26 (AFP) Sep 26, 2025-The Philippines evacuated hundreds of thousands of people and confirmed at least three deaths on Friday as it faced yet another tropical storm, days after it was battered by deadly Super Typhoon Ragasa.Civil defence officials in the Bicol region in the south of Luzon island said three people were killed when walls collapsed and trees were uprooted by Severe Tropical Storm Bualoi, which is sweeping west by northwest at sustained speeds of 110 kilometres (70 miles) per hour.Evacuees in one province took cover under pews as the roof of a church where they were sheltering was ripped apart by the storm.Jerome Martinez, a municipal engineer in southern Luzon's Masbate province, told AFP that the wind destroyed the door, windows and ceiling of the church at around 4:00 am."That's one of the strongest winds I've ever experienced," Martinez said, adding some children had suffered minor injuries requiring stitches."I think more people will have to evacuate still because many houses were destroyed and many roofs were blown away.
