1,300-metre-wide chunk from the lower part of a glacier on Nepal's
Himalayas and "dropped it off the mountain cliff."The researcher at the
University of Graz in Austria says the "blast" of ice, rock and sediment
that came crashing down 1.2 km, from a height of 5,000 metres above sea
level, temporarily dammed the river below and created a lake. Once that
lake filled with the enormous amount of water released from the
glacier, Steiner says the dam breached and unleashed the violent torrent
that pummeled downstream villages on either side of the border and
buried them in mud.Additional lakes formed in the aftermath of the
initial calamity could soon rupture as well, potentially worsening the
death and destruction. So far, at least 579 people have been killed,
with about 1,400 others unaccounted for in Nepal, including 32 Canadian
citizens and permanent residents.Indigenous people in the area have long
warned climbers that the mountain, Langtang Lirung, is an "angry
mountain," Steiner told CBC News Network in an interview from Dhaka,

risk-What caused the 'shocking' landslide that destroyed a Himalayan
village? Sometimes that's due to sudden and intense downpour, like the
one that destroyed a village in India's Himalaya region in August 2025.
Other times it can be the result of an avalanche or landslide at a
higher elevation that crashes into the pooled water.They can also happen
when pooling meltwater dammed by the glacier itself eventually drains
from the bottom of the basin, where the ice meets the bedrock. This
happened at the Place Glacier, near Pemberton, B.C., in June. While
GLOFs are naturally occurring, they have become more of a threat,
according to research published by Nature in 2023, because global
warming is contributing to greater ice loss and subsequently increasing
the volume of glacial lakes.That study estimated some 15 million people
are exposed to the risks of GLOFs within 50 kilometres of where they
live — largely in the Himalayas, but also the Andes region of South
America and the Alps in Europe.It's a "critical situation" in places
like the mountain villages of Nepal, says Slobodan Simonović, director
of engineering works with the Institute for Catastrophic Loss Reduction
and professor emeritus at Western University in London, Ont. He says
those communities are "nested" very close to the streams and rivers fed
by melting water from glaciers, leaving them more exposed.The damage and

bodies had been recovered in the area so far and 1,924 people were still
unaccounted for. Of those, 517 are foreign nationals, she said.No
Canadians are among those confirmed dead, Anand added."Nepal is facing a
devastating humanitarian emergency with catastrophic damage," she
said.Canada also announced it was providing $5 million to support
emergency relief funds to Nepal.Meanwhile, rescuers worked through mud
and debris Friday in areas devastated by the flood, continuing the
search for those still missing.Nepalese and Chinese authorities also
warned of further flooding from a lake that formed upstream after
Wednesday's disaster and was already overflowing. They urged people in
potentially affected areas to move to safer ground.Nepal's National

Nepalese army spokesperson Brig.-Gen. Raja Ram Basnet told The

reports that people were trapped inside a tunnel."It is complicated to
find the entry and exit points of the tunnel because everything has been
covered by mud," Basnet said. "Our first priority is rescuing the

difficult to access some of the communities that have been most

A warning from the German Federal Office for
Information Security (BSI) highlights an emerging AI-assisted fraud
risk – this one focused on your hands. A post on the cyber agency’s
Bluesky account, translated from German, says “attackers can use AI and a
3D printer to create fingerprint copies from photos of your
hands.”“Unlike passwords, fingerprints cannot be easily replaced.
Therefore, anyone protecting sensitive access with biometrics should not
rely on it as their sole security measure.”The warning reflects a
broader trend in which AI is reducing the cost and expertise required
needed to reproduce biometric characteristics once considered difficult
to spoof.Nonetheless, according to the BSI, even throwing a peace sign
is enough to expose fingerprint biometrics that sophisticated AI tools
can reproduce using 3D printing.A report from ISMG quotes a BSI
spokesperson, who says that, “among other things, criminals can use a
representation of a fingerprint to create a synthetic fingerprint that
is sufficiently similar to the real one and can thus potentially unlock
smartphones if those devices lack additional security measures capable
of detecting such synthetic fingerprints.”The warning does not suggest
fingerprint biometrics are obsolete. Instead, it reinforces a broader
industry trend toward layered authentication, combining biometrics with
liveness detection, device security and additional authentication
factors as AI-powered spoofing techniques become more accessible. A 2020
Cisco Talos study, for example, showed 3D-printed fingerprints could
bypass biometric authentication on selected devices under test
conditions.As AI lowers the barriers to reproducing biometric traits,
the challenge is shifting from preventing spoofing altogether to
detecting and mitigating increasingly sophisticated attacks.

identity assurance, while investors are backing companies building the

before. The settlement includes third-party testing requirements for
accuracy, and aligns with New York, and NIST FATE results, in
recognizing that some age assurance methods can meet such targets.The
underlying biometric technologies continue to advance as well.Eleven
vendors satisfied NIST’s qualification criteria for contactless
fingerprint biometrics under the FastCap program: AA Technology, Gambit
ID, Idemia, Identy, IDloop, Mentalix, Sciometrics, Synolo, Thales, Tech5
and Veridium.The other side of that coin is the warning from Germany’s
BSI that advances contactless fingerprint acquisition have made new
spoof attacks possible. The agency says hackers acquiring fingerprint
data from a photo of a person’s hand online can use AI and 3D printing
to spoof their biometrics, and notes the importance of PAD.Investment
follows the opportunity-DNP’s acquisition of Austriacard for over $400
million, plus close to $100 million in assumed debt, further expands the
Japanese company’s global reach following last year’s deal for Laxton.
It also gives DNP a broader portfolio of payment and biometric cards,
e-signature and eID technologies.Connecting identity verification and
fraud detection to decision-making is part of the motivation for
Socure’s acquisition of Fravity, following a $156 million funding round.
Adding Fravity’s agentic AI capabilities gives Socure a way to extend
its RiskOS further into investigations following alerts.Expanding
decision-making capabilities beyond identity to verifying data like
employment and income is part of the motivation for Checkr’s acquisition
of Truv last week. Checkr’s strategy follows the trend toward the
convergence of previously distinct markets to enable automated trust
decisions.Malaysia ultimately decided against acquiring Datasonic, but
the episode underscored how national identity providers are increasingly
viewed as strategic assets. The government explored purchasing the
company because it sits at the center of Malaysia’s MyKad, passport and
biometric identity infrastructure.The week’s news suggests digital
identity is evolving from a compliance function into core digital
infrastructure. As AI expands both opportunity and fraud, organizations
increasingly need continuous trust rather than one-time verification,
and investors appear convinced that demand for trusted digital identity

Post-quantum cryptography is beginning to spread
across the digital identity stack, with vendors adding
quantum-resistant protection to mobile credentials, PKI, secure hardware
and developer platforms.Fobi AI, WISeKey, and Atsign announced updates
this week that illustrate how different parts of the digital identity
ecosystem are preparing for the transition.In 2024, NIST standardized
ML-KEM for shared secrets and ML-DSA and SLH-DSA for digital
signatures.But traditional identity systems use public-key cryptography
to protect personal and sensitive information and authenticate
credentials, devices, and transactions.Information captured today could
eventually be decrypted. Separately, vulnerable signing algorithms could
enable attackers to forge credentials that appear authentic.At the
credential layer, Fobi describes AltID 3.0 as a mobile platform that
converts KYC results into credentials that confirm identity, age,
authorization, location, and time without disclosing the personal
data.WISeKey advances the proposition toward a trust infrastructure by
connecting its WISeID platform to the company’s PKI and SEALSQ
post-quantum hardware.The proposed Know Your AI model would give an AI
agent a verifiable identity that describes its operator, model,
permissions, and policies.Atsign moves from a platform positioning to a
more defined implementation. It uses X-Wing, combining ML-KEM-768 with
X25519 for hybrid key establishment, and ML-DSA-65 for signatures.The
public roadmap says the post-quantum primitives have entered its
cryptographic library, with SDK and authentication migration staged
through November. X-Wing remains an Internet Draft.Meanwhile, security
vendor Trellix advises organizations beginning post-quantum migration to
identify vulnerable systems, assess supplier readiness, test hybrid
cryptography and modernize certificate infrastructure.The announcements
reflect a broader industry shift. AuthID has named PQC signature
algorithms for its biometric authorization, IOTA has released hybrid
signatures for verifiable credentials, and NIST commissioned work to
prepare federal identity credentials for post-quantum migration.The
transition is expanding across the identity stack, from credentials and
PKI to secure hardware, communications and developer tools, but products
remain at different stages of maturity. While post-quantum cryptography
can protect keys, records and digital signatures, it does not verify
whether a document, biometric or AI agent itself can be trusted.
Organizations evaluating PQC offerings will increasingly need to
distinguish between cryptographic protection and broader identity
assurance.
Peru gives digital ID equal legal status to physical
credential-New framework gives the digital DNI the same legal standing
as the physical credential while enabling interoperable digital wallets

is moving beyond electronic identity documents toward a true mobile
digital identity ecosystem after approving the legal framework for its
new digital national identity document (DNId), which will have the same
legal status as the physical credential.The regulations establish the
legal, technical and operational rules for issuing and using the DNId
while explicitly allowing other compliant digital wallets to participate
in the ecosystem alongside Reniec’s own Peru Pass application.The
framework under Peru’s Digital Government Law lays the foundation for
interoperable, secure and citizen-centered digital public infrastructure
while moving the country from electronic identity documents to a mobile
digital credential.As an official statement says: “Reniec strengthens
the process of modernization of the State, promotes the digital
transformation of public services and lays the foundations for
interoperable, secure and citizen-centered Digital Public
Infrastructure.”Reniec is Peru’s National Registry of Identification and
Civil Status, established under Law No. 26497 as an autonomous public
body. It has full legal authority to manage registry, technical,
administrative and financial matters. Reniec is solely responsible for
maintaining and updating the country’s central registry of individuals,
and for recording events related to their legal capacity and civil
status.Reniec will begin issuing a new national digital ID (DNId) free
of charge during its rollout. The DNId will have the same legal status
as the traditional physical DNI and can be used for both in‑person and
online transactions.The digital ID will be introduced gradually within
30 working days of August 1, 2026. It is designed for use on digital
devices. The DNId will exist alongside physical and electronic IDs
rather than replace them.Reniec explained that the system will allow
citizens to verify their identity securely, with data authenticated and
integrated into official systems. The DNId is meant to make
identification faster, more reliable and easier to use, with citizens
able to access services without concerns about the validity of their
documents.It’s all part of Peru’s broader digital transformation
strategy, which wants to reduce paper documents and streamline civil,
commercial and administrative procedures.Peru Pass-The Peru Pass,
meanwhile, is the official digital wallet app provided and managed by
Reniec “without prejudice to other digital wallets that meet these
standards,” according to an official document seen (and translated into
English) by Biometric Update.With this app, Reniec had help
collaborating with the Centre for Digital Public Infrastructure (CDPI).
In the past week Peru Pass went live on Android with 63 million
verifiable credentials across national identity (24 million), birth
certificates (34 million) and marriage certificates (five million). The
national DPI sharing effort has more than 22 verifiers to help with
affordable housing, scholarship applications, financial inclusion and
transport access.“Huge congratulations to Héctor Saravia of Reniec for
driving this effort in just over 7 months! Kameshwari (Kamya) Chandra,
cofounder and CEO of CDPI, wrote on LinkedIn. “And on our ecosystem
side: you know who you are. It took a village to craft our largest DaaS
implementation to date. Thank you for your efforts to make this real for
the citizens of Peru!”“This entire achievement has been made possible

been legally empowered — as it has been given constitutional autonomy

government has approved regulations for managing digital identity under
Legislative Decree No. 1412, known as the Digital Government Law. These
rules define the digital national ID (DNId) as an official identity
document issued by Reniec for use on digital devices. The DNId can
verify a person’s identity both in person and online, and may include
extra features allowed by law.Reniec is responsible for setting the
requirements, security standards, and procedures for issuing the DNId.
The digital ID will exist alongside the conventional and electronic
versions of the DNI, without replacing them. But a later decree, issued
in July 2025, requires Reniec to fully implement the DNId within one
year. This includes approving the operating rules and beginning issuance
of the digital ID.Additionally, the resolution assigns Reniec’s
Directorate of Certification and Digital Services, along with its IT
Office, to carry out the measures it sets out. Reniec’s Communications
and Press Office is tasked with informing the public about the
resolution. It also orders that the resolution be published in the
official newspaper El Peruano and on Reniec’s website, along with the
attached guidelines.The digital national ID (DNId) is designed to give
citizens full control over their personal data. When proving identity,
only the information strictly required for the procedure is shared, and
access is authorized through biometrics or a PIN, strengthening privacy
protections.Verification is done using temporary QR codes backed by
cryptographic safeguards to ensure authenticity. Screenshots or photos
of the DNId are not valid for identification.To obtain a DNId citizens
must already hold a valid physical or electronic ID, have a compatible
smartphone, and pass an identity validation process that combines
biometric checks, personal data and document verification. Parents can
also request DNIds for their minor children. Peru chose
Switzerland-based Tech5 as its biometrics technology provider.The system
follows a trust model with three actors: Reniec as the issuer, public
and private entities as verifiers, and citizens as holders of
credentials. Verifiers must integrate Reniec’s tools, request only
essential data, and protect personal information under existing
laws.With these guidelines Reniec fulfills the requirements of Supreme
Decree No. 098‑2025‑PCM, which ordered the agency to finalize DNId rules
and begin issuing the digital ID by July 31.

Launched
in 2023, Ethiopia’s national digital ID rollout has gained traction
over the last three years as seen not only in the growing number of
those registering for the ID, but the palpable impact it is making.The
rollout is speeding up with 49.1 million enrollments already completed
as of August 24, thanks to the deployment of 12,000 biometric
registration kits across the nation, according to figures from the
Ethiopia National ID Program (NIDP). So far, 150 agencies have been
integrated with the system, with over 194 million digital Know Your
Customer (eKYC) verifications to date.According to the Ethiopian
Broadcasting Corporation (EBC), the digital ID process is “moving
quickly,” and is considered a critical factor as the country looks
forward to building a comprehensive digital economy. Fayda has been
framed as a major pillar in the implementation of the Digital Ethiopia
2030 strategy.The broadcaster references Prime Minister Abiy Ahmed who
has described Fayda as an important tool for the country’s development,
with its contribution to Gross Domestic Product (GDP) expected to reach
seven percent by 2030, “all while safeguarding data privacy and ensuring
economic sovereignty.”According to the EBC, Fayda’s “impact is already
being felt across the country” as it is “actively bringing millions of
previously unbanked and marginalized individuals into the formal
financial system.” The outlet adds that the ID “is accelerating banking
and mobile money transfers and streamlining everyday business
operations.”As part of these inclusion efforts, the ID system has
prioritized the registration of women as well as refugees and other
internally displaced persons (IDPs) which, according to the World Bank,
make it possible for them to “access financial services, open bank
accounts, receive loans, and participate in economic activities.”These
developments show Ethiopia is not just bent on expanding access to
digital ID (it has a plan to reach 90 million by 2027), but is also
making sure it enables people to access a wide range of services.
According to officials, the ID is not just an administrative tool, but a
key foundational digital public infrastructure intended to make life
easier for users.Recently, Ethiopia took a step further in its push
towards strengthening and modernizing its identity infrastructure as the
national ID authority was transformed into a commercial
government-owned enterprise, Faydaverse. Its inauguration took place
early this month with the mandate to support initiatives aimed at
developing, operating, and scaling trusted digital public
infrastructure.

A moment of gratitude for the
accidental comedy to be found in UK regulator Ofcom’s ongoing efforts to
enforce the Online Safety Act (OSA). With the threat of stiff penalties
putting heat on adult content providers to use strong protection, its
latest missive gives a hard smack on the wrists to Fapello.com, a
pornography streaming website that a Confirmation Decision says “has
failed to comply with its duties under section 12 of the Act to protect
children from encountering pornographic content through the use of
highly effective age assurance.”The case of Fapello sees Ofcom imposing a
retroactive fine, covering noncompliance between July 2025, when the
OSA’s requirements took effect, to November 26, 2025. Fapello
subsequently introduced, then withdrew age assurance measures, and
ultimately decided to walk away from the UK market: in January 2026, it
geo-blocked its site in the UK.But that four-month period of
chin-stroking is set to cost Fapello 600,000 pounds (about $818,000) in
fines from Ofcom, “in respect of its failure to comply with the duties
under Section 12 of Part 3 of the Act.”Fapello further wronged Ofcom
when it failed to call back, after Ofcom asked for information regarding
its qualifying worldwide revenue and a full list of the services it
operates. Ignoring Ofcom adds another £30,000 ($40,900) to the tab. And,
“in the event of continuing non-compliance, Ofcom will impose a daily
penalty at a rate of £200 per day starting from 9 July 2026,” until the
problem is fixed (or until September 7, 2026, whichever comes
sooner).Ofcom moves from guidance to penalties-What is significant in
Ofcom’s action is not Fapello itself (which sounds like a rather
pleasant Italian ice cream dessert). The Confirmation Decision says
that, during the relevant period, the site did not implement age
assurance classified by Ofcom’s Guidance as being highly effective at
determining whether or not a particular user is a child. In this, it is
surely not alone.And therein is the greater significance: Ofcom’s
enforcement efforts are catching up with OSA legislation. The regulator
has faced pressure from major platforms taking the brunt of its
legislative whip, demanding an even playing field for porn platforms of
all sizes. Pornhub continues to argue that age checks have pushed users
to websites that do not comply with the OSA and are not protecting
children from harmful content. Per a report from the Financial Times, it
recently wrote to UK parliament arguing that, as of June 2026,
non-compliant sites occupied seven out of the top 10 search results for
‘free porn.’According to Aylo, Pornhub’s parent company, as of last year
traffic to Pornhub had fallen 77 per cent since the OSA came into
effect. It insists device-level checks are the most effective way to
prevent children from accessing explicit content, and notes Ofcom’s data
showing that the use of VPNs in the UK has almost doubled since the OSA
took effect.The law has unquestionably hurt Aylo and its compliant
peers. (Ofcom says all of the UK’s top 10 porn sites and the majority of
the top 100 are now compliant.) But the Fapello action shows that it is
now acting on cases of noncompliance by comparatively smaller sites
that may not be ongoing, yet nonetheless represent a period of violation
and therefore trigger fines.For Fapello, the bill has come due. Surely
others will follow. Ofcom, often criticized for weak enforcement, will
not be brushed aside. It may simply take time for Ofcom to work through
the long tail of non-compliant sites. “The job is not done, and we’ve
been clear that further action is needed from the tech industry to
increase the effectiveness of age checks to protect children
online.”eo-blocking alone may not satisfy Ofcom, says AVPA-The Age
Verification Providers Association (AVPA) takes Ofcom’s decision as
evidence that it “has clearly developed a more sophisticated position on
geoblocking.”In a post on LinkedIn, AVPA says the handling of Fapello
shows Ofcom has “accepted that a full UK IP block may be relevant
evidence of an attempt to prevent UK access and may mitigate enforcement
penalties – but it has deliberately declined to decide whether
geo-blocking is legally or technically sufficient to comply with the
Online Safety Act.”“In paragraph 3.20, Ofcom says the site ‘remains in
scope’ of Part 3 despite the block. That appears to reject Fapello’s
argument that geo-blocking automatically removes its links with the UK
or takes it outside the Act.” UK users could still be accessing Fapello
using virtual private networks (VPNs), and AVPA believes sites that
remain scope of the Act due to the number of UK users accessing with a
VPN “need to use additional, available measures to flag VPN users that
are likely to be in the UK – browser signals, content choice,
latency.”In this, it aligns with policy in the UK that puts the onus on
platforms to prevent age check circumvention.

Norway is moving to regulate smart glasses,
including a possible ban on facial recognition, as the controversial
technology seeks a foothold in the commercial market.A BGNES report
citing AFP quotes Digitalisation Minister Karianne Tung, who says “we
are seeing privacy and people’s personal integrity come under pressure
from new technologies. That is why I want us to regulate smart glasses
and similar devices more strictly than before.”“There is a clear trend
toward combining artificial intelligence with cameras and microphones
built into glasses, headphones, hats and other objects we use in
everyday life. We must prevent this equipment from being used to monitor
other people in public places.”Tung plans to put together an expert
advisory group to counsel the government on privacy concerns around the
technology.Meta’s smart glasses shift surveillance into everyday
life-Meta has sold roughly 7 million smart glasses and continues to
expand the platform with AI capabilities. They have major brand
partnerships, celebrity endorsements and the marketing heft of Silicon
Valley behind them. Recent patents describe facial recognition, gaze
tracking and expression analysis, while previous reporting has shown the
company has experimented with “NameTag,” a system capable of
identifying people through onboard cameras. Technically launched in
2021, they have since been refashioned and equipped with Meta’s AI
model. Smart glasses now lurk at the edges of everyday life; they are
not ostentatious, nor easy to differentiate from normal sunglasses.
These days, anyone sporting black Ray-Bans or Oakley wraparounds might
be recording you without your knowing.There has already been significant
pushback to Meta’s wearables plans. The potential for misuse by law
enforcement has been noted, as has the probability that the tech will be
used to film people without their knowledge or consent. BGNES quotes
Finn Myrstad, head of digital policy at the Norwegian Consumer Council,
who says, flatly, “the potential for abuse is enormous.” Reverse image
lookup firm PimEyes has warned of “irreversible consequences” for
privacy should facial recognition end up in smart glasses.As Myrstad
notes, “Meta already has this technology, and it is only a matter of
time before it is incorporated into the glasses.” For a time, the
latent code for facial recognition capability was included in Meta smart
glasses; the company only removed the code when the media noticed.Meta
has also explored hardware-based privacy controls. The Independent
reports that Meta has been working on a so-called kill switch for the
glasses that would limit filming capability. A patent describes a
“hardware privacy mute circuit,” which would “provide tamper-resistant
privacy controls that cannot be compromised through software exploits.”
In other words, recording capabilities would be physically disabled in
applicable situations – a clear upgrade from the current system: a light
that flashes when the glasses are recording, and can be easily turned
off.Employers become the next battleground-Analysis in Startland News
looks at the inevitable arrival of smart glasses into the workplace. The
tech “creates legal and operational considerations” that may get lost
in the larger privacy debate. These include employees who request smart
glasses as a disability accommodation – which, the piece notes, can lead
to litigation, as in the case of a Disney employee who was prescribed
smart glasses for light sensitivity caused by postpartum conditions and
astigmatism, told she could not wear them at work, and has sued Disney
as a result.Moreover, there is the issue of patchwork regulation.
Federal, state and local laws may impose various privacy requirements,
and workplace privacy rights vary from case to case. For instance,
“California’s Invasion of Privacy Act (CIPA), among other things,
generally prohibits intentionally recording a confidential communication
without the consent of all parties to the communication.” And a pending
law, SB 1130, would prohibit the operation of “a wearable recording
device to capture sound or video of any other person in any area within a
place of business where the person has a reasonable expectation of
privacy, unless the person operating the device has the explicit consent
of that person.”Likewise in Illinois, where the Biometric Information
Privacy Act (BIPA) requires private entities to provide written notice
and obtain a written release before collecting, capturing and storing
biometric data.As such, employers should consider reviewing the
applicable laws and policies in their jurisdiction, and “should not
assume that a general workplace monitoring policy addresses all privacy
concerns associated with smart glasses.”The policy challenge extends
beyond Meta-Norway’s proposal reflects a broader shift. Smart glasses
appear to be moving from experimental gadgets to mainstream consumer
devices, raising new questions about biometric surveillance, workplace
privacy and whether existing laws are equipped to regulate always-on AI
cameras.Norway’s proposed restrictions illustrate how the debate has
evolved beyond facial recognition accuracy to the architecture of
everyday surveillance. Smart glasses are part of a broader shift in
which cameras, AI and biometric identification are moving from
controlled environments into ordinary consumer devices. As wearable AI
becomes more common, governments and employers will increasingly face
the question of whether existing privacy laws are equipped for a world
in which anyone can carry an ambient biometric sensor on their face.

donations coincide with expanding ICE detention and biometric
monitoring contracts-48% of GEO's revenue now comes from ICE detention

A subsidiary of GEO Group, whose ICE business spans
detention, biometric monitoring and location intelligence, gave more
than $1.4 million in July to a political committee supporting President
Donald Trump.The payments by GEO Reentry Services came within days of
GEO announcing two new ICE detention contracts expected to generate a
combined $165 million in their first full year of operations.A Biometric
Update review of ICE procurement records found that one of those
agreements is substantially larger than GEO’s public description
suggested. The government estimates the five-year requirement for GEO’s
Rivers Facility in North Carolina at nearly $457.1 million and awarded
it without full and open competition after receiving seven responses to
earlier market research.Another wholly owned GEO subsidiary, BI
Incorporated, operates ICE’s nationwide Intensive Supervision Appearance
Program (ISAP) using electronic monitoring, biometric reporting and
case management to supervise people on the agency’s non-detained
docket.BI also holds one of ICE’s new skip-tracing contracts, allowing
it to use government case information and commercial data to help locate
people ICE is trying to find.The political spending was first reported
by The Lever and subsequently by The New York Times after MAGA Inc.
disclosed its July receipts to the Federal Election Commission (FEC).GEO
Reentry gave MAGA Inc. $1 million on July 16, three days after GEO
announced a five-year agreement for the 1,188-bed Big Horn Facility in
Hudson, Colorado. It gave another $413,000 on July 31, two days after
GEO announced its agreement for the 1,320-bed Rivers Facility in Winton,
North Carolina.The July payments were not GEO Reentry’s first to MAGA
Inc.FEC records and campaign finance disclosures show the subsidiary
gave the committee $1 million in October 2025, another $1 million in
March and another $1 million in April. Including the July payments, GEO
Reentry has given MAGA Inc. more than $4.4 million since October.There
is no evidence that the political spending caused ICE to award GEO
government business.The White House rejected such a connection when
questioned by the Times, saying allegations that political donations
influenced federal contract awards were false. The Department of
Homeland Security said federal contractor selection is heavily regulated
and follows those requirements.ICE’s detention expansion
accelerates-The underlying Rivers procurement records nevertheless add
detail to what GEO received and how ICE selected the company.GEO
announced July 29 that Rivers was expected to generate approximately $80
million in revenue during its first full year. An ICE justification for
awarding the work without full and open competition, made public August
11, puts the government’s estimated five-year value at $457,091,724.ICE
projected costs rising from $79.44 million in the first year to $97.92
million in the fifth. The contract covers detention housing, guards,
meals, medical care and transportation.ICE said GEO was the only
responsible source capable of meeting the agency’s requirements within
the necessary timetable.That determination followed market research
rather than a competitive solicitation. ICE issued a Request for
Information on May 28, 2025, seeking detention capacity for as many as
1,500 people within 150 miles of Richmond International Airport and
requiring a facility capable of becoming fully operational within three
months.ICE received seven responses.GEO proposed Rivers, a former
federal prison it owns that had been idle since 2021. The facility is
about 105 miles from Richmond International Airport, and GEO said it
could reactivate it within 90 days.At least one other RFI respondent
also said it could meet that timetable. A submission proposing the
former Augusta Correctional Center in Craigsville, Virginia described
the shuttered state prison as capable of becoming operational within 90
days and about 90 minutes from Richmond International Airport.But
Augusta required renovations to meet ICE detention standards. ICE
ultimately concluded that Rivers was the only facility capable of
satisfying its complete requirements quickly enough.The public
justification does not provide a detailed scoring comparison showing how
ICE tested the Augusta respondent’s assertion that it could also be
ready in 90 days. It provides the government’s conclusion that the
required renovations and other work made the alternatives infeasible
within its timetable.ICE began seeking the additional detention capacity
in May 2025, more than a year before GEO Reentry’s July 2026 payment to
MAGA Inc.ICE awarded GEO a sole-source contract internally estimated at
nearly half a billion dollars on July 29. GEO announced the award that
day. Two days later, GEO Reentry gave $413,000 to Trump’s political
operation.Biometric Update also found that ICE’s justification
explicitly connects the Rivers requirement to policies ordered by the
Trump administration.The document cites Trump’s January 2025 immigration
executive orders and the Laken Riley Act and says ICE needs
approximately 60,000 additional detention beds to support expanded
immigration enforcement, bringing projected nationwide capacity close to
100,000 beds.The second July contract followed a similar political
spending sequence.GEO announced July 13 that it had entered into a
five-year ICE agreement for Big Horn in Colorado. GEO expects the
facility to generate approximately $85 million in its first full year.
Three days after the announcement, GEO Reentry gave MAGA Inc. $1
million.Federal award data put the Big Horn contract ceiling at
approximately $528.7 million, although a contract ceiling is not the
same as the amount ICE will ultimately spend.GEO’s ICE business extends
beyond detention-Through BI Incorporated, which GEO acquired in 2011,
the company operates ISAP, the principal component of ICE’s Alternatives
to Detention program. People enrolled in ISAP live outside detention
but can be required to submit to electronic monitoring and case
management while immigration proceedings or removal cases continue.ICE
awarded BI the current ISAP V contract on September 30, 2025. The
original award was valued at approximately $1.017 billion, with current
procurement records placing its ceiling slightly above $1.02 billion.The
work goes considerably further than supplying ankle monitors.ICE’s
solicitation requires enrollment and orientation, case management, home
and office visits, residence verification, court tracking, GPS
monitoring and management of alerts generated by electronic monitoring
systems.One of the procurement’s principal technical documents is titled
“Detailed GPS Biometric Reporting Monitoring System.”The biometric
component includes mobile identity verification.BI’s SmartLINK
technology allows a participant to conduct scheduled check-ins through a
smartphone or BI-issued device. BI markets its mobile monitoring system
as supporting facial comparison and liveness detection intended to
verify that the person checking in is the enrolled participant.
ICE
has said SmartLINK facial matching compares a submitted photograph
against enrollment images. A possible mismatch generates an alert for
review rather than automatically determining that the participant has
violated the program.Earlier versions of ISAP also used biometric voice
verification for telephone reporting, but ICE told bidders for ISAP V
that telephonic voice reporting was no longer required.BI’s dedicated
ankle-worn devices support continuous location reporting, geographic
zones and tamper alerts, while wrist-worn technologies can also provide
location information and identity-related authentication functions.Those
capabilities do not mean ICE activates every available function for
every participant. Monitoring levels and technologies can vary by
individual case.The scale of the program has nevertheless changed
sharply.GEO told investors this month that approximately 184,000 people
were enrolled in ISAP, with about 54,000 wearing GPS ankle monitors, up
from roughly 17,000 in early 2025. Approximately 116,000 were receiving
case management services. The categories overlap and cannot be added
together.BI’s other major recent ICE assignment takes the company beyond
monitoring people already reporting to the government.From biometric
reporting to location intelligence-ICE awarded BI one of its nationwide
skip-tracing contracts in December 2025. BI’s indefinite-delivery
vehicle, 70CDCR26D00000005, carries a ceiling of approximately $121.84
million. It was one of multiple awards under a competition that drew 51
offers.The work gives BI a different role in immigration enforcement.
Rather than monitoring people already in contact with ICE, the contracts
expand BI’s role into helping locate individuals using government
records and commercial datasets.ICE procurement documents describe
contractors receiving government-furnished case information containing
identifiable data and using it with commercial sources to determine
where people are living.The work can include automated and manual
research, address verification and physical observation.GEO describes
BI’s service as “enhanced location research” using identifiable
information, commercial data verification and physical observation. GEO
said BI began performing the work in March.ICE accounted for 48 percent

National Identification and Registration Authority (NIRA) has made a
fresh call on citizens to continue adopting the eAqoonsi digital ID app
in order to get easier access to public and private services.The app,
which is available on Google Play and Apple app store, was launched last
year as part of efforts by the ID authority to expand access to the
country’s national digital ID.The mobile application, labeled by
authorities as “a modern, secure, and efficient alternative to the
physical national ID card,” allows citizens to carry their national ID
digitally on a smartphone, and provides a digital credential with the
same legal validity as the physical card. It already has more than
50,000 downloads.In a recent post on X, NIRA re-emphasized the
importance of the app, stating: “The eAqoonsi App makes it easy for you
to download your digital national ID. Legally, it is equivalent to the
physical ID itself.”In April, there were concerns that the eAqoonsi
digital ID app was not inclusive enough. Many users complained not being
able to access their IDs via the app due to challenges such as poor
connectivity and digital illiteracy.Somalia has, since 2023, been
implementing a World Bank-funded biometric national ID project which
aims to strengthen the country’s legal identification system and
revolutionize the way citizens get public and private sector services
delivered to them.Efforts in the last three years, led by NIRA, have
yielded some fruits with more than one million digital IDs already
issued as of November last year. Speaking at the country’s national ID
conference held that month, the representative of the UNDP in the
country Lionel Laurens described the ID system as a “cornerstone of
state-building.” He praised the government’s commitment and South-South
cooperation which, he said, has forged the country’s legal identity
journey.Somalia has set an ambitious target of issuing at least 15
million digital IDs by 2029 as the government hopes to mature its
digital public infrastructure implementation. Authorities say the
country also needs an estimated $125 million to be able to fully
implement the program.
