Sirens blared in Mecca on Tuesday as the Houthis fired a drone from Yemen toward Islam’s holiest city, at least according to the Saudis.Only a month before, Saudi Crown Prince Mohammed Bin Salman hosted the leaders of Turkey and Pakistan to sign a joint defense agreement with great fanfare in the same city.The Houthi strikes on Saudi Arabia were the first test of that pact, the Mecca Agreement, and it doesn’t seem to have translated to improved security for the Gulf kingdom. Its cities, ships, and infrastructure are coming under daily attack, and Turkey and Pakistan have not mobilized to defend their beleaguered ally — despite Saudi Arabia hosting at least 8,000 Pakistani troops.Officials from Turkey and Pakistan told The Associated Press they have not received a Saudi request for support in response to the Houthis’ escalation. There’s just one country that they’re not too happy with, and we’ll get that straightened out.”A senior Trump administration official told The Washington Post that Washington is “focused on protecting core national security interests,” including freedom of navigation in the Red Sea, while also “empowering our regional partners to take the lead in managing and resolving regional security challenges.”The official added, not especially helpfully, that the White House is in “continuous dialogue” with Riyadh and the internationally recognized Yemeni government “regarding regional stability.”Saudi Arabia is also showing the limitations of its own well-funded military. TORONTO — A 29-year-old man opened fire on a police officer stationed outside an Ontario synagogue at the start of Yom Kippur on Sunday evening, triggering a shootout involving as many as 30 shots, the province’s police watchdog said Monday.The gunfire left the assailant with life-threatening injuries and seriously wounded a veteran of nearly 13 years with the Belleville Police Service who was recovering in intensive care.At a press conference on Monday, Belleville’s deputy police chief Sheri Meeks identified the shooter as Sean Ward, 29, from the neighboring city of Quinte West and the injured officer as Constable Jeff Smith.The province’s Special Investigations Unit (SIU) said preliminary evidence showed the man arrived in a truck around 7 p.m. on Sunday and fired at an officer outside the Sons of Jacob Synagogue in Belleville, about 110 miles east of Toronto. The AI apocalypse is trending. Warnings are flying that continuing to develop AI technology at the current pace will almost certainly lead to a catastrophe for humankind.Humans like their disasters to be big, decisive and cinematic. The most famous depiction of society brought to an end by AI is probably James Cameron’s Terminator franchise, and specifically the scene from Terminator 2: Judgment Day in which a playground is engulfed in flames and the world reduced to ash by a robot-initiated nuclear attack.Instantaneous destruction is a convenient metaphor, but in the real world existential threats are usually incremental. Disasters attributed to climate change continue to happen, one by one. The pattern is clear. But because catastrophes are not happening to everyone everywhere all at once, there are still those who insist that the various fires, floods and droughts are just a series of unrelated events.
The conceptual challenge: AI risk won’t look like the movies-A similar perception problem is now emerging with AI. Last week, the Spanish Data Protection Agency, AEPD, announced that it received “the first notification of a personal data breach in which the incident was allegedly carried out by an artificial intelligence agent that used a known language model.”Which is to say, an agent attached to one of the more widely used LLMs (Claude, ChatGPT, Gemini, etc.) went rogue. The agent scanned for vulnerabilities to successfully log in, then scanned for more vulnerabilities in the application, ultimately enabling it to modify personal data and access invoices.The appropriate metaphor for the AI threat, then, may not be a nuclear conflagration, but the colloquial death by a thousand cuts: agents infiltrating systems one-by-one, doing bits of damage to particular cells or accounts. It may not look like a world-ending scenario. Nonetheless, taken as a whole, it has the capacity to create unprecedented chaos.The authority issue: identity is no longer enough-Google knows this. Earlier this month, the company warned that AI agents are already automating credential theft at scale. As previously reported in Biometric Update, the Google Threat Intelligence Group (GTIG) has observed a presumed attacker use an AI coding chatbot and a multi-agent framework to plan, build and initiate a mass credential harvesting campaign in under six hours.This raises major questions related to identity and authentication. As AI agents gain greater ability to act, identity systems have to move beyond authenticating a human to proving which agent is acting, who authorized it, what authority it has, where that authority came from, and when a human must step back in.This realization has exposed a gap between identity and authority. The who of identity verification has been replaced by the what of authorization: who sent this agent, what is it allowed to do, and on whose authority.The problem is, existing identity and authentication infrastructure is not equipped for agents that can inherit credentials and act autonomously. Capability has outgrown guardrails, and the pace of regulation lags far behind that of innovation and development. AI agents are already inside digital infrastructure. And some of them have gone off script, creating what for now look like small breaches – but could become a mosaic of incidents cohering into a bigger threat picture.What does a trust layer for agents look like? Can identity infrastructure evolve from proving who is logging in to proving who or what is authorized to act? This is the question now facing the identity sector.Various organizations are proposing various answers, frameworks and protocols. Agentic commerce is driving the need for authentication tools that can facilitate secure, trusted agentic transactions. Standards are being developed to create a foundation for interoperability. The Model Context Protocol (MCP), an open standard and open-source framework announced in 2024, has enabled agents to communicate with external tools, systems and data.Now, the focus shifts to how to govern them as they operate autonomously.OpenAI: better tracking of ‘model misalignment’OpenAI, which owns ChatGPT, has announced “a new framework for tracking, investigating, and disclosing instances of model misalignment at OpenAI.”Also part of the announcement are the six reports on “unexpected or concerning model behavior” that OpenAI has observed in the last six months.The framework aims to expedite the publishing of “misalignment reports,” or instances in which an agent wanders outside of its delegated authority.“As AI systems grow more advanced and more widely deployed, we need to build a broader and better-informed consensus on the progress of alignment research,” it says. “We do not believe that the AI industry has solved alignment and monitoring to a sufficient degree to continue responsibly scaling at maximum speed for much longer.”OpenAI hopes its template can serve as a model for an industry-wide framework for “how AI developers should disclose examples of misalignment in their models.”“This framework will cover qualifying behavior throughout a model’s lifecycle – including training, evaluation, testing, and deployment.”vLEI possible model for proving who sent an agent, what it can do-The Global Legal Entity Identifier Foundation (GLEIF) has proposed the verifiable Legal Entity Identifier (vLEI) model as a solution to the agentic governance question. vLEIs, it says, allow counterparties to computationally verify the identity, authority, and role of a person, or an agent, acting on behalf of a legal entity.The system uses a cryptographic trust chain that leads back to a verified individual within a verified organization, wiring accountability into each agentic transaction with a machine-readable proof of the legal identity of whatever organization an agent acts for, and the limits of its authority. According to Alexandre Kech, CEO of GLEIF, “it sits above device and agent identity as the organizational trust layer.”GLEIF argues that agentic ecosystems require more than digital identity alone to keep them in line. It calls for mechanisms to establish verifiable organizational identity, express and manage delegated authority, enforce machine-readable policies at runtime, and generate auditable records – a superlayer of trust that, effectively, sets laws around what agents can do.Open standards are a sustaining force for agentic commerce: FIDO Alliance-In an article for the World Economic Forum, FIDO Alliance CEO Andrew Shikiar argues that the fate of agentic commerce – which McKinsey estimates could orchestrate $3 trillion to $5 trillion in transactions globally by 2030 – rests on one question: “when an agent initiates a transaction, who or what is really on the other end, and how would anyone confirm it?”“Until that question has a reliable answer, agentic commerce will keep hitting the same ceiling: real deployments, real pilot volume, but hesitation every time the stakes get high enough to matter.”The answer, in Shikiar’s view, is standards as an anchor for trust. He points to online shopping as an example of how it works: online purchases didn’t scale until SSL/TLS encryption allowed people to feel safe sharing their payment data with websites. “The browser padlock gave people a reason to trust that a stranger’s website could safely take their card number – a problem no single retailer could solve alone, and one the industry only cleared by converging on an open, shared standard.”Shikiar should know. With FIDO, he has launched the era of passkeys, building open standards and trust over time that then translated to adoption – the two compounding until users being asked to create a passkey understood why, and that the model can be trusted.Agentic authentication, he believes, simply extends this established foundation one step further. He proposes three non-negotiable needs in closing the trust gap.First, every agent needs a cryptographically anchored verifiable identity. Second, each transaction demands clear limits in the scope of authorization. Third, the system “requires accountability and revocability, ensuring every action traces directly back to a real person who can withdraw authority at any time.” The overarching message Shikiar has is that collaboration is necessary to find solutions. The approach that has worked for passkeys – shared technical standards adopted across an entire ecosystem, not owned by any one vendor – is what’s required.“Solving this will not fall to any one sector. It requires governments, standards bodies, and the organizations building and deploying these agents to work together – just as these stakeholders collaborated on earlier trust infrastructure such as payment card standards or Strong Customer Authentication requirements adopted across Europe.”Dock Labs, iProov look beyond identity, toward authority-Identity providers and biometrics-related firms are also exploring how to create trust frameworks for agentic transactions.A post from Dock Labs explains how the company designed verifiable chains of authority for AI agents. It hopes to address the question of how authorization can travel across organizations.“Once authorization travels, its origin, scope, revocation state, identity binding, and policy become part of what the receiving organization has to evaluate,” it says. “That, more than attaching an identity to an LLM, has been the interesting engineering problem.”This month, iProov launched its Human Approval and Presence Specification (HAPS), which it calls an “experimental procedural specification for managing AI Agents” that binds a provider’s assertion of human presence and approval to a machine-readable action. Its goal is to enable organizations to “decide which actions are sensitive and/or critical enough to require additional human approval and what level of evidence is appropriate.”Agents of change: to retain trust, identity must evolve-For now, then, the answer to the question of how to build a trust layer for AI agents is, it depends. But each approach shares common characteristics, reflecting common understanding. Assigning an identity to an AI agent isn’t the same as governing it. Authorizations, their limits and a trail of accountability must be built into every agent autonomously conducting a transaction. This requires the identity sector to rethink how it solves the larger problem of trust. Agents have changed identity management, and the old rules no longer apply.

D-you wallets are expected to store a mix of identity and official documents, including national ID data, mDLs and other digital credentials. U.S. Customs and Border Protection (CBP) is seeking a biometric capture system that can photograph Global Entry travelers while they continue walking through airport arrival lanes, moving the trusted traveler program toward continuous-flow facial comparison without requiring travelers to stop at a kiosk or portal when no additional inspection is needed.The agency’s new Global Entry Airport Modernization solicitation calls for biometric facial comparison systems at 38 international airport terminals with what CBP describes as the highest Global Entry “saturation.”The project would move Global Entry beyond the current touchless portal model, in which travelers approach a facial comparison device, align their face with an on-screen silhouette, and have a photograph captured.CBP’s current instructions tell travelers to approach the portal, position their face, and wait for processing to finish.The new system would capture facial images as travelers move through a designated capture zone.CBP says its objective is continuous processing without requiring travelers to stop unless additional inspection is needed, while improving throughput and reducing officer interaction with low-risk travelers. The contractor would provide a biometric walk-through capture lane.CBP specifies a self-supporting archway or similar structure equipped with cameras and, where needed, integrated lighting.Travelers must be able to walk through it, and the equipment must be flexible enough for different capture areas, airport layouts, and lighting conditions.The structure also must conceal electrical and data wiring, withstand wear and possible tampering, be movable when inspection areas are reconfigured, and protect biometric and personally identifiable information.The contractor’s system would capture facial images and transmit them to CBP. Biometric matching, traveler verification and identity adjudication would remain functions of CBP’s Traveler Verification Service (TVS) or a successor government system.TVS performs the biometric matching, comparing a live photograph against a temporary gallery of source images associated with arriving or departing travelers and returning a match result within seconds. The new deployment is specifically intended for arriving Global Entry air travelers. The architecture is already central to CBP’s broader biometric travel system.The agency says it has implemented biometric facial comparison for entry processing at all international airports and, as of its most recently published figures, has used the technology to process more than 807 million travelers.Global Entry itself has been moving away from fingerprints, passport scans, and paper receipts for years.When CBP introduced facial biometric Global Entry kiosks throughout Los Angeles International Airport in 2020, it said the new equipment reduced average processing time for preapproved travelers by nearly 90 percent, from about 45 seconds to less than six seconds.The continuous-flow procurement takes that progression further by making facial capture and biometric matching part of a traveler’s movement through the inspection area rather than a separate stop at a device.CBP is setting relatively high-performance requirements. The system must operate 99 percent of the time without failure or downtime and successfully capture photographs of at least 99 percent of Global Entry passengers.No more than five percent of passengers can produce a “no facial match” result. At least 98 percent of passenger photographs must receive an acceptable TVS image-quality rating, and each installed system must process up to 3,500 passengers a day.Officers would receive traveler processing status in real time.The system must also identify and route passengers who require additional processing, so the continuous-flow model separates travelers who can be cleared biometrically from those who need additional attention.The procurement covers 38 terminal-level installations at 30 distinct airports, not 38 separate airports.They include John F. Kennedy International Airport, Boston Logan, San Francisco International Airport, Dallas/Fort Worth, Seattle-Tacoma, Philadelphia International, Newark Liberty, Miami International, Hartsfield-Jackson Atlanta, Washington Dulles, Los Angeles International, Chicago O’Hare, and other major Global Entry gateways.Several airports would receive systems in multiple terminals, including JFK, Miami, Newark, Los Angeles, and San Francisco.The list also includes CBP preclearance operations at Toronto Pearson International Airport, where installations are planned for terminals 1 and 3, and Vancouver International Airport.CBP wants installation work to begin no later than 30 days after award, and the winning vendor must complete two installations a week. The solicitation contemplates a firm-fixed-price contract running from September 30, 2026, through September 29, 2027.The documents do not disclose an estimated contract value. Vendors are being asked to price software, maintenance, and installation for each of the 38 deployments.CBP plans to make the award on a best-value basis rather than simply choosing the lowest-priced offer. CBP will consider technical approach, delivery capability, and past performance along with price.Companies seeking to compete must notify CBP by September 17 to participate in oral presentations expected September 21 and 22.Vendors will have up to 30 minutes to address their technical approach, delivery plan, and up to three relevant past projects. Price quotes are due before the start of each company’s scheduled presentation.The statement of work also contains a broad set of AI conditions that extend beyond the operational specifications for facial capture.Any AI product or solution used under the contract must employ risk-management safeguards, including practices consistent with the National Institute of Standards and Technology’s AI Risk Management Framework.Contractors must also address privacy, civil rights and civil liberties, data security, transparency, accountability, fairness, accuracy, and foreseeable risks.The provisions require documentation of the origin, quality, and suitability of data used to train AI models, including measures to manage bias and prevent unintended disclosure of sensitive information.A separate portion of the solicitation’s Statement of Work sets conditions for large language models (LLMs), including requirements for model, system, or data cards, safety controls, disclosure of AI training or development conducted outside the U.S., and descriptions of content moderation and output controls.The documents do not, however, require an LLM as part of the Global Entry facial comparison system or establish that CBP intends to deploy one.

SITA has launched a new border processing system designed to eliminate physical stops at airport immigration checkpoints.SITA Border Flow Lane shifts border control toward a pre-clearance model, verifying passenger identities using traveler data and opt-in biometrics while they move through the terminal.
Biometric Update had a preview of the technology in November last year, visiting SITA’s Experience Centre in Singapore. During the visit SITA showed a vision of biometrics and air travel with a gate where passengers “just walk through.” That vision has now become a commercial product, with SITA seeking government partners to pilot it in operational environments.During the preview, Biometric Update saw a screen behind the gate demonstrate what officials would see. Passengers would need to register on their phones before walking through the gate. On the screen details on each passenger flash up as they approach the gate, showing their nationality, name and other details. Algorithms could automatically flag issues, as face biometrics are scanned.SITA Border Flow Lane is designed to replace traditional stop-and-check passport controls at gates, kiosks and officer stations with continuous, in-motion identity verification. According to the company’s data, the process operates up to eight times faster than standard eGates. The technology seeks to increase processing capacity in existing airport facilities without requiring physical expansion.It’s a key argument SITA makes, using existing space more efficiently as airport expansions cost significant time and budget. Toronto Pearson, for example, is piloting four facial verification e-gates with Air Canada, one domestic and three for U.S.-bound travelers, using Dormakaba hardware and middleware from SITA and Airsphere. The airport expects annual traffic to grow from about 47 million passengers to 65 million by the early 2030s.Airport officials see digital identity solutions as a way to scale throughput within Pearson’s existing footprint while accelerating boarding times. Pearson is working with Air Canada, SITA and federal agencies to build a privacy-compliant foundation, with eventual expansion of biometric verification across check-in, lounges and all major airport touchpoints.Meanwhile, the new operational model using the SITA Border Flow Lane has border agencies clearing more than 75 percent of passengers prior to flight departure. This would allow immigration officers to reallocate resources toward non-routine cases and keep full authority to stop any traveler during transit. “The aviation industry cannot build its way out of every capacity challenge,” said Pedro Alves, SVP of borders at SITA.“Traveler demand changes constantly, but airport infrastructure doesn’t. The opportunity is to make better decisions before travelers arrive, helping trusted travelers keep moving while creating more capacity from the infrastructure already in place. Stopping becomes the exception, not the rule.”The platform relies on voluntary traveler enrollment using authorized biometric data, with border agencies retaining direct oversight of all clearance decisions and identity verifications.Dubai has its own walk-through complete with red carpet-Dubai International Airport’s (DXB) “Red Carpet” biometric border system processed 745,188 passengers during the first eight months of 2026, reports Gulf News. GDRFA says all users completed the process without stopping.The walk-through AI corridor relies on real-time face biometrics to verify up to 10 travelers simultaneously. The technology cuts average border processing times by 60 percent, dropping from 12.5 seconds to 3.4 seconds. This helps to manage DXB’s broader passenger volume of 25.8 million travelers over the same eight-month period. Paravision provides face biometrics in a partnership with emaratech to deliver the “Red Carpet Smart Corridor.”Alongside the Red Carpet system, DXB’s contactless smart gates cleared over 9.3 million passengers, while its dedicated children’s passport platform served more than 212,000 young travelers. Similarly, Dubai’s General Directorate of Residency and Foreigners Affairs (GDRFA) has launched “Click and Travel,” a mobile immigration service that allows passport control officers to clear passengers in 12 to 15 seconds using handheld devices.The mobile service brings border control directly to travelers anywhere in the terminal. Equipped with face biometrics recognition, fingerprint verification and e-passport readers, officers can perform instant identity checks and complete clearance on the spot.Designed to ease peak-time congestion, the service prioritizes families, children and People of Determination. Following a successful pilot that processed over 31,000 travelers, Click and Travel is available to all departing passengers, as well as arriving UAE citizens and residents, with plans for further expansion, reports Khaleej Times.

It’s been a big year for MyDigital ID, Malaysia’s national digital identity system. Once promoted by Malaysia’s cybersecurity chief as a credential whose adoption should remain voluntary, it is increasingly becoming the authentication layer for important digital services, from transport to telecoms to government platforms, while banks and other private-sector providers test integrations of their own.While digital transformation is supposed to reduce bureaucracy and improve the delivery of public services, making life more efficient and streamlined for citizens, an overzealous approach could have far-reaching consequences.Inclusion and trust are words often bandied around when discussing digital public infrastructure, but technical issues affecting MyJPJ in recent months have raised concerns about public confidence. Created by the Malaysian Road Transport Department (JPJ), the MyJPJ app allows drivers and vehicle owners to manage their licenses, road tax and traffic summonses digitally.Since May 1, MyDigital ID has been the single sign-on (SSO) method for MyJPJ. Within days of the switch, seven million MyJPJ users had registered and logged in through MyDigital ID, while total MyDigital ID enrollment reached 12 million (in a country of 35 million).However, ongoing technical glitches have drawn sharp criticism. The Star newspaper reported that former MP Datuk Raime Unggi warned that unresolved problems will undermine faith in government digitalization initiatives.“Digitalization is meant to simplify public services, not create more bureaucracy and inconvenience,” Raime said in a statement. “Why push a digital service if the public is still forced to travel to physical counters?”The former MP is said to have experienced the problems first-hand, and the sense of frustration is palpable. What’s worse is that the app’s failures reportedly impacted rural residents disproportionately, who have to travel to faraway JPJ branches to get help.Issues with app crashes, slow response times and failed online transactions have been reported. Such failures can lead to the kind of frustration that results in mistrust, a mistrust that can be hard to dislodge. Ill-formed reputations can take years of work to shift. Malaysia already has experience with this, as it struggled to scale MyDigital ID registrations initially, before a successful PR campaign helped to change public perception.Government agencies and vendors in other countries have used trials to limit these kinds of issues, whilst allowing feedback to tweak and refine their systems. Singapore’s Immigration and Checkpoints Authority (ICA) used a phased approach to bring in biometric border crossings. Trials were used to refine deployment and reduce operational risks.The trust curve: security versus optionality-Every government must balance the security demands of its situation. Scams and fraud have plagued Malaysia and Southeast Asia more generally. A lot of this criminal activity is happening through smartphones and the internet, with online scams and identity fraud.The Malaysian Communications and Multimedia Commission (MCMC) has fully enacted its Mandatory Standards framework. MCMC’s new mandatory prepaid SIM registration standard tightens identity checks through secure automated registration, biometric verification and MyDigital ID. The rules also include enhanced passport checks for non‑Malaysian users.The measures mean citizens, permanent residents and temporary residents may register up to five prepaid SIMs per provider, while non‑Malaysians are limited to two. Children under 12 cannot register, and minors aged 12 to 17 must have their SIMs registered by a parent or guardian.Registrations must be confirmed within 12 hours, and tourist SIMs will expire after three months. Service providers and dealers are required to comply fully, with regulatory action possible in cases of non‑compliance. The framework also introduces consumer‑focused safeguards intended to create a more secure communications environment.Meanwhile, under 16s have been barred from opening social media accounts in Malaysia. Licensed platforms must verify that users are at least 16 using recognized official documents such as MyKad, passport, birth certificates or other accepted credentials. There’s the convenience of unified access — residents can use a common authentication credential across a growing number of services rather than maintain separate login methods for each.The limits of optionality-Malaysia has not formally made possession of MyDigital ID universally mandatory. But the distinction between formal compulsion and practical necessity is becoming increasingly important as more essential digital services make it their authentication layer.The chief executive of Malaysia’s National Cyber Security Agency (NACSA) and a think tank previously urged the Malaysian government to rethink a move to consider making MyDigital ID mandatory. While that legislative intention doesn’t appear to be hastening, it’s a wistful reminder of the words written by NACSA’s chief Dr. Megat Zuhairy Megat Tajuddin.“In an age of rising digital scams and identity theft, Malaysia’s push for a national digital identity system — MyDigital ID — could not be more timely,” he wrote in the New Straits Times, in July 2025. “But for it to succeed, it must be built on trust, transparency, and voluntary adoption.” That advocacy for optionality seems to have fallen by the wayside.Malaysia is targeting 17 million MyDigital IDs by year’s end. But in the rush for registrations, it should be important to always underline what a national digital ID is supposed to be for: making the lives of residents easier, safer and more convenient. And to remember that a resilient governmental system, technological or otherwise, is always, ultimately, about trust.

A vendor supporting the Transportation Security Administration’s (TSA) biometric checkpoint system could access and extract passengers’ driver’s license and passport images during troubleshooting and system upgrades without the agency’s knowledge, according to a new Department of Homeland Security (DHS) inspector general (IG) audit.The unclassified summary, dated September 15, says TSA had no clear policies governing the contractor’s access, did not track when it extracted passenger information, and could not verify that the contractor deleted it properly.TSA also did not notify passengers when their biometric and biographic information may have been stored, the IG found.The redacted audit report does not identify how many passengers were affected, which airports were involved, when the extractions occurred, where the information was taken, or how long any copies remained available.It also does not say the information was misused or disclosed beyond the vendor or characterize the activity as a data breach.Nevertheless, the inspector general called the lapse a “significant weakness” that created a risk that sensitive personal information could be retained or exposed.TSA has repeatedly emphasized that information processed by Credential Authentication Technology 2 (CAT-2) equipment is deleted quickly and is not retained during normal checkpoint operations.The inspector general found those routine controls generally worked and that TSA personnel and CAT-2 systems deleted passenger information promptly and in accordance with federal requirements.The breakdown occurred through a separate pathway when the vendor accessed equipment while troubleshooting problems or making enhancements.CAT-2 machines scan and authenticate a traveler’s identity document, retrieve flight and prescreening information, and use a camera to compare a live photograph of the traveler with the photograph on the credential.A 2025 Privacy and Civil Liberties Oversight Board (PCLOB) staff report said TSA had deployed more than 2,100 facial recognition-enabled CAT-2 machines at more than 250 airports as of April 2025. TSA ultimately intends to deploy the technology across more than 400 airports where the federal government conducts passenger screening.That expansion is expected to accelerate. TSA’s fiscal year 2027 budget request seeks $41 million for CAT procurement and deployment, which the agency says would move full operational capability from fiscal year 2042 to 2029.The IG’s public summary refers only to the “CAT-2 vendor.” It does not name the contractor or say whether the personnel involved worked for the system’s manufacturer, a maintenance or technical support provider, or a subcontractor.Public procurement records show that TSA awarded Idemia Identity & Security USA the current seven-year contract for next-generation CAT-2 systems in 2023. The contract has a $128 million ceiling.The PCLOB also identifies Idemia as the producer of CAT-2 machines and the facial matching algorithm used for one-to-one verification.Those records do not establish, though, that Idemia was the vendor responsible for the access the inspector general identified.TSA’s published privacy documents have long acknowledged a narrow exception to immediate deletion for authorized system testing.A 2020 privacy impact assessment said passenger information collected during normal screening would be overwritten when the next traveler was processed or when the officer logged off the machine.For designated testing, however, selected machines could retain identity document information and facial images temporarily so TSA and DHS’ Science and Technology Directorate could evaluate system performance and software changes.Travelers would be notified by signs, the information would be placed on a TSA-owned encrypted drive, and TSA personnel would transfer it to government researchers.The PCLOB report subsequently said selected CAT-2 machines could retain information for 24 hours during testing, after which TSA would extract it to an encrypted drive.The Science and Technology Directorate could retain a limited portion of the information, including facial images, for up to 24 months for performance analysis.That process was supposed to be intentional, controlled, and disclosed. The new IG finding describes something different. A vendor could extract information during maintenance and system enhancement work without TSA knowing that the extraction had occurred.The PCLOB staff described the routine CAT-2 one-to-one system as a “nearly ideal case of data protection” because the live image and the identity document image typically resided on the device for only the few seconds needed to conduct the comparison.But it also warned that clearer policies, access logging, and audits were needed to reinforce confidence that the system was used only for its stated purpose. The board’s staff noted that no DHS privacy compliance review of the facial recognition program had taken place as of the report.The inspector general’s findings show that deletion settings alone were insufficient. TSA could confirm that its machines erased information during routine operations but lacked comparable visibility into what a contractor could copy while servicing or modifying those machines.The IG issued one formal finding and three recommendations addressing the privacy and data-handling weakness.The recommendations broadly call for stronger controls, better oversight, greater transparency, and proper handling of passenger information, but their specific language was not publicly released.TSA agreed with all three recommendations. Two are considered open and resolved, meaning corrective plans have been accepted, but the recommendations have not yet been closed. One remains open and unresolved, indicating that the inspector general and TSA have not yet agreed on an adequate response.The audit included covert tests at airport checkpoints to assess how effectively TSA technology, procedures, and personnel detected fraudulent identification and how officers responded to the systems’ results. The IG made three findings and six recommendations.TSA agreed with five recommendations and rejected one. Four are open and resolved, and two remain open and unresolved, but the IG said the underlying details are classified or otherwise unavailable for public release.

Passkeys have become one of the most tangible examples of passwordless authentication. They are easier for users, more resistant to phishing, and a major step away from passwords, shared secrets, and credential reuse. But behind the user-friendly experience sits a complex technical ecosystem: FIDO2, WebAuthn, CTAP, authenticators, relying parties, metadata services, and public-key infrastructure.That is why the post-quantum discussion matters.Post-Quantum Cryptography, or PQC, is gaining attention because today’s widely used public-key algorithms – including RSA and elliptic curve cryptography – are considered vulnerable to sufficiently powerful quantum computers. This is not an immediate statement about broken passkeys. It is a long-term security question: how can systems that depend on public-key cryptography be prepared before quantum computers become a practical threat?For FIDO2 and passkeys, this question is especially relevant. Passkeys are built to provide phishing-resistant authentication by using asymmetric cryptography instead of passwords. During registration, an authenticator creates a credential-specific key pair. During authentication, it signs a challenge from the relying party with the private key. The credential is also bound to the relying party ID, typically the domain of the service, which is one of the reasons passkeys are so effective against phishing.At first glance, preparing this for PQC may sound simple: replace the classical signature algorithm with a post-quantum one. For some parts of the ecosystem, especially credential key pairs, this is conceptually the easier part. Once suitable algorithm identifiers are registered, a relying party and an authenticator could agree on a post-quantum-secure alternative. The client mainly translates between CTAP and WebAuthn and does not necessarily need to implement the algorithm itself.But in practice, PQC migration is not just an algorithm swap.Post-quantum algorithms typically come with larger keys and signatures. That matters for hardware security keys and other resource-constrained authenticators, where memory, processing power, and transport limitations are real engineering factors. Message size limits in underlying protocols such as CTAP-HID can also become relevant. What looks straightforward in theory can become challenging once implemented in real devices and real authentication flows.The more complex areas are even broader. Attestation, for example, relies on certificate chains that allow a relying party to verify whether an authenticator is genuine and trustworthy. Today, these trust chains are based on traditional X.509 PKI structures using ECC or RSA. Migrating a single key pair to PQC is one thing. Migrating an entire trust chain, including metadata service signatures, certificate formats, relying party support, and interoperability during a transition period, is much harder.The same applies to secure channels and PIN protocols. In FIDO2, PIN/UV Auth Protocols help protect PIN-related verification data between client and authenticator. The currently specified PIN/UV Auth Protocols rely on public-key-based key establishment using Elliptic Curve Diffie-Hellman (ECDH). A PQC migration would likely require replacing ECDH with post-quantum key encapsulation mechanisms such as ML-KEM. Technically, this is feasible, but it again introduces larger messages and higher computational requirements.The good news is that FIDO already has a relatively high degree of crypto-agility. Algorithm identifiers and extensible protocol structures create a foundation for migration. Compared with many other security ecosystems, FIDO is therefore in a comparatively good position. But crypto-agility does not remove the need for coordination. Operating systems, browsers, authenticators, relying parties, metadata services, certificate infrastructures, and certification programs all need to move in a compatible direction.This is also why practical demonstrators are important. Some manufacturers and providers are already evaluating PQC-enabled FIDO scenarios by implementing support for ML-DSA-based credentials, adapting relying party implementations such as SimpleWebAuthn, and using field-updateable platforms to test future migration paths. Such demonstrators can be used to explore new PIN/UV Auth Protocols, hybrid PQ-secure credentials, PQ-secure attestation, and even related authentication ecosystems such as PIV.Their value is not only in showing that PQC-enabled FIDO can work. Their real value is in revealing the engineering questions that standards discussions alone may not expose: larger message sizes, transport limitations, constrained memory, performance impact, and interoperability.For passkeys, the conclusion is clear. They are one of the most promising ways to make phishing-resistant authentication mainstream. But their long-term resilience depends on the ability of the underlying FIDO2 ecosystem to evolve toward Post-Quantum Cryptography.That evolution will not happen through one protocol update or one new algorithm. It will be a gradual ecosystem task – one that requires standardization, testing, interoperability, and careful engineering trade-offs. Going forward, there will be no expiry date for Malawi’s biometric national ID card. The announcement was made this week by the country’s Homeland Security Minister Peter Mukhito as he presided over the launch of the Nzika digital ID wallet on International Identity Day, observed September 16.“A person’s identity does not expire,” Mukhito said at the event as quoted in a press release issued by the country office of the United Nations Development Programme (UNDP). The policy takes effect immediately, the minister said.Speaking about the wallet, he said its rollout is a major step in efforts by the government to reach universal identity coverage, and streamline how public and private sector services are delivered to citizens. Malawi already has a high identity coverage rate, but officials are aiming to meet the SDG 16.9 target by 2030.“Today, we are not simply launching another application. We are changing the way Malawians prove who they are. We are taking national identity into the digital age. And we are making a clear commitment: no Malawian should be denied an essential service simply because a physical National ID card has not yet reached their hands,” Mukhito underlined.He explained that the Nzika wallet is not replacing the physical ID card, but it is instead complementing it to make sure individuals access services in a secure and convenient manner in line with presidential directives to digitize all public services. It is not compulsory and those who prefer the physical ID can continue using them, he mentioned.Developed by the National Registration Bureau (NRB) under the Inclusive Digital Transformation for Malawi (IDT4M) program, with support from the EU, Ireland and Norway, the wallet will enable citizens to access and manage official credentials including national IDs, birth certificates, marriage certificates, and death certificates.In her remarks during the launch, the UN Resident Coordinator Rebecca Adda-Dontoh emphasized the crucial place of identity, saying it is an “essential infrastructure for rights, inclusion and opportunity.”There’s been some rapid early adoption of the Nzika wallet as authorities say more than 22,000 persons have already signed up for it.According to UNDP, Malawi is the fifth African country to operationalize a digital ID wallet, joining Ghana, Ethiopia, Côte d’Ivoire and Nigeria.The removal of expiry dates eliminates the need for periodic card renewal, reducing the risk of renewal costs or expired credentials interrupting access to services.Kenya had maintained the policy for long, but a government source confirmed a change to a 10-year expiration policy in January, linking it to the embedding of a biometric chip in the new Maisha Namba ID which has a limited lifespan.
Tanzania, by contrast, removed the expiry date from its national ID in February 2023 to reduce the inconveniences associated with renewing the credential.

NIST released its latest Face Recognition Technology Evaluation (FRTE) 1:N results on September 4, adding submissions from seven new developers and eight returning developers to its ongoing evaluation of facial identification technology.The new developers are Innov8tif Solutions, Integrated Software and Technologies Limited, Intpixel Labs, Thakaa Advanced Company for Information Technology, TrueSight Laboratories Tech, UniverseAI and Virtisha AI. Returning developers include Iris ID, Miaxis Biometrics, Nominder, Panasonic, ROC, SenseTime, Shanghai Jiao Tong University and Vsoft Tecnologia.TrueSight Laboratories made a strong debut, reaching the upper end of several rankings. Panasonic’s latest algorithm showed gains across multiple scenarios, while SenseTime’s new submission posted leading technical results across several tests. Established providers including NEC, Idemia and Paravision also remain near the front of the field.One point is important when reading the numbers. NIST reports identification accuracy as false negative identification rate (FNIR) at a threshold set to limit false positive identification rate (FPIR) to 0.003. The threshold is set separately for each algorithm and test, meaning the FNIR figures below are compared at the same target false-positive operating point rather than allowing an algorithm to lower its miss rate simply by accepting more false positives.TrueSight makes a strong entrance-Among the new developers, the mysterious TrueSight Laboratories Tech stands out for the breadth of its first results.The impressive debut follows a similarly strong result in NIST’s August 1:1 FRTE update. The company is registered as an LLC in the United States, but does not appear to have a website at this time.TSIGHT-000 reached the top five across several identification scenarios, ranking fifth in mugshot-to-mugshot, fourth in mugshot-to-webcam, fourth in mugshot-to-profile and fifth in border-to-border searches. It also placed second in visa-to-kiosk and tenth in visa-to-border testing.Its performance across NIST’s smaller gallery sizes is particularly notable. Against approximately 640,000 identities, TSIGHT-000 records an FNIR of 0.05 percent and ranks second. At 1.6 million identities it remains second at 0.05 percent. At three million identities, it ranks third while FNIR increases only slightly to 0.06 percent.The gallery grows almost fivefold while the error rate barely changes.The picture changes at NIST’s larger gallery sizes, however, where the submission does not maintain that performance. The contrast illustrates why gallery size matters when interpreting an identification accuracy figure.TrueSight’s broader showing nevertheless makes its first appearance notable, with competitive results across mugshot, webcam, profile, border and kiosk imagery.Panasonic shows progress across multiple scenarios-Panasonic tells a different story, with its latest submission showing progress across several tests.Panasonic’s v6 algorithm enters the top ten in three scenarios. It ranks ninth in mugshot-to-mugshot identification with an FNIR of 0.2 percent, fifth in visa-to-border at 0.1 percent and tenth in border-to-border testing at 1.9 percent.Panasonic also remains among the leading algorithms in other scenarios through its earlier submission, including mugshot-to-profile and visa-to-kiosk identification.The movement is noteworthy because it spans multiple capture environments rather than being confined to one dataset.SenseTime combines accuracy with consistency-SenseTime’s latest submission is another notable technical development.SenseTime v12 ranks third in mugshot-to-mugshot identification with an FNIR of approximately 0.1 percent and fifth in mugshot-to-webcam at 0.7 percent. It also reaches fourth in visa-to-border and tenth in mugshot-to-profile testing.Its gallery-size results provide another perspective. SenseTime-012 records an FNIR of approximately 0.06 percent against 640,000 identities, 0.07 percent against 1.6 million and 0.07 percent against three million. At six million identities, FNIR remains around 0.14 percent before rising to approximately 1.95 percent at 12 million.The results show strong technical performance, but SenseTime also carries significant regulatory and human-rights considerations for potential buyers. The company has been on the U.S. Commerce Department’s Entity List since 2019. In 2021, the U.S. Treasury also identified SenseTime as a Non-SDN Chinese Military-Industrial Complex Company, citing facial recognition technology developed by its Shenzhen subsidiary that Treasury said could determine ethnicity, with a particular focus on identifying Uyghurs.For governments and enterprises evaluating biometric suppliers, the distinction is important: NIST measures algorithm performance, not the broader regulatory, geopolitical, human-rights or procurement considerations associated with a vendor.Different problems produce different leaders-Leadership changes across NIST’s different test scenarios.Idemia leads the mugshot-to-mugshot and mugshot-to-webcam rankings examined in the latest release. NEC leads border-to-border and visa-to-kiosk identification. Paravision takes the top position in visa-to-border, while Fujitsu leads mugshot-to-profile.The differences reflect the underlying identification problems. Matching relatively controlled mugshots differs from identifying someone captured through a webcam, while profile images, kiosks and border environments introduce their own pose, camera, lighting and capture conditions.For buyers, the relevant benchmark therefore depends on the environment in which the technology will be deployed.Gallery size adds another dimension-NIST’s results also highlight a less-discussed characteristic of 1:N facial recognition: how performance changes as the gallery grows.Across algorithms in the analyzed data with results at all five gallery sizes, median FNIR rises from 0.61 percent at 640,000 identities to 1.24 percent at three million, 2.58 percent at six million and 10.34 percent at 12 million. Algorithms that look similar against smaller galleries can therefore separate considerably at larger scales.But maintaining a database of millions of identities does not mean every transaction needs to search all of them. Large systems can use contextual information to create smaller candidate galleries. CBP’s Traveler Verification Service, for example, uses advanced traveler information to assemble galleries of expected travelers rather than searching its entire biometric repository for every passenger.The appropriate approach depends on the use case. Some applications can substantially narrow the search population, while national identity deduplication or other open-set searches may offer fewer opportunities to do so.For governments and large enterprises, scalability therefore becomes both an algorithm and system-design consideration: how large a gallery does the use case require, how effectively can it be optimized, and can the algorithm maintain the required accuracy and speed at that scale? From benchmark to deployment-The September results show movement on several fronts: a strong first submission from TrueSight, broader gains from Panasonic and a competitive new algorithm from SenseTime, alongside continued strong results from established providers.For buyers, NIST provides an important technical benchmark, but deployment decisions extend beyond the leaderboard. Capture conditions, gallery size, demographic performance, speed and system architecture all need to be matched to the intended application. Vendor-level regulatory and procurement considerations can add another layer.The benchmark tells organizations how an algorithm performs under NIST’s test conditions. The next question is how those results translate into the system they actually need to operate.

The VDC became generally available through Proof’s platform and API on September 15.The launch comes as three developments converge around reusable identity: U.S. regulators have given financial institutions clearer guidance for using verifiable digital credentials; Proof has an existing network of businesses where reusable identity could potentially gain utility; and AI agents are creating a new identity problem — proving not only who is behind an agent, but what that person authorized it to do.Together, those developments make the launch more than the introduction of another digital credential. They point toward a model in which verified identity can move between institutions — and potentially into transactions performed by AI agents on a person’s behalf.According to Proof, each credential is anchored to an individual X.509 certificate issued by its WebTrust-audited certificate authority following Kantara-certified IAL2 identity proofing. The credential is held by the consumer rather than belonging to an individual relying institution, allowing it to be presented again wherever Proof credentials are accepted.The significance of the launch becomes clearer when each of those three developments is considered separately.Regulators give VDCs a clearer path into financial services-The first development happened just seven days before Proof’s announcement.On September 8, the Financial Crimes Enforcement Network, together with staff from the Federal Reserve, FDIC, NCUA and OCC, issued new and updated FAQs explaining how verifiable digital credentials can fit within existing Customer Identification Program requirements.The agencies addressed VDCs through two routes.Government-issued VDCs, such as mobile driver’s licenses (mDLs), may qualify as government-issued identification and therefore potentially be used as a documentary verification method when applicable CIP requirements are satisfied.Separately, regulators updated an existing FAQ covering electronic credentials to explicitly include VDCs alongside digital certificates as a potential non-documentary identity verification method. That guidance can include credentials issued and maintained by non-government third parties.That second route is particularly relevant to commercial credential issuers such as Proof.It does not amount to a regulatory endorsement of Proof or any other provider. Financial institutions remain responsible for ensuring that a third-party credential issuer uses an appropriate level of authentication. The guidance also does not change existing Bank Secrecy Act requirements or create new supervisory expectations.What has changed is that VDCs are now explicitly addressed within federal CIP guidance.Roger W. Ferguson Jr., former vice chairman of the Federal Reserve Board of Governors and a member of Proof’s board of directors, framed portable identity as both a consumer-experience and trust-infrastructure issue.“Portable digital identity has the potential to reduce friction for consumers while giving institutions stronger, independently verifiable evidence,” Ferguson said, adding that such systems require infrastructure built to standards expected of financial institutions.The regulatory clarification gives financial institutions greater clarity for evaluating an identity model that differs significantly from how most consumers prove who they are today.From repeatedly verifying an ID to carrying an identity-Consider a consumer opening a checking account.They might upload a driver’s license, take a selfie and complete identity and fraud checks. Later, they apply for a credit card and potentially repeat the process. A mortgage can trigger another identity check. Opening an account or applying for another credit card at a different institution can start the process again.Each institution effectively establishes the person’s identity for itself, while copies of sensitive identity information can accumulate across organizations.“For decades, every institution has effectively rebuilt a person’s identity from scratch,” Proof Founder and CEO Pat Kinsel said, describing the repeated cycle of document uploads, selfies and identity checks.Proof’s model is designed to change that architecture.After completing IAL2 identity proofing, Proof says the consumer receives a VDC anchored to a unique X.509 certificate bound to the verified identity. The credential is delivered to the consumer’s device and cryptographically bound to a hardware-protected key.The consumer can then present the credential again at an institution that accepts it rather than repeating the complete identity-proofing process.Proof says the service supports OpenID for Verifiable Credential Issuance (OID4VCI) and OpenID for Verifiable Presentations (OID4VP), allowing consumers either to enroll just in time or, if they already hold a Proof credential, reauthenticate and present their existing identity. Organizations do not have to preregister every user before receiving a credential.Proof says the credential can also be reused for interactions including wire authorizations, beneficiary changes and account recovery. The company supports revocation and live credential-status checks, allowing a relying institution to determine whether a credential remains valid.Using selective disclosure based on the SD-JWT verifiable credential format, Proof says consumers can provide only the identity attributes required for a particular decision rather than transmitting an entire identity document.The institution still determines whether it trusts and accepts the credential.That distinction is important. Reusable identity does not eliminate the relying institution’s responsibility to decide whom and what to trust. Instead, it changes the evidence available to make that decision.Proof already has a network where reusable identity could expand-The second factor is distribution.A reusable credential has limited value if there is nowhere to reuse it.Proof says its identity infrastructure already serves more than 8,000 businesses across mortgage, auto, wealth, insurance and enterprise, and that more than $1 trillion in transactions have been secured across its platform.Those figures describe Proof’s broader business network. They do not mean that all 8,000 businesses currently accept Proof’s VDC.The company says individuals can claim a credential through Proof and use it with “participating organizations” across its network, but its announcement does not specify how many organizations currently accept the credential.Still, Proof enters the reusable-identity market with an existing base of business relationships into which the credential could potentially expand.The company has also spent 2026 building relationships and infrastructure around that strategy.In March, Proof announced a strategic partnership with IDEMIA Public Security. The companies said they planned to combine IDEMIA’s identity verification and authentication technologies with Proof’s PKI-based digital signature and authorization network to support privacy-preserving VDCs spanning physical, logical and digital environments.In May, Proof joined the FIDO Alliance, describing the move as part of its work connecting verified human identity with actions performed through AI agents.Then, in June, Proof launched x401, which the company describes as an open, issuer-neutral protocol for verifying the identity and authority behind AI agents.Taken together, the announcements show the direction of Proof’s strategy: not simply issuing a credential, but trying to establish infrastructure through which verified identity and authorization can be reused across different interactions.AI agents introduce a new identity and authorization problem-The third development pushes the story beyond traditional customer onboarding.AI agents raise a different version of a familiar identity question.Imagine an agent receiving an instruction to open an account, move money or change a beneficiary.The institution receiving that request needs to answer two separate questions: Who is the human behind the agent, and did that person authorize this particular action? Proof is positioning its VDC and x401 architecture around that problem.The company says its VDC establishes the identity of the person, while its authorization infrastructure and x401 protocol are designed to carry that identity into agentic interactions and create cryptographic evidence connecting an agent’s action to the verified person and the authority granted to it.When Proof launched x401 in June, it described the protocol as issuer-neutral and designed to allow a website or API to request the particular evidence it requires from an agent — such as verified identity, age, membership, organizational affiliation, signing authority or proof of humanness.The agent can then present a compatible credential and authorization for the receiving service to evaluate.The architecture is Proof’s answer to an emerging problem, rather than evidence that the industry has settled on a particular approach to agent identity or authorization.But it illustrates why portable identity could become more relevant as transactions move beyond direct human-to-application interactions.A reusable credential could potentially serve two generations of digital transactions: reducing repeated identity proofing in today’s human-initiated interactions while providing one component of the trust infrastructure needed when software begins acting on a verified person’s behalf.From identity checks to identity infrastructure-The convergence of these developments is what makes Proof’s launch notable.Regulatory clarity provides a pathway. Proof’s existing business network could provide distribution. And the rise of AI agents is creating new questions around how verified human identity and delegated authority can be carried into machine-initiated transactions.The immediate proposition is relatively straightforward.Instead of repeatedly uploading identity documents and completing identity proofing at every participating institution, a consumer verifies their identity once, receives cryptographically verifiable evidence of that identity and presents it again where the credential is accepted.But the longer-term implication is broader.Digital identity verification has largely operated as a point-in-time transaction: an institution asks who someone is and performs the checks necessary to answer that question. The result generally remains inside that institution.Reusable credentials begin to separate the verified identity from the institution that happens to need it at that moment.If financial institutions become comfortable accepting credentials issued by trusted third parties, identity verification could gradually shift from something every institution independently reconstructs toward a portable trust layer that consumers carry between financial relationships.And if AI agents increasingly transact on behalf of those consumers, that identity may eventually need to travel another step — from the verified human, through an authorized agent, to the institution receiving the instruction.Proof’s launch places the company at the intersection of those two shifts: making human identity reusable today and attempting to make that identity usable when machines act on humans’ behalf tomorrow.

As the Association of Southeast Asian Nations presses ahead with its landmark Digital Economy Framework Agreement (DEFA), some have urged a moment to pause and consider what it will mean for those that matter most — the ordinary individual living in the region.Civil society groups and digital rights advocates are pressing ASEAN to rethink its proposed DEFA, warning that it lacks transparency and could undermine public trust. It’s a timely reminder as the association now looks to implement the regional digital economy agreement.“Who actually benefits from this digital transformation that they’re talking about? When I talk about gains and costs, how will it be distributed to the different economies? To people?” asked Lisa Garcia of the Foundation for Media Alternatives.Shita Laksmi of the Trade, Tech and Geopolitics Forum added: “We need to build trust in the platform, and trust is something you earn.” She asked rhetorically whether the framework has provided mechanisms to trust the system, such as human rights protections, data safeguards or redress if something goes wrong. “We don’t know, because there’s no [available] text now,” she added.At a recent ASEAN Digital Trade Webinar, hosted by the ASEAN Civil Society Conference and ASEAN Peoples’ Forum, unions and advocates warned that DEFA could erode governments’ ability to regulate AI, protect data sovereignty and defend workers’ rights.Potential risks from provisions on unrestricted cross‑border data flows, source code protections and limits on data localization were cited, with arguments that these could weaken privacy, accountability and labor protections.Participants called for the full release of the DEFA text, publication of supporting economic studies, and meaningful consultation with workers and communities. They urged ASEAN governments to preserve policy space for regulating digital platforms and emerging technologies in the public interest.Organizers closed the event by stressing the need to “disrupt the big tech agenda” and build a people‑centered digital future, ensuring digitalization serves democracy, labor rights and public governance rather than corporate power.The DEFA sets the stage for interoperable digital identity, digital trade and trusted cross-border services across Southeast Asia. Negotiated over 14 rounds since September 2023, DEFA allows member states to implement commitments at different speeds through its “ASEAN minus X” mechanism, reflecting the region’s diverse levels of digital maturity.ASEAN’s 11 member states span some of the world’s most advanced digital identity ecosystems alongside countries still building foundational infrastructure. Rather than creating a single regional identity system, DEFA aims to make national systems interoperable across borders.

Westpac has become the first New Zealand bank accredited to issue digital credentials under the government’s Digital Identity Services Trust Framework, with support from Auckland-based identity and credentialing provider Mattr.A release says Westpac NZ business customers will soon be able to store bank-issued digital credentials in the Govt.nz app wallet (alongside the NEC-backed biometric age credential) and share them with third parties. According to Westpac NZ Chief Data, Digital and AI Officer Russell Jones, “this means businesses don’t need to download a bank statement, redact information by hand or send documents using less secure methods such as email – saving them time and reducing the risk of fraud and scams.”“We know trust and control are very important to New Zealanders when sharing personal information online.”The release describes a use case in which someone buying a car from a dealer who banks with Westpac might ask for proof of the dealer’s bank account details. Using the Govt.nz wallet app, the dealer can log in to Westpac One Business and choose an account to generate a QR code.“The dealer scans the Westpac QR code in the wallet, then enters a code sent by text message. They now have a Westpac Business Bank Account credential, valid for 72 hours, to show the buyer as proof of the account.”Collaboration, investment will help system succeed-Jones says “digital ID and its benefits have been talked about for a long time but it needs positive action to make it a reality. We’ve invested heavily to become the first bank and only the third organisation to reach this milestone because we’re keen to help lead the rollout.”“Teams across the bank have worked hard to make us the first to gain this government accreditation, and we look forward to helping customers save time and effort from today,” Jones says.“We’re also grateful to Kiwi-based tech solutions company Mattr for their expertise and insight in supporting us on the rollout.”DISTF provides foundation for credentialing ecosystems-Westpac plans to expand its digital ID program, offering credential issuance via the Westpac One online banking platform.Jones speaks of “an exciting future ahead, with more choice, convenience and customer control.” But he also has a caveat.“At the same time, digital ID will only succeed if there’s large scale adoption of credential verification. That means a wide range of sectors including banking, hospitality and telecommunications working with local and central government to make digital ID part of the everyday customer experience.”New Zealand’s Digital Identity Services Trust Framework (DISTF) gives the effort an anchor for trust, functioning like the UK’s DVS Trust Framework to identify trusted digital identity providers.In January, NEC New Zealand became the first digital identity provider to be accredited under DISTF. The Government Digital Delivery Agency followed in July with accreditation for the Govt.nz app’s authentication and facilitation services, making Westpac the third provider on the Trust Framework Register and the first bank.
