did not appear to suggest immediate plans to work with the Taliban.US

the Kabul airport over the past three weeks to facilitate the evacuation

want, a regular relationship in the future.The US military ousted the

they were in previous years, according to new research.The study,
conducted by the Hebrew University of Jerusalem, University of Haifa,

Herzliya, and reported on by Channel 13 news on Wednesday, said one in
four children under the age of 6 were acting more violently as a result
of the pandemic.Children under 6 also expressed more stress than usual —
38%. The research also showed that 43% of kids spent more time in front
of screens, and 36% were eating more candy than usual.Nearly half, 45%,
of kids under 6 required help from their parents to reconnect with
their friends after lengthy COVID lockdowns and last year’s online
classes when schools were shuttered.Some 37% of kids had more learning
difficulties amid the pandemic, and 34% needed emotional support, the
research said.In addition, Channel 13 reported that one in 10 kids under
6 required psychological treatment, according to the research.Among
older children and teens, the network said 83% had become addicted to
screens during the pandemic.One in four was consuming more alcoholic
drinks than usual, and 47% were acting more violently than usual, the

they want to go, “we will get you out.”But other officials painted a

(AP) — It looked like a zombie apocalypse.For the U.S. military pilots
and aircrew about to make their final takeoffs out of Afghanistan, the
sky was lit up with fireworks and sporadic gunfire and the airfield
littered with battered shells of airplanes and destroyed equipment.
Stray dogs raced around the tarmac. And Taliban fighters, visible in the
darkness through the green-tinged view of night vision goggles, walked
the airfield waving an eerie goodbye.Lined up on the runway at the Kabul
airport Monday night were the five last C-17s to leave the country
after a chaotic and deadly airlift evacuation that marked the end of
America's involvement in the Afghanistan war. In the final hours, there
were no more rocket defense systems to protect them on the runway, and
no one in the airport control center to direct them out.“It just looked
apocalyptic,” said Air Force Lt. Col. Braden Coleman, who was in charge
of monitoring the outside of his aircraft for artillery fire and other
threats. “It looked like one of those zombie movies where all the
airplanes had been destroyed, their doors were open, the wheels were
broken. There was a plane that was burned all the way. You could see the
cockpit was there, and the whole rest of the plane looked like the
skeleton of a fish.”In interviews Wednesday with The Associated Press,
members of the Air Force's 816th Expeditionary Airlift Squadron who flew
out on the last military flights detailed their final fraught hours in
what has been a dark, emotional and divisive U.S. exit from a war that
now leaves the country in the hands of the same Taliban enemy it once
ousted from power.“It was just definitely very tense, and we were
definitely all on edge watching everything going on to make sure that we
were ready,” said Air Force Capt. Kirby Wedan, pilot of MOOSE81, who
led the final formation of five aircraft out.Adding to the stress, she
said, was that their planes were parked in an area of the airport that
had been attacked and breached in the past. At one point during the
night, a group of civilians got onto the airfield and tried to get to
the aircraft, but they were stopped by Army troops securing the plane,
said Wedan, who is the squadron's mission planning cell chief.Right
behind her C-17 was MOOSE92, where Coleman, the director of operations
for the 816th Expeditionary Airlift Squadron, was going through his own
checklists for takeoff. When he was told to taxi up a bit farther, he
stepped out of the plane to help direct the crew where to go.“I had my
NVG’s on, my night vision goggles, and I had a Raven behind me following
me out, making sure that I was, you know, safe,” said Coleman,
referring to a member of the specially trained security forces who
protect Air Force aircraft. “It was a bit tense, I’m not going to lie.
But I guess you don’t really think of it at the time. You just ... do
what you’re trained to do.”For more than three hours, they methodically
went through about 300 items on their checklists, packing up the last
four Little Bird helicopters, and ensuring they had all their troops and
equipment.From Scott Air Force Base in Illinois, Gen. Jacqueline Van
Ovost, commander of Air Mobility Command, watched on video screens as
the aircraft lined up for takeoff. One screen showed a scroll of the
mIRC chat stream — the online message application that the military uses
to communicate. And she could hear the orders from Lt. Col. Alex
Pelbath, a pilot who was serving as the mission commander for the final
departure.One by one, each C-17 was told to “clamshell” — or close up
the ramp. Then Pelbath's final order: “Flush the force.” With that,
Wedan began to move her C-17 down the runway.“It was definitely
different. I've never been on an airfield where I didn’t really have
permission to take off,” said Wedan, noting the absence of air traffic
control in the tower.As they lifted off in rapid succession, cheers
broke out from the troops on board — most of them special operations
forces and soldiers from the 82nd Airborne Division.“It was a visible
relief,” said Wedan. “You could tell that they had been working really
hard. Many of them hadn’t showered in a couple of weeks. They were all
incredibly tired. ... You could tell that they were just relieved to be
out of there and that their mission was accomplished.”As the last C-17
cleared Kabul airspace, Pelbath's delivered a welcome message: “MAF
Safe” — shorthand for saying that the Mobility Air Forces were out of
harm's way.Maj. Gen. Chris Donahue, commander of the U.S. Army 82nd
Airborne Division, had been the last soldier to walk up the ramp on the
final C-17 to depart. He had been in charge of security for the
evacuation mission. Soon after the aircraft were in the air, he sent his
own message: “Job well done. Proud of you all.”Crammed onto the floor
of the aircraft, exhausted troops found places to sleep. “Everyone was
kind of sitting on top of each other — whatever we could do to have them
get them on the aircraft and get them out,” said Wedan.Within 30
minutes, she said, most on her plane were asleep. Coleman agreed.“I
walked downstairs and they warned me not to go to the bathroom because
there were too many people in front of the lav door,” said Coleman.
“There was one guy who had a box of water bottles that he was using for a
pillow. I don’t know how that could have been comfortable. But, hey, he
was fast asleep.”Their flight to Kuwait was about four hours long.
Coleman said his plane was lucky enough to have extra toilets. Wedan's
had just one — but her crew passed out candy.“They're tired and they’re
resting now. But I think, for two and a half weeks, you really saw why
it was that a lot of us joined,” said Coleman, who enlisted in 2001
after the Sept. 11 attacks that triggered the U.S. invasion into
Afghanistan. “To see everybody step up to make this happen in the amount
of time that it took to happen, to move 124,000 people out in less than
three weeks. I mean, I couldn’t be prouder to be a C-17 pilot today.”

water reached dangerous levels at a dam near Johnstown, a Pennsylvania
town nicknamed Flood City.Ida caused countless school and business
closures in Pennsylvania. About 150 roadways maintained by the
Pennsylvania Department of Transportation were closed and many smaller
roadways also were impassable. Several thousand customers were still
without power late Wednesday night.Some areas near Johnstown, whose
history includes several deadly floods, saw 127 millimeters (5 inches)
or more of rain by mid-afternoon, an inundation that triggered an
evacuation order for those downstream from the Wilmore dam. Nearby

Rockville, Maryland, on Wednesday. A 19-year-old was found dead,
another person was missing and about 200 people from 60 apartments near
Rock Creek were displaced, Montgomery County Fire Chief Scott Goldstein
said Wednesday.“In many years I have not seen circumstances like this,”
Goldstein said.Tropical Storm Larry was strengthening and moving quickly
westward after forming off the coast of Africa earlier Wednesday.
Forecasters predicted it would rapidly intensify in a manner similar to
Ida, becoming a major hurricane with top wind speeds of 120 mph (193
kph) by Saturday. Kate remained a tropical depression and was expected

the hospice care workers evacuated and electricity went out in New
Orleans, Alan Smason and his sister had to figure out what to do about
their mother.At 89 and suffering from dementia and a heart condition,
she can hardly tolerate the heat of a Louisiana summer without air
conditioning. An auxiliary oxygen supply is helping keep her alive.That
meant her native city was unsafe after Hurricane Ida made landfall
Sunday, temporarily reversing the flow of the Mississippi River and
toppling electric transmission towers.Smason, who works as the editor of
the Crescent City Jewish News, said they decided to buy her a plane
ticket to Cleveland, where she has family that can care for her. This
was a hard decision to make because they didn’t have a flight-approved
oxygen tank carrier for her. She would have to board without the
oxygen.“I don’t know if I am ever going to see my mother again,” Smason
said on Tuesday, the day before the scheduled flight. “I trust in God.
But I don’t know if she will make it.”The flight was canceled. His
mother remains in New Orleans for now, staying with a family member who
has a generator powering an air-conditioning unit. Her grandson from
Dallas is on the way to pick her up and drive her out of town.The
family’s story is just one of many as New Orleans’ Jewish community,
along with the rest of the city and region, contends with the effects of
this week’s storm. Though the winds were stronger than Katrina’s in
2005 and the city does not know when it will get its power back, a
strengthened levee system prevented devastating flooding, meaning that
recovery will likely take weeks, not months or years.But those weeks
include the Jewish High Holidays, so the region’s Jewish communities are
likely to be scattered at a time when Jews typically come together. The
widespread evacuations add to an already difficult set of circumstances
created by the pandemic with congregations across the country weighing
public health directives against the desire to gather in some
capacity.“The Jews of New Orleans are dispersed right now,” said Rabbi
Katie Bauman, senior rabbi of the city’s Touro Synagogue, said from her
family’s temporary home in Memphis. “Many are in other cities having
evacuated either before Hurricane Ida arrived or in its aftermath. Some
have remained to care for elderly relatives or to take care of their
property or for other reasons. The community is a diaspora right
now.”Like many congregations in the path of the storm, Bauman and her
staff are deciding how to mark Rosh Hashanah, which starts Monday
evening. Right now, they are leaning against a return to Touro. It would
be too hot to bring however many of the 610 member families indoors
without air conditioning, and they can’t count on having the power to
stream services for those far away.The clergy will probably gather
somewhere else and live broadcast their Rosh Hashanah service, according
to Bauman. “This year, with Covid, that was often the mode of prayer,
and so we have exercised that muscle a lot,” she said.The congregation
is also wise from its experience during the Katrina disaster..New
Orleans understands how to handle disruption,” Bauman said. “Most of the
congregation lived through Katrina. People understand how this
works.”The community’s preparedness and protection offered by the city’s
revamped levee system made for a rather calm post-hurricane virtual
debriefing held by the Jewish Federation of Greater New Orleans on
Tuesday evening.“This is a very, very different situation than what we
faced 16 years ago in Katrina,” Arnie Fielkow, the federation’s CEO and
president, said to the roughly 80 people gathered on Zoom. “We have
learned a lot of lessons even though the AT&T system has been
difficult the last couple of days, it’s nowhere near some of the
problems we had after Katrina. We are able to stream and listen to some
news accounts. It’s important to emphasize.”After an introduction from
Fielkow, a representative from the Israeli consulate in Houston spoke,
offering solidarity and support, and a member of the Jewish Federations
of North America’s Emergency Committee announced an initial funding
round of $50,000 for emergency aid.“We realize the importance of taking
care of each and everyone in our community, and I’m really pleased that
we were able to turn this around so quickly,” said Wendy Abrams of

schools, and other institutions representing Jewish communities across
southern Louisiana gave stock of their situation. Representatives

Georgia, Tennessee and Alabama had relayed offers to provide housing and
food. Most clergy in New Orleans were still deciding how to best serve
their congregations for the High Holiday services, but it was clear that
the Jews affected by the storm were also welcome to join other Jewish
communities in the region for prayers.The houses of prayers themselves
appear to have all emerged largely unscathed by the gusts of wind kicked
up by Ida, aside from some fallen fences, broken windows, and missing
shingles.At Touro, the sanctuary is especially old and majestic, having
been built in 1909. The building has seen many storms and was flooded a
bit in Katrina. Bauman went into the Ida storm worried that the roof
would not survive.“We are preparing for a much needed capital campaign.
We need a new roof,” she said. “We were so relieved that it stayed where
it is.”There was one building with importance for local Jewish history
that didn’t survive the hurricane: the former home and tailor shop of
the Karnofsky family in New Orleans. It was an important site for jazz
legend Louis Armstrong, who found friendship there and early support for
his musical development.Bauman is encouraging people to carry on the
New Orleans Jewish tradition of supporting those outside their
community.“There are real dire needs throughout the state of Louisiana,”
she said. “The Jewish community overall is in a strong position but
there are people who are running out of food and are without power.”

number of wildfires burning in British Columbia dropped to 224 as much
of the province experienced cooler weather with some rain on
Tuesday.Emergency Management B.C. said there were 21 evacuation orders
covering 3,754 properties as of Monday evening, down from 3,927
properties the day before.Residents of another 6,073 properties were
told to be ready to leave on short notice.The provincial state of
emergency, originally put in place on July 20, has been extended until
at least Sept. 14, the B.C. government said in a press release."Things
are trending in the right direction, but we must remain alert and aware
of the fires still burning and the potential for others to start," said
Mike Farnworth, the minister of public safety and solicitor
general."Extending this state of emergency recognizes that the potential
for significant wildfire activity persists, even as the nights get
longer and the days cool down a bit, so I urge British Columbians to
continue to be vigilant."He said the extension will help support the
ongoing response to the wildfire situation and will help ensure public

weather pattern has brought bands of rain throughout the southern part
of B.C. and is bringing with it some hope for relief after a long summer
of record-breaking drought and severe wildfires.Environment Canada
expects the rain to continue into Wednesday.The B.C. Wildfire Service
says the cooler, wet weather is giving crews a break to build fire
lines, set controlled burns, and beat back flames at some of the
province's largest out-of-control fires."Having those temperatures
decreasing and seeing that bit of precipitation in certain areas can
also help see a decrease in fire activity," said fire information
officer Shaelee Stearns."This means instead of seeing rank three and
four fires, we could be seeking rank one and two, which means we can

emergency operations centre for the central Okanagan says the B.C.
Wildfire Service has completed planned ignitions around the destructive
White Rock Lake fire that forced the evacuation of 1,316 properties west
of Okanagan Lake.The centre said the ignitions resulted in control
lines being established in several key areas at the fire's northeast
flank, reducing its risk of growth.The wildfire service said in an
online post that containment of the White Rock Lake fire might be
achieved in the next seven to 10 days, "versus upwards of six weeks if

emergency operations centre to support the response to the fire, while
the Penticton Indian Band issued an evacuation alert for 240 properties
as a precaution.The B.C. government reports that 1,560 wildfires have
scorched close to 8,660 square kilometres of land since the fire season
began on April 1.Environment Canada reports the months of March and May
were the driest in the region on record, and 2021 has been one of the
five driest years in a century.Although the rain is bringing relief now,
it might not last. Forecasters are predicting above-normal temperatures

ORLEANS (AP) — In New Orleans, an ongoing power outage after Hurricane
Ida is making the sweltering summer unbearable. But in some areas
outside the city, that misery is compounded by a lack of water, flooded
neighborhoods and severely damaged homes.Four days after Hurricane Ida
struck, the storm's aftermath — and progress in recovering from it — are
being felt unevenly across affected communities in Louisiana. The levee
system revamped after Katrina protected New Orleans from catastrophic
flooding after Ida struck on Sunday with 150 mph (230 kph) winds, tied
for the fifth-strongest hurricane to ever hit the mainland U.S.The power
was back on before dawn Thursday in parts of the city's central
business district, Uptown, Midtown, New Orleans East and the Carrollton
area, the electricity company Entergy announced. Utility crews also
restored power to Ochsner’s main hospital campus in Jefferson Parish and
several hospitals near Baton Rouge. City crews completely cleared some
New Orleans streets of fallen trees and debris, and a few corner stores
reopened.Outside New Orleans, neighborhoods remained flooded and
residents were still reeling from damage to their homes and property.
More than 1,200 people were walking through some of Ida’s hardest-hit
communities to look for those needing help, according to the Louisiana
Fire Marshal’s office. President Joe Biden was scheduled to visit
Louisiana on Friday to survey the damage, the White House said.Gayle
Lawrence lost two cars, refrigerators and almost everything in her
garage to floodwaters in southern Louisiana’s Plaquemines Parish. The
garage was filled with marsh grass and dead fish. Scores of other homes
in the neighborhood were also flooded.“The house is solid. It didn’t
even move. But when the water came up, it destroyed everything,” she
said.In Jefferson Parish, authorities on Wednesday were still waiting
for floodwaters to recede enough for trucks carrying food, water and
repair supplies to begin moving into Lafitte and other low-lying
communities. The parish neighbors New Orleans and saw widespread
destruction from Ida.Parish President Cynthia Lee Sheng said a gas
shortage was hampering hospital staff, food bank employees and other
critical workers.“Today, we’re a broken community,” Sheng told a news
conference. "It won’t always be that way.”Evacuees considering returning
home to Terrebonne Parish were warned by emergency officials on Twitter
that “there are no shelters, no electricity, very limited resources for
food, gasoline and supplies and absolutely no medical services.”The
leader of Louisiana’s largest hospital system, Ochsner Health, is
considering opening a field hospital somewhere in Terrebonne or
Lafourche parish because the shuttering of most of the hospitals in the
area removed about 250 to 300 beds. When "folks come back, this is going
to definitely put a strain on the situation,” Ochsner President and CEO
Warner Thomas told reporters.Louisiana Gov. John Bel Edwards said he's
pleased that power returned for some people. It's “critically important
to show progress” after the storm, he said, while acknowledging that
much more work lies ahead. Roughly 2,600 people remain in shelters, he
said.“I’m very mindful that it’s a start, and only a start,” he told a
news conference.As the staggering scope of the disaster began to come
into focus, with a private firm estimating that total damage from Ida
could exceed $50 billion, making it among the costliest U.S.
hurricanes.Ida's remnants caused catastrophic flooding in New York City
and surrounding areas and tornados struck around Philadelphia. At least
nine deaths have been confirmed in the Northeast with officials warning
there would be more once authorities confirm details.But about 989,000
homes and businesses — 44% of all state utility customers in southeast
Louisiana, from the New Orleans area to Baton Rouge — were without
power, according to the state Public Service Commission. In neighboring
Mississippi, more than 30,000 customers had no electricity. More than
600,000 people were without water.Hard-hit areas in southeast Louisiana
were under a heat advisory Thursday, with forecasters warning combined
heat and humidity could make some areas feel like 106 degrees Fahrenheit
(41 degrees Celsius).New Orleans officials opened seven places where
people could get a meal and sit in air conditioning. The city was also
using 70 transit buses as cooling sites, Mayor LaToya Cantrell
said.Karen Evans charged electronic devices at a New Orleans gym where
four tall fans stirred the air. Her home in the city was not damaged,
but she was struggling without power.“The great challenge is living a
life in a sweltering place without air conditioning,” she
