Rarely do rabbis spend Shabbat counting bodies.But on Saturday, a week after Hamas terrorists blew past Israel’s fortified security fence and gunned down hundreds of Israelis — at music festivals, in their homes, in cars while trying to flee — Israel’s military rabbinate made an exception.
At the Shura military base in central Israel, bodies have been coming in faster than the rabbis can identify them. Hundreds of soldiers, women and children in body bags line shelves of refrigerated trucks, awaiting examination.Identification teams gather on plastic stools opposite the trucks to take smoke breaks between shifts. They wear heavy gas masks — the smell of death is overwhelming.“Generally, Jewish law says that you cannot break the Sabbath for a dead person,” said Rabbi Israel Weiss, who is helping lead the operation. “The exception is when a family is in doubt, and the death is so crippling that it may risk the family’s lives. Then, you must work on the Sabbath to identify the body and bring answers to the family.”Now, the best the country can offer the families of over 1,300 people killed by Hamas terrorists is final confirmation that their loved ones are dead.The process was continuing Sunday and could take months, workers said. Some bodies are so disfigured that they cannot be identified. Each must undergo DNA testing, a task made more difficult by the fact that the military does not have a DNA database for civilians. Only half the civilians have been identified thus far, rabbis said.Seeking the final word on their loved ones, families across Israel have flocked to hospitals to give DNA samples in the hope that they can be matched to the bodies at one of several bases around the country receiving the dead.The family of Maayan Mualem wants answers. They hope to receive word from the rabbinate that there is a match.“The State of Israel will put in any possible effort, money, resources, so that every fallen soldier and citizen will be recognized,” said Weiss. “Until we reach the point that no mother is left crying over the grave of her son or daughter, having any sort of doubt that it might not be them.”Rabbis have not worked on the Sabbath since 2005, said Weiss, when the rabbinate disinterred graves from a cemetery in an Israeli settlement in Gaza that residents evacuated as part of Israel’s unilateral withdrawal at the time. Maayan, a 40-year-old dentist from Tel Aviv who works on a team identifying the bodies of women. Maayan, whose last name could not be published under military regulations, said that on one of her shifts she unzipped a body bag to find one of her former patients staring up at her.“No one should have to see what we see here, and what we will never stop seeing,” she said, starting to cry.The process of identifying soldiers has gone more quickly, identification teams said. Soldiers give DNA samples at the start of their service, making them easier to identify. According to the military, 90% of dead soldiers — 265 bodies — have been identified. But the bodies keep coming in.“There are still so many bodies piled. It’s endless,” said Senior Staff Sgt. Avigail, who is 48 and from Tel Aviv. Her team operates in shifts, four women at a time. At the end of the day, Avigail said, her team consults with psychologists and social workers to try to grapple with the horrors of the day.Her voice quivering, she described how staff had decided not to perform the ritual cleansing of dead bodies under Jewish law.“We don’t perform the ritual on the people who were murdered,” she said. “Anyone who died in this manner is already considered pure.”Some of the bodies have been brought to Mount Herzl, Israel’s national cemetery in Jerusalem. The Israeli Air Force has been taking top ground forces commanders for sorties over the Gaza Strip in recent days in order to familiarize them with the territory and provide them a bird’s eye view of the territory in which the military is expected to maneuver as part of a ground incursion, The Times of Israel learned on Sunday.Brigade and battalion commanders, many of whom have never been inside the Strip which Israel left in 2005, were shown from combat helicopters where ground troops are expected to enter and advance during the looming ground offensive.The IDF said on Saturday it was finalizing its preparations for a “coordinated attack from the air, sea and land.”As aircraft continued to pound Gaza terror targets, the military said Sunday night it had struck and killed a senior Hamas commander, Muataz Eid, the head of national security for the terror group’s southern district.The military said it had struck more than 250 targets throughout the Strip over the course of the day, mostly in its north. The targets included Hamas and Palestinian Islamic Jihad military headquarters, observation posts and several rocket launching sites.On the ninth day of fighting between Israel and Hamas in Gaza, the IDF chief of staff told troops Sunday that the army will soon enter the Gaza Strip to decimate the Hamas terror group.“Our responsibility now is to enter Gaza, to go to the places where Hamas is preparing, acting, planning, launching. The expansion of biometrics for financial services made up several of the top headlines on Biometric Update this week, with customer wins in several areas, a payment network launching support for device biometrics, and a new technology pitched for a range of applications, including biometric payment cards. A range of applications are creating a wave of biometrics for banking and payments, which is buoying Fourthline, iDenfy, Socure, Bonifii and iProov, among many others, while American Express added a biometric authentication option for online payments. Pragmatic presented its vision for a new alternative to silicon chips for fingerprint sensors that can be used in payment cards and numerous other applications. Meanwhile digital wallets continue to gain prominence, as Idemia announces the launch of Samsung Wallet support for two of the U.S. state mDLs it provides.The UNDP’s new governance framework for building human rights into an inclusive digital identity stresses the necessity of digitizing public service delivery, and the risk of doing so poorly. The framework consists of nine components dealing with laws and regulations, avoiding discrimination, access to information, accountability, institutional capability, value for users, corruption-free procurement and data protection. The guidance is intended to support the institutions putting digital IDs in place.The U.S. has resumed deliveries of humanitarian aid to dozens of refugee camps in Ethiopia as it institutes reforms, including biometric beneficiary verification, to prevent it from being stolen along on its way to those in need. The probe image used is not ideal for use with Amazon Rekognition, though, and Biometrics Institute Chief Executive Isabelle Moeller warns that certain criteria must be met for facial recognition matches to be considered trustworthy.American security agencies NSA and CISA have made seven best practices recommendations for identity and access management (IAM) industry challenges. Banking is being reshaped by several forces, including digitization and online service delivery, and biometrics are vying for a major role in different types of interactions for financial services. Industry publication The Banker notes that synthetic identity fraud is expected by the Deloitte Center for Financial Services to generate $23 billion in fraud losses by 2030, and stakeholders see biometrics as the tool they need to fight back.Executives from UBS and iProov say biometrics can provide a cheaper, easier way to perform banking transactions, and also back reusable digital IDs.Consumers appear to be ready, with a survey from PYMNTS Intelligence and AWS showing just over half of those who made an online purchase in a specified period using biometric authentication.“Tracking the Digital Payments Takeover: Biometric Authentication in the Age of Mobile” also indicates that 49 percent of consumers favor fingerprint recognition among biometric authentication methods, ahead of 28 percent for facial recognition. Most of those who use face biometrics do so frequently, however, with 60 percent saying they use it at least weekly.Not surprising, but encouraging for future uptake of biometrics, younger respondents use the technology much more often than seniors and baby boomers. Since Hamas launched its attack against Israel, the number of victims has been rising. The identification of the dead and wounded has proven to be a difficult task, with less than a third of the casualties formally identified. The police, military, and hospitals, on the hunt to quickly identify the victims, have turned to facial recognition from Corsight AI to help.An article in i24 News reports that as of Oct. 12, 2023, 1,076 bodies had been recovered. Of the 854 deceased civilians, only 361 had been formally identified, whereas all 222 soldiers killed were identified.The Israel Defense Forces (IDF) can quickly identify soldiers using its comprehensive database, which includes DNA samples, fingerprint biometrics, and photos of each soldier. However, the identification of civilians is more complex because the civilian biometric database in Israel is incomplete and doesn’t provide sufficient verification of identity for burial. The IDF is, therefore, striving to combine the military and civilian biometric systems to enable accurate and quick identification of the dead.The IDF hopes to bury the victims before the Sabbath on Saturday, Sept. 14, 2023, to respect Jewish religious law. To shorten the identification process, the IDF has begun creating biometric databases of photos, fingerprints, DNA and teeth.Injured victims have poured into local hospitals, like Soroka Medical Center in Be’er Sheva, which Forbes reports is using facial recognition from Corsight to help family members locate their missing loved ones. Corsight has provided the technology to the hospital for free.When family members send in photos of their missing loved ones, Corsight AI’s technology checks for matches against images of patients. The software can recognize a person, even if their features have been impacted by physical trauma.This isn’t the first time facial recognition has been used to identify individuals injured or killed in wartime. Reuters reported last year that Ukraine used software from Clearview AI to identify deceased Russian soldiers. The aim, in that case, was to show relatives in Russia what Putin’s invasion had caused, serving as a part of Ukraine’s information war. Additionally, after the earthquake in Turkey that killed 50,000 earlier this year, local media reported that facial recognition helped reunite children with their parents.

The UK’s information-rights commission has published new research that shows most residents don’t want to be monitored by employers. At the moment, at least, biometric monitoring isn’t a big issue.The undercurrent of the research is that a lot more people work from home than any generation since the Industrial Revolution. And while they may yet evolve, bosses today don’t naturally or universally accept that remote underlings work hard.The Information Commissioner’s Office has a message for employers: Take your relevant legal obligations and your employees’ rights into account when drawing up remote-office policies.A good place to start might be knowing that 70 percent of survey respondents said monitoring in any workplace would be intrusive. It will take some community-building and finesse to deploy systems.The top form of monitoring, reported by 40 percent of respondents, was timekeeping, a practice that probably dates back to Mesopotamia. The second-most common practice is monitoring electronic or digital communications. A quarter of respondents said they were aware of that.Biometrics as a supplement to time-tested methods of watching over people doing their jobs will continue to grow because task-mastering managers, being busy with very important matters, cannot stare at video feeds from employees’ homes watching for an idle moment, much less listen to phone calls. Watchdog cries foul over Scotland Police biometrics-sharing pilot storing data in US-Oct 13, 2023, 2:36 pm EDT-| Jim Nash

A Police Scotland biometric evidence-sharing pilot project has been accused of being not just needlessly risky but of being criminal by Scotland’s biometrics commissioner.In a carefully worded letter to Police Scotland in which Commissioner Brian Plastow praises the law enforcement body’s openness to his regulatory actions regarding the pilot, he says that it doesn’t “ameliorate my specific concerns.”The pilot at issue is Scotland’s £33 million (US$40 million) Digital Evidence Sharing Capability, or DESC, project that began earlier this year in the city of Dundee. The goal is to remove jurisdictional evidence silos. In the case of DESC, officials are loading police-collected biometric data into the cloud.Plastow primarily objects to the fact that this data is being sent out of the United Kingdom to be hosted by U.S.-based Axon Public Safety, a police-focused supply and services firm, on Microsoft’s Azure.Moving the data overseas is illegal (although he prefers to use unlawful) under the Scottish Biometrics Commissioners Act, according to Plastow.He points out that the United States government has privacy standards that do not always match Scotland’s. And Washington could order DESC contractors to hand over data and not disclose that fact to the Scottish government. Then there is the fact that Microsoft is not immune to breaches.That means Police Scotland would not control critical data that is a number of degrees remote from its nominal home.Even within the country, he says, Police Scotland as a matter of course shares biometrics “extensively throughout the entire criminal justice ecosystem.” Not all corners of that world are bound by the regulations and practices under which the police agency operates.In August, according to Plastow, he asked – his office does not have the force of law — the agency to complete a self-assessment by November 29. One question in that assessment asks for details just the kind of cloud offshoring that police officials have approved for the pilot.A meeting between the commissioner and the agency has been scheduled, he says, although a date is not noted.

Austrians are expected to take steps to sign up for the new national digital ID system, ID Austria, as the government deadline for a full switchover from the old era elapses on December 5.Handy-Signatur, the ID platform which citizens currently use to access a number of government services online, is set to phase out, as the country looks towards the future with a system that will ensure a more seamless and secure access to several government services, The Local writes in an explainer. The Handy-Signatur, which is commonly called a cell phone signature, works on a feature phone which can receive a short service message (SMS).Per the outlet, 1.5 million people currently use ID Austria, and about 2.8 million others still using the Handy-Signatur will need to switch by December 5 at the latest, to continue obtaining certain government services digitally. ID Austria, which is for people 14 years and older, meets the highest security and data protection standards and forms the foundation of the country’s digital ID platform and many other applications, the government says.The switch will be easier for those who are already signed up for the Handy-Signatur as they’ll use the same profile to register for ID Austria via a mobile application called “Digitales Amt” (Digital Office).However, the sign-in from a Handy-Signatur will take them to only the basic functions of the ID Austria, and not the full range of services which can also be accessed by non-Austrian citizens.Those without a Handy-Signatur can create one before signing up for ID Austria, or they can register for an ID Austria directly. Such direct registration will require the registrant showing up at a physical registration office to have their identity validated. A passport, residence permit, driver’s license, or passport photo is required for this.The government says ID Austria will facilitate identity verification in several situations and anywhere in the country and will serve as a replacement for physical copies of credentials such as the mobile driver’s license. Austria launched the mDL and digital ID last year.ID Austria is intended to give users highly secure access to government and commercial services, and a quick, easy way to sign digital documents. Patently Apple reports Apple has filed a new patent application for a new Face ID system designed for smart glasses and, potentially, the Vision Pro.This innovation would allow Face ID to synchronize with the cameras on and in the head-mounted display (HMD) to unlock companion devices such as Apple Watches, iPhones, iPads and Mac desktop computers.Apple’s patent addresses the challenge resulting from an HMD, like smart glasses, obscuring a user’s eyes with IR filters. This obstruction prevents the user’s ability to unlock their companion device using facial recognition technology, for instance, if a user attempts to unlock their smartphone using face biometrics while wearing smart glasses equipped with IR filters. Even if they position the phone to capture their face, the IR filters block the facial recognition system from recognizing the user’s eyes, and the device can’t unlock.The new hardware model overcomes this challenge by using the onboard vision system of the HMD. Based on the location of the companion device and the gaze of the user, whether the user is looking at the companion device and thus intending to unlock the device.Leveraging the HMD’s vision system, it can determine, based on the user’s gaze and the device’s position, whether the user intends to unlock the companion device. The HMD’s vision system, through either its user-facing or outward-facing camera, gauges the user’s gaze direction and the HMD’s relative position to the device. A gaze oriented towards the device within a narrow range of one to five degrees confirms the user’s intent. The Vision Pro is also going to have iris biometrics capabilities.Once the system confirms that the user is looking at the companion device, the HMD and the companion device can communicate with each other to exchange authentication credentials for unlocking the companion device.
While the patent emphasizes smart glasses, Patently Apply proposes this could also apply to other HMD devices, such as the Vision Pro.

As digital public infrastructure becomes the norm, governments must adopt digital services to improve access and development. The UNDP released a blog post outlining a rights-based and inclusive digital ID governance framework in response to frequent requests for institutional support.The goal of Target 16.9 of the Sustainable Development Goals and Agenda 2030 is to provide legal identity and birth registration for all, underscoring the importance of comprehensive civil registration.But inadequate governance of digital ID systems can worsen the shortcomings of the current systems. The standards, regulations, and privacy protocols governments create in the implementation of digital IDs will have implications on future advancements toward the digitization of public services and DPI more broadly.Leaders must establish robust governance from the start to ensure implementation is effective and serves the public good, the post reads. Proper governance also gives the private sector the confidence to invest in digital transformations and gives end users a sense of trust in the new systems.The governance framework sets out to establish a standard model of laws and policies that facilitate the digital ID shift while prioritizing individual rights. It also builds on lessons learned from the UN System’s identity management ecosystem that is based on civil registration.The framework consists of nine components: legal and regulatory frameworks, non-discrimination, access to information, legal accountability, capable institutions, user value, procurement and anti-corruption, and data protections.

Governments can enforce the security and privacy protections that people want in and maintain oversight over digital wallets through trust frameworks, while avoiding cost and complexity by not issuing digital wallets themselves, the Open Identity Exchange (OIX) argues in a new white paper.The “Governments and Digital Wallets” white paper considers a number of options for who issues and owns digital identity wallets, taking into account the benefits to end users, relying parties and governments. Various OIX working groups contributed to it, OIX Chief Identity Strategist Nick Mothershaw explained during a launch presentation.Mothershaw reviewed OIX’ work so far this year, and noted that the Open Identity Foundation has taken up the group’s call for digital identity data to be standardized across protocols. Open Identity is going to start by aligning JSON and Verifiable Credential content as part of its OIDC for IDA standard.The fundamental question addressed is one governments are already asking themselves, according to  Mothershaw: Should governments directly issue wallets to their citizens, or should private sector wallet providers, under specialized regulation, be empowered to “allow independent control and innovative features to attract users to their services?”Some of the other options include smartphone providers offering “captive wallets” and relying parties issuing wallets specific to their needs.OIX presents four models. Three involve governments providing digital wallets, either to hold only government-issued credentials, to hold government and private sector credentials, or to compete with private sector wallets for holding government-issued credentials. The final model is for only the private sector to issue the wallets.The paper starts from the assumption that there will be private sector digital wallets, as governments are not going to want to address all functions for all people.OIX runs through the pros and cons for each stakeholder group of the different approaches. In a scenario where both government and private sector wallets are used to store the kinds of credentials they issue, relying parties from the private sector are likely to want access to both types of credentials, introducing the complexity of accessing multiple wallets for a single transaction.Wallets should be smart enough to gather the credentials the end-user needs to carry out the transaction they are attempting, in OIX’ view. People should not have to sort out which credentials they need, and which wallet to find them in.In addition to complexity, security, cost and trust challenges arise in various scenarios.Government defined trust frameworks will need to be in place to address some of the trust and security issues if government credentials are going to be issued into private sector wallets. People are more likely to feel they are safe from being tracked by the government if, for instance, they can use their passport from a private-sector wallet, as a kind of intermediary, Mothershaw says.Ultimately, the lowest-cost option for governments is to avoid issuing digital wallets at all. Since enabling simple transactions (using a single wallet) while preserving security and trust requires the establishment of a trust framework, the private sector-only wallet issuance model is seen as providing the most important benefits of the other models, with relatively few drawbacks. Possible fees from private sector wallets for access to government credentials, and less control for government over the credentials they issue are cited as the two main risks for this type of approach.Private sector wallet providers are better positioned to innovate and find delivery models that work for all people, including those without mobile phones, OIX argues. Governments can use this approach to encourage a more decentralized data management architecture, and cross-border user may be easier.
OIX will look at what form those wallets issued by the private sector should take in future papers.

Some staff of the National Database and Registration Authority (NADRA) have willingly played a role in the issuance of national digital ID cards (CNIC) to non-citizens in Pakistan, the new chairman of the ID-issuing body claimed in a recent submission to lawmakers at the Senate.New NADRA Chairman Muhammad Munir Afsar told the Senate Standing Committee on Interior that other than staff collusion, another factor responsible for the phenomenon is the aspect of aliens paying bribes to native Pakistani families to become part of their family trees, Dawn reports.Afsar told the Senate panel that punitive measures are already being taken by his office against some of the staff fingered for fishy digital ID issuance, with about 84 persons already suspended. He however noted that some of the accused are able to find an escape route given the lack of legislation preventing the sale of personal data.For the non-nationals joining native family trees, Afsar said their findings reveal some of them employ different methods such as the use of credentials of members of Pakistani families, data from old analogue and non-photo ID cards issued prior to the establishment of NADRA, ID details of dead persons issued before 2004, as well as the patronage of powerful Pakistanis.He explained that as part of measures to tackle the ID card fraud, NADRA is working on improving its system for verifying ID applicants.Dawn notes that during the Senate panel, Director General of Passports and Immigration Mustafa Jamal Kazi also responded to accusations that there was some discrimination in the way passports are issued to Mehsud people in Karachi.The outlet also reports a development in which a criminal group selling activated SIM cards to Afghan nationals was busted recently thanks to a collaboration between the Pakistan Telecommunications Authority (PTA) and the cybercrime investigation outfit of the Federal Investigation Agency (FIA).Material items including scanned passport data were seize during the raid.NADRA was instructed to resume the issuance of ID cards to transgender persons in September.

In a statement published on its website, the group stressed the importance of digital identity for reviving Sri Lanka’s economy, and pointed to nations such as Kenya, Singapore and India as examples where substantive investment in digital public infrastructure has led to growth and an increased competitive edge in the global marketplace.“As a foundational pillar of a digital economy, the digital ID holds immense potential to play an integral role in reshaping economic revival, safeguarding vulnerable communities with effective benefit transfers, enhancing tax revenues and accelerating development,” the statement says.“We believe that the implementation of the digital ID is an absolute necessity for our nation’s growth and prosperity. India is reaching out on digital transformation, announcing the signing of Memoranda of Understanding (MoU) with two nations to cooperate and share on the integration of ID-facing digital technologies at scale.In separate releases, the Modi government says it has given formal approval to MoUs between the Ministry of Electronics and Information Technology (MeitY) of the Republic of India and Papua New Guinea, Trinidad and Tobago and France.The Papua New Guinea and Trinidad and Tobago MoUs commit to “cooperation in the field of sharing successful digital solutions implemented at population scale for digital transformation,” promising “to promote closer cooperation and exchange of experiences and digital technologies-based solutions in the implementation of digital transformational initiatives of both the countries.” It is in effect for a period of three years from the date of signature.In this instance, India is offering its homegrown India Stack, “DPIs developed and implemented by India at population scale to provide access and delivery of public services,” to help the nations “enhance connectivity, promote digital inclusion, and enable seamless access to public services.”  The India Stack includes and builds on a national digital identity system.“Over the last few years,” read press releases for both MoUs, “India has demonstrated its leadership in implementation of Digital Public Infrastructure (DPI) and has successfully provided delivery of services to the public even during the COVID pandemic. As a result, many countries have evinced interest in learning from India’s experiences and entering into MoUs with India.”Reflecting a more even balance in terms of power and infrastructure between India and France, the agreement with France is less comprehensive, intended “to promote closer cooperation and exchange of information pertaining to digital technologies and mutually support each participant’s goal to promote access to digital technology in their country.”France was rumored earlier this year to be interested in India’s DigiLocker, as well as implementing its Unified Payments Interface.The latest announcement by India’s government refers to India and France as “long-standing strategic partners in the Indo-European region,” and states a commitment to collaborating on empowering citizens to fully participate in the digital ecosystem.The agreement is in effect for five years.

Authors of a position paper which delves into the technical and legislative frameworks of some digital identity systems around the world have expressed a penchant for the self-sovereign identity (SSI) model, saying it offers “the best technical and governance conditions for building a national digital identity management system.”This, the authors believe, is especially important in a context where state surveillance and all forms of cyber-crime are on the rise, just as is the yearning for trust by citizens and even service providers.SSI systems based on blockchain infrastructure place a high premium on personal data protection and privacy, they argue.“SSI operate in zero-trust environments where the trust is rooted on decentralized ledgers, users have full control and ownership of the identity management data and able to present service providers with reliable credentials certified by trusted issuers,” the researchers say.They emphasize that an SSI system should not be seen as doing away with the role of public authorities and trust service providers. They propose instead that those actors be integrated into the SSI ecosystem in a way that strikes a balance between “the user’s experience, security, and liability, and the efficiency of a national identity system.”Whatever the architecture, model and legislative frameworks are, the writers sustain that “a national digital identity solution should be able to provide a trusted way for businesses and private entities to onboard their customers and for customers to subscribe and enroll to different services in a simple, secure, and privacy-preserving manner.”The authors also argue that systems incorporating self-sovereign identity are “easier to open to the private sector than other systems because of their decentralized nature and the high level of user autonomy they provide.”Importance of data privacy-Emphasizing the need for personal data privacy, the paper holds that legal frameworks for online identity should balance privacy with accountability for fraud, hate speech and cyber terrorism.“Technological choices for building online identity solutions must align with legal frameworks. The same logic applies to national digital identity solutions where users are provisioned with trusted digital identity attributes that can be used to perform the needed online transaction in a secure and private way,” the paper reads.It mentions that while the implementation of national digital ID systems and solutions differ from state to state at various levels, there are fundamental common aspects that must occupy a preponderant place in the design and implementation process, one of which is a proper foundational governance framework.Legal frameworks for digital ID schemes, they posit, often include personal data protection measures which are important for building and guaranteeing trust. Because this aspect is vital, the authors laud the growing number of countries adopting personal data protection legislations, even if they do not yet run national digital ID systems.“It is positive to see that personal data protection Acts are being adopted [by countries] even though they do not have national digital identity solutions. From one end, such Acts will provide protection for users while using any online solutions. From another end, they will lay the appropriate legislative ground for future digital identity systems.”Kernel of the position paper-Released earlier this month, the position paper takes an intent look at the various technical and legislative templates of digital identity systems in some countries around the world, and their different models and field implementation realities. The similarities, differences and functionality of different ID system such as those in the EU (eIDAS), Britain, France, Estonia, India’s Aadhaar and Singapore’s Singpass are examined. Their advantages, limitations, and use of biometrics or other de-duplication methods are compared.The authors note that while the use of digital identity is increasingly gaining ground as a seamless means of identifying and authenticating people seeking access to different forms of online services, it is of prime importance to address a number of related questions which belie the form and manner in which such systems should be run.To the authors, the kind of legal framework guiding the design, deployment and use of trust services that come with national digital ID solutions is crucial.The position paper is described by the authors as a guide for policy makers, solution providers and potential users to have a better understanding of the complexities of designing, deploying and using digital identity.It also recommends that “states must encourage industries to create value and services around national digital identity solutions to ensure that the ecosystem is sustainable.”Bhutan is one country currently implementing a digital ID system based on SSI principles.

It provided an invaluable opportunity for coordinated efforts aimed at addressing the challenges posed by modern warfare scenarios, said Nakatani.Furthermore, the 1st Space Brigade demonstrated its capability in processing multi-intelligence data from a diverse array of sensors. This aspect of the exercise highlighted the evolutionary strides in interagency collaboration and strategic warfare planning, which are instrumental in addressing the multifaceted threat landscape in space and other domains.BLACK SKIES 23-3 was also an opportunity for the CSpOC to integrate command and control of multiple distributed, multi-service units in open air, known as "live-fire," and closed loop capacity to meet joint operational requirements.In the given context, "live-fire" in SEW refers to a real-world scenario where space operators send signals from Earth to a transponder on a satellite in space, said 392d CTS officials.This process starts with transmitting a radio frequency or electromagnetic signal from a ground station or satellite dish on Earth towards the satellite. The transponder, a special device on the satellite, receives this signal, boosts it, and sends it back to Earth or another location in space. This action enables communication, like TV broadcasts, phone calls, or data exchange between Earth and the satellite, making live fire exercises critical for practicing in realistic settings.This is in contrast to a closed loop environment, where the procedures remain the same, but the signals are sent and received in a controlled, contained setting, which doesn't interact with actual space assets.The live-fire engagements are crucial as they provide a realistic training environment, allowing participants to better prepare for actual combat by engaging with real-world, operational space systems, the officials added.Despite operating within the constraints of limited resources, the BLACK SKIES series continues to evolve, said Nakatani, emphasizing the importance of SEW exercises in training forces and enhancing warfighting readiness."BLACK SKIES has been a massive success in training our forces and testing warfighting readiness," he said. "The planning and execution team is small, but extremely talented and we will continue to evolve the delivery of realistic combat training to space warfighters."The synergy and coordination exhibited among diverse military units across different branches accentuated the importance of synchronization in achieving mission objectives.This harmonization is crucial for ensuring combat capability in contested, degraded, and operationally-limited (CDO) environment, stated Nakatani."Electronic Warfare is an integral piece to the joint environment," said Nakatani. "It is inevitable that the U.S. Space Force should continue to integrate, communicate, and coordinate with other services in the EW environment to ensure combat capability of our forces in a contested, degraded, and operationally-limited environment."As BLACK SKIES 23-3 concludes, the momentum shifts towards the upcoming Concept Development Conference, hosted by the 392d CTS. What is an EMP?

An electromagnetic pulse (EMP) is a burst of electromagnetic energy created by the rapid acceleration of charged particles. There are a number of different types of electromagnetic pulses, but this report will primarily focus on nuclear electromagnetic pulses resulting from a high-altitude nuclear burst. Three main phenomena take place in the wake of a high-altitude nuclear burst. First, the interaction between gamma rays and atmospheric air molecules produces a prompt EMP field, also referred to as E1. This EMP peaks at tens of kilovolts per meter in a few nanoseconds and lasts for a few hundred nanoseconds. E1 has a broad-band power spectrum of frequency content between 10 to 100 megahertz, which allows it to couple with general electrical and electronic systems, without regard for the length of the systems penetrating cables or antenna lines. An E1 induces currents ranging into the 1000s of amperes and any exposed systems may be disturbed or permanently damaged. [1]

Second, delayed gamma rays and neutron-induced currents produce the second component of the EMP field, referred to as E2. E2 lasts from microseconds to milliseconds, has a magnitude in hundreds of volts per meter, and spectral characteristics similar to naturally occurring lightning. [1]

Third, the distortion of the earths magnetic field lines due to the expanding nuclear fireball and the rising of heated and ionized layers of the ionosphere, produce the third component of the EMP field, the late-time EMP, referred to as magnetohydrodynamic (MHD) EMP or E3. Changes to the magnetic field at the Earths surface induce currents of 100s-1000s of amperes in long conducting lines, of a few kilometers or greater, that impair components of the electricity grid and connected systems. The combination of these three phenomena could severely jeopardize the sustainability of society as we know if an EMP attack on the United States were successful. [1]
Potential Consequences of a Successful EMP Attack on the U.S. Electric Grid

In a recent assessment on the risks associated with an EMP, the Electromagnetic Defense Task Force (EDTF) of the United States Air Force noted that that the occurrence of an EMP could have dire consequences for society as a whole and that, as of the report's release, the U.S. government has failed to mitigate the consequences of such an attack. [2] The U.S.'s concern over an EMP attack traces back to the Cold War, where the U.S. worried that the Soviet Union might look to knock out military communications and national command authority through an EMP attack generated by a high-altitude nuclear weapon, therefore eliminating the U.S. military's ability to respond to a nuclear attack. Though the U.S. military has taken steps to ensure that they would maintain national command authority and be able to operate after an attack, the U.S. government has failed to properly protect the electric grid and other critical infrastructure from the existential threat of an EMP attack. [2]

A successful EMP attack on the U.S. could lead to a nationwide blackout of the electric power grid and a shutdown of critical infrastructure reliant on the grid, including, but not limited to, communications, transportation, food and water supply, and sanitation. Such a shutdown could last as long as a year, and without such critical infrastructure, a large fraction of the America could die from starvation, disease, or the effects of general societal collapse. Furthermore, in a worst-case scenario, all nuclear reactors in the affected region could be impacted, leading to as many as 60 meltdowns similar to Japan's Fukushima Daichi Nuclear Disaster. Without off-site electricity, these reactors would be reliant on on-site systems to prevent a meltdown, which could also be compromised in the event of an EMP attack. Without both off-site and on-site power, the risk of radioactive contamination to the continental United State drastically increases, further compounding the damage done by the attack. [3]
Recommendations to Mitigate the Threat of Such an Attack

Though the consequences of an EMP attack or a naturally occurring EMP event would be severe, there are a number of steps the United States can take to mitigate the risks associated with such an event. In its recent report, the Electromagnetic Defense Task Force (EDTF) of the United States Air Force provided recommendations on how to address vulnerabilities to the U.S. power grid and grid-dependent critical infrastructure. First, the task force recommends the immediate creation of a presidentially appointed executive agent to manage U.S. national infrastructure protection from the threat of an EMP. Furthermore, the EDTF advocate for the establishment of new standards to protect critical national infrastructure. [3] Finally, EDTF urges the government to take immediate action to implement cybersecurity for the electric grid and to prioritize the resilience of U.S. nuclear power, so that in the event of an EMP attack, the cooling systems of America's nuclear power plants operate unhindered, preventing catastrophic meltdowns. Finance Minister Bezalel Smotrich will head up a new council to oversee economic activity during the Israel-Gaza war, his ministry announced on Sunday along with the Prime Minister’s Office.The statement said the committee would oversee all civilian economic matters. It is slated to hold its first meeting at noon on Monday in Jerusalem.Based on a government decision, the committee is authorized to discuss war-related civilian issues including, but not limited to, the economic impact on private companies and the public sector, the rehabilitation of Gaza border communities and ensuring continued functionality of civilian services.The successor to a panel originally created in June to tackle Israel’s soaring cost of living and chaired by Prime Minister Benjamin Netanyahu, the Ministerial Committee for Social and Economic Affairs will now fall under Smotrich’s purview.Ministers Gideon Sa’ar and Chili Tropper of National Unity, Yoav Kisch of Likud and Uriel Buso and Yaakov Margi of Shas will be granted seats on the committee, and Minister Yifat Shasha-Biton of National Unity will be an observer.The new powers granted to the committee will be in effect until the end of the war.At a press conference on Sunday, Smotrich said he has instructed government authorities to change the order of priorities in terms of budget allocation.“All the budgets that have not yet been paid and committed are being examined, including the coalition budgets. Some of the funds have already been diverted,” said Smotrich.The finance minister said he was pained by Israel’s enormous security failures leading up to and during the Hamas attack, adding: “I take responsibility for what has happened and what will happen. We have to admit with pain and with a bowed head — we failed. The local council of Metula, near the border with Lebanon, advised its close to 2,000 residents to relocate.The IDF said Sunday that it was “isolating the area” up to 4 kilometers from the Lebanon border, instructing non-residents not to enter, and telling any residents still living in communities up to 2 kilometers from the Lebanon border to remain close to bomb shelters until further notice.

Qatar is working to coax Hamas to release the women, children and elderly hostages currently being held in Gaza who were taken captive during October 7’s Hamas terror onslaught in southern Israel, a diplomatic official told The Times of Israel Sunday.Roughly 150-200 Israelis and foreign nationals — some mere infants, some children with special needs and others in their mid-80s with chronic health issues — are believed to have been dragged by terrorists into Gaza last Saturday, with their whereabouts largely unknown since. Meeting on Sunday with visiting US Secretary of State Antony Blinken, Egyptian President Abdel-Fattah el-Sissi said that Israel’s activity in Gaza had “exceeded” its right to self-defense and had become collective punishment.Sissi, whose country shares a narrow border with the Gaza Strip that has remained largely blocked over the past week, said during the meeting that Israel’s “reaction went beyond the right to self-defense, turning into collective punishment for 2.3 million people in Gaza,” according to Egypt’s state-run media.Blinken, who visited Israel on Thursday before heading to Jordan, Qatar, Bahrain, Saudi Arabia, the United Arab Emirates and Egypt, was slated to return to Israel on Monday for further meetings as part of his diplomatic blitz surrounding the Israel-Gaza war.Sissi also used his meeting with Blinken to falsely claim that Egypt never persecuted its now no longer existent Jewish minority.“You said that you are a Jewish person,” Sissi said to Blinken in remarks in front of reporters. “I am an Egyptian person who grew up next to Jews in Egypt. They have never been subjected to any form of oppression or targeting and it has never happened in our region that Jews were targeted.”Egypt’s Jewish community, which dates back millennia, numbered around 80,000 in the 1940s, but today stands at fewer than 20 people.
