Integrated Biometrics (IB) is a regular exhibitor at ID4Africa AGMs, but this year, the U.S. biometrics firm showcased its first commercially available fingerprint capture device capable of recording a newborn’s fingerprint from the moment they are born.IB Executive Vice President (EVP), David Gerulski, told Biometric Update in an interview during this year’s event in Ethiopia that the innovative Infant.ID system can be effective in addressing several critical identity, healthcare, and security challenges around the world.The Infant.ID platform features fingerprint scanners developed by Integrated Biometrics. IB holds the license for Infant.ID outside of Brazil.Gerulski said the system is the go-to solution for addressing problems like child swaps in hospitals or child trafficking across borders.“This system allows countries and hospitals to link a child to their mother using their fingerprints. Tanzania’s Home Affairs Minister, Innocent Bashungwa, has announced that the government has allocated the sum of 11.34 billion Tanzanian Shillings (approximately US$4.5 million) for a digital ID pilot targeting nearly 300,000 minors in three of the country’s regions.The minister made the announcement recently in parliament while defending his ministry’s budget for the 2025/2026 fiscal year, which stands at 2.06 trillion TZS (about US$824 million).Although the exact period for the pilot is not mentioned, Bashungwa said it will be conducted ahead of an envisaged nationwide digital ID rollout during the 2026/2027 financial year, IPP Media reports.He disclosed that the pilot is part of a plan to put in place a unified digital ID system or the Unique Number ID which will be issued to all citizens below the age of 18 as well as to foreign minors in the country. The pilot will target 235,826 minors in Zanzibar and the Iringa and Mbeya regions.He also talked about a plan to streamline birth registration in the country by integrating it with the national ID system, which will enable the birth registration for all newborn before they leave hospital. Civil registration and ID systems integration was emphasized at this year’s ID4Africa AGM.The Unique Number ID, he explained, will among other things, facilitate access to public and private sector services, eliminate the need for multiple sectorial ID cards, an then provide lifelong unique identification throughout a citizen’s lifetime.Already, Bashungwa announced that the National Identification Authority (NIDA) has built an integrated portal which connects the immigration department, the Zanzibar civil status registration agency and the registration insolvency and trusteeship agency to ensure data exchange and ID issuance in places like airports, hospitals and border posts.$145 million for smart cities initiative-Another aspect of Tanzania’s digital transformation which Bashungwa talked about in parliament is a smart cities initiative that will entail deploying surveillance cameras across the country’s three largest cities. These are Dar es Salaam, Dodoma and Arusha.Per the minister, the estimated amount for the surveillance project is $145.2 million, $80 million of which are concessional loans provided by the Abu Dhabi Exports Office. It's among the northern Manitoba communities under an evacuation order since Wednesday, when the Manitoba government declared a provincewide state of emergency because of wildfires across the region."I hear … there's choppers now, that smoke has engulfed the airport," Bear said. He was on his way to The Pas from Winnipeg to meet evacuees who recently arrived there."We're getting desperate now. It's getting rougher. We're going to be heading for the lake … shortly if nothing turns out, if nothing puts the flame out."The fire near the community was about 9,800 hectares in size and was out of control as of Manitoba's latest update Thursday afternoon. A meteorologist is warning the upcoming weather forecast isn't good news for the wildfire outlook in northern Saskatchewan, with hot, dry and windy conditions in the foreseeable future."We're not getting any relief, unfortunately," said Justin Shelly, a meteorologist with Environment and Climate Change Canada. "We're expecting very warm conditions to continue."A cold front will develop from Alberta that will move to Saskatchewan on Friday, but it will only create some isolated chances of showers and thunderstorms, said Shelly."There's not going to be a lot of accumulations in terms of rainfall amounts associated with this," he said.Shelly said another system from Alberta will be coming Saturday night into Sunday morning, but most of the rainfall will hit isolated spots of northern Saskatchewan, with only about five to 15 millimetres in those areas.Ideal weather conditions to help with the wildfires would include multiple days of persistent rain and cooler temperatures without any significant gusty winds, he said."Unfortunately, it doesn't look like we're going to see anything like that come up here in the next week or 10 days."'We're very fortunate': cabin owner-With wildfires continuing to rampage, Regina resident Trevor Phenix went north this week to save his cabin.Phenix, who owns a family cabin near Besnard Lake, about 560 kilometres north of Regina, already lost the cabin once in 2015 to wildfires and had to rebuild it. He said he had been watching the fire's progress for days and made the call to head up to the area Sunday morning."I got a call from my cousin asking if I'd seen the fire map," he said. Extreme heat, low humidity, and strong winds are expected to fuel a wildfire that has put a northern Alberta town under threat and forced hundreds of people from their homes.A red flag watch is in effect for regions across the province, signalling a volatile and potentially dangerous day for crews battling the flames of an out-of-control wildfire burning eight kilometres away from the town of Swan Hills. Red flag watches are issued by Alberta Wildfire meteorologists when intense and dangerous conditions are expected to develop.The watches are issued as a warning to fire crews that critical weather conditions are developing, including significant changes in wind speed or direction, that could lead to extreme fire behaviour.Hot, dry, and unstable weather patterns are expected today leading to strong crossover conditions. 'Not an average summer day'The Edith Lake wildfire ignited on Sunday and spread rapidly due to unpredictable winds and tinder-dry fuel.By Monday evening, 1,300 Swan Hills residents were ordered to flee south as flames drew closer.The flames breached the highway north of the town on Tuesday afternoon.The fire continues to spread. In an update Wednesday, emergency officials said the fire has now burned 3,629 hectares, up from around 2,300 hectares the day before.On Wednesday, crews are expected to focus on containing the southeast side of the wildfire in the area where it crossed Highway 33, which remains closed. The IDF confirms carrying out airstrikes in Lebanon this evening, saying it targeted military facilities and other infrastructure belonging to Hezbollah.The targets included a site used to store weapons near Sidon, where recent Hezbollah activity was identified, the military says. The facility has been struck by the IDF previously, and the activity was related to Hezbollah’s efforts to restore the site, according to the IDF.Additionally, the IDF says it hit several sites used to store rocket launchers in southern Lebanon, where Hezbollah activity was also identified.

The following is the text of US special envoy to the Mideast Steve Witkoff’s proposal for a Gaza ceasefire and hostage release deal between Israel and Hamas, which was passed along to Hamas for its approval on May 29, 2025. The authenticity of the text was confirmed to The Times of Israel by two sources familiar with the negotiations.
Framework for Negotiating an Agreement to a Permanent Ceasefire
1. Duration: 60-day ceasefire. President Trump guarantees Israel’s adherence to the ceasefire during the agreed-upon period.
2. Release of Hostages: 10 Israeli live hostages and 18 deceased hostages, from the “list of 58” to be released on days 1 and 7-half of the living and deceased hostages (5 living and 9 deceased) will be released on day 1 of the agreement. The remaining half of the hostages (5 living and 9 deceased) will be released on day 7.
3. Humanitarian Assistance: Aid will be sent into Gaza immediately once Hamas agrees to the ceasefire agreement. Whatever agreement is reached on aid to the civilian population will be respected throughout the course of the agreement. Aid will be distributed through agreed upon channels that will include the United Nations and Red Crescent.
4.Israeli Military Activities: All Israeli offensive military activities in Gaza will cease upon this agreement entering into force. During the ceasefire period, there will be a cessation of aerial movement (military and surveillance) in the Gaza Strip for 10 hours daily, or 12 hours daily during days when exchange of hostages and prisoners take place.
5. IDF redeployment:
a. On day 1, after the release of the Israeli hostages (5 living and 9 deceased), redeployment in the northern part of the Gaza Strip and in-Netzarim corridor, in accordance with article 3 regarding the-humanitarian aid and base on maps to be agreed upon.
b. On day 7, after the release of the Israeli hostages (5 living and 9 deceased), redeployment in southern part of the Gaza-Strip in accordance with article 3 regarding the humanitarian aid and based on maps to be agreed upon.
c. The technical teams will work out final redeployment boundaries-during proximity negotiations.
6. Negotiations: On day 1, negotiations under the auspices of the mediators-guarantors on the necessary arrangements for a permanent ceasefire will commence, including:
a. Keys and terms for the exchange of all the remaining Israeli hostages-for a number to be agreed upon of Palestinian prisoners in Israeli-prisons.
b. Issues relating to redeployments and withdrawals of Israel forces and  long-term security arrangements within the Gaza Strip.
c. Arrangements relating to the “day after” in the Gaza Strip which would be raised by either side.
d. The announcement of a permanent ceasefire.
7. Presidential Support: The President is serious about the parties’ adherence to the ceasefire agreement and insists that the negotiations during the temporary ceasefire period, if successfully concluded with an agreement between the parties, would lead to a permanent resolution of the conflict.
8. Release of Palestinian Prisoners: In exchange for the release of the 10 Israeli live hostages, consistent with the terms and conditions of phase 1 of the January 19, 2025 agreement regarding the hostages and prisoners, Israel will release 125 “life sentence” prisoners and 1,111 Gazan detainees who were detained after 7 October 2023. In exchange for the release of the remains of 18 Israel hostages, Israel will release 180 deceased Gazans. The release will be performed simultaneously in accordance with an agreed mechanism and without public displays or ceremonies. Half of these releases will occur on day 1 and the other half will occur on day 7.
9. Status of Hostages and Prisoners: On day 10, Hamas will provide complete information (proof of life and medical status report/proof of death) on each of the remaining hostages. In exchange, Israel will provide complete information on the Palestinian prisoners that were detained from the Gaza strip since 7 October and the numbers of deceased Gazans held in Israel. Hamas commits to ensure the health, welfare and security of the hostages during the ceasefire.
10. Remaining Hostages Released upon Agreement: The negotiation on the necessary arrangements for a permanent ceasefire should be completed within 60 days. Upon agreement, the remaining hostages (living and deceased) from the “list of 58” provided by Israel will be released. In case negotiations on arrangement for a permanent ceasefire are not concluded within the aforementioned time period, the temporary ceasefire may be extended under conditions and for a duration to be agreed upon by the parties so long as the parties are negotiating in good faith.
11. Guarantors: The mediators-guarantors (US, Egypt, Qatar) will guarantee that the ceasefire will continue for the 60-day period and for any agreed upon extension, will guarantee that serious discussions will be held on the necessary agreements for a permanent ceasefire and will make every effort to ensure the completion of the above-mentioned negotiations.
12. Envoy Presides: Special Envoy, Ambassador Steve Witkoff would come to the region to finalize the agreement. Steve Witkoff will preside over the negotiations.
13. President Trump: President Trump will personally announce the ceasefire agreement. The United States and President Trump are committed to working to ensure that good faith negotiations continue until a final agreement is reached.

Prime Minister Benjamin Netanyahu told hostages’ families that he principally approves of US special envoy Steve Witkoff’s latest proposal for a temporary ceasefire and hostage deal in Gaza, media outlets reported Thursday, while two sources told The Times of Israel that Hamas is leaning toward accepting the deal, with some reservations.Accordingly, the deal is not yet final, and negotiations are likely to drag out for at least several more days, the sources said.According to a copy of Witkoff’s latest proposal, the authenticity of which was confirmed to The Times of Israel by two sources familiar with the negotiations, Hamas would release 10 living Israeli hostages held in Gaza and return the bodies of 18 deceased hostages during a 60-day ceasefire.In return, Israel would release 125 Palestinian terror convicts serving life sentences, 1,111 Gazans detained since the start of the war on October 7, 2023, and 180 bodies of Palestinians currently held by Israel.The IDF would also pull back from some areas where troops are currently deployed; the parameters of the pullback would be finalized “during proximity negotiations.”Netanyahu told hostages’ families during a meeting on Thursday that he was prepared to move forward with the proposal, the Axios news site reported, while Channel 12 reported that he told the families he “principally accepts” the document. However, the TV report also quoted him saying he was “not ready to end the war without eliminating Hamas.”Meanwhile, right-wing ministers and some hawkish hostage families came out in opposition to the proposed deal, arguing that Hamas was weakened and that now was the time to pile pressure on the terrorist organization to surrender. Upon agreement, the remaining hostages (living and deceased) from the “list of 58” provided by Israel will be released.”The same clause goes on to say, however: “In case negotiations on arrangement for a permanent ceasefire are not concluded within the aforementioned time period, the temporary ceasefire may be extended under conditions and for a duration to be agreed upon by the parties so long as the parties are negotiating in good faith.”Clause 11 elaborates on the point, as regards ongoing guarantees: “The mediators-guarantors (US, Egypt, Qatar) will guarantee that the ceasefire will continue for the 60-day period and for any agreed upon extension, will guarantee that serious discussions will be held on the necessary agreements for a permanent ceasefire and will make every effort to ensure the completion of the above-mentioned negotiations.”The final clause of the document further specifies that “the United States and President Trump are committed to working to ensure that good faith negotiations continue until a final agreement is reached.”The language regarding the potential transition between the temporary truce and the permanent ceasefire appears much more in Netanyahu’s favor in the latest Witkoff proposal than it was in the deal crafted during former US president Joe Biden’s administration.The Biden-era deal stated that the temporary truce would remain in place as long as the negotiations on a permanent ceasefire were ongoing, and the mediators committed to keeping the sides at the negotiation table until a deal is reached. The Witkoff proposal turns the 60th day of the temporary truce into somewhat of a deadline for the permanent ceasefire talks, only allowing for an extension if the parties both agree to one and are still negotiating in good faith.Despite the stricter language in the January deal, Israel still chose not to hold substantive negotiations on a permanent ceasefire and was able to resume fighting in March without pushback from the main mediator — the United States.Witkoff’s proposal says humanitarian aid will be allowed into Gaza during the ceasefire through the UN, but doesn’t explicitly rule out the continued operation of the GHF. It also says that the sides will hold negotiations to produce an agreed-upon map for the IDF’s withdrawal during the temporary truce. Those talks need to be held before the agreement can be finalized, adding another reason for why a deal is unlikely to be imminent.Hostages held by terror groups in Gaza include 57 of the 251 abducted on October 7, 2023, and the body of a soldier held by Hamas since 2014.They include the bodies of at least 35 confirmed dead by the IDF, and 20 are believed to be alive. On October 5, 2023, an El Al flight from New York touched down in Israel, carrying an extraordinary piece of history. In the cockpit, a special suitcase held the world’s oldest nearly complete Hebrew Bible, en route to its new home at the ANU – Museum of the Jewish People.The unparalleled manuscript, more than 1,000 years old, was scheduled to go on permanent display just days later, on October 11. But the Hamas onslaught of October 7, when thousands of terrorists stormed into southern Israel, killing some 1,200 people and kidnapping 251 to Gaza, put the display on hold.Twenty months later, the museum inaugurated the Codex Sassoon permanent exhibition at the heart of its collection on Thursday. The event, which took place ahead of the Jewish holiday of Shavuot, represented an opportunity to celebrate the role of the Hebrew Bible in modern Jewish and Israeli identity.“Today we are counting 601 days after October 7, the day that changed everything,” said ANU CEO Oded Revivi. “This Bible, written some 1,100 years ago, is now returning home to the heart of the Jewish state. In moments like these, we understand how intertwined our identity is with memory and text.”“The Bible is not just an ancient book, it is the soundtrack of Jewish history,” he added. “It has accompanied us, held us in the face of enemies, and offered words for hope and prayer.”Comprised of 792 parchment pages bound into a single volume, the Codex Sassoon contains all 24 books of the Hebrew Bible. Analysis of its materials and script confirms that it was written in the early 10th century, making it one of the oldest biblical manuscripts known to date.Several handwritten notes scattered throughout the Codex Sassoon offer valuable glimpses into its storied past.One inscription in Judeo-Arabic records the sale of the manuscript by Khalaf ben Avraham to Yitzhak ben Yehezkel al-Attar, witnessed by two individuals (though undated, scholars estimate the transaction took place around the year 1000).Another note identifies the Codex as the property of the synagogue in Makisin, believed to correspond to present-day Markada in Syria.A final inscription, added in the 14th century on the last page, recounts the synagogue’s destruction and entrusts the Codex to a man named Salama ibn Abi al-Fakhr for safekeeping until the house of worship could be rebuilt.No information exists on the manuscript’s fate for the following 600 years. Still, it resurfaced in 1929, when it was offered to David Solomon Sassoon, a passionate book collector and member of the prominent Iraqi Jewish family who had moved to London from India. Sassoon purchased the Bible for 350 pounds.In the 1970s, several of Sassoon’s descendants sold the Codex, which was purchased by the British Rail Pension Fund. It was later acquired by a private collector, Swiss banker Jacob (Jacqui) Safra. In 2023, the manuscript returned to the spotlight when it was auctioned at Sotheby’s for $38 million. The buyer, Alfred H. Moses — a former US ambassador to Romania and president of the American Jewish Committee — donated the historic artifact to ANU“My late grandmother and grandfather Rabbi Isaac Halevy Herzog and Rebbetzin Sarah Herzog were close friends with the Sassoons,” President Isaac Herzog recalled in a video message screened during the event.“Flora Sassoon, who was the matriarch of that family and was one of the only women in the 19th century to run an economic empire, was a dear friend of my grandparents and my great-grandparents,” he added. “I believe that the Sassoons always wanted this unique Bible to be here in the very place where the Jewish people founded their nation-state.”Herzog recalled how, during Shavuot, the Jewish people celebrate the gift of receiving the Torah from God.“This is the gift of the original inspiration that sparked the rich and ongoing conversation within our people for millennia,” Herzog noted. “What better time to recall the gift of this inspiration? What better time to welcome Codex Sassoon?”Former hostage Agam Berger, one of the surveillance soldiers who were taken captive by Hamas and released during a ceasefire in January, also attended the event with her mother Meirav Berger.In August 2024, ANU organized an event to mark Agam’s 20th birthday while she was still in captivity. As the family would learn after she was freed, Agam happened to see a broadcast about the event on television while she was still in Gaza, the first time she saw her mother’s face in captivity.“Being here today represents the closing of a circle,” Meirav said, expressing her hope that the families of the 58 hostages still in Gaza will also be able to hug their loved ones soon.“The Codex Sassoon is not just a manuscript; it is a living testimony to the eternity of the Jewish spirit that survived wars, fires, and crusades,” she added. “It is testimony that despite everything, we are here and that from destruction springs new growth.”After the event, participants had the opportunity to admire the Codex on display, opened to the page featuring the Ten Commandments (Deuteronomy 5:6-21).Another Sassoon manuscript in Israel: The Shem Tov Bible-The Codex Sassoon is not the only ancient Bible that belonged to Sassoon that has recently found a new home in Israel.On Wednesday, the National Library announced that the 14th-century Shem Tov Bible will be on permanent display in its Jerusalem headquarters on long-term loan from philanthropists Terri and Andrew Herenstein, who purchased the artifact from Sotheby’s in 2024.The illuminated manuscript was completed by Rabbi Shem Tov ben Abraham Ibn Gaon at the beginning of the 14th century in Spain. The scholar brought the Bible with him on his journey to Israel in 1312. For 300 years, the manuscript remained in the region before it was brought to North Africa in the 17th century.Similar to what happened to the Codex Sassoon, it was acquired by Sassoon in the first half of the 20th century and then by Safra in the 1990s before being auctioned again last year.“The Shem Tov Bible – also known as the Sefer HaYashar– represents the pinnacle of biblical and kabbalistic scholarship in the medieval period,” NLI Judaica Collection Curator Dr. Chaim Neria said in a statement. “Its addition to the NLI collection provides an unparalleled resource for studying the development of the Masorah [tradition of biblical transmission], and Jewish textual and artistic traditions, in particular those of Spain.”In keeping with the Jewish tradition of beautifying ritual objects, the manuscript features artistic embellishments influenced by contemporary Christian and Islamic motifs, including arcades, Gothic arches, gilded frames, and depictions of birds and beasts.“Receiving this manuscript, especially at the time of Shavuot, which celebrates the giving of the Torah, is profoundly significant,” NLI Chairman Sallai Meridor said in a statement.“Having traveled from Spain to Jerusalem, Baghdad, Tripoli, London, and Geneva, the Shem Tov Bible has come full circle and is now back home, returning to the very place where Rabbi Shem Tov ben Abraham Ibn Gaon lived and intended for it to be, in the land of Israel, and now in Jerusalem,” he added.

The agency also said it plans to open additional sites, including in the northern Strip, in the coming weeks.The three active GHF sites distributed 17,280 boxes of aid on Thursday, the agency said. Each box is meant to provide three meals a deal, for roughly four days, for a family of roughly five people.The total number of trucks unloaded at the three GHF sites today was just 18, though. The UN has said 600 trucks of aid need to be distributed each day in order to properly feed the Strip’s roughly two million people.According to the Defense Ministry’s Coordinator of Government Activities in the Territories (COGAT), 76 trucks carrying humanitarian aid entered Gaza on Thursday. Iran calls Austria intel on nuclear programme 'fake'

Tehran, May 30 (AFP)-Iran on Friday branded as "fake" an Austrian intelligence report that said Tehran is seeking atomic weapons, even as it pursues delicate negotiations with the United States on its nuclear programme.In its annual report on global threats, Austria's domestic intelligence service (DSN) said Monday that Iran's "nuclear weapons development programme is well advanced".The United States, Israel and other Western countries have repeatedly accused Iran of seeking to acquire a nuclear weapon.Iran has categorically denied the claims, instead arguing that it is pursuing a nuclear programme for civilian purposes alone.According to the International Atomic Energy Agency (IAEA), however, Iran is the only country in the world that enriches uranium up to 60 percent.That rate is still below the 90 percent threshold required for a nuclear weapon, but far above the 3.67 percent limit set under a 2015 agreement with world powers."All efforts to prevent Iran's armament through sanctions and agreements have so far proved ineffective," the Austrian report said.On Friday, Iran's foreign ministry condemned "the fake information" disseminated in the report and demanded an explanation from the Austrian government.The IAEA, whose headquarters is in the Austrian capital, will in coming days publish its own review of Iran's nuclear activities.Iran and the United States are engaged in an Omani-mediated effort to reach a deal on Tehran's nuclear programme, after Donald Trump during his first presidency pulled out of the 2015 agreement.No date has yet been set for the next Iran-US meeting since last week's discussions in Rome.On Thursday, Foreign Minister Abbas Araghchi said he was "not sure" that a deal with the United States was imminent.His statement came after Trump said on Wednesday that the two sides were "very close to a solution".

As Russia intensifies attacks, Ukraine air defences under strain.

Kyiv, Ukraine, May 30 (AFP)-A wave of massive Russian aerial attacks has stretched Ukraine's air defences, raising fears about Kyiv's reliance on Western systems to protect its skies in the fourth year of Russia's invasion.As the two sides open peace talks and Kyiv pushes for an immediate ceasefire, Moscow has launched its heaviest air assaults of the war, pummelling Ukraine with more than 900 drones and 90 missiles in a three-day barrage last weekend.Ukraine downed over 80 percent of the incoming projectiles, but more than a dozen people were killed.Experts worry how long the country can fend off the nightly attacks if Russia maintains -- or escalates -- its strikes."Ukraine's air defences are stretched thin and cannot guarantee protection for all cities against persistent and sophisticated Russian attacks," military analyst Franz-Stefan Gady told AFP.Russia's drone and missile attacks have become more complex -- and harder to thwart -- throughout the war.Kyiv's air force says around 40 percent of drones launched recently are decoys -- cheaper dummy craft that mimic attack drones and are designed to exhaust and confuse air defences.Russia increasingly sets drones to fly at a higher altitude -- above 2,000 metres (6,500 feet) -- and then dive down onto targets."At that altitude, they're more visible to our radars but unreachable for small arms, heavy machine guns and mobile fire teams," air force spokesman Yuriy Ignat told RBK Ukraine.In addressing the threat, Ukraine is trying to strike a balance between pressing the West to deliver new systems and not wanting to concern a war-weary public at home."There's no need to panic," a Ukraine military source told AFP."We're using all air defence systems that are available in Ukraine now, plus helicopters and aircraft. We are fighting somehow," they said.- 'Scale up' -Moscow has the capacity to fire 300 to 500 drones a day, Ukrainian President Volodymyr Zelensky said earlier this week."By scaling up the use of Shaheds, they are forcing us to resort to expensive options," military analyst Sergiy Zgurets said, referring to the Iranian-designed drones that are packed with explosives to detonate as they crash into buildings."This is a war of attrition that must be based on economic grounds -- we must shoot down Shaheds with less sophisticated alternatives," he said.Ukraine uses several tools to protect its skies -- from advanced Western fighter jets and air defence batteries like the US-made Patriot anti-missile system, to small mobile air defence teams armed with guns.New technology has also become vital, such as the electronic jamming of drones to make them drop from the sky.Increasingly, interceptors are being deployed -- smaller, cheaper drones that take on enemy drones mid-air."We are already using them. The question now is when we will be able to scale up," Zelensky said of the interceptors.He too sees the issue as one of economics."The question is no longer about production capacity... It is a financial issue," he told journalists.- 'Real protection' -Beyond drones, Russia is also deploying super-fast ballistic missiles, which are much more difficult to intercept."The biggest vulnerability lies in defending against ballistic missiles," said analyst Gady.A midday strike last month on the northeastern city of Sumy killed at least 35 people, while a hit near a children's playground in Zelensky's home city of Kryvyi Rig left 19 dead, including nine children.To fend off ballistic missile attacks, Ukraine relies on a small number of Patriot systems.They are concentrated around Kyiv, leaving other areas more exposed than the relatively better-protected capital.Gady said the current supply of missiles for them is "sufficient" given the level of Russian strikes at the moment."But it is generally insufficient when compared to Russian ballistic missile production."Ukraine also faces potential shortages given delays in US output, according to Zgurets, creating "gaps" in Ukraine's "fight against enemy hypersonic targets and ballistics".Deliveries of other key Western systems are expected over the next 18 months, but uncertainty is high given President Donald Trump's criticism of aid for Ukraine.US packages approved under predecessor Joe Biden are trickling in, but Trump has not announced any fresh support."Delivering air defence systems to us means real protection for people -- here and now," Zelensky said in a recent call for Western backing.On a visit to Berlin on Wednesday, he said: "Defending our cities requires constant support with air defence systems."

France gives air base $1.7 billion nuclear facelift.

Luxeuil-les-Bains, France, May 29 (AFP) May 29, 2025-In a sign of the growing security nerves in Europe, France has embarked on a $1.7 billion renovation of an air base in remote hills in the east of the country so it can handle nuclear-armed bombers.The work will take a decade but from 2035 the Luxeuil-Saint Sauveur base will be twice the size it is now and it will house new generation hypersonic missiles carried by 50 of France's Rafale fighter jets.President Emmanuel Macron announced at the base in March -- on the day that US President Donald Trump and Russia's President Vladimir Putin discussed the Ukraine war -- that it was to become the first to welcome the latest Rafale jets and France's ASN4G nuclear-capable air-to-ground missiles.Luxeuil will become the fourth, but most modern, base in France capable of storing nuclear weapons.The base currently has about 20 Mirage-2000 jets, which are no longer in production.Its triangle shaped hangars date from 1952, according to base commander, Colonel Emmanuel Roux. They have been "well used", according to Roux who said he had seen pictures of President Charles de Gaulle there in 1962. "It was the same," he joked.The hangars will go as the Rafales will not fit in them. "We will have to redo everything for the infrastructure," the colonel said.The Rafale is also heavier than the Mirage so Luxeuil's runway will also have to be made longer and tougher.- Nuclear deterrent -As nuclear bases are given extra protection, "we will have to increase security measures and the entire infrastructure to get up to speed," the colonel said, likening his work to "building a cathedral"."We have 10 years to build the best base in France with planes that do not exist (yet), a nuclear weapon that does not exist and technicians who are not yet in school," said Roux.Luxeuil will be closed between 2029 and 2032 for the key works and the arrival of the first Rafales.There will be four times as many pilots as now as the Rafale has two crew. The 300 technicians currently at the base will expand to 1,000 by the time the new base is fully operational."Logistics wins the war," said Roux who highlighted the importance of speed in preparing jets for faster rotations between flights. A Rafale engine can be changed in one hour and an ejector seat in 15 minutes, he said.Pilots at the base, who cannot be named, also said they were ready to carry nuclear weapons. "It's the weapon of last resort, but I think we're all ready to use it to protect our loved ones and our nation," said one.Luxeuil is close to France's border with Germany, Switzerland, Luxembourg and Belgium and the position could also prove strategic.Macron has also said that with the Russian invasion of Ukraine raging and heightening worries in the rest of Europe, France is ready to start discussing with other European countries the possible deployment of French nuclear-armed jets."I will define the framework in a very specific way in the weeks and months to come," Macron said in a television interview this month.Russia has already condemned his comments. Thai, Cambodian army chiefs meet over border clash.

Bangkok, May 29 (AFP) May 29, 2025-Thai and Cambodian militaries said on Thursday they had agreed to ease border tensions after a Cambodian soldier was killed in a frontier clash.Military clashes between the Southeast Asian neighbours erupted in 2008 and have led to several years of sporadic violence, resulting in at least 28 deaths.Commmander General Pana Klaewplodthuk met with his Cambodian counterpart and both sides agreed to move troops away from the area, said Thai army spokesman Winthai Suvaree in a statement.He added that a Joint Boundary Committee would meet in two weeks' time to "solve the problem of the border conflict".The Royal Cambodian Army said in a statement that the commanders agreed to use "existing mechanisms... to resolve disputes", but that Cambodia would not pull back its troops from the site of the clash.The Cambodian side "will not withdraw or station without weapons at the site of clash," it said, citing a demarcation agreement.A Cambodian soldier was killed on Wednesday during an exchange of gunfire with the Thai army at the border, a Cambodian army spokesman said.His death -- a rare fatality along the long-sensitive frontier -- came after Cambodian and Thai leaders attended a Southeast Asian summit where the regional ASEAN grouping vowed greater cooperation.Both sides confirmed the clash on Wednesday, with the Thai military saying their soldiers had responded to gunshots and Cambodia's saying they were attacked first."Our soldier died in the trenches. Beijing, May 29 (AFP) May 29, 2025-No top Chinese defence officials will attend a key regional summit in Singapore this week, Beijing said Thursday, despite ongoing tensions with the United States.The Shangri-La Dialogue, Asia's top international defence forum, kicks off in the city-state on Friday.The meeting has historically offered rare opportunities for senior officials to hold face-to-face talks, and will be attended by US Defense Secretary Pete Hegseth this year.But his Chinese counterpart, Dong Jun, will not be in attendance, Beijing's defence ministry said at a Thursday press conference.Instead, the People's Liberation Army National Defense University has sent a delegation to take part, ministry spokesman Zhang Xiaogang said.The delegation "will have in-depth exchanges with different parties to build more consensus", he said.Zhang did not say why Dong was not attending or whether the Chinese team would meet with US counterparts.Asked who was leading Beijing's delegation, he said he had "nothing more to add".Dong's absence comes after reports last year said he had been placed under investigation for corruption, something Chinese authorities have not confirmed.If true, Dong would be the third consecutive Chinese defence minister to come under a graft probe, following the removal of his predecessors Li Shangfu and Wei Fenghe.

Seoul, May 27 (AFP) May 27, 2025-South Korea's largest electric power company told AFP Tuesday that it was reviewing legal action, including a possible injunction, after a deal with the Czech Republic to build reactors hit EU legal woes.Brussels asked Prague on May 2 to suspend the signing of the multi-billion-dollar deal with Korea Hydro and Nuclear Power (KHNP), which was selected last July to build two nuclear units after beating France's EDF in the tender.EDF has complained to the Czech antitrust watchdog and filed a lawsuit, prompting a Czech court to block the deal being signed.The European Union said it was assessing whether KHNP had received "foreign financial contributions" that could have distorted competition.This could trigger a formal investigation.The Korean company told AFP that it had responded to Brussels "stressing that the bidding process was transparent" and that it had "not received any subsidies from the Korean government that could distort competition"."If the European Commission proceeds with an in-depth investigation on foreign subsidies and imposes a provisional ban on the contract, KHNP plans to immediately file for an injunction with the EU Court to suspend the investigation and lift the ban," it said in a statement."KHNP is also reviewing all possible legal responses, including requesting special trade measures from the Korean government," it added."We are reviewing the matter very seriously," a senior KHNP official told AFP.The trade ministry in Seoul said Korean companies' projects in the European Union fully complied with World Trade Organization rules and EU regulations, adding that it would review the issue if KHNP made a formal request.For now, the deal is on hold after a Czech court in early May blocked the contract until a verdict is reached in a lawsuit filed by the French giant.KHNP was due to build two units at the southern Czech nuclear plant of Dukovany managed by the state-run CEZ group, with the Korean firm offering to build them for around 200 billion Czech koruna ($9 billion) each.Prague had expected to finalise the deal with KHNP by March this year, but the EDF appeal delayed the process.CEZ expects construction to begin in 2029 and the first reactor launched in a trial operation in 2036
