Greece has launched its unified digital ID system with the new Personal Citizen Number (PCN).The PCN is the new universal ID for Greek citizens across all public services, and will replace the older numbers issued by various state agencies.Greece’s prime minister Kyriakos Mitsotakis said: “The new Personal Number that will be assigned to every citizen becomes the key for unlocking any transaction with the public sector.”The PCN will be issued through the MyInfo app in the Gov.gr digital wallet, where citizens will be able to generate a part of the number, with the platform to start operating from June 3. Users will need Taxisnet credentials and a registered mobile number in the National Communication Registry to obtain their PCN via the MyInfo app.The PCN will complement existing numbers such as the tax office registration number (AFM), the AMKA social security number and the ID number. Those who have either an AFM or AMKA, whether Greek citizen or foreign resident, will be assigned a PCN.The personal number is unique and will not change throughout a citizen’s life. It consists of 12 characters: three alphanumeric elements, two of which can be selected, and the person’s Tax Identification Number (AFM).Newly issued ID cards will feature the PCN, while those who have already acquired new ID cards won’t need to replace them as their PCN can be accessed digitally.In late March, the Greek state began introducing personal identification numbers (PINs) on its physical national ID cards. The 12-digit identifiers are unique to each citizen and are used across all state services. The PIN is physically printed on ID cards and digitally embedded in chips but is not linked to biometric data. The update is aligned with the European Union Digital Identity (EUDI) wallet.Greece also launched its digital wallet for children to use when accessing age-restricted online platforms or content. The new Kids Wallet is an optional equivalent to the grown-ups’ Gov.gr Wallet, and allows for parents to provide consent for kids to access online assets up until 15 years of age.The Kids Wallet will store the child’s digital ID number, and link to their parent or guardian’s online tax ID credential, at least until its replacement by the new personal identification number is complete.Greece’s digital transformation strategyThe issuance of the new unified digital ID system is part of the Greek government’s overall digital transformation strategy. Under the Digital Greece strategy 2020-2025, 475 projects were begun, with 295 ongoing, and 1701 digital services in gov.gr.The “Digital Transformation Bible” set out guidance in the technological infrastructure of the Greek state, as it educates and trains the population on the acquisition of digital skills and how the country utilizes digital technology in all sectors of the economy and public administration.In January 2024, Greece joined the Digital Cooperation Organization (DCO) and is a council member among 15 other member states. The DCO says it is the world’s first standalone international organization focused on the digital economy.The Riyadh-headquartered organization wants Global South countries to join global digital policymaking, and is in talks with the Council of Europe and the Africa Union to collaborate on an AI treaty that seeks to establish ethical principles along with practical applications.Last year, the DCO inked an agreement with the United Nations Development Programme (UNDP) on digital cooperation. Earlier this year, it announced several Memoranda of Understanding with the Mohammed Bin Salman Foundation (MISK), tech company HP and the Agency for Economic Cooperation and Development (AED).

In tandem with enforcement action on age assurance, the European Commission is ramping up activity on the EU age verification app, now scheduled to launch in July.Also this week it was revealed that Spain’s “pajaporte” digital wallet has been chosen as a pilot technology for developing an age assurance tool that can serve as a foundation on which individual member states can build out their specific regulations and languages – a so-called white label age assurance app for the EU.While the Spanish wallet is primarily used for age assurance, the Cartera Digital Beta can serve as a container for digital identity more broadly. According to Spanish news agency EFE, Spain is among those nations that has done “the most advanced work in developing an age verification app,” which contributed to its selection.Initial technical documentation suggests users will have to register in the app using their electronic ID, digital certificate or the Spanish Cl@ve system. Per reporting in ElDiario.es, “during this process, 30 anonymous credentials valid for 30 days will be created. When accessing a porn website, it will display a QR code, which the user must scan with the app, which will use one of those credentials. Each credential can be used up to 10 times on the same site, but not on different sites.”The process leverages a so-called double-blind verification system, in which the site receives no personal information from a user, and the verifying third party has no knowledge of how or where a credential is used.In addition to the Spanish project, France and Greece initiatives were also selected. Deutsche Telekom (DT) and Scytáles were awarded a tender to develop a specific age check component for the EUDI wallet in February. According to officials, “The objective is to provide a European age verification tool that serves as a common basis so that each country can adapt it to its national circumstances. This aims to encourage all tools to be interoperable and prevent each country from developing its own national solutions, which are less effective compared to large platforms.” ​​Age assurance measures have become a high priority for the Commission, as global attitudes shift toward regulating online content. In comments to the Financial Times, the EU’s tech chief Henna Virkkunen says “many of the online platforms are using a design that is very addictive. Minors are using [these apps] hours and hours, they spend their whole day on mobile. Of course, this has an impact on their wellbeing.”Virkkunen emphasizes the ability of operators to “assess and mitigate the risks they are posing,” and tailor the app accordingly.Beyond age gates for adult content, the principles of anonymity and data sovereignty are applicable for more general EUDI wallet use cases. “The European digital wallet will allow European citizens to identify themselves to the government and public and private companies, particularly when they require strong authentication (banks, energy companies, etc.), without having to share their data, as is currently the case when registering with a username and password,” says a statement from the Spanish ministry for Digital Transformation.Last week, ministers from Spain, France and Greece coordinated on a discussion paper regarding mandatory age restrictions for social media platforms ahead of a meeting with their EU counterparts on June 6.

Nigeria is moving forward in its plans to transform the country through digital public infrastructure (DPI). On Tuesday, it announced a new presidential committee dedicated to implementing the nation’s DPI goals and its three main pillars – digital identity, financial payments and data exchange.The Presidential Committee on the Implementation of DPI is chaired by President Bola Tinubu and includes representatives from the federal government, civil service, the National Identity Management Commission (NIMC) and several ministries. NIMC Director General Abisoye Coker-Odusote pledged that the commission would improve the quality of life for Nigerians through digital infrastructure.“We acknowledge our full responsibility to contribute meaningfully to advancing economic growth, enhancing citizen engagement, and improving overall quality of life through DPI,” says Coker-Odusote.Other representatives promised to unify government databases to allow seamless data exchange and solve challenges in identity management and financial payments. NIMC is currently working with the Nigeria Inter-Bank Settlement System (NIBSS) to link national ID numbers with bank verification numbers for more secure and efficient transactions, according to NIBSS managing director and CEO Premier Oiwoh.In April, the National Information Technology Development Agency (NITDA) presented draft technical standards for DPI that set out a roadmap for the integration of digital identity and payment systems and data exchange frameworks.President Tinubu has been promising to expand its digital ID system with additional investments in order to transform the country’s economy. The system, created with the support of the EU and the World Bank, has registered over 90 percent of adults in the country, he announced in September last year. The country plans to make registration for national digital ID compulsory for every citizen.The expansion of the digital ID system will include the introduction of a Centralized Citizens’ Integrity and Document Authentication System (CCIDAS) as part of the push to strengthen national security.Nigeria has kickstarted other projects, including a health card linked to the national digital ID and biometrics-based digital verification systems for public servants. In March, the country’s government announced a US$2 billion investment into DPI for improving the delivery of digital services to citizens.Earlier in May, the Ministry of Interior also shared plans for a centralized system for verifying travel documents.

Hand biometrics are like your favorite character actor: omnipresent, underappreciated, and typically outshined by the shinier faces in the room. The European Association of Biometrics’ Council of Wisdom gathered this week to give some love to hand biometrics in a recent webinar.The discussion sees experts field questions from audience members about a variety of topics related to all aspects of hand biometrics, including fingerprint, palm print and palm vein modalities.The first concerns the maturity of synthetic fingerprint generation tech, and to what extent it can be trusted. Martin Drahansky, from the Brno University of Technology in Czech Republic, says the best algorithms are now up to the task. “The trouble is to generate synthetic fingerprints which have real changes of the skin structure,” including things like injuries, skin diseases or other environmental factors. So, while the fingerprints themselves are high quality, they don’t change like real skin. Generative AI is helping to address this, but is not especially effective yet.Matteo Ferrara of the University of Bologna says “synthetic data in biometrics is very important” because of privacy issues, and the difficulty of collecting real data. But, he emphasizes the importance of mixing synthetic data and real data for training algorithms, and underscores the importance of testing published results on real data.A further question concerns standards around image quality. They exist for fingerprint and face, but not for palm vein biometrics. Raymond Veldhuis, a professor at the University of Twente, says “there is a great need for quality standards for vein pattern recognition.”“But as far as I know, they don’t exist.”The question of how to protect data is raised, specifically in the context of the GDPR and cross-jurisdictional sharing. On this, there are no concrete answers; all participants acknowledge the complexity of sharing data responsibly and in compliance with stringent data protection laws.The maturity of contactless fingerprint recognition for smartphone cameras comes up; Veldhuis says the tech is “not yet mature,” and questions “whether or not there would be a real market for this.” Drahansky suggests that there could be applications for police forces in the U.S. – and also hints at companies developing fingerprint ID for bank account opening. “Maybe it will be the future,” he says. “But it’s something we are not using at the moment.”A final question concerns whether palm prints are a better option than face biometrics for purposes of consent, as defined by GDPR. But Drahansky says it’s too difficult to capture a high quality palm print to make it practically feasible in most use cases.In the end, hand biometrics are likely to remain in the shadow of facial matching – for now. Gestural biometrics are being pitched as a potential solution to age assurance for adult content. And plenty of people still unlock their smartphone with their fingerprint.The overarching message might be summed up as follows: with all the different use cases, there’s room enough in the world for every biometric.

Rob White, head of identity services at Samsung Wallet, addressed the company’s ongoing quest to accelerate adoption of mobile driver’s licenses (mDL) in an online discussion yesterday hosted by Dock Labs CEO Nick Lambert.According to Lambert, while mDLs continue to gain traction across the U.S., adoption is still fragmented – and Samsung Wallet wants to change that.Samsung is one of the three current giants in the biometric digital identity wallet market, alongside Google and Apple. The company has been active in the U.S. market, most recently collaborating with Idemia and the West Virginia Department of Motor Vehicles (DMV) to offer support for that state’s mDL in Samsung Wallet. It now supports digital credentials from six states: Iowa, Arizona, Georgia, Colorado, Maryland and West Virginia.Samsung among big three wallet providers anchoring strategies to hardware-Like Google and Apple, Samsung’s wallet product is directly tied to its hardware. “The overall goal for Samsung Wallet is to provide great experiences on our devices,” White says. The company wants to make it easy and convenient for users to securely assert their identity,  protect the privacy of their data, and reduce fraud for any relying parties – preferably, on Samsung phones. “Wallet is tied to our hardware.”White notes that Samsung Wallet will soon be available on its Galaxy watches, with support for digital ID and mDLs. “The goal for Wallet is to be the replacement for your physical wallet, with all the things that we put in there.”He calls mDL “arguably the most important content” in a wallet, in that it represents a safer way to share identity that offers more user control over exposure of data. “The current protections just aren’t holding up to the flood of fraudulent behavior.”But in addition to security, there are possibilities for transacting in new ways. “Ultimately, we can see a day where content can be sent in combination – so the idea of maybe sending ID when you make a payment.” Samsung is also developing a P2P payment system that will allow users to send money to friends by simply tapping phones.That said, when it comes to digital ID and adoption of new technologies, it often all boils down to trust. White compares the current moment to a recent time when mobile payments still felt insecure to many. “It took a while for people to warm up and really get over that security concern.”White says education is a major element in getting people to trust that digital identity is safe, secure and actually (in theory) more private than a physical card. But delivering that message effectively is not easy – especially when there are lags or gaps on implementation.He notes that “in the U.S., there’s a big chicken and egg problem,” in that issuers have been slower to move on leveraging digital ID. “The infrastructure’s just not really in place yet. It’s going to come – we’re confident of that. But it’s not there yet.”Finally, he says lack of law enforcement acceptance is a major hurdle to widespread adoption. He notes that when we carry a wallet to drive, a major part of that is having ID on hand in the case one is stopped by police. If more forces accepted mDL, White says, it could be “a true habit-changing use case.”But there’s a lot that still has to change, not just logistically, but in terms of basic transactional trust. (What happens if a cop asks for a phone to be held out the window, then it drops on the highway? “It’s a thousand dollar smartphone,” White says.)He credits early adopter states that have “jumped in head-first,” as well as standards bodies, saying “we’re trying to support those organizations.”Use cases that make life easier likely to drive adoption-Ultimately, “the most important scenarios are the ones that drive habit-changing adoption.” Digital ID at TSA checkpoints is great, if you’re a regular airline traveler. But not everyone is. And if the idea is to get everyone using mDLs, they have to have a damn good reason to do so. “Old habits die hard,” particularly in the physical world. “We need to focus on the use cases that really make a material difference for the user, make things easier for them. It’s about frequency and impact.”The answer, then, does not fall easily into any particular vertical or industry or government priority. Rather, adoption will accelerate when wallets find their “killer app” – which is to say, when everyone feels like they need one.“Me getting a beer quickly at a baseball game is not the most important use case to solving society – but it would get me to adopt the mDL.”The question remains: if everyone has mDLs, and therefore everyone has wallets, whose wallets do they have?White says that, “to some extent, we can only move at the pace of the ecosystem – how fast the world around us is moving. There is no one player that does it all.” He acknowledges that there will be other wallets in the larger wallet galaxy. Samsung’s goal in the near future is to enable more state issuing partners for Samsung Wallet.In the end though, the journey is long. “This is not going to be solved quickly,” says White. “Maybe it’s like what my guitar teacher always tells me. It’s just about making progress.”

Integrated Biometrics (IB) is a regular exhibitor at ID4Africa AGMs, but this year, the U.S. biometrics firm showcased its first commercially available fingerprint capture device capable of recording a newborn’s fingerprint from the moment they are born.IB Executive Vice President (EVP), David Gerulski, told Biometric Update in an interview during this year’s event in Ethiopia that the innovative Infant.ID system can be effective in addressing several critical identity, healthcare, and security challenges around the world.The Infant.ID platform features fingerprint scanners developed by Akiyama, which together with an SDK make up Integrated Biometrics’ “InfantIB.” IB holds the license for Infant.ID outside of Brazil.Gerulski said the system is the go-to solution for addressing problems like child swaps in hospitals or child trafficking across borders.“This system allows countries and hospitals to link a child to their mother using their fingerprints. We can now guarantee that when a baby leaves the hospital the next day, they are going home with the correct parent,” Gerulski said.“We’re also the first company able to perform a one-to-many fingerprint match from birth up to 12 months of age. This means we can confirm that a one-year-old child is the same individual born on a specific day and time. That’s the current capability of our technology,” he added.Gerulski disclosed that as they continue to develop the technology, their idea is to extend this matching capability beyond the infancy stage. “It’s a challenge because a baby’s fingerprint changes as they grow, but we’ve achieved very high match rates from birth to one year. We’re conducting global studies in partnership with multiple universities to explore how far we can extend this technology.”Apart from Brazil where the system has been integrated with the country’s national digital ID program, and there are plans for a nationwide deployment, Gerulski said efforts are also afoot to get the technology deployed in many other parts of the world.Immutable Evidence of Origin-According to Gerulski, the Infant.ID system aligns with an advocacy which the Executive Chairman of ID4Africa, Dr Joseph Atick, has championed for several years, dubbed the Immutable Evidence of Origin (IEO). This is a verified record of who a person is, where, and when they were born.“Most national ID programs don’t begin collecting fingerprints until a person is around 16 or 18. By then, you don’t truly know where that person was born. They could claim any country as their birthplace and provide whatever name they choose,” he said.“But when you capture a newborn’s fingerprints, you record exactly when, where, and in what country that person was born. This fulfils a long-standing need that Dr. Atick has spoken about for years.”Integrated Biometrics Vice President for Strategic Accounts, Eleanor R. Benson, added: “Babies can be accidentally swapped, not intentionally, but due to human error. With our system, a baby is registered to their mother, and that match can be verified when they leave the hospital, ensuring the correct baby goes home with the correct parent.”“This also applies to healthcare and vaccination records, especially in refugee camps. It allows for accurate tracking and the creation of a medical history for the child. So, the applications are both civil and healthcare-related.”Gerulski mentioned a case in Peru a few months back. It was the scenario of a baby that was swapped at birth, and six years later, the mistake was discovered and the children had to be exchanged after growing up with different mothers.“That incident could have been prevented with our technology. People are really embracing this innovation. I believe this is one of the most significant advancements in identity management in years. We’re solving a problem that’s long been unsolved.”On Monday this week, the Government of Paraná in Brazil announced that Infant.ID technology is anchoring the newly announced Bebê ID project, where the government will guarantee neonatal biometrics for all babies born in local maternity hospitals.

A Hamas commander who led an attack last year that killed 21 Israeli troops in Gaza, the deadliest attack on IDF soldiers during the war, was eliminated in a drone strike over the weekend, the military and Shin Bet said Sunday, as dozens of Palestinians were reportedly killed in Israeli strikes across the enclave.Troops of the 414th Combat Intelligence Collection Unit identified Khalil Abed al-Nasser Mohammad Hatib on Friday and called in the drone strike that killed him, the IDF said.On January 22, 2024, a cell commanded by Hatib in Hamas’s Maghazi Battalion carried out an RPG attack against troops operating near the Israeli border, according to the military. The RPGs hit two buildings that had been rigged up for detonation and a tank guarding the forces, killing 21 reservists.It was the highest number of Israeli troops killed in a single attack since October 7, 2023, when thousands of Hamas-led terrorists stormed southern Israel to kill some 1,200 people and take 251 hostages, sparking the war in the Gaza Strip. The updated proposal submitted by Hamas envisions the release of the 10 hostages being spread out more throughout the 60-day truce, rather than in two batches on the first and seventh day, as the US offer envisioned.The source said this change was aimed at preventing Prime Minister Benjamin Netanyahu from abandoning talks on a permanent ceasefire after the 10 hostages are released or refusing to engage in the talks altogether, as he did during the previous ceasefire in January.An Israeli official told The Times of Israel that Hamas had also requested a ceasefire lasting up to seven years.The Witkoff proposal stipulates that the parties would have to reach an agreement on the parameters of Israel’s partial withdrawal from Gaza during the 60-day truce. It also provides for further negotiations during the truce on a potential settlement to end the war.According to a copy of Witkoff’s latest proposal, the authenticity of which was confirmed to The Times of Israel by two sources familiar with the negotiations, Hamas would release 10 living Israeli hostages held in Gaza and return the bodies of 18 deceased hostages during the 60-day ceasefire.In return, Israel would release 125 Palestinian terror convicts serving life sentences, 1,111 Gazans detained since the start of the war on October 7, 2023, and 180 bodies of Palestinians currently held by Israel.The IDF would also pull back from some areas where troops are currently deployed; the parameters of the pullback would be finalized “during proximity negotiations.”There are currently 58 hostages held in Gaza, including the bodies of at least 35 confirmed dead by the IDF, and 20 hostages who are believed to be alive. There are grave concerns for the well-being of three others, Israeli officials have said.‘We will do everything so it doesn’t happen again’Also Sunday, IDF Chief of Staff Lt. Gen. Eyal Zamir met with the families of hostages who were killed or murdered in Hamas captivity.“We are currently operating in areas where the terrorists set out from [during the October 7 onslaught]. Washington DC (UPI) May 30, 2025-On Friday, SpaceX launched an advanced GPS satellite for the U.S. Space Force from Cape Canaveral Space Force Station in Florida.A Falcon 9 rocket was used to put the GPS III SV-08 into orbit.According to SpaceX, prep work for the launch was done in less than three days, a new record for U.S. national security missions.Those preparations normally take 18-24 months.Space Force Col. Jim Horne hailed the speed of the preparation.He said the launch "highlights another instance of the Space Force's ability to complete high-priority launches on a rapid timescale, which demonstrates the capability to respond to emergent constellation needs as rapidly as Space Vehicle readiness allows."In a pre-launch briefing Launch Weather Officer Mark Burger said the weather outlook shows a 45% chance for favorable weather for Friday's launch."We'll be looking at those cumulus cloud violations and associated thunderstorms in and close to the pad," Burger said.GPS III satellite maker Lockheed Martin said the company got notice to take the SV-08 satellite out of storage for the launch Feb. 21.Despite the rapid launch schedule for this one, compared with the SV-07 satellite it was less challenging, according to the company."I'll say somewhat tongue-in-cheek, compared to SV-07, this was, I'll say, a relatively less punishing path to launch, primarily because of the challenges we faced on SV-07, whether it was ground transportation or the RRT climate," Lockheed Martin vice president of Navigations Systems Malik Musawwir said.Just preparing the satellite can take four to five months due to the need for full integration of components stored separately.Two more of the satellites are stored for future launches using ULA Vulcan rockets with no plans to reassign them to SpaceX.

Vienna (AFP) May 31, 2025-Iran has ramped up production of highly enriched uranium, according to a confidential UN watchdog report, as Tehran said Saturday that it had received US proposals to settle its long-running nuclear dispute with the West.Iran rejected the report by the International Atomic Energy Agency (IAEA), the latest move in years-long efforts to restrict its nuclear activities over fears that it is seeking to develop nuclear weapons.The IAEA report, seen by AFP, said Iran had sharply increased its stockpile of uranium enriched to up to 60 percent, close to the roughly 90 percent level needed for atomic weapons.Iran rejected the report, which came amid high tensions in the Middle East over Israel's military offensive in Gaza, with Tehran's foreign ministry calling it a "political" manoeuvre.The ministry accused Israel of providing "unreliable and misleading information" to the IAEA for the report, "contrary to the IAEA's principles of professional verification".Iran's Foreign Minister Abbas Araghchi said earlier Saturday that he had received "elements" of a US proposal for a potential nuclear deal following five rounds of talks mediated by Oman.Omani Foreign Minister Badr al-Busaidi "paid a short visit to Tehran today to present elements of a US proposal which will be appropriately responded to in line with the principles, national interests and rights of the people of Iran," Araghchi said on X.The IAEA report said Iran had an estimated 408.6 kilogrammes of uranium enriched to up to 60 percent as of May 17, up by 133.8 kilogrammes since the last report in February.Iran's total amount of enriched uranium now exceeds 45 times the limit authorised by the 2015 agreement with world powers, and is estimated at 9,247.6 kilogrammes."The significantly increased production and accumulation of highly enriched uranium by Iran, the only non-nuclear weapon State to produce such nuclear material, is of serious concern," the IAEA said.In a separate in-depth report, the IAEA criticised "less than satisfactory" cooperation from Tehran over its scrutiny of its nuclear programme, specifically noting Iran's lack of progress in explaining nuclear material found at undeclared sites.- Iran says nuclear arms 'unacceptable' -Western governments have long suspected Iran of seeking to develop a nuclear weapons capability to counter the widely suspected but undeclared arsenal of its arch-foe Israel.Iran has denied seeking nuclear arms and says it needs the uranium for civilian power production.Following the IAEA report, Israel on Saturday accused Iran of being "totally determined" to acquire nuclear weapons."Such a level of enrichment exists only in countries actively pursuing nuclear weapons and has no civilian justification whatsoever," a statement from Prime Minister Benjamin Netanyahu's office said.In response, Araghchi reaffirmed the country's longstanding position, saying Tehran rejected nuclear weapons."If the issue is nuclear weapons, yes, we too consider this type of weapon unacceptable," Araghchi, Iran's lead negotiator in the talks, said in a televised speech. "We agree with them on this issue."Araghchi's remarks came a day after US President Donald Trump said Iran "cannot have a nuclear weapon", while expressing hope of striking a deal soon.On Thursday, Araghchi hit out at what he called "media speculation" that the two sides were close to an agreement, saying he was "not sure if" a deal was "imminent".Iran has held five rounds of talks with the United States on a new agreement with major powers after Trump abandoned the process during his first term as president in 2018.No date or venue has yet been announced for the next round but Araghchi said Wednesday that he expected an announcement from mediator Oman in the "next few days".Washington has said Iran's uranium programme must cease but Tehran insists it has a right to pursue it under the nuclear Non-Proliferation Treaty.- 'Very good talks' -Israel has repeatedly threatened military action, after pummelling Iranian air defences during two exchanges of fire last year.Trump said Wednesday that the United States was having "very good talks with Iran", adding that he had warned Netanyahu against striking its nuclear facilities as it would not be "appropriate right now".Trump has not ruled out military action but said he wants space to make a deal first, and has also said that Israel, and not the United States, would take the lead in any such strikes.Trump adopted a "maximum pressure" policy against Tehran after abandoning the 2015 agreement and reimposed sweeping sanctions which the deal had lifted in return for UN-monitored restrictions on Iran's nuclear activities.Iran continued to honour the agreement for a year, but then began rolling back its own compliance with its terms.Uranium enriched to up to 60 percent is far beyond the 3.67-percent limit set by the 2015 agreement.In recent days, Tehran has said that if a deal is reached, it may consider allowing US inspectors to join the IAEA monitoring teams.

UK to restore 'war-fighting readiness' with new defence review.

London, June 1 (AFP) Jun 01, 2025-UK Prime Minister Keir Starmer said Sunday he will "restore Britain's war-fighting readiness" as his government warned of "growing" Russian aggression ahead of a major defence strategy review."We will restore Britain's war-fighting readiness as the central purpose of our armed forces," Starmer wrote in The Sun daily, including by ramping up weapons production capacity.His government's Strategic Defence Review, due to be published Monday, will assess threats facing the UK, amid Russia's ongoing war in Ukraine and pressure from US President Donald Trump for NATO allies to bolster their own defences.Starmer wrote that It will serve as "a blueprint for strength and security for decades to come".Defence Secretary John Healey warned of "growing Russian aggression", including through "daily" cyberattacks on the UK's "defence system"."We're in a world that is changing now... and it is a world of growing threats," Healey told the BBC on Sunday."It's growing Russian aggression. It's those daily cyberattacks, it's new nuclear risks, and it's increasing tension in other parts of the world as well."The defence review will recommend "creating an 'always on' munitions production capacity in the UK" allowing the scaling up of weapons production if needed, according to the Ministry of Defence.The document also urges the government to create conditions in industry to boost munition stockpiles.In February, Starmer committed to hiking defence spending to 2.5 percent of GDP by 2027, up from its current 2.3 percent, and to further raise it to three percent by around 2029.His Labour administration has said it would cut UK overseas aid to help fund the spending.- New technologies -On Saturday the government announced pound1.5 billion ($2 billion) for building "at least six munitions and energetics factories" as well as procuring 7,000 domestically built long-range weapons.This investment -- which will see pound6 billion spent on munitions under the current parliament -- would create and support 1,800 jobs."We are strengthening the UK's industrial base to better deter our adversaries and make the UK secure at home and strong abroad," Healey said.The Ministry of Defence also pledged pound1 billion for the creation of a "cyber command" to help on the battlefield.The defence shake-up "means bringing together every capability we have, from drones, to artillery, to human instinct and intelligence, into one formidable, integrated fighting machine," Starmer said.The review, led by former NATO secretary general George Robertson, warns that Britain is entering "a new era of threat" as drones and artificial intelligence transform modern warfare, The Guardian newspaper reported Saturday.The document will describe the "immediate and pressing" danger posed by Russia, as well as focusing on China, Iran and North Korea.Robertson has described the four countries as a "deadly quartet" which were "increasingly working together".

Ukraine strikes Russian bombers ahead of Istanbul talks.

Kyiv, Ukraine, June 1 (AFP) Jun 01, 2025-Ukraine said Sunday it launched a "large-scale" attack to destroy Russian bombers as it geared up for talks in Istanbul with Moscow counterparts to explore prospects of a ceasefire.The spectacular claim that Ukraine damaged $2 billion worth of Russian aircraft parked at airbases thousands of kilometres (miles) away came as Kyiv announced a Russian military strike killed at least 12 soldiers at an army training site, leading to the resignation of its ground forces commander.Russia also said two bridges that collapsed in regions bordering Ukraine were brought down by explosions. Officials were treating them as "acts of terrorism" but had not immediately accused Ukraine.The developments followed Russian ground advances in recent days in Ukraine's border Sumy region and both sides unleashing punishing aerial attacks on the other.President Volodymyr Zelensky said on Sunday that he was sending a Ukrainian delegation to Istanbul led by his Defence Minister Rustem Umerov for the talks on Monday with Russian officials.Turkey is hosting the meeting, which was spurred by US President Donald Trump's push for a quick deal to end the three-year war.Zelensky, who previously voiced scepticism about the seriousness of the Russian side in proposing Monday's meeting, said he had defined the Ukrainian delegation's position going into it.Priorities included "a complete and unconditional ceasefire" and the return of prisoners and abducted children, he said on social media.Russia has said it has formulated its own peace terms but refused to divulge them in advance. Russian President Vladimir Putin ruled out a Turkish proposal for the meeting to be held at leaders' level.Russian news agencies said the Russian delegation was headed to Istanbul on Sunday for the talks.- Drone attacks inside Russia -The intensified strikes waged by each side came as Kyiv and Moscow each strived to show themselves coming from a position of strength.A source with Ukraine's SBU security service said the coordinated attacks inside Russia were "aimed at destroying enemy bombers far from the front".The source said Russian airbases in the eastern Siberian city of Belaya, in Olenya, up in the Arctic near Finland, and in Ivanovo and Dyagilevo, both east of Moscow, had been targeted.More than 40 aircraft had been hit at the Belaya base, and a fire had broken out there, the source said, showing a video in which several aircraft could be seen in flames and black smoke rising.AFP was not able to independently verify the claims or the video images.Russia's defence ministry confirmed on Telegram that several of its military aircraft "caught fire", adding that there were no casualties and that several "participants" had been arrested.Igor Kobzev, Governor of Russia's Irkutsk region, which hosts the targeted Belaya airbase, said "it's the first attack of this sort in Siberia".He called on the population to not panic and posted an amateur video apparently showing a drone flying in the sky and a large cloud of grey smoke.The governor of the Murmansk region where the Olenya base was located, Andrey Chibis, also said "enemy drones" were flying overhead, and anti-aircraft defences were operating.Russia has been announcing Ukrainian drone attacks on a near daily basis, usually saying they had all been shot down. But it was rare for such drone strikes to be reported so deep within its territory.At the same time, Russia has been carrying out constant attacks on Ukraine.On Sunday, Ukraine's air force said it was hit by 472 Russian drones and seven missiles overnight -- a record since the beginning of the invasion.In a rare admission of its military losses, the Ukraine army said Russia's "missile strike on the location of one of the training units" had killed a dozen soldiers, most of whom had been in shelters during the attack."As of 12:50 pm (0950 GMT), 12 people are known to have been killed and more than 60 wounded," it said.The attack led Ukrainian ground forces commander Mykhailo Drapaty to announce his resignation, saying he felt "responsibility" for the soldiers' deaths.- Blasts fell bridges -Separately on Sunday, the Russian army said it had captured another village in Ukraine's northern Sumy region, where Kyiv fears Moscow could mount a fresh ground assault.Russia claims to have captured several settlements in the region in recent weeks, and has amassed more than 50,000 soldiers on the other side of the border, according to Zelensky.Authorities in the region have evacuated more than 200 villages amid intensified shelling.Back in Russia, officials said a blast brought down a road bridge in the Bryansk region bordering Ukraine on Saturday, derailing a passenger train heading to Moscow and killing seven people.A separate rail bridge in the neighbouring Kursk region was blown up hours later in the early hours of Sunday, derailing a freight train and injuring the driver.Authorities did not say who was behind the explosions, but investigators said a criminal inquiry was underway.

Iraq condemns 'repeated Israeli attacks' on Lebanon.

Baghdad, June 1 (AFP) Jun 01, 2025-Iraq's Prime Minister Mohammed Shia al-Sudani on Sunday condemned Israeli attacks on Lebanon as he hosted Lebanese President Joseph Aoun, on his first visit to Baghdad since taking office.Israel has continued to strike Lebanon despite a November ceasefire that ended more than a year of conflict -- including two months of open war -- with militant group Hezbollah, which emerged severely weakened.Lebanese authorities reported on Sunday the third deadly Israeli raid on the country's south in four days.In a joint press conference with Aoun, Sudani denounced "repeated Israeli attacks against Lebanon's sovereignty" which he said were in "violation of international law".The Iraqi prime minister called to "fully implement" a UN Security Council resolution that ended a 2006 war between Israel and Iran-backed Hezbollah and served as the basis for the latest truce, which went into effect on November 27.Under the truce terms, Hezbollah fighters were to withdraw north of the Litani River, about 30 kilometres (19 miles) from the border, and dismantle their military posts to the south.Israel, for its part, was to pull all its troops out of Lebanon but has maintained five positions it deems "strategic" along the frontier.Sudani also said he discussed with the visiting Lebanese president "shared opportunities in various sectors" including energy, telecommunications and commerce.Dominated by pro-Iranian parties, the Iraqi government has close ties with Lebanon and welcomed thousands of Lebanese people, mostly Shiite Muslims, displaced by the 2024 Israel-Hezbollah war.Tehran-aligned armed factions in Iraq are staunch allies of Lebanon's Shiite militant group Hezbollah.Since 2021, gas-rich Iraq has provided fuel for power stations in Lebanon, mired in a grave economic crisis.Last month Beirut said it was expecting a delivery of 320,000 tons of wheat from Iraq.In Baghdad, Aoun expressed his gratitude for "all the support and donations" Iraq has given Lebanon.Aoun, who assumed the presidency in January, also met with his Iraqi counterpart Abdel Latif Rashid.

Recycling contaminated soil from Fukushima: Japan's dilemma.

Iitate, Japan, June 1 (AFP) Jun 01, 2025-To reduce radiation across Japan's northern Fukushima region after the 2011 nuclear disaster, authorities scraped a layer of contaminated soil from swathes of land.Now, as young farmers seek to bring life back to the region once known for its delicious fruit, authorities are deliberating what to do with the mass of removed soil -- enough to fill more than 10 baseball stadiums.Here are some key things to know:- Why was the soil removed? -On March 11, 2011, Japan's strongest earthquake on record triggered a huge tsunami that hit the Fukushima Daiichi nuclear plant, causing a devastating meltdown.Topsoil was collected as part of large-scale decontamination efforts that also included blasting buildings and roads with high-pressure jets of water.Almost all areas of Fukushima have gradually been declared safe, but many evacuees have been reluctant to return because they remain worried about radiation, or have fully resettled elsewhere.Fukushima has, however, welcomed new residents such as 25-year-old kiwi farmer Takuya Haraguchi."I want people to become interested in and learn about what Fukushima is really like these days," he told AFP.- Where is the soil being stored? -A vast quantity of soil -- 14 million cubic metres -- is being stored at interim storage facilities near the Fukushima Daiichi plant.The government has promised residents of Fukushima region that it will find permanent storage for the soil elsewhere in the country by 2045.For now, the huge mounds are kept inside guarded grounds, protected by layers of clean soil and a manmade sheet to prevent runoff into the environment.- What will Japan do with it? -The government wants to use the soil for building road and railway embankments among other projects.It has vowed to do this outside Fukushima to avoid further burdening the region, where the crippled nuclear plant generated electricity not for local residents, but for Tokyo and its surrounding urban areas.So far few takers have been found in other parts of Japan, and some local officials suggest that realistically, a portion of the soil may need to stay in Fukushima.The prime minister's office recently said it would symbolically recycle some of the soil to show it is safe, with reports saying it will be used in flower beds.- How safe is the soil? -Around 75 percent of the stored soil has a radioactivity level equivalent to or less than one X-ray per year for people who directly stand on or work with it, according to the environment ministry.Asphalt, farm soil or layers of other materials should be used to seal in the radioactivity, said Akira Asakawa, a ministry official working on the Fukushima soil project.In a test, the government has constructed roads and fields in Fukushima by using the contaminated soil as filling material.Those locations did not show elevated levels of radioactivity, and there was no runoff of radioactive material to surrounding areas, Asakawa said.- What pushback has there been? -In 2022, local communities reacted angrily to plans floated by the national government to bring the Fukushima soil to a popular park in Tokyo and other areas near the capital.That plan has not moved forward and other locations have not yet been secured, despite public sympathy for the people of Fukushima.The environment ministry says it will step up efforts to explain the safety of its plan to the public from this year.

ROME — Six years after arriving to Rome from Scotland to study for the priesthood, Matthew McCafferty and Kieran Burt were ordained deacons in the papal Basilica of St. Paul Outside the Walls on May 10. Though ordained together, each had a different journey leading up to that momentous day.And soon afterward, they met Pope Leo XIV. Both deacons explained that their ordination happening back-to-back with the election of a new Pope created “a real spiritual high” — especially since they had prayed and studied for so long.“I have, for as long as I can remember, thought about becoming a priest,” Deacon Kieran Burt, 24, a deacon for the Diocese of Motherwell, told the Register. “It was nothing sort of real or concrete at first,” he added. “I just quite liked fancy vestments, and I liked the music.” After years of altar serving and active involvement in his parish, he couldn’t shake his thoughts about the priesthood. With the help of his parish priest, who also happened to be a vocations director, now-Deacon Burt was able to explore “what this feeling [he] had might actually be and whether it could be a call” and eventually applied to seminary.For Deacon McCafferty, the journey towards priesthood began during his university studies. Upon returning home to Scotland after spending a semester in New Jersey, where he witnessed the vibrancy of U.S. Catholic students’ faith, McCafferty felt pulled toward the Church.“I joined the Catholic society during my last year at university and started going to Mass every day,” Deacon McCafferty, 31, from the Archdiocese of St. Andrews and Edinburgh, told the Register.“I remember reading an article that summer between coming back from the States and going into my last year at university which talked about going to daily Mass and how if you make the time for it, the rest of your day kind of falls into place. I found that to be demonstrably true.”“That did change my life,” Deacon McCafferty said. “It was the first time I began to really pray and ask God what it was that he might have in store for me.”After teaching high-school history for two years, his calling became clear: “There was no big voice in the sky, no bright lights or anything — just a small little niggle that didn’t go away and that grew to a certain point where I had to go and explore.” Preparing for Ordination Amid the Conclave -In Rome, the two seminarians studied philosophy at the Pontifical University of St. Thomas Aquinas — Pope Leo XIV’s alma mater — and theology at the Pontifical Gregorian University, while living at the Pontifical Scots College in Rome.After years of study and formation, both had the unique opportunity to witness the final days of the pontificate Pope Francis, attend his funeral, and experience the whirlwind that followed — including the conclave.With their diaconate ordination scheduled for May 10 and the conclave set to start on May 7, McCafferty shared that they were all “slightly concerned as to what would happen if the conclave ran into the day of the ordination.” As Pope Leo XIV’s name was announced on the evening of May 8, they were blessed to gather with families and friends in St. Peter’s Square to witness a day and moment none of them will soon forget.“We were right up the front, right in the middle,” Deacon Burt said. “I found the whole thing totally surreal. I couldn’t believe that after six years of being in Rome, my family was there to experience that with me. I couldn’t stop crying.”“It was really touching,” Deacon McCafferty explained. “In the midst of all those thousands of Catholics that were in the square and in Rome, a little group of them was my family. FULL TEXT: Homily of Pope Leo XIV On Jubilee for Families, Children, Grandparents and the Elderly-Pope Leo XIV Vatican-June 1, 2025

Pope Leo XIV gave the following homily on Sunday, June 1, 2025 for the Jubilee of Families, Children, Grandparents, and the Elderly on St. Peter's Square at the Vatican.The Gospel we have just heard shows us Jesus, at the Last Supper, praying on our behalf (cf. Jn 17:20). The Word of God, made man, as he nears the end of his earthly life, thinks of us, his brothers and sisters, and becomes a blessing, a prayer of petition and praise to the Father, in the power of the Holy Spirit. As we ourselves, full of wonder and trust, enter into Jesus’ prayer, we become, thanks to his love, part of a great plan that concerns all of humanity.Christ prays that we may “all be one” (v. 21). This is the greatest good that we can desire, for this universal union brings about among his creatures the eternal communion of love that is God himself: the Father who gives life, the Son who receives it and the Spirit who shares it.The Lord does not want us, in this unity, to be a nameless and faceless crowd. He wants us to be one: “As you, Father, are in me and I am in you, may they also be in us” (v. 21). The unity for which Jesus prays is thus a communion grounded in the same love with which God loves, which brings life and salvation into the world. As such, it is firstly a gift that Jesus comes to bring. From his human heart, the Son of God prays to the Father in these words: “I in them and you in me, that they may become completely one, so that the world may know that you have sent me and have loved them even as you have loved me” (v. 23).Let us listen with amazement to these words. Jesus is telling us that God loves us as he loves himself. The Father does not love us any less than he loves his only-begotten Son. In other words, with an infinite love. God does not love less, because he loves first, from the very beginning! Christ himself bears witness to this when he says to the Father: “You loved me before the foundation of the world” (v. 24). And so it is: in his mercy, God has always desired to draw all people to himself. It is his life, bestowed upon us in Christ, that makes us one, uniting us with one another.Listening to this Gospel today, during the Jubilee of Families, Children, Grandparents and the Elderly, fills us with joy.Dear friends, we received life before we ever desired it. As Pope Francis said: “all of us are sons and daughters, but none of us chose to be born” (Angelus, 1 January 2025). Not only that. As soon as we were born, we needed others in order to live; left to ourselves, we would not have survived. Someone else saved us by caring for us in body and spirit. All of us are alive today thanks to a relationship, a free and freeing relationship of human kindness and mutual care.That human kindness is sometimes betrayed. As for example, whenever freedom is invoked not to give life, but to take it away, not to help, but to hurt. Yet even in the face of the evil that opposes and takes life, Jesus continues to pray to the Father for us. His prayer acts as a balm for our wounds; it speaks to us of forgiveness and reconciliation. That prayer makes fully meaningful our experience of love for one another as parents, grandparents, sons and daughters. That is what we want to proclaim to the world: we are here in order to be “one” as the Lord wants us to be “one,” in our families and in those places where we live, work and study. Different, yet one; many, yet one; always, in every situation and at every stage of life.Dear friends, if we love one another in this way, grounded in Christ, who is “the Alpha and the Omega,” “the beginning and the end” (cf. Rev 22:13), we will be a sign of peace for everyone, in society and the world. Let us not forget: families are the cradle of the future of humanity.In recent decades, we have received a sign that fills us with joy but also makes us think. It is the fact that several spouses have been beatified and canonized, not separately, but as married couples. I think of Louis and Zélie Martin, the parents of Saint Therese of the Child Jesus; and of Blessed Luigi and Maria Beltrame Quattrocchi, who raised a family in Rome in the last century. And let us not forget the Ulma family from Poland: parents and children, united in love and martyrdom. I said that this is a sign that makes us think. By pointing to them as exemplary witnesses of married life, the Church tells us that today’s world needs the marriage covenant in order to know and accept God’s love and to defeat, thanks to its unifying and reconciling power, the forces that break down relationships and societies.For this reason, with a heart filled with gratitude and hope, I would remind all married couples that marriage is not an ideal but the measure of true love between a man and a woman: a love that is total, faithful and fruitful (cf. SAINT PAUL VI, Humanae Vitae, 9). This love makes you one flesh and enables you, in the image of God, to bestow the gift of life.I encourage you, then, to be examples of integrity to your children, acting as you want them to act, educating them in freedom through obedience, always seeing the good in them and finding ways to nurture it. And you, dear children, show gratitude to your parents. To say “thank you” each day for the gift of life and for all that comes with it is the first way to honour your father and your mother (cf. Ex 20:12). Finally, dear grandparents and elderly people, I recommend that you watch over your loved ones with wisdom and compassion, and with the humility and patience that come with age.In the family, faith is handed on together with life, generation after generation. It is shared like food at the family table and like the love in our hearts. In this way, families become privileged places in which to encounter Jesus, who loves us and desires our good, always.Let me add one last thing. The prayer of the Son of God, which gives us hope on our journey, also reminds us that one day we will all be uno unum (cf. Saint Augustine, Sermo super Ps. 127): one in the one Saviour, embraced by the eternal love of God. Not only us, but also our fathers, mothers, grandmothers, grandfathers, brothers, sisters and children who have already gone before us into the light of his eternal Pasch, and whose presence we feel here, together with us, in this moment of celebration.

Diplomats convened at UN Headquarters in New York on Friday to lay the groundwork for a crucial international conference in June, aimed at advancing global efforts towards achieving a two-State solution to the Israel-Palestine conflict.The preparatory session brought together UN Member States to align expectations and finalise arrangements for eight thematic roundtables that will help shape the conference’s outcome.General Assembly President Philémon Yang urged countries to seize the crucial opportunity to finally make progress.“The horrors we have witnessed in Gaza for over nineteen months should spur us to urgent action to end the Israeli-Palestinian conflict. The devastating cycles of death, destruction, and displacement cannot be allowed to continue,” he said.“This conflict cannot be resolved through permanent war, nor through endless occupation or annexation. It will only end when Israelis and Palestinians can live side by side in their own sovereign, independent States, in peace, security, and dignity,” he added.General Assembly President Yang addresses the preparatory meeting.Concrete outcomes needed-Co-chairs France and Saudi Arabia emphasised the need for the June conference to go beyond reaffirming principles and achieve concrete results on the ground.“We must urgently move from words to deeds. We must move from ending the war in Gaza to ending the conflict itself,” said Anne-Claire Legendre, Middle East and North Africa advisor to French President Emmanuel Macron.“Faced with the facts on the ground, the prospects of a Palestinian State must be maintained. Irreversible steps and concrete measures for the implementation thereof are necessary.”Alongside, she reiterated calls for a lasting ceasefire, an immediate influx of humanitarian aid and the release of hostages.Historic moment-Manal bint Hassan Radwan, head of the Saudi Arabian negotiating team, called the moment “historic,” stating that the preparatory meeting must “chart a course for action, not reflection.”  “Civilians continue to pay the price of a war that must end immediately. The escalation in the West Bank is equally alarming. Despair grows deeper by the day,” she said.“This is precisely why we must speak not only of ending the war, but of ending a conflict that has lasted nearly eight decades,” she continued, adding efforts to end fighting and secure release of hostages and detainees must be “anchored in a credible and irreversible political plan that addresses the root cause of the conflict and offers a real path to peace, dignity and mutual security.”Outcome document-The General Assembly decided to convene the conference in its resolution ES-10/24. Further details were outlined in resolution 79/81.As outlined in General Assembly resolution 79/81, the Conference will produce an action-oriented outcome document entitled “Peaceful settlement of the question of Palestine and implementation of the two-State solution”.The aim is to chart a clear and irreversible pathway toward a comprehensive, just, and lasting peace in accordance with UN resolutions.About the Conference-The conference will include a plenary session with statements from the President of the General Assembly, the UN Secretary-General, and the co-chairs, followed by interventions from Member States and observers.According to a concept note from the co-chairs, the conference will also feature eight thematic roundtables, each focused on critical dimensions of the two-State solution. The working groups include security arrangements for both Israelis and Palestinians, the economic viability of a Palestinian State, and humanitarian action and reconstruction.
